Once upon a time (2004?) I installed .net 1.1 on w2k, and ran the demo code in the .net framework documentation. .net had (has?) a c# compiler, dll packager, etc so the code compiled and ran free of that pricey MS IDE tool. Usually if you poke around, you'll often find a clear, concise example.
