- returns a URL to a cfm page that delivers the PDF using CFCONTENT,

I installed JRUN and started running through some struts tutorials and came up
with a couple of reasons not to use JRUN as a J2EE server. It is great for
multiple instances of Coldfusion but if you start doing

Try changing the name of your App. It's most likely caching the application
variables as set up in the initial load of your app.cfm file. I've had that
happen to me before and changing the app name did it for me.
