According to TIMES' scribe Steven Holmes, the Census Buerau helped identify "concentrations of people of Japanese ancestry in geographic units as small as city blocks." The bureau is said to have given vital statistics -- including age, sex, citizenship and country of birth -- on only Japanese-Americans to the War Department (now known as the Defense Department). The research paper cited is entitled "After Pearl Harbor: The Proper Role of Population Data Systems in Time of War" and was written by Margo Anderson, a history professor at the University of Wisconsin (Milwaukee) and William Seltzer, a statistician and demographer at Fordham University. It will be released next week in Los Angeles at the annual Population Association of America meeting. Japanese-Americans have long suspected that the Census Bureau played a prominent role in the relocation of 120,000 residents of Japanese ancestry to detention camps. Former California congressman Norman Mineta, who spent time in a Wyoming detention center tells the paper: "We've always suspected this. After all, they are the keeper of this kind of information." Writes Holmes: "The Census Bureau often boasted that its conduct in the relocation of Japanese-Americans had been its finest hour because it resisted pressure to provide explicit data to the War and Justice Departments. But Census Bureau officials do not dispute the findings of the paper." Many of the players on opposite sides of the gun control table are actually VERY close in principle, even though the public-shouting matches might indicate otherwise. In his article entitled, "Differences few in bitter debate on gun legislation," Sean Scully noted: At the heart of the rhetorical battle between pro- and anti-gun forces lies a truth neither side likes to concede: They are in almost complete agreement on almost every issue. The two sides agree on the basics of a new package of gun-control legislation: requiring the sale of trigger locks with all handguns, banning all large-capacity ammunition clips and magazines, and preventing youths younger than 18 from possessing certain semiautomatic weapons. They even agree on the notion that all buyers at gun shows should be subject to background checks, just like buyers at regular gun stores Both the National Rifle Association and President Clinton -- who normally agree on little else -- endorsed congressional bills that included these provisions last year. And even though they were on the same side on most of the proposed regulations, Mr. Clinton and the NRA are engaged in an increasingly bitter public dispute over gun control in recent days Indeed, Sen. Orrin Hatch (R-UT), the chairman of the conference committee dealing with the juvenile crime bill conference, stated last week that, "if we could put the gun show provision aside I think we'd have a bill. But we can't get the other side to do that so far." Let's hope Clinton doesn't wake up and realize just how close his gun position is to that of the compromisers in Congress. In the meantime, you can be sure that Gun Owners of America is 100% opposed to ALL of the anti-gun provisions in the crime bill, and will continue to fight this bill tooth and nail. The White House is telling reporters the vote is tomorrow, although House Republicans disagree. Whatever the case, it's important that your Representatives hear from you! Ask them to OPPOSE the Rep. Zoe Lofgren "motion to instruct" the conferees on the juvenile crime bill (H.R. 1501). Tell them you don't want the anti-gun bill to leave the conference committee. A White House spokesman today stated he hopes the Lofgren motion will send "a very important message" and push the juvenile gun bill out of the committee. Make sure your Reps. get the right message. (AP) -- A moderate earthquake 50 miles at sea rattled several small communities along the northern coast of California today, but no damage or injuries were reported. The U.S. Geological Survey put the magnitude at 5.8 and the epicenter off Punta Gorda, about 200 miles north of San Francisco and 55 miles south and west of Ferndale. The quake hit at 7:20 a.m. PST. Ferndale Police Chief Gary Holder said the temblor lasted about 30 seconds or so and was a rolling shaking, rather than a sharp jolt. "I went out afterwards to check the town and I couldn't even find a broken window," he said. Problems? Suggestions? School crime statistics are kept and reported by school administrators, independent of those of local police who are required by the Clinton administration to report statistics to the FBI only. Because the report has been issued directly to the public perhaps we are getting some truthful information. Data from the report released by the California Department of Education showed an 11% jump in drug and alcohol offenses. The spin artists tried to soften the report by claiming that small and insignificant crimes had been included, but the price tag is there and cannot be refuted. State officials report that despite the drop in property crimes like vandalism and burglary in the public schools, the monetary losses incurred grew from about $17 million to $25 million. Persons involved in the education profession know that schools are not something separate from the societies that they serve. Our schools are only a mirror, reflecting both the achievements and the problems of society in general. California is not the only state with problems in the public schools. The well-publicized school shootings have not been confined to any one area or state. Used by the Clinton administration in the campaign for gun control, these shootings are an alarming reflection of the drug problems in this county. While the trade in illegal drugs rips apart our infrastructure, the most talented demagogue this nation has ever seen stands before the cameras, castigates the National Rifle Association (NRA), and sheds crocodile tears as he talks about the victims and the survivors of school violence. Those with more incisive minds will ask themselves why he never mentions neglected children whose parents are addicted, or children and adults who have died from drug overdoses or why he never talks about "crack" babies or the victims of corrupt law enforcement in this country. Although we deeply regret the school violence, the number of victims there pales by comparison with the number of victims of drugs and drug- related crime. The NRA is right. The demagogue has been unmasked. Bill Clinton does need "a certain level of violence to accomplish his political objectives." Drug seizures are now commonly stated in TONS. In January of this year, the Dallas Morning News reported the third largest cocaine bust ever: A nine and seven tenths -ALMOST A TEN TON - interception by the law enforcement in the Chilean port of Arica. Also in January an Associated Press report states that Mexican authorities intercepted a shrimp boat carrying 6 tons of cocaine off their Pacific coast, and just last month (February), the Associated Press reports that other agents seized more than a ton of cocaine stashed inside false compartments aboard several freighters from Haiti. Small wonder we are having problems with drugs and crime. The United States is no different from other countries in regard to drug problems. The illegal traffic has caused untold human suffering and spawned a crime wave here, just as it has world-wide. The problem is now much too big to hide. HOUSTON The Army has placed its cyberdefense teams on full alert after a known hacker group threatened to take down the Army's World Wide Web home page this Friday. On Tuesday evening the Army placed its cyberdefenders at the Land Information Warfare center at Fort Belvoir, Va., on full alert after a group known as the Boys from Brazil threatened to hack into the Army home page on Friday. But today the Army clarified that the hacker group it is watching is Hacking for Girliez, which took down the New York Times' site in September 1998. Most of the hackers' remarks appeared in comment tags, which can be seen in source material but not on a Web page. The tags include such remarks as "'Immature kids' were able to bypass...$25,000 firewalls [and] bypass the security put there." Philip Loranger, chief of the Command and Control Protect Division in the Army's Information Assurance Office, speaking here at the 2000 Army Directors of Information Management Conference, said the Army is prepared for any attack against the its Web site. "We've had to activate some countermeasures to protect the Army home page," Loranger said, declining to provide specifics for security reasons. However, he said the countermeasures being put in place do not include disconnecting the Army site from the Internet. Specific details emerged today on some of the steps the Army has taken in the past few months to prepare for these types of attacks. Lt. Col. James Withers, a systems engineering specialist with the Army signal command, said the Army's regional CERTs have written special software scripts that will help defend against known hacker tactics. The Army also developed Web cache proxy servers that divert Web surfers away from primary servers residing behind firewalls on Army installations. The Army is also in the process of deploying a protected domain name system architecture that will help the service regain control of all Army Internet sites and network entry points. "We know the hackers mapped [the old architecture]," Withers said, adding that 90 percent of the Army's global protected DNS architecture should be completed by April. Loranger demonstrated for conference attendees how simple it is for hackers to exploit known operating system vulnerabilities using widely available hacker tools and standard systems administrator procedures. In fact, Loranger, with the approval of the Army's staff counsel, demonstrated a live hacking of another computer system to show how within minutes hackers can crack into known password vulnerabilities and take over entire systems and networks. Loranger also said that the lack of international laws governing conduct on the Internet poses real obstacles to the government's ability to respond to foreign-based hacker attacks. Loranger pointed out that some graduate-level computer education schools in India, for example, have established hacking into U.S. government systems as an academic requirement. Lt. Col. LeRoy Lundgren, program manager for the Army's National Security Improvement Program, said as many as 285,000 network queries were denied by Army security systems last year because of the questionable method used. Lundgren added that the Army has seen an increase in the number of queries originating in foreign countries, particularly China and Bulgaria. The NSA's main computer network - hectares of underground machines devoted to deciphering communication stolen from foreign embassies, missile bases and telephones around the world - had crashed for the first time. And no-one knew why. Three days later, the NSA spymaster issued a grim warning to his worried workforce. "I said the fact that we're down is an operational secret," General Hayden recalled. "Our adversaries cannot know that our intelligence capabilities have been crippled." To his relief, the news held until after the system was rebooted early on January28. Although experts are still studying the four-day outage, General Hayden blames a software "anomaly" in a "complex network running near capacity" - not hackers or enemy agents. But the blackout of the world's most powerful collection of supercomputers is hard evidence of the vast problems facing America's largest and most secretive intelligence agency. By all accounts, the NSA has lost its lead - and perhaps its way - in the information revolution it helped to create. "The NSA used to have the best computers in the world, bar none," said an official who has been briefed on the recent crisis. "Now they can't even keep them running. What does that tell you? Do you know a modern company that goes offline for four days? They're struggling." Intelligence experts blame the NSA's woes on budget and staffing cuts since the Cold War, tougher targets and countermeasures and, most important, a hidebound bureaucracy that remains wedded to telex technology in the email age. To some extent, the NSA is a victim of its own success. It helped spark the new age of intelligence by investing in early computers and telecommunications. Now it is drowning in a daily deluge of data from digital phones, faxes and email - technology that barely existed 10 years ago. "Until the late 1980s, US signals intelligence was way out in front of the rest of the world," said Mr Robert Gates, head of the CIA from 1991 to 1993. "But with the high-tech explosion, there's no way any government agency could keep up with the pace of change." Take fibre optics. During the Cold War, the NSA excelled at intercepting electronic emissions from undersea copper cables, microwave radio relay stations and other systems as it snooped on governments and military forces in the Soviet Union, its Warsaw Pact allies and other targets. Now private industry is girdling the globe with millions of kilometres of high-capacity fibre-optic cable to replace the old transmission technologies. The new cables carry huge volumes of TV, fax, telephone and other signals in bursts of light. And they are far harder to tap. "The NSA is really at sea on fibre optics," a Senate staff member said. "They don't know where to begin." Not everyone agrees. James Bamford, author of The Puzzle Palace, a book about the NSA, argues that the agency is overplaying the fibre-optic threat to confuse America's enemies and to win more sympathy in Congress. "The places the NSA is interested in today are not going to fibre optics," Bamford said. "North Korea is not fibre-optic. Neither is Kosovo or Somalia. The fact is far more is going through the air today than ever before." In any case, some help is coming. In December, the US Navy awarded an $US887million ($1.45billion) contract to Electric Boat to modify extensively the still-to-be launched Jimmy Carter to become America's most advanced spy submarine. When completed in 2004, sources said, the Seawolf-class sub will be able to place and recover top-secret "pods" that will tap undersea fibre-optic cables for the first time. The navy says that the upgrade is for "surveillance, mine warfare, special warfare, payload recovery and advanced communications". Still, the NSA has lost its monopoly on cryptography, the making and breaking of codes. Supposedly uncrackable encryption software is available on the Internet. The CIA says that several terrorist groups, including Hezbollah, Hamas and Osama bin Laden's organisation, now use encryption. "It's a real challenge," said Mr Jeffrey Richelson, who tracks the NSA for the National Security Archive, an independent non-profit group in Washington. So is another problem: more elusive targets in more and different places. Twenty-four hours after birth the baby was taken away because it was failing to feed and in need of help. The mother, who cannot be named for legal reasons, had originally been diagnosed as suffering from depression. Nurses became increasingly concerned as the mother's depression worsened and the baby reacted badly to tests. Two months after the birth, doctors carried out a brain scan on the mother and found the degenerative changes that are associated with the presence of variant Creutzfeldt Jacob Disease (vCJD), or human BSE. Further tests confirmed the presence of the abnormal prions, the agent found in cattle with BSE. If it is confirmed that the baby has CJD, it will confirm what scientists have long fearedthat the disease can be passed from mother to child. Initial tests on the child have found lesions and plaques similar to those found in adults with vCJD. Already 51 people in Britain have died as a result of contracting vCJD through eating contaminated meat. More than a dozen people still living are exhibiting symptoms of the disease. If a mother can pass the disease on to her baby, these figures could rise dramatically. Not only does the threat of the disease hang over people who ate beef in the 1980s and early 90s, but it may have grave implications for future generations. The young mother's illness has devastated her family. The woman's mother remarked, We are just an ordinary family, but we're being destroyed by a man- made disease that should never have happened. She was always laughing, telling jokes and making friends wherever she went. She was out most weekends, dancing or meeting people." Unlike many diagnosed late with the disease, the young mother knew she had vCJD early on. She had twice told me she knows she has got mad cow disease and that she is going to die," her mother said. While not commenting on this particular case, vCJD expert Professor John Collinge said, "It was something that was always on the cards. Sheep scrapie, a similar prion disease, passes from ewes to their lambs. There is good evidence that in cattle about one in ten infected animals transmit the disease to a calf." Another disturbing aspect of the case is that the medical instruments used during the woman's delivery have been used on a further seven occasions, according to West Midlands Director of Health Dr. Rod Griffith. The prion agent can survive the sterilisation process. Griffith told BBC radio, We know who the patients are, but no, we haven't got in touch with them because ethically it's not clear whether that's the right thing to do. He said any risk of contamination was "vanishingly small". This was opposed by the German vCJD expert Roland Heynkes. "Is it really OK not to tell them, that they can live without this fear?" he asked. "But perhaps there may be many more patients with developing CJD who have been contaminated with surgical instruments. Contaminated surgical instruments may not be a problem for many British women, because they are already infected directly from cattle." While confessing old geopolitical misdeeds, however, it might be time for the U.S. government to accept longstanding offers from Iranian moderates of evidence about how Iranian radicals meddled in U.S. politics in 1980. According to these accounts, Ayatollah Ruhollah Khomeini and other Islamic radicals conspired with the Reagan-Bush campaign to delay the release of 52 American hostages and to destroy President Carter's re-election hopes. The Clinton team was afraid of looking foolish and the Republicans didn't want to besmirch the images of Ronald Reagan and George Bush, especially with Bush's son the next GOP presidential nominee. For a summary of the recent evidence on the 1980 plot, check out a report from late last year at Consortiumnews.com March 11, 2000 Vice President Gore's involvement in questionable 1996 fund-raising practices is back in the spotlight, with new attention on the old debate about whether Attorney General Janet Reno should have appointed a special prosecutor. Reno overruled some of her advisers and said no. But there is an element of this story that no one wants to talk about -- not the Democrats, not the Republicans, not the major news media. It is the fact that during the 1990s, conservative Republican judges took control of the special-prosecutor apparatus and were consciously appointing activist Republicans to dig up dirt on Democrats. Kenneth Starr was not alone. The Democrats won't mention this concern because it would undermine the narrow legal justifications that Reno employed to reject the requests. The Republicans won't say anything because they want to pretend that the Clinton-era prosecutors were honest brokers, not political hatchet men. The big media is silent because it missed the story. The reality, however, was never far beneath the surface. In 1992, Supreme Court Chief Justice William Rehnquist overhauled the panel that picks special prosecutors, ousting an old-line Republican judge, George MacKinnon, who had upset conservatives during the Iran-Contra affair. Rehnquist then ignored the law's mandate to seek out senior or retired judges and picked a junior judge and Jesse Helms protege, David Sentelle. [For details, see Robert Parry's article on Rehnquist's role at Consortiumnews.com] Sentelle then consciously applied an ideological test in selecting prosecutors to investigate the Clinton administration. As Sentelle put it, he wanted prosecutors "on the other side of the political fence." [See another Consortiumnews.com article about Sentelle.] If Reno had assented to a special prosecutor, Sentelle would have been in a position to pick another conservative Republican who then could have searched endlessly for evidence to destroy Gore. Below is a rough document to be debated and refined until it forms a clear and resounding declaration of media independence. 15 STEPS TOWARD MEDIA REFORM: Since media self-reform has proven unsuccessful, the following are essential measures that must be taken by Congress, the President, the FCC, the FTC, the Justice Department anti-trust division, state licensing boards and state and local authorities if the public is to regain access to the full range of real news, reduce media conglomeration and commercial influence on news content, and make available better quality news media for the benefit of citizens' information in a free democracy: 1) Convene a nonpartisan, nongovernmental, noncorporate commission of citizens to study the present and desired future status of the country's newsmedia. Its final report must be frank, specific and unsparing of any special corporate interests or the status quo. How this commission will be chosen and administered is a major riddle, since it cannot involve government. 2) The National News Council, which existed from 1973 to 1984, should be revived. Supported by foundations, the Council heard serious complaints about specific cases of national news media performance. While its public recommendations were not mandatory, the Council provided the public with a voice and the news media with an alert to weaknesses and abuses. The Council must also design a means to address abuses in local news media. We suggest for the public's information that the Council's recommendations be announced on the subject broadcast news media or printed in the newspapers and magazines in question. A major PR campaign will be necessary to give the Council enough public respect and influence that the news media will feel voluntarily obliged to comply. 3) The Telecommunications Act of 1996 should be rolled back and replaced with new law that can begin to break up the most egregious conglomerates, reinstate mandatory local community access, and put teeth into the requirement that stations demonstrate their record of public interest programming when they apply for renewal of licenses. License challenge procedures must be made more accessible to civic groups dissatisfied with their local radio and TV broadcast stations. (Networks are not regulated but their local affiliates are.) It is a bit odd that a place of such premonitions, predilections and obsessive precautions should come to believe that much of the rest of the country suffers from paranoia. But such is the eccentricity of the disordered mind that it sometimes assigns to others its own defects. A psychiatrist has suggested that one useful way to judge such claims in individual cases is to count the bodies. Which is to say that healthy people don't leave a trail of victims as they go through life. On the other hand, the disordered, no matter how convincing their claim to normalcy, produce a wake that tells a different story. A similar principle can be applied to politics. And when it is, a simple, stunning fact stands out: With few exceptions, the major threats to American democracy have come from neither right nor left but from the center. From that internecine struggle of two factions of the American middle known as the Civil War to FBI assaults on activist organizations in the 60s and 70s, from the Palmer raids to Bill Clinton's anti-terrorism legislation, Americans have traditionally had more to fear from people they have elected than from those on the fringes of politics. In fact, the latter have often served largely as an excuse for the American center to tighten its grip on the political and economic system. This is not to say that the left and the right would not enjoy being just as violent and repressive given the chance, but the American center has rarely allowed that. Even the KKK, so often cited as an example of the sort of threat the contemporary right poses, was powerful primarily because it was at the center, holding political and judicial and law enforcement office as well as hiding beneath its robes. In some towns, lynching parties were even announced in the local paper. And in the 1920s, both the Colorado governor and mayor of Denver were members of the Klan, the latter well enough regarded to have had Stapleton airport named after him. If we were going to worry, therefore, let's at least worry about the right thing. Let's, for example, count the bodies. The Vietnam War is a good place to start: nearly 60,000 Americans killed to test the conspiracy theory that if one country fell in Southeast Asia they all would. Or the paranoia about the civil rights and peace movement in this country during the 1960s that led the FBI to place tens of thousands of citizens under surveillance, including Caesar Chavez and Martin Luther King Jr. Or the 1969 memo from the agency's San Francisco field office that suggested the FBI use the women's movement as a wedge against the left. Or the 1970 memo that proposed to "disrupt and confuse" Black Panther activities. Or 1977 -- when the CIA told some 80 academic institutions that they had been unwittingly involved in the mind control research. Meanwhile, what was happening on the fringes of American politics? [2] Before the end of the decade, 13 states plus Alaska, Puerto Rico and the District of Columbia had gone dry. [6] By 1919--when the 18th amendment was passed, making alcohol use illegal nationwide--the homicide rate had grown to 8 per 100,000. The murder rate climbed steadily until it peaked at 10 per 100,000 around 1933, when our nation admitted its mistake, and repealed the 18th amendment. By 1943 the homicide rate had drastically shrunk to 5 per 100,000 and stayed near that level until 1964 when the United States made the same mistake all over again. [2] In December of 1964, having been ratified by 40 countries, the Single Convention on Narcotic Drugs 1961 went into effect restricting narcotic drug use to medical and scientific purposes. It also internationally banned narcotic drug trade outside of government monopolies. [8] History was about to repeat itself. From 1964 to 1970 in the United States, the number of state prisoners incarcerated for drug offenses more than doubled from 3,079 to 6,596 (it was 90,000 in 1989) [9], and the new concentration on enforcing victimless crimes caused the homicide rate to skyrocket. Between 1964 and 1970 the homicide rate doubled from 5 per 100,000 to 10 per 100,000, where it has remained, with minor fluctuations, until today. [2] Lyndon Johnson had declared war on drugs, to be followed by Richard Nixon declaring War on Drugs in 1969, Ronald Reagan declaring War on Drugs in 1982, and George Bush declaring War on Drugs in 1989. [4] At the turn of the century, both heroin and aspirin were legally available and sold for approximately the same amount. Today aspirin can be purchased at the corner drug store for 20 cents per gram; heroin costs $50 per gram. [p. 33, 3] The price of heroin rose drastically after it was made illegal due to the dangers involved in its sale. Dealers are willing to kill each other for profits obtained from such a lucrative market; junkies are willing to rob and kill for money to support their habit--money, if drugs were legal and cheap, that they could easily obtain by working at McDonald's. You and I, through high crime rates caused by the War on Drugs and high tax rates used to support the War on Drugs, pay the price. During prohibition "liquor store" owners murdered each other to protect their turf just as drug dealers do today. Today, liquor store owners are generally peaceful. Eliminating the enormous profits involved in black-market businesses eliminates the motive for violent crime, and therefore the violent crime. More law enforcement is commonly touted as the answer to America's violent crime problem. Since 1970 the percentage of the American population in prision has tripled with no noticeable effect on the homicide rate. [2] More than 1.3 million citizens are now in jail. [p. 24, 3] The United States has a larger percentage of its population in prision than any other nation [2], and still maintains the highest homicide rate in the industralized world. [1] We have even thrown away parts of our constitution in the name of fighting crime. Asset forfeiture laws allow law enforcement officers to seize the property of American citizens without even charging them with a crime, even though the 5th amendment to the constitution clearly states "No person shall be...deprived of life, liberty, or property, without due process of law..." Of course if you want your property back you do have the right to post a bond and try to prove yourself innocent, of a crime you have not even been charged with, in a court of law. No attorney will be provided for you if you cannot afford one. Over $2.4 billion worth of assets have been seized since 1985, $664 million in 1991 alone--and in 80% of the cases no charges were ever filed. [7] Disparities between the poor and the rich are often considered causes of our high crime rate, but the United States has not only one of the world's highest crime rates, but also one of the world's largest middle classes. The religious right claims America's huge crime rate is caused by a break-down of family values. This would require family values breaking down suddenly in 1907, returning in 1933, and suddenly breaking down again in 1964. Many liberals believe that America's large crime rate is due to our lack of gun-control laws, but America's gun-control policy has changed little throughout this century. There is no way gun control can explain the enormous fluctuations in America's homicide rate. The United States government's substance control policies are the only answer. The only way to lower

The Scrooge of science
In his book "Voodoo Science," physicist Robert Park responds to alternative
medicine and cold fusion with a resounding "Bah, humbug!"

"They laughed at Galileo. They laughed at Newton. But they also laughed at Bozo

When USA Today carried a full-page ad last year for a mysterious tincture
called "Vitamin O," described as "stabilized oxygen molecules in a solution of
distilled water and sodium chloride," few noticed that the ad was describing
common salt water. Clearly, the manufacturer, Rose Creek Health Products, was
betting on the public's unfamiliarity with scientific lingo to make a killing
in the lucrative homeopathic market. It seemed a pretty safe bet: The company
was selling 60,000 of the 2-ounce vials each month, retailing at $20 apiece,
after ads promised Vitamin O would increase energy and even cure cancer. The
premise was that our bodies need oxygen to function well but air quality is so
poor that most of us don't get the oxygen we need.
Then Robert Park, a physics professor at the University of Maryland, exposed
the scam in his provocative weekly electronic newsletter, "What's New," which
reports on science issues. A subsequent interview with Park on National Public
Radio raised enough public pressure to cause the Federal Trade Commission to
investigate. Three months later, the FTC charged the supplier with fraud and
ultimately closed down the company.
The Vitamin O scheme is an example of pseudoscience, also known as junk science
or, as Park has dubbed it, "voodoo science." The label encompasses all manner
of scientific concepts and claims that are wrong by established academic
standards, yet attract large followings of passionate and sometimes powerful
corporate and government allies. Although it has been present throughout human
history, junk science has become increasingly sophisticated -- and more
difficult for the layperson to detect -- because of the explosion in scientific
progress and technological advancement.
Pseudoscience is a perennial bugbear for legitimate researchers, an increasing
number of whom are beginning to sound the alarm. Along with the late Carl
Sagan, Park is among the most stalwart champions of the cause. A 70-ish,
bantamweight man who regularly runs triathlons, Park has been battling the many-
headed Hydra of pseudoscience for the past 16 years through his role as
director of public affairs for the American Physical Society, the largest
professional organization for physicists in the country.
"It's a target-rich field," Park says. Many of his favorite targets are
skewered in his first book for a general readership, "Voodoo Science: The Road
From Foolishness to Fraud," due this spring from Oxford University Press. The
book attempts to debunk today's most foolish scientific claims: magnetic
therapy, cold fusion, so-called free-energy schemes and alien abductions, to
name a few. In the process, Park investigates how otherwise respectable
scientists may end up committing scientific fraud; how our evolutionary
heritage makes us want to believe in an era when belief is a hindrance rather
than a protective mechanism; and how the public can distinguish false claims
from genuine breakthroughs in a time of unprecedented scientific progress.
Park is a master of the snappy sound bite. When the Kansas Board of Education
voted to remove evolution from the public school curriculum last fall, Park
dryly observed, "The rest of the world is standing on the brink of a new
millennium, and Kansas has voted itself back into the Stone Age." Network news
teams, radio talk shows and newspapers frequently feature him as the token
skeptic when reporting on questionable scientific results. Park always delivers
with his trademark acid tongue.
Park's zeal in ferreting out junk science has made him a controversial figure,
hailed as a patron saint by skeptics and condemned by true believers as an
archenemy of progress. Supporters include magician and fellow debunker James
Randi; detractors include psychic spoon bender Uri Geller. Another detractor is
Nicholas Nossaman, a Denver family medical practitioner who relies almost
exclusively on homeopathic remedies for his patients -- the popularity of which
Park attributes sweepingly to the placebo effect.
"When someone in a particular scientific paradigm is introduced to something
that doesn't fit that paradigm, either they've got to extend their boundaries,
or they have to insist that it doesn't exist," says Nossaman. "Right now

To hear Richard Rahn tell it, government has already lost the battle. In his
new book, The End of Money and the Struggle for Financial Privacy, the former
chief economist of the U.S. Chamber of Commerce argues that the proliferation
of high-tech, digital technology makes it increasingly difficult for government
to collect taxes at high rates or impose costly regulations on businesses.
Fiber-optics, encryption, and smart-card technologies make it easier than ever
to transfer money from one person to another, anywhere, without leaving a paper
trail. Global financial networks allow any asset whose value is recognized and
guaranteed by a reputable financial institution to be bought and sold
instantly.
In Rahns scenario, such technology will inexorably end governments power to
command and control our economic lives. This has been the conventional wisdom
among libertarians for quite some time now. In the coming best of all possible
worlds, they argue, the state will have to adapt to the new digital economy by
cutting taxes and eliminating financial regulations, allowing people to do
pretty much whatever they want, lawfully. An equally plausible outcome,
however, would be for bureaucrats to fight a rearguard action against the new
technologies, putting Big Brothers eyes and ears into every cyber-transaction.
If extensive monitoring occurs, it will result in a citizenry further
alienated from and hostile to a government that becomes more oppressive, Rahn
warns, adding, Such governments are doomed.
So, where is the evidence of this brave new world free of big government? For
all the triumphalist libertarian rhetoric, theres little sign that governments
are losing power to technology. In most of the worlds richest countries,
government spending as a percentage of Gross Domestic Product (GDP) has risen
since 1980, when the explosion of electronic technology really began. In fact,
contrary to the libertarian dream, there is no modern state in which government
spending as a proportion of GDP has substantially declined over the past two
decades. In the U.S., for example, the most wired economy of all, tax revenues
today take a larger share of GDP than in any year since 1945. Even taxes on
stock-market transactionsmuch of which is now done onlineare at record
levels.
The persistence of high taxes reflects a world in which people are reluctant to
move for purely economic reasons. In a truly open world, the inhabitants of
high-tax countries would be moving to lower-tax onesAmericans to Hong Kong,
for example. But, of course, things just dont work that way. It is not just
the trouble of having to speak a different language. Most people have a clear
sense of where their roots belong, and that makes us reluctant to move into
communities very different from our own. That also works the other way
aroundWe do not want many of Them coming to live among us. Homo
economicus, as economists call the coldly rational seeker of material gain, is
the exception, not the rule, even in our increasingly digital world.
The end-of-government crowd also argues, however, that even if people dont
move, surely their investments do. At the click of a mouse, investors can shift
funds to the lowest-taxed jurisdiction or to the country with the most stable
currency. Governments that fail to provide the best environment for growth will
face chronic capital flight and a brain drain. The wired marketplace will
punish such laggards quickly and mercilessly. That is the model Rahn invokes
to demonstrate the alleged vulnerability of statist governments to free
markets. But lets not overhype capital mobility. Although gross capital flows
are very large today, at no time in the twentieth century did we achieve net
capital flows on the scale of Britains steady capital exports of 7 percent of
GDP at the end of the last century. In important respects, then, we are simply
going back to the future.
In fact, the very concept of a global capital market, in which funds flow
freely across international borders, needs closer examination. Capital markets
are not seamless; they are actually highly segmented. Most domestic savings are
invested at home even if more attractive rates of return are available abroad.
Martin Feldstein at Harvard University has confirmed this tendency of capital
to stay home. His studies show that countries with high savings rates also have
high rates of domestic investment, and those that are low on one measure are
low on the other. Were capital markets a seamless whole, this could not happen.

Some of the very same Nazi doctors who worked in mental institutions before W.W.II, deciding whether mentally deficient children should be sterilized or killed because of their defective genes, also performed horrendous experiments in the death camps. Their medical expertise, along with hundreds of Nazi scientists was considered so vital to the "Cold War" effort that they would be brought into the United States and Canada to work side by side with some of the greatest, but most perverse minds the 20th century would ever see. It is a story interwoven with incest and government mind control. It involves the use of drugs, sensory deprivation, hypnosis, and electric shock to gain control of these children's minds. One in three girls faces some type of sexual abuse before they are eighteen years old. The statistics on men is one in seven, but that is debatable since it is so much more difficult for them to come forward. Dr. Alan W. Scheflin, Professor of law at Santa Clara University Law School, and a judicially recognized expert in mind and behavior control states in a letter dated March 9, 1995 that secret government mind control experimentation is ongoing and vastly more expansive than the government authorities are willing to admit. He also is co-author of a nonfiction book entitled The Mind Manipulators, which was published in a dozen countries. He says that he has been studying these secret programs since 1975 and it is his conclusion that there are at minimum hundreds, and most likely thousands of American citizens who were used as guinea pigs against their will in government research projects. What he does not say is that most of the children used in these experiments were sold by one of their caretakers in the name of "National Security" and subjected to untold horrors at the hands of their government. In light of so many abuses of power coming before the public in recent years, many adult survivors of these childhood experiments are stepping forward to be heard. The government has admitted wrong doing in the Tuskegee Experiments, where poor black man were allowed to go untreated for their syphilis so the government could study the effects. Best remembered are the atomic tests on 2584 military personnel in the Nevada desert in 1953. Less known were such experiments as the feeding of radioactive cereal in the 1940s and 1950s to young male science club members who were institutionalized at the Fernald School in Massachusetts. The researchers had little experience with radionuclides in humans; consequently this approach to medical investigation gave them that opportunity. The parents as well as the children were simply told they were being fed a diet rich in iron. During the 1950s and 1960s, Dr. Saul Krugman of New York University conducted studies of hepatitis at the Willowbrook State School, an institution for the severely mentally retarded. To study the natural history, effects, and progression of the disease, Krugman and his staff systematically infected newly arrived children with strains of the virus. In October 1995 the President's Advisory Committee on Human Radiation Experiments reported that secret radiation experiments on indigent patients and mentally retarded children were not only done, but that these people were deceived about the nature of their treatments. Dr. William Silverman asserted that performing non therapeutic experiments on children without authorization from parents was part of a broader "ethos of the time" in which "everyone was a draftee" in a national war on disease. Then there is the case of the 12 human "guinea pigs" who were secretly injected with radioactive Plutonium 239 and uranium in government experiments in the 1940's. KOSOVO REVISITED: SPIES, SPOOKS, AND CENSORS
During the Kosovo war the lies of NATO were broadcast all over the world and
supinely accepted by the "mainstream" media as the fountainhead of truth;
indeed, those lies were embroidered, elaborated on and systematized into a full-
blown delusional system, a mass hallucination generated by the Western media in
which the Serbs were depicted as "Nazis," Milosevic was branded another
"Hitler," and the supposedly victimized Kosovar Albanians were cast as the
victims of a new Holocaust. A year later, the truth is not only leaking out
it is pouring out, in torrents, as NATO's lies are exposed and debunked. To
begin with, it turns out that the alleged "Holocaust" that was supposed to
involve as many as 100,000 Kosovar victims never happened: instead, the number
of pre-war casualties Albanian and Serbian combined totals no more than
2100. Thanks to journalists such as John Laughland, writing in the London
Spectator, the truth is now being recognized by those who still care about such
things.
THE NEW RADICALS
But as situation in Kosovo threatens to veer out of control, and the rabidly
nationalistic and totalitarian Kosovo Liberation Army (KLA) launches a campaign
to provoke a military conflict with the Serbs and drag in the US, the War Party
is launching a counteroffensive and the first victim was an idiosyncratic
British publication known as LM. Formerly associated with a leftist group, and
once known as Living Marxism, the magazine was renamed and revamped as the
utter cluelessness of the world's last remaining orthodox Marxists became all
too apparent. While the original Marxist doctrine was supposed to lead to the
withering away of the State, Marxism in power had always led to the expansion
and glorification of the State. Far from withering away, it grew exponentially
whenever socialists came to power including in their own country. In light of
this, the editors declared their new program: to uphold human freedom as an
ideal, a concept based on a "confident individualism." Bypassing the Marxist
vision of a socialist dictatorship one that would gradually (and
counterintiuitively) decrease its own power until the State was just a memory
they recaptured what they thought of as the original anti-statist conception of
the Marxist idea and reinvented the idea of what it means to be a radical.
Their new mission was to oppose the tyranny of "official and semi-official
agencies" and challenged the whole Blairite system of surveillance,
stigmatization, and repression: "from the police and the courts to social
services, counselors and censors."
HERETICS
In short, LM began to develop a libertarian approach to the British
predicament. They also became a painful thorn in the side of the Blairites, as
articulate critics of Britain's evolution into the dictatorship of the Third
Way, with its "hate speech" laws, its attempts to demonize and silence all
internal opposition, and its swaggering imperialism. The Blairites really began
to take notice, when, in 1999, Britain's Channel 4 broadcast "Against Nature,"
a three-hour documentary exposing the wacko environmentalist nostrums that have
infected the British elites. As one outraged account of the program by leftist
George Monbiot posted on the UK's Urban75, the most pretentiously hip rad-lib
lefty-trendy site on the world-wide web puts it, the editors and supporters
of LM were given a platform to argue:
"that greens are not radicals, but doom-mongering imperialists; that global
warming is nothing to worry about; that "sustainable development" is a
conspiracy against people; while germline gene therapy and human cloning will
liberate humanity from nature."
A RULING FROM ON HIGH
Heaven forfend! How dare anyone suggest that animal rights terrorists who
destroy AIDS laboratories and threaten the lives of dedicated scientists are
anything but noble defenders of cuddly wuddly rabbits and cute little white
mice! Cultural commisar Monbiot gleefully reports that
"The Independent Television Commission, reviewing Against Nature in response to
hundreds of complaints, handed down one of the most damning rulings it has ever
made: the programme makers 'distorted by selective editing' the views of the
environmentalists they interviewed and 'misled' them about the 'content and
purpose of the programmes when they agreed to take part.' Channel 4 was forced
to make a humiliating prime time apology."
INDEPENDENT OF WHAT?
In the Orwellian nightmare world of Tony Blair's Britain, a polemical
documentary that advances unpopular truths is "reviewed" by an "Independent
Television Commission" that seems not to be independent of elite opinion, and
has the character of a semi-official agency of government. If not, then who
"forced" Channel 4 into making "a humiliating apology"?

Since the average citizen received about 10 pieces of email per day in 1998, the cost to the typical individual would be an additional 50 cents per day,or over $180 dollars per year, above and beyond there regular Internet costs. Note that this would be money paid directly to the U.S. Postal Service for a service they do not even provide. The whole point of the Internet is democracy and non-interference. We already pay an exorbitant price for snail mail because of bureaucratic inefficiency, if The U.S. Postal Service is allowed to tinker with email, it will mark the end of a "free" Internet in the United States. One congressman, Tony Schnell, has even suggested a "twenty to forty dollar per month surcharge on all internet service" above and beyond the government's proposed email Charges. Note that most of the major newspapers have ignored the story, the only exception being the Washingtonian which called the idea of email surcharge "a useful concept who's time has come" (March 6,1999) Don't sit by passively and watch your freedoms erode! Synopsis: Neither the FCC nor Congress is considering -- much less voting on -- legislation that would impose (or allow phone companies to impose) per-minute access fees on Internet users. Recent decisions by the FCC in this area have dealt only with the issue of how phone companies reimburse each other for handling calls placed to Internet service providers, not with the prospect of allowing phone companies to charge their customers long-distance rates for Internet use. Origins: As soon as we get hold of something we really like at a reasonable price, we start worrying that it will be banned, taxed, or made too expensive for us to afford. The Internet is no exception, as our old friend -- the capitalized, exclamation pointed, "send this to everyone you know" anonymous e-mail message -- is here to tell you. Way back when in 1987, the Federal Communications Commission did consider imposing a surcharge for transmitting data over the public telephone network, but they ultimately rejected the idea (thanks in part to the more than 10,000 letters of complaint they received). Unable to believe our good fortune (the government wasn't going to make us pay through the nose for dialing up all those neat computer bulletin boards we'd discovered), we couldn't leave well enough alone, and in 1991 a flood of urgent messages warning us that the FCC was again considering a proposal they'd rejected three years earlier hit e-mail systems all over the country (and the nascently popular Internet). Like the ubiquitous Craig Shergold message, the "modem tax" warning would long outlive the validity of the information it conveyed. Fast forward to 1998. On-line services, the Internet, the World Wide Web, e-mail, and chat rooms are more popular than ever, a daily part of many people's lives. Somebody -- the government, the phone companies, Bill Gates, the Grinch -- must be on his way to spoil the party. Sure enough, we're now being told the phone companies and the government are in cahoots to ruin our good time. First of all, a little background. Most of us still have to dial up over a modem and connect to an Internet Service Provider (ISP) to access the Internet. If your ISP is in your local dialing area, you probably don't pay anything at all for the call, no matter how long you stay connected. This means you get to tie up a phone line with your modem for hours and hours on end, every day, at no charge beyond the price of basic phone service. And the party at the other end of the line -- your ISP -- isn't paying anything extra, either. It's easy to see that somebody has a chance to reap some windfall profits here. If the phone companies were allowed to charge you a per-minute fee for accessing the Internet (or the government were allowed to tax your use of the Internet), their coffers would soon overflow with cash. Scary thought, isn't it? All the phone companies need, we hear, is to get the FCC to reclassify and/or regulate ISPs, and then the phone companies can charge gobs of extra money for handling Internet traffic. And Congress is just about to vote on that very issue, we're told. In fact, there is no such proposal before Congress, and there never has been. The only real issue before the FCC concerning Internet usage (and the genesis of this latest round of scaremongering) is the subject of "reciprocal compensation." In short, reciprocal compensation means that when you place a local call to someone who is serviced by a different phone company, your phone company has to compensate his phone company for completing the call. (On the other hand, when you place a long-distance call, the long distance carrier who handles the traffic has to pay access charges to your phone company for originating the call.) Given the continuing heating oil cost crisis in the Northeast and rising
gasoline prices throughout the country coupled with the reported role Kuwait is
playing in that process, a report by the Chinese Xinhua News Agency that former
President Bush visited Kuwait just seven weeks ago notches a few rungs higher
on the "curious" list. This second trip to Kuwait by Bush since his son's
presidential aspirations became apparent should start to raise some eyebrows.
For while private citizen Bush met with senior Kuwaiti officials according to
Xinhua, there was no reporting about the content of the high-level discussions
and the former president's January trip was quiet enough to escape notice by
U.S. media. Given Kuwait's role in the high fuel prices, one wonders whether
oil factored into the conversation.
Many American families have faced real home-heating struggles resulting from
oil prices having tripled since last year; but now the public is poised for
another financial assault as gasoline prices have already surpassed 1991 Gulf
War levels with oil analysts projecting potential $2.00 per-gallon prices for
regular gas by Memorial Day, if not sooner.
As recently reported, American oil experts are complaining about Kuwait's
strange leadership role in pushing the current round of higher oil, given the
financial and human sacrifices Americans have made for Kuwait. Moreover, those
with good memories will recount the role President George Bush played as prime
mover of the coalition wherein American troops were sent off to save Kuwait
from the Iraqi occupation. "That's gratitude for you," said one unidentified
expert, quoted in the New York Times.
Storm On The Horizon
With good cause, the Clinton-Gore administration is worried that skyrocketing
oil prices will cause a series of inflationary problems leading to higher
interest rates by the Federal Reserve Board, a potential stock market collapse
and millions of highly stressed American budgets -- right before the November
election. In a March 2 interview with Fox News, former Energy Secretary James
Schlessinger said, "oil inventories for summer need to be built now and we are
not doing so. I think it could cause trouble (in November) for the party in
office if this continues."
Sen. Charles Schumer, D-N.Y., echoed these sentiments on CNN the same day,
saying, "the economy is being thrown off-kilter. OPEC (Organization of
Petroleum Exporting Countries) has dilly dallied and we're headed toward $2.00
gas by Memorial Day." However, an examination of news report dates and comment
relating to Kuwait's primacy in driving oil higher through OPEC, along with Mr.
Bush's visits to Kuwait and a number of other coincidences points to some
unanswered political questions.
Former President Bush is so popular in Kuwait that, according to Reuters
reports, his picture hangs in offices and residential buildings are named after
him, and it is common knowledge that Bush is Kuwait's favorite American -- so
much so that the Kuwaiti sheikhs would likely do almost anything to repay him
for leading the coalition in restoring the ruling class to its former royal
trappings of power. The question is whether the small country is more grateful
to President Bush personally than to the U.S. soldiers who put their lives on
the line in the Gulf.
American pocketbooks were greatly affected by high fuel oil and gasoline prices
caused by the Gulf War -- which contributed to the economic woes that President
Bush refused to acknowledge until it was too late before his election. As a
result, the agitated and hurting electorate threw him out of office.
However, if the current course of events is maintained, with George Jr.
securing the Republican nomination, the governor is clearly the beneficiary of
an American public likely to be fed up with higher gasoline prices, grocery
bills, interest rates and any other consumer items related to the current
Kuwaiti-led push for continued high OPEC oil. And then Al Gore gets to explain
the mishandled economy.
But reporters aren't asking the former president about the two visits to Kuwait
and whether the sheikhs sent signals that they would do anything possible to
keep the production cuts in place or at least severely limit any increases for
as long as possible to further disgruntle Americans as the November elections
edge closer.

Kuwait started making noises on Oct. 13, 1998, when Reuters reported that Oil
Minister Sheikh Saud Nasser al-Sabah said it would push for oil-output cuts and

Accompanied by fellow Democrats City Council President Peter Vallone, former Mayor Ed Koch, and Reps. Carolyn Maloney and Joseph Crowley, Clinton ignored her vocal critics and kept smiling and waving. The largest chorus came at St. Patrick's Cathedral, where parade watchers stood two and three deep on the sidewalk. "Find your own state," some shouted. "Go back to Arkansas," others screamed out. Many preferred to hurl generic boos at the first lady. And while there were Clinton supporters cheering, they were drowned out by the more vocal opposing crowd. "Rudy, Rudy," one group of young men shouted as she passed by. "The mayor has done so much for the city," said John Durkin, of Sayville, on Long Island. "He is absolutely awesome." Mayor Rudolph Giuliani, Clinton's Republican rival for the Senate, and Gov. George Pataki led the parade but not before taking a shot at what he calls Clinton's carpetbagger status, saying he hoped she doesn't get lost. "I think I've got some good guides to find my way," responded Clinton, marching further back in the parade. The first lady began the day -- a dreary overcast day that included a freezing rain and later light snow -- at a St. Patrick's Cathedral Mass attended by about 5,000 worshippers. She sat several rows behind Giuliani inside the church but they did not exchange greetings. After the Mass she attended a breakfast hosted by Vallone at the Princeton Club where she told the group she brought greetings from the president, who was meeting with parties involved in the Northern Ireland peace process. She made a reference to her new status, saying, "It is just a great pleasure to be here as a New Yorker for St. Patrick's Day." Outside, Clinton supporters, wearing stick-on shamrocks that simply said, "Hillary," got ready to line the 45-block parade route. She was one of the few prominent Democrats to march. Many Democrats boycott the parade because the Irish Lesbian and Gay Organization is not permitted to march. The parade is organized by the Ancient Order of Hibernians, a Catholic fraternal group that excludes ILGO on the grounds that homosexuality is not accepted by the Catholic church. Sixty-six members of the Irish gay group held a protest before the start of the parade and were arrested on disorderly conduct charges when they tried to march down Fifth Avenue. The first lady has said repeatedly that she wants to highlight her support for the Irish peace process by taking part in the parade, but she has also said she had hoped the parade would be "inclusive" of the gay group. Her reasoning did little to pacify angry ILGO members. "Hillary came to New York and did not understand Irish politics. She should not be marching in the main parade," said ILGO member Maxine Wolfe, 58, of Brooklyn. "She's hypocritical for saying she's marching to support the peace process." The previous solar max disrupted the Canadian power grid, and "since the last solar max 11 years ago, we've got a lot more satellites and we depend a lot more on satellites." Background In the absence of any physical evidence linking Joseph Green to the crime, the prosecution relied upon the testimony of an intoxicated, memory impaired, learning disabled eyewitness, allegedly manipulated by police into identifying Green as the gunman. In late 1996 the Florida Supreme Court struck down the conviction, noting that it had hinged "delicately and entirely" on this "inconsistent and contradictory" eyewitness account. In 1998 the original trial judge ruled that the eyewitness was unreliable and incompetent to testify at a retrial, effectively leaving the prosecution with no case. Joseph Green was released in July 1999. The state was given until 15 March 2000 to retry him or he would be acquitted. The state did not file for a retrial, and the judge yesterday issued the order to acquit. The scandal revolves around a memo, long held secret by the Justice Department, that was prepared by Former campaign-finance investigator Charles LaBella. In it he concludes that Bill and Hillary Clinton, Al Gore and Harold Ickes all received special treatment from Justice. FNC has been on top of this story from the moment the memo came to light. In fact, Hannity Colmes interviewed Mr. LaBella himself in August of '99, after he quit the Justice Department because his findings about campaign-finance abuses were being ignored. Mr. LaBella felt that a special prosecutor should be named to investigate the abuses: "The very low threshold in the (now defunct) Independent Counsel Act had been met, and I know that the director of the FBI came to the same conclusion." The Attorney General continues to ignore a congressional subpoena which calls for her to release LaBella's findings. Congressman Asa Hutchinson, speaking Wednesday night on The Edge with Paula Zahn, called Reno's actions a flagrant abuse of her position: "We're trying not to cast judgements in advance, but without the information, it's very difficult not to do so." The suppression of these volumes of scholarly research is a serious attack on academic and intellectual freedom in India. Moreover, it is part of a broader assault on basic democratic rights by Hindu fundamentalist organisations associated with the Bharatiya Janata Party (BJP), the dominant partner in the India's coalition government. Last month the BJP government in the state of Uttar Pradesh forced film director Deepa Mehta to suspend work on her latest film Water, after communal organisations allied with the BJP mounted physical attacks on the film set. Edited respectively by K.N. Panikkar and Sumit Sarkar, two of India's most eminent historians, the Towards Freedom volumes were to be the third and fourth in a project initiated by the ICHR in 1972. Initially, the Towards Freedom project was conceived of as a counterpoint to a 12-volume series of documents published by the British government under the title The Transfer of Power. Subsequently, however, the purpose of the series was broadened from providing evidence of the mass popular movement against colonial rule to documenting all the major political processes in the last decade of the British raj, including the rise of communalist parties and the role of the peasant, labour, and socialist movements. Panikkar, who is Professor of Modern History at Jawaharlal Nehru University, edited the volume devoted to 1940, whilst Sarkar, a Professor of Modern Indian History at Delhi University, was responsible for the 1946 volume. Although they had worked on the project for more than a decade, the ICHR failed to inform Sarkar and Panikkar that it had ordered work on the volumes to cease. Instead, they only learned of the decision, when they received letters on February 11 from Oxford University Press, which has been commissioned by the ICHR to publish the volumes. Black boxes tell the hidden story: what was going on, what the pilot was doing and what condition the airplane was in before the accident. And now they are finding their way into cars. The technical name for the devices is event data retrieval units (EDRUs). They work continuously, but only save in memory the data recorded in the last five seconds before a crash. At impact, the device also records what researchers call delta-v, the velocity of the crash itself. (A crash into a brick wall, for example, at 20 mph, would have a delta-v of 20). What EDRUs do is yield critical information about crashes, especially when there are no bystanders available. "This is the only unbiased eyewitness available," said John Hinch, a research engineer at the National Highway Transportation Safety Administration (NHTSA). According to the NHTSA, there are 6,335,000 severe car crashes a year, or 17,350 a day, in the United States. "Cars are designed in labs and tested with certain benchmarks against walls, curbs and potholes," Hinch said. "But in the real world ... we really don't know how a car will behave in every situation. The devices provide us with real-life data that will help manufacturers develop better crash sensor technology." The data also can help police and insurance companies figure out what happened, Hinch said. Latest models have them General Motors Corp. (GM) and Ford both have begun installing black boxes in their latest models. Since 1999, EDRUs have been put in the airbag sensor systems of nine of GM's model lines to record pre-crash vehicle speed, engine rpm, whether or not the driver applied the brake and how much foot pressure was applied on the gas pedal. The black boxes are put under the driver or passenger seat or under the dashboard and have been built into the Pontiac Firebird; Chevy Camaro and Corvette; Buick Park Avenue, Regal and Century; and Cadillac SeVille, El Dorado, and DeVille. The latest EDRUs are the third generation of a device first installed by GM in the late 1980s. The early version recorded whether the driver had his seatbelt on and how much time elapsed between impact and airbag deployment. The second version, introduced on some cars in 1994, also recorded the velocity of the crash. Secrecy limits data Ford has installed what it calls a Personal Safety System, a limited version of the EDRU, on its Taurus and Mercury Sable model lines. Ford's system uses sensors to analyze certain crash conditions and automatically deploy the most suitable safety devices for the situation, including dual-stage airbags for the driver and front-seat passenger. GM, however, is the first manufacturer to make the data accessible to consumers. This spring, a tool will be introduced that will enable consumers to retrieve the data themselves and download it onto a computer. Until then, such information is proprietary -- available only to the manufacturers and to NHTSA with the car owner's permission. This secrecy is the reason, partly, why not much data exists on the devices. NHTSA expects to gather data on several hundred cases within the next couple of years. Xavier is the robot which roams the halls of CMU and can be given commands by anyone in the world using internet. CMU is said by some to be the world's leading robotics centre. The focus here would be on "consumer robotics". I am pleased that Joe Engelberger has replied to my email to say he is going ahead with plans to develop the "HomeMate" robot as well as the "HelpMate" robot which he now has on the market. The contrast between the May conference and the August conference has to do with "psychoepistemology", ie "how we know what we know". My doctoral advisor JR Royce wrote a popular book on that topic in the 60's titled "The Encapsulated Man". It isn't that the rationalists in Oregon will know more than the metaphorists in New Mexico. And I arrive at similar conclusions about events of the near future using mostly "empiricism" which is my forte rather than rationalism or empiricism. You might even say that the "Grand Planetary Alignment" which the Doves give as the title for their conference is an alignment of minds as much as planets as physical entities. Today we hear a lot of stargate or stargate-like theories including worm holes, teleportation, warping time and space, and black holes. The theoreticians put these out as rationalist theories. But they see arriving at an empirical solution as very distant. If, however, we use "evolving robots", we could be pleasantly surprised by how fast we get there. I am not denying that there are risks to using evolving robots to solve the problems of cancer, space travel, or world poverty. By analogy it is like deciding to cross the New Mexico Desert by hitching your wagon to a half dozen powerful horses instead of walking. The horses are fast but a mistake at that speed could be disastrous. And Bill Joy is correct that GNR technologies could well be weapons of mass destruction for this century and that they are much more powerful than the ABC weapons (atomic, biological, chemical) of the last. But space colonization itself presents the same risk. A Mars Colony could easily propel asteroids from the Asteroid Belt at Earth with far more power than all the atomic arsenals of Earth. The asteroids would then destroy Earth totally. But a colony on Mars could also send those asteroids into Moon orbit for mining on the Moon which would make every man, woman and child on Earth a multi-billionaire. Now if Bill Joy were to attend the New Mexico Conference he might have his Y2K nightmare turned into a much happier dream. Carroll, Alice in Wonderland, p. 1). - I have recently realized that in my residence, especially, when I took my wristwatch off of my wrist, stuck it in my pocket and/or put it elsewhere, that the beam assaults upon me often stopped or relaxed very noticably. Subconsciencely, even, I kept taking off my watch and sticking it someplace. The watch seems to do better if I have leave it away from me, but is especially bothersome when on the wrist, of course, this may relate to the veins in wrist too -- direct connection to my heart. I seem to have a slightly elevated heart pumping too with the watch on wrist. I recall as a college kid in the early 70s, swearing off watches, deciding that I felt better with it off. Yeah. And when living in Manhattan in the 80s, I remember having a hard time sleeping with particular alarm clocks near my head -- I really felt em, couldn't sleep if I heard them. Esp. the ones with digital readouts -- I still can't get very near them. But my watch now is a wind-up sort. I recall one of my relatives long ago making the point that she could never wear a watch -- they all stopped working on her. They all died. I am believing now that all this connects, even Carroll's verse fits what I am picking up on with the mind control scenes I see now. I am buying into two theories at this point -- the first is that 1) Intel agencies and certain cults are smoozing with some supernatural elements - this is not magic per se - it is trained animals (including rabbit-like Hobbit things, crawfish beasts like gargoyles, even munchkin/elf sorts and possibly even stranger things which transform), 2) that these elements are well trained in using EMF shields -- which act like mirrors and hide their presence and that these elements also have a bag of chemical tricks with 'em -- both good and bad. I am believing that most men in contemporary society play sports as kids to LEARN how to deal with these secretive, hidden beings. The rabbits may be used by the men for sex. It is these hidden beings, I would rather call em, supernatural elements, which constitute the menagerie worked over and used by Intel on people they don't like or people who wind up targeted. Trigger words may calm down these elements, get em into line, get them to leave you alone, but most MEN whether they realize it consciencely or not learn a capacity for picking these animals off of women. Hence, men predominate in society. Women on the other hand, especially white women, because they aren't trained early on in how to manage these things, either wind up assaulted by these elements or get married and learn how to deal with them later than adolescence. I am considering the notion that IF mc victims can learn to control these elements around em, they can moderate or eliminate the beam assaults. These elements I now am believing, run the shows in residences -- along with mic pickups, bugs in electrical outlets, and magnetic dust which is used to also heighten room audio feeds. NOW -- those doing the mc voicing are probably the midget-munchkins -- and they are a bit different from midgets because I believe that they are smaller yet, more like a dwarf. Again, they hide behind mirror-like magnetic frequency shields, you won't see them in photos. I got in a photo what I believe is one of these shields -- last fall. I truly believe, because I FELT the thickness and intensity of a strong EMF field behind me when I took the photo, so strong that my hands shook in the following frame badly. This is a thick vertical red-orange, lightening like, line extending throughout the whole photo with very distinctive set of stacked squares which you can see through lined up top to bottom in the photo. This was not an accidental thing, no because I clearly remember the sequence of events and what was happening

The correspondence between Dr. Green and Dr. Gisiner is posted at http://www.ilhawaii.net/~light/gisiner.html These tests will probably target Sperm Whales in the Azores as the primary species. A search may be made for the very elusive Beaked Whales in the Azores or Dominica. The Navy may return to Hawai`i for further testing on Humpback Whales. If the Navy returns to Hawaii to follow up on the 1998 tests on Humpback Whales, Dr. Gisiner's email states that the Navy would like to achieve received levels (the intensity received by the whale) of 160 to 180 decibels (dB). In the 1998 tests off Hawaii, very few whales received levels reaching 140 dB. The proposed new levels would therefore be 10,000 times more intense than the levels which causes whales to leave the 1998 testing area. The 1998 testing area also happens to be a favorite breeding and calving area for the Humpbacks. Note: the decibel scale is logarithmic: 150 dB is 10x as intense as 140 dB 160dB is 100x as intense as 140dB.) These levels would also be from 5,000 to 500,000 times more intense than the 125 dB exposure which traumatized a swimmer in the water in 1998. On February 29, environmental and cultural organizations joined an elected official in filing a suit challenging the Navy's preparations to deploy this system in 80% of the world's oceans. A press release explaining that lawsuit is included below. This new information radically changes the Navy position in 1998. At that time, various suits were filed challenging the testing. The Navy stopped testing and went to the courts to state that they did not intend to conduct any more tests and that the research was complete. Based on those representations, the courts dismissed the cases as moot. Given the new plan to conduct further tests, the Hawaii County Green Party is returning to the judge in the 1998 case and asking that case be reopened and consolidated with the case filed this year, which is before the same judge. The Green Party will seek an injunction preventing any further testing. *** Need for Congressional Action *** The time has come for Congress to step up to its responsibilities to exercise oversight over the United States Navy. Please communicate today to your Senators and Representative. The basic message which you are urged to put into your own words and speak from your own heart is: The US Navy is preparing to deploy a low frequency active sonar system that seriously threatens the marine environment, including endangered whales and other species. The Navy illegally spent hundreds of millions of dollars on this system, despite never completing the environmental impact statement. The momentum of these illegal expenditures is causing the Navy to ignore credible evidence that this system is too dangerous to deploy. The time has come for Congress to exercise oversight by asking the General Accounting Office (GAO) to conduct an audit of the entire SURTASS LFA program and to hold hearings in the appropriate committees into the conduct of the Navy in this manner. Ask your congressional representatives to either request a GAO audit and to communicate with the appropriate committee responsible for this program to urge that committee to request a GAO audit. Also ask your congressional representative to call for a moratorium on any further testing of this system until the litigation now pending in Honolulu is decided. We will resume our regular schedule next week.] ISRAEL AND PA/PLO APPROVE MAPS: Israel set the ball rolling Wednesday for a long overdue troop withdrawal from Yesha [Judea, Samaria, and Gaza] after maps for the transfer were approved by the security cabinet and by PLO leader Yasser Arafat. The pullout is expected to go ahead next week, when peace talks between Israel and the Palestinians are set to resume in Washington after a month-long stalemate over the land involved. Prime Minister Ehud Barak's security cabinet ratified the maps by a narrow majority and Arafat quickly added his agreement. The pullout from 6.1 percent of Yesha will cover villages on the outskirts of Jerusalem already under Palestinian civilian rule -- Beitunia near Ram'Allah to the north and Ubaydiyah to the southeast near Beit Lechem. But Barak decided Tuesday not to transfer as expected the village of Anata, which would have become the closest Palestinian village to Jerusalem, just 10 kilometers (six miles) northeast of the center. ISRAEL TO FREE PRISONERS: Israel will release 16 Arab terrorists within the next few days, as a holiday gesture to the PA/PLO [Does this mean that the PLO will also make a "holiday gesture" towards Israel during the upcoming Pesach holiday?-ed]. Murderers of Arabs, and terrorists who took part in attacks in which Jews were injured, will be freed. In addition, some 30 Palestinian criminals, who were to be released within three months, will also be released. The terrorists to be freed do not include members of Hamas or Islamic Jihad, but efforts to obtain a list of their names have so far not succeeded. Meanwhile, the children and family of Yaron Ungar, an American citizen who was murdered -- together with his wife -- by Palestinian terrorists in June 1996, filed suit this week in a United States federal court against the Palestinian Authority, the PLO and Yasser Arafat. The Ungars are survived by their two sons, Dvir, 5, and Yeshai, 4, who are being cared for by their maternal grandparents, Rabbi Uri and Yehudit Dasberg of Alon Shvut. The suit alleges that Arafat and the other defendants should compensate the Ungar children for the deaths of their parents, as the PA/PLO provides Hamas with shelter, safe haven, and a base of operations from which to carry out terrorist attacks. The suit is based on a US federal law that allows families of terrorist victims to sue the terrorist organization or the body that is responsible for it. HIZB'ALLAH FIRES INTO GALILEE: Making good on threats to retaliate for SLA [South Lebanon Army] attacks on Monday that killed a Lebanese army soldier and a civilian, Hizb'Allah launched a barrage of Katyusha rockets on Wednesday, several of which overshot the border and landed inside northern Israel. IAF [Israel Air Force] jet fighters and Israeli naval vessels responded within hours by striking at targets of the Islamic terrorists north of the Security Zone. THEATER OF THE ABSURD: The Arab League concluded its meeting last night of 120 delegates from 20 Arab countries with a harsh declaration calling for a "re-evaluation of relations with Israel in light of its recent attacks on Lebanon." Lebanese President Emile Lahoud warned Israel against a unilateral withdrawal from his country, saying that it could lead to war. Lebanon's Prime Minister Salim Hoss similarly called for a suspension of Arab ties with Israel if attacks against Lebanon continue, and warned that an Israeli withdrawal without an agreement may lead to violence. Arab sources reveal that Palestinian camps officials in Lebanon described the current situation as serving the interests of the Syrian negotiators and not the Palestinian cause. STRATFOR.COM Global Intelligence Update 17 March 2000 Summary U.S. President Bill Clinton will travel to South Asia March 19-25 - the first visit of a U.S. President to India in 22 years. Despite lofty references to a new chapter in Washington-New Delhi ties, India and the United States enter into the meeting from divergent positions. India intends to increase investment and hopes to re- establish itself as a key regional and international player. The United States wants to open India's markets, discuss nuclear proliferation and Kashmir, and pre-empt Chinese or Russian influence in South Asia. Given the wide range of issues on the table, substantial progress is unlikely. Analysis U.S. President Bill Clinton is traveling to India, Bangladesh and Pakistan March 19-25. It will be the first visit of a U.S. president to India in 22 years - and the most extensive ever. Characterizing the visit, U.S. Secretary of State Madeleine Albright said Clinton "will seek to begin a new chapter in [U.S.] relations." But the mission will likely yield little; the countries' positions and goals differ greatly, and they both bestow different levels of importance to the visit. Relations between the United States and India, strained throughout the Cold War, have improved little following the collapse of the Soviet Union. India, a key member of the non-aligned movement, later signed a friendship treaty with the Soviet Union. Relations with Washington remained strained as India took on the role of spokesman for developing nations, chiding Western nations for perpetuating economic colonialism. Washington perceives India as fundamentally little more than a developing nation - albeit a very large one. It continues to view India as a prize to be won in order to counter the similar competing interests of Russia and China. Thus in talks and negotiations, the United States accords India a lower status than when dealing with nations like China or Russia. India, however, has clearly shown it wishes to be treated as equal to other regional powers; it has shunned advances from China and maintained a distance from Russia. This fundamental difference underlies and hinders Washington-New Delhi relations. Clinton's visit represents one of a great power to a minor nation. The U.S. agenda includes opening India's telecom markets to U.S. businesses, obtaining India's pledge to end nuclear testing and bringing stability to the Kashmir region. India views the talks as an opportunity to garner greater U.S. investment, easier access for Indian workers to the United States and the respect due a growing regional power. Isolated by deserts and mountains, India is nonetheless militarily and economically well positioned, straddling the sea route between the Middle East and Asia. India now asserts its independence after years of being constrained by Cold War animosities among China, Russia and the United States. New Delhi has already shown clear resolve to reject treatment as a pawn in the multi-player game. India's nuclear tests in 1998, which strained relations with Washington, broadcast India's importance to the world, as well as to Pakistan. Despite this, the United States continues to treat India as a lesser priority to China. U.S. imports from India in 1998 amounted to less than 12 percent of those from China, according to U.S. trade data. Exports to India amounted to just 25 percent of those to China. Further, U.S. foreign direct investment to India in the financial year to March 1999 was barely 12 percent of that invested in China, according to an Indo-American Chamber of Commerce official cited by Agence France Presse. For India, as one of the world's largest democratic nations, it is an insult that Washington apparently has a greater interest in relations with communist China. Clinton's visit to India will likely be frustrating and disappointing, accentuating the apparent friendliness of Pakistan during his brief stopover. Already claiming Clinton's Pakistan visit as a victory over India, Islamabad will willingly discuss Kashmir with Washington. It is yet to be seen whether India will succeed in its goals to be treated as an equal among Asia's powers. However, New Delhi's determination to assert its status will clash with Washington's moves to recruit India as a subordinate South Asian ally. Clinton's visit will likely accomplish little, considering the widely differing perceptions of its importance. Comstock March 1-7, 2000 Irish American Newspaper By Jim Smith BOSTON -- In a controversial measure designed to placate offended minority residents, officials of the Boston Housing Authority are asking residents to remove shamrock displays from doors and windows in housing developments across the city, the Irish Echo has learned. Confirming rumors that have been circulating around South Boston in recent weeks, Lydia Agro, BHA's communications director, told the Echo that housing managers are advising residents that shamrocks and other "bias indicators" are offensive to some minority residents and should not be publicly displayed. "There are a number of symbols that have been identified by some of our residents as making them uncomfortable and unwelcome," Agro said. "In response to those concerns, we're including shamrocks along with swastikas, Confederate flags and other symbols which may give offense." According to Agro, some tenants complained about shamrocks during recent mediation training sessions offered to BHA employees and residents. The training, geared toward addressing issues of bias and harassment, was recently nominated for one of federal Department of Housing and Urban Development's "Best Practices" awards. "We're aware that symbols such as shamrocks can reflect racial and ethnic pride," Agro said. "We respect that, but at the same time we want to promote a sense of community here. There is no written policy. We're simply asking our residents to avoid public displays of any bias indicators. The policy is being greeted with outrage and incredulity by many residents in the South Boston housing developments and by some city officials. Jean McDonald, a leader of the residents task force in the Mary Ellen McCormack Development, which was named decades ago for the mother of former House Speaker John McCormack, said that elderly tenants are especially anxious about the policy, which sends them the message, she said, that their traditions are no longer acceptable. "Some of the women here already feel like they're living in a prison colony," she said. "Some of them have been here for more than 20 years. You'd think they'd be entitled to some respect. Instead, they're actually living in fear, not knowing what to expect next." James Kelly, president of the Boston City Council, told the Echo that the percentage of whites and Irish Americans in the city's public housing has been dropping sharply in recent years. "There's only a small number of Irish Americans left, mostly elderly on fixed income," he said. "Having them take down their shamrocks is a hateful way of letting them know their time has passed. Believe me, the 'no Irish need apply' mentality is very much alive and well at the BHA." According to Kelly, minority residents now constitute the majority of every family development in the city, and the BHA is administered almost exclusively by blacks and Hispanics. An attempt at harmony Although the anti-shamrock policy was purportedly designed to foster harmony and camaraderie among a diverse population of residents, it is having the opposite effect. "You'll probably be seeing even more shamrocks around here now, and I hope we don't have any violence over this," McDonald said, vowing to put a wooden shamrock outside her dwelling in the coming days in defiance of the BHA. Many residents are especially miffed that the BHA is putting shamrocks and swastikas in the same category of offensive symbols. The shamrock, a trifoliate plant said to have been picked by St. Patrick as a symbol to illustrate the doctrine of the Trinity, is regarded as the national emblem of Ireland, while the swastika is the anti-Semitic emblem of Nazi Germany. Jeannie Flaherty of the McCormack development said that she'll be putting a shamrock on her door any day now. "I'd like to see someone try to get me to take it down," she said. "There's a Chinese man who lives across the hall with some kind of Oriental sign on his door. Maybe they should check that out when they come around to talk to me." McDonald said that the policy is reminiscent of the forced busing controversy that has plagued Boston since the mid-1970s. "They brought the minorities into the schools here and told the people in Southie to send their kids to school across the city," she said. "When the people rebelled, the press jumped all over them and called them racists. Now we're supposed to give up our symbols and traditions because somebody's offended. Give me a break!" By itself, this single organization cannot re-spark the country's dormant civil war. But there is widespread guerrilla dissatisfaction with the implementation of the 1996 peace accord. The country is also stressed by economic and political problems. The group's announcement appears to presage the return of full- scale civil war to the Philippines. Analysis On March 12, the Islamic Command Council (ICC) announced at a press conference in the southern province of Lano del Sur that it would resume its guerrilla war against the Philippine government. The council is a faction of the country's former rebel front, the Moro National Liberation Front (MNLF). At the press conference, a spokesman for the group claimed that it comprised nearly 90 percent of the original 20,000-25,000 MNLF forces. About 100 heavily armed members appeared before the media. On an immediate level, the ICC is calling for an independent Islamic state in Mindanao. The group notes that that the Philippine government co-opted MNLF leader Nur Misuari, who signed a 1996 peace accord with the government putting an end to the civil war in exchange for autonomy - not independence - for the Moro people. At the conclusion of its leadership conference, an ICC spokesman warned that "aside from self-determination and the establishment of an Islamic state, the only way out here is through mutual destruction," according to the Manila Times. By itself, the ICC presents a limited military threat. But the announcement may trigger the resumption of a long-simmering conflict in the southern Philippines; dissatisfaction has risen among other former MNLF guerrillas because of the slow pace in which the peace accord has been implemented. Talks with other separatists have been stalemated. On many fronts, the 1996 peace accords appear to be failing. The government in Manila is striking an increasingly harder line, as well. Despite claiming thousands of members, the ICC has in fact been a small militant faction since 1995. Government estimates place membership in the low hundreds. The ICC split from the larger front in 1995 during the final stages of peace talks. While the MNLF, led by Misuari, pressed for peace, the ICC, led by Melham Alam - a former chief of staff under Misuari - rejected the government's offer of autonomy. In April 1995, the ICC and the Muslim terrorist group Abu Sayyaf attacked the predominantly Christian town of Ipil in Zamboanga Del Sur Province. More than 100 were left either dead or wounded. Misuari expelled Alam from the front after the attack. In 1996, Alam claimed that the ICC had 300 fighters trained in Afghanistan and Syria, plus 3,000 Muslim rebels. This small group, however, has a keen sense of timing. The group is stirring as another round of peace negotiations between the government and the Moro Islamic Liberation Front (MILF) nears a June 30 deadline. Announced by President Joseph Estrada, the deadline calls for a working peace deal - or the launch of a full- scale military assault against the MILF. Some in the Philippine government and military are reportedly dissatisfied with Estrada's tough line, likening it to the activities of former President Ferdinand Marcos before declaring martial law in 1972. There is considerable concern about the balance of forces, in case it comes to renewed civil war. Government forces are stretched comparatively thin. Deployments in Mindanao include 35,000 soldiers and 35,000 paramilitary militia - the largest single deployment in the Philippines. There are calls for a further 15,000 members to be added to militia forces, known as the Citizen's Armed Forces Geographical Unit (CAFGU). The Philippine military includes only 74,000 army troops and 9,000 marines. In comparison, the MILF has about 15,000 fighters and government figures indicate that they have greater access to weapons with 11,350 firearms - up nearly fourfold since 1997. The MILF may also be able to count on other insurgent groups and former guerrillas who have since been brought into the armed forces - but whose loyalties are questionable. The list of other active insurgencies includes Abu Sayyaf, with 1,500 members and 500 weapons, the ICC and other former MNLF fighters, and the Communist New People's Army (NPA), with 10,600 members. Though they are not allied, these groups have been known to operate together. Barring the last-minute arrival of a qualified buyer, the company plans to begin ``de-orbiting'' the 66 satellites that make up the world's first low-orbit system for wireless telephone service. That means the network -- variously reported to have cost $5 billion to $7 billion -- would be vaporized as its satellites, bumped by their thrusters, plunge from 485 miles above the Earth in flames over the ocean. The next hearing in Iridium's bankruptcy, originally set for Wednesday, was postponed until Friday because of a scheduling conflict involving Judge Cornelius Blackshear, said a clerk for the U.S. Bankruptcy Court for the Southern District of New York. Andrew Balfour, a spokesman for Washington-based Iridium, said, ``I know they're talking to people but I just don't know who's going to come forward, or if.'' One possible savior, the Defense Department, ruled out any interest on Wednesday, the court-imposed deadline to find a buyer or face a windup of operations. ``There are no plans to buy or interest in Iridium from the Pentagon,'' Cheryl Irwin, a Defense Department spokeswoman, said in reply to a query from Reuters. Marc Crossman, a satellite communications analyst at J.P. Morgan in New York, predicted no rescuers would emerge because of the limited value of the network's narrow-band communications capability. ``It's toast,'' he said. The company filed for Chapter 11 bankruptcy protection in August after badly miscalculating the fast-changing market for portable phones that could be used worldwide. ``They had the wrong product for the wrong market at the wrong time,'' said John Logsdon, director of the Space Policy Institute at George Washington University in Washington. The increasingly global reach of land-based wireless phone carriers has allowed business travelers, a prime Iridium market, to stay connected in all but some of the world's most remote spots. ``It's not going to be too long before you can take a cellular phone anywhere in the world and have it work simply by throwing a switch,'' Logsdon said. Iridium's bulky handsets -- which did not work well in buildings and cars and were often compared to bricks -- cost as much as $3,000 each when the satellite network went into operation on Nov. 1, 1998. Subsequent price drops slashed their price in half, but by then the market was spinning away. Motorola Inc. Pentagon Among Big Clients Among big Iridium clients has been the Defense Department, which listed about 3,000 registered users of its ``gateway'' to the service. The Pentagon alone had about 800 users. The others were from other U.S. agencies and departments, said Susan Hansen, a Defense Department spokeswoman. If Iridium's service were turned off, Defense Department users would fall back on such services as Inmarsat, the London-based global mobile satellite company, and the Pentagon's own UHF satellite network, she said. Scott Wyman, a spokesman for Schaumburg, Illinois-based Motorola, said it was ``premature'' to discuss arrangements for de-orbiting the 1,460-pound (662-kg) satellites, which are steered from Earth by thrusters powered by hydrazine, a common satellite propellant. Nudging the satellites onto the proper ``glide path'' to burn up over uninhabited areas is relatively simple, said George Levin, director of the Aeronautics and Space Engineering Board at the National Research Council, which advises federal clients on scientific issues. He said bringing them back represented an act of good corporate citizenship lest the craft become part of the thousands of bits of orbiting junk that could get in the way of working satellites. ``Here's a guy about to go bankrupt and his last act is to clean himself up. The federal government should take steps to improve online traceability and promote international cooperation to identify Internet users, according to a draft of the report commissioned by President Clinton and obtained by Wired News. Police should be able to determine the source of hacker attacks or "anonymous emails that contain bomb threats," states the 200 KB document prepared by a high-level working group chaired by Attorney General Janet Reno. Although the report was largely complete before last month's prominent denial-of-service attacks, it will likely influence the debate over how the U.S. government should respond to them. The FBI has not made any arrests during its investigation, and bureau officials Tuesday told Congress that anonymity and the global nature of the Internet pose serious problems. A White House spokesman said the report is being finalized and "should be released very soon." The Working Group on Unlawful Conduct on the Internet, which Clinton created in August 1999 to consider new laws or educational programs, includes senior administration officials such as FBI Director Louis Freeh, Treasury Secretary Larry Summers, Commerce Secretary William Daley, and representatives from the military, DEA, and Secret Service. The group focused on what it views as the problem of anonymity, citing "the need for real-time tracing of Internet communications across traditional jurisdictional boundaries, both domestically and internationally [and] the need to track down sophisticated users who commit unlawful acts on the Internet while hiding their identities," according to the report. Currently no laws require Internet users in the United States to reveal their identities before signing up for accounts, and both fee-based and free services offer anonymous mail, Web browsing, and dialup connections. Internet service providers should be encouraged, though not required, to maintain detailed records of what their users are doing online. "Some industry members may not retain certain system data long enough to permit law enforcement to identify online offenders," the report says. But providing police with increased abilities to trace users raises thorny legal and technical questions, and civil libertarians on Friday questioned whether it would violate privacy rights protected by the Constitution. A 1995 Supreme Court decision, McIntyre v. Ohio Elections Commission, upheld a right to anonymous political speech. "This is the nutty kind of stuff that's produced by people who meet in closed rooms without windows," said Marc Rotenberg, director of the Electronic Privacy Information Center. David Banisar, co-author of The Electronic Privacy Papers, said the administration unwisely "wants to make it easier to obtain people's identities, trace their movements online, and apply wiretapping to the Internet." The report says anonymous remailers can be used to protect the privacy of dissidents in oppressive countries, but also can frustrate police who can't figure out who sent the message. "To be sure, individuals can generally engage in many 'real world' activities relatively anonymously, such as making small cash payments and attending public events. But they cannot remain anonymous in other contexts, such as opening a bank account or registering a car," the report says. "Indeed, many financial institutions have substantial customer identification requirements." Response to the proposal among House Republican leaders was cautious. "We need to make sure this isn't used as an excuse to set up a big brother monitoring program. 'Real-time tracing of Internet communications' sounds an awful lot like a proposal to put backdoors in the latest revision of the Internet protocol itself," said Richard Diamond, a spokesman for House Majority Leader Dick Armey. "Obviously we need to be able to track down those who would use the Internet to commit crimes, just as if they had used a telephone to do the same," he said. "Let's just keep things in perspective." The pullout is expected to go ahead next week, when peace talks between Israel and the Palestinians are set to resume in Washington after a month-long stalemate over the land involved. Prime Minister Ehud Barak's security cabinet ratified the maps by a narrow majority and Arafat quickly added his agreement. The pullout from 6.1 percent of Yesha will cover villages on the outskirts of Jerusalem already under Palestinian civilian rule -- Beitunia near Ram'Allah to the north and Ubaydiyah to the southeast near Beit Lechem. But Barak decided Tuesday not to transfer as expected the village of Anata, which would have become the closest Palestinian village to Jerusalem, just 10 kilometers (six miles) northeast of the center. ISRAEL TO FREE PRISONERS: Israel will release 16 Arab terrorists within the next few days, as a holiday gesture to the PA/PLO [Does this mean that the PLO will also make a "holiday gesture" towards Israel during the upcoming Pesach holiday?-ed]. That was the question under consideration at a public debate sponsored March 5, 2000, by the University of Pennsylvania College of Arts and Sciences and by the Philadelphia Center for Religion and Science. Entitled "Should Biomedicine Treat Dying as a Disease -- and try to Cure It? Its Scientific Basis, Future Prospects, and Ethical and Theological Significance," the debate was broadcast live over the World Wide Web from the university's Museum of Archeology and Anthropology. It was moderated by Art Kaplan, Ph.D., director of the university's Center for Bioethics, and followed by an open discussion. Princeton's Lee Silver, Ph.D., began the debate with a defense of the biotechnological imperative and the free market. He first described how genetic mechanisms gradually block cell regeneration until cells can no longer reproduce and the organism dies. He then argued that these genetic inhibitors no longer serve an evolutionary purpose. Gene therapy would merely act to remove what prevents cell regeneration. The removal of such inhibitors, in turn, would simply promote health. Thus, the goal of gene therapy is not different from the goal of medicine generally. Health is the end of medicine. The application of biotechnology to alter genetic structure promotes health and indirectly extends life. Silver bolstered his defense of the biotechnological imperative with an appeal to the value of free market mechanisms. Individuals can best determine for themselves whether to alter their gene structure to extend their own lives. Moreover, the market place is the best arbiter of individual choice. If individuals do not want this form of technology, then it will disappear, much as genetically modified food disappeared from the shelves of British supermarkets. In his counterargument, Leon Kass, M.D., Ph.D., a professor of social thought at the University of Chicago, made the paradoxical claim that mortality is good; the finitude of life is, in fact, a blessing. Kass established his claim by providing the answers to three questions: What are the virtues of mortality? Why do humans seek immortality? What is the purpose of reproduction? In brief, there are four virtues of mortality: knowledge of the purpose of human life, knowledge of means to ends, love, and courage. Human beings seek not for deathlessness, but wholeness, wisdom, love and integrity. Aging and mortality are mechanisms for the reproduction and regeneration of sociality and culture. Kass first argued based on the quality/quantity distinction. The extension of life indefinitely (deathlessness) is no assurance of a life lived well. Drawing on existentialism, Kass argued that quite the opposite is closer to the truth: The quality of human life is intimately related to death. The most important aspect of death is its psychological dimension. Anxiety is the key to death. As a cognitive emotion, anxiety can reveal the truth about the human condition and provide answers to the meaning of existence. It takes courage to face and explore our anxieties over death. A person gains knowledge of freedom, when she faces the ultimate existential crisis. Knowledge of freedom, in turn, produces character and hope, power and effectiveness. We grow to cherish the fullness of life only by confronting our own death. Thus, deathlessness would lead to ignorance of the meaning and purpose of human life. Could a deathless person truly love? Relationships deepen with age, as lovers become aware of their finitude. When it dawns on us that someday we will lose the other to death, we love wisely. Kass argued that the horizon of death compels us to go beyond mere appearances to grasp at the true meaning of relationships. Deathlessness might rob us of our chances of attaining what we really want in life, the well being of our souls and not just bare existence with other people. Fundamental human longings cannot be satisfied by deathlessness. In an interesting twist, Kass used evolution and reproduction as the basis of his last counterclaim. Human beings are built for more than biological reproduction. We are social by nature and depend on culture for survival. Aging and mortality are in fact biological mechanisms "chosen" for the sake of the success of sociality and culture. Kass argued that the longer we live, the more conservative, apathetic and jaded we become. The regeneration of society depends upon a struggle for justice and equality; the regeneration of culture depends upon new forms of art and literature. In short, aging and death cull the old to make way for the new. They are mechanisms for the regeneration of
