Now let me make sure you understand this. It's pretty complicated.
Listen closely.

We've got troops (i.e. young Americans who have volunteered to risk
their lives defending American freedom and independence, in exchange for
the chance to learn electronic repair and how to drive tanks) in Bosnia
because the Bosnian Muslims were mistakenly included in Yugoslavia by
the victorious allies when they broke  up Austria-Hungary in 1918. Or
maybe the Austro-Hungarians made the mistake when they took Bosnia and
Herzegovena from the Ottoman Turkish Empire in 1906 and gave it a
hyphenated name because the Austrians spoke German and like to shove
words together, like Austro-Hungarian. Anyway, Woodrow Wilson and the
boys shoved the people together, and that was definitely a mistake.

Herzegovena was inhabited by Croats, who are basically Serbs who are
Catholics instead of Orthodox and who write their dialect of Serbian
using Latin letters instead of Cyrillic. This looks less funny to us, so
they must be the good guys and the Serbians are bad. (Maybe it's that
the Serbians write their dialect of Croatian in those weird Russian
letters, which is even more perverse; they're definitely the Bad Guys.)

So we bravely sided with the Bosnians and the Croats against Serbia,
until the Croats cheated by massacring Bosnians. That's why we had to
send in troops, right, because everybody was massacring Bosnians? And
the Bosnians couldn't fight back because the UN wouldn't let anybody
sell them guns, on the grounds that if nobody had guns nobody could
shoot anybody there. Somehow the UN forgot that the Serbians and the
Croats already had lots of guns; only the Bosnians really needed them.

OK, so now three years or so after our strictly limited one-year
peacekeeping mission to save the noble Bosnians (who only go out and
slaughter Serbs and Croats when they manage to get guns) from the Evil
Serbs (who already have lots of guns and so slaughter Croats and
Bosnians all the time) and the Semi-Evil Croats (who slaughter Serbs
whenever they can but would rather slaughter Bosnians because they don't
have so many guns) -- after all this time, we still have Our Brave Boys
(and Girls, and, er, don't ask, don't tell) over there Doing a Wonderful
Job of Nation-Building.
(Hello, Montgomery Ward? I'd like three nice custom-built Nations,
please. Yes, deluxe, peaceful with lovely mountains. You guarantee
one-year delivery, right? Faaantastic. My VISA card number is .)

We're still there after three years, of course, because as soon as we
leave, some of the Bosnians might get guns and start to slaughter the
Serbs, who will start to slaughter the Croats and Bosnians as soon as we
leave, using the excuse that the Croats have started to slaughter the
Serbians and even some Bosnians without guns because the Bosnians who
have guns are slaughtering Croats and Serbians.
Fine. Just fine. I think I'm starting to understand it.

Now Albania, just southwest of Serbia, I mean Yugoslavia, I mean Serbia,
has been slaughtering anybody who tried to climb in over their mountains
for at least the last thousand years. In the off-season they practice by
slaughtering each other. They still hate the Turks for invading them in
1388, so even though they're all Muslims because of half a millennium of
Turkish rule, they still slaughter Turks every chance they get. They
will run across the street for a chance to slaughter a Turk (and in
Tirana this is more dangerous than mountain climbing).

Some Albanians, though, live in Kosovo, which is part of Yugoslavia, I
mean Serbia. They want to live in Albania instead of Yugoslavia, because
they're not Slavs and besides there's less sport in slaughtering Slavs
when you're part of their country. So there's a Marxist guerrilla group
fighting for independence for Kosovo so it can immediately join Albania,
which got rid of its own Marxists in 1991.

The Serbs, meanwhile, being Bad Guys, since they can't slaughter quite
as many Bosnians and Croats while the Yankees are watching, have decided
to slaughter Kosovar Albanians instead, both for the Glory of Serbian
History -- the Serbs heroically fought the Turks there in 1389; Kosovo
is to Serbs what the Alamo is to Texans, except that the Serbs lost the
war and were part of the Turkish Empire for the next 400 years -- and
because several thousand Serbs moved there in 1995 when they got tired
of living in Croatia and being slaughtered.

So now we've got the Bad Guys not letting some Marxist guerillas break
up their country, and obviously we have to do something to make
everybody sit down and talk it over in calm reasonable

New Deal programs such as social security began a personal economic
relationship between individuals and government. These programs
established the principle that it is a governmental function not only to
provide money for public works and the common defense, but also to
provide money to individuals in periods of national economic crisis or
to provide certain social assurances and safety nets.

Once established, the principle could be expanded. All those who were
said to be victims of circumstance or past injustice became entitled to
aid.

Concurrently, under sociological and social-psychological doctrines of
absolute environmental predeterminism, all present behavior and present
circumstances were argued as being the result of past environment.

This has produced three consequences:

1. Those who live in unpleasant present circumstances were, and are,
viewed as being blameless victims twice-over. They are victims first of
their predetermining earlier experience, and now, once again, victims of
the consequences of that experience. The more unreasonable or
indifferent they are to pleas to employ responsibility in their lives,
the more proof it is they are distorted victims and qualify for, or
need, aid.

For those who pursue the role of rescuers, this argument has an appeal.
However, it's important not to be blind to manipulative cynicism on the
part of the person being rescued. It's equally important not to attempt
to enforce such blindness on your friends and neighbors.

2. Those people who are living reasonable and successful lives, no
matter how hard they may have worked, are doing so merely as a result of
accidental predetermining happenstance. They therefore have no more
deserving moral entitlement to the positive fruits of their lives (the
argument goes) than those who were predetermined by disadvantaged
background have personal responsibility for their present circumstances.
This leads to the interpretation of any economic or social differences
resulting from behavior as being economic injustice --economic injustice
which many theorists and practitioners feel completely justified in
acting against.

Any limits upon arbitrary and wanton dispossession and redistribution of
the efforts of the serious and industrious as a method of eliminating
this economic injustice have become looked upon as barely tolerable
temporary concessions to a lag in implementation between the
legal/economic system and sociological concepts. The only barrier to
complete moral and legal disenfranchisement of those who live reasonably
and successfully is viewed as a matter of hated recalcitrant right-wing
cultural lag.

3. In the exclusive focus upon predetermining factors, neither present
irresponsible behavior nor present unreason become subjects for
discussion. More often there is a process called "Finding the Root
Causes" which consists of tracing an endless string of hypothetical
predetermining factors to some comfortable arbitrary point of conclusion
which satisfies the unspoken requirement of a resulting love-in. At that
point the root causes are declared to have been found, and further
discussion ends. During this process, the people whose behavior is under
discussion are able to sit happily and complacently observing the
discussion with little fear of contracting personal obligation, of
experiencing corrective discomfort or criticism, or of incurring direct
demands for change in their behavior. Those who are the subject of the
analysis have come to enjoy the analytical process and have become
wholehearted participants. Indeed, they are now looked upon and treated
as august sociological dignitaries or emissaries possessing special
authoritative knowledge and experience. As such, they direct the course
of analysis to suit and benefit themselves.

Meanwhile, people who have led responsible and successful lives are
disqualified from saying anything because their observations are
considered too disturbing to the atmosphere of bland dishonesty.

Irresponsibility as a Civil Right

Irresponsibility has come to be dealt with in an exclusively indirect
and theoretical manner with little direct honest confrontation of the
behavior and little intervention in the behavior within a pluralistic
society that now declares all variations of irresponsibility and
irrationality to be a civil right. There is a nearly complete climate of
protection of the behavior and of diversion from confrontation.

Questions About the "Right to Die"

There is an ironic and distinct possibility that by the next
mid-century, when the average life span in the West has hit 150 and sex
for all the old cronies jacked-up on Viagra is again a bore, the
generation taken closer than any before it to the cusp of immortality
could be begging with all its youthful spirit for a quick death.

If right to death proponents of the future hope to have any success
arguing on behalf of healthy seniors sick of living, they’ll need to
make significant improvements upon the euthanasia campaign of the 20th
 century. This campaign was born of nebulous arguments that have
continually failed logical and ethical trial, and we see that today
killing in mercy has become the monstrosity opponents warned us about,
and which proponents assured us could never happen.

Despite proponents’ platitudes to the contrary, euthanasia studies from
Holland indicate that euthanasia was never about just the terminally
ill, and the motives seem to have little to do with mercy or a person’s
right to choose death.

The pro-euthanasia argument generally centers upon two key ideas. The
first is a person’s right to die. This right has been established upon a
heap of groundless assumptions, beginning with the characterization that
the right to die has evolved from the right to life. The right to die is
apparently, as is the right to life, an absolute right of the
individual, and as such entitles the individual with absolute autonomy.
Euthanasia proponents ignore the philosophical question of how
individuals having no part in their initial existence can lay claim to
such rights – that is, they refuse to address from where such rights
might originate. Even discounting this problem, there remain
conspicuously unanswered questions of how the right to die evolved from
the right to life, and on what grounds it can be called absolute. In a
society of equals, how can an individual claim absolute autonomy?

These questions do not often arise in euthanasia debates. And the less
the better, it seems, for proponents, for then discussion generally
focuses on what has become the heart of euthanasia: why those wishing to
exercise it must be mercifully granted their right to death. We are told
that no matter our preconceptions, the 20th century doctor’s job is not
to preserve life but above all to relieve suffering by all means
available to him. Inducing death is of course a "means" to relieve
suffering, and proponents justify this by proffering definitions of
suffering. Unmitigated pain is probably the most significant component
of suffering, but one that is admittedly subjective and dependent upon
the sufferer's assessment. One of the first people assisted in suicide
under Oregon’s new euthanasia law was, according to the first doctor who
 examined her, not suffering from pain but depression. With assisted
suicide advocates working diligently, the woman was quickly enough led
to doctors more open to believing her side of the story. She met her end
shortly thereafter.

Mental distress is another form of suffering that euthanasia seeks to
relieve. Loss of control over bodily functions (which can be measured)
and loss of cognitive existence (which cannot) lead to a sense of
diminished dignity of life, say euthanasia advocates. The feeling that
the dignity of one’s life has diminished is entirely non-quantifiable,
but nevertheless it is a feeling that in all likelihood nearly the
entire population of the world has felt at one time or another. We are
reminded, however, that when wondering which life to preserve and which
to terminate, doctors (but first society in general) must consider the
quality of the life in question. Never mind the droves of starving and
diseased throughout the Third World, the average skid row resident in
our very own cities has the right, it seems, to a doctor inquiring as to
their desire to die a merciful death. Those in favor of euthanasia claim
that when deciding who stays and who goes, the doctor must differentiate
between living and (mere) existence, though no empirical difference
between these has ever been established. Presumably the difference lies
in one’s capacity to contribute to one’s physical, intellectual, and
spiritual well being. The capacity to contribute to two of three of
these is wholly immeasurable.

Although the criteria for euthanasia appear to leave the mercy killing
door open to almost all comers – as it should if people are to have
freedom to exercise their absolute right to die – proponents assure the
non-believers that proper rules are in place to ensure only qualified
candidates

Are They Really Libertarian?

I first came across a curious attitude in someone’s e-mail signature,
which read, "The people of [X state] are libertarian—they just don’t
know it yet". At the time it seemed a rather presumptuous statement,
particularly from someone who’s a libertarian. I attributed it to a
somewhat naïve optimism and didn’t give the matter any more thought.

Then I saw it again. Kurt Russell said, "I’m a Libertarian. I think a
lot of people are libertarians and are afraid to admit it—or don’t
know". His statement also struck me as fairly cheeky. As it came from
Kurt Russell, though, and not a libertarian intellectual (no disrespect
intended, but Hollywood celebrities are not renowned for their
intellect), I again dismissed the comment, this time on "consider the
source" grounds. But I began to pay closer attention to what was being
written and said about libertarians.

Sure enough, I saw it again. And again. And these references were by
respected libertarians, and intellectuals to boot. For example, David
Boaz, Vice President of the Cato Institute contends in Left, Right, and
Babyboom: America's New Politics that baby-boomers don’t fit neatly into
liberal and conservative labels. Boaz concludes that therefore, many
baby-boomers are actually libertarian. But this doesn’t match with the
number of members of the Libertarian Party, nor with the number of votes
cast for libertarian candidates, which is probably a better indicator of
libertarianism than joining the political party. So, I was puzzled. Who
are these poor benighted libertarians who don’t even know that they are
libertarian? How can it be that they’re out there, but those of us who
value freedom and try to educate others as to the benefits of
self-government don’t seem to find them in our travels?

I found a clue to my conundrum on the Advocates for Self-Government web
site. On the "Results" page of their famous quiz, I noticed this
definition of libertarians: "Libertarians are self-governors in both
personal and economic matters. They believe government's only purpose is
to protect people from coercion and violence. They value individual
responsibility, and tolerate economic and social diversity." That isn’t
the definition I would choose.

Several other clues presented themselves in the text of Boaz’s book
titled Libertarianism: A Primer. In the first chapter, he states: "In
the libertarian view, all human relationships should be voluntary; the
only actions that should be forbidden by law are those that involve the
initiation of force against those who have not themselves used
force—actions like murder, rape, robbery, kidnapping, and fraud. Most
people habitually believe in and live by this code of ethics" (pp.2-3).

While this does define the non-aggression principle (which Boaz
discusses later, under the name "nonaggression axiom"), the key element
of this statement is in the words "habitually believe". Most people do
agree that those actions are wrong, and avoid them. But that recognition
is not equivalent to understanding the principle that makes them wrong.
This is why many people who consider themselves honest don’t hesitate to
pocket extra change from a clerk at a store. Because it’s habit to think
of robbery in a limited context—someone with a weapon demanding money
and jewelry—the failure to rectify a mistake is not seen as the theft
that it is.

The Libertarian Party’s web site was quite informative, as much as for
what was there as what wasn’t. The introductory informational pages are
warm and friendly, talking about the libertarian philosophy as "live and
let live". While that’s one way to describe it, many libertarians would
probably call that an oversimplification of the philosophy. Many people
would say that that is their approach to living, but examination of
their actions would demonstrate that they are anything but libertarian.
On another page, a Gallup poll is described as showing that 20 percent
of the American population is philosophically libertarian. There might
be some justification in claiming that Americans are politically
 libertarian because of certain attitudes on specific issues, but to say
that those individuals are philosophically libertarian is akin to trying
to cross the Grand Canyon in one step. This leap clearly demonstrated
the missing element from the Advocates for Self-Government’s and LP’s
introductory information.

The Non-Aggression Principle

Where are the principles?

More accurately, where is the principle? None of the pages I saw
mentions what separates true libertarians from others who have similar
positions on many issues: the

Pentium Pandemonium

Gary Allen, author of a book called None Dare Call It Conspiracy,
postulates two possible views of history: either things happen by
accident, or by design. It is dangerous and naïve to think that all the
evils that befall us are mere freaks of coincidence—there has to be a
conspiracy!

But these two choices are not the only ones: what if there are reasons
for the quasi-rhythmic stupidity of certain social phenomena, but those
reasons have little to do with the intentions of malignant men bent on
world domination? The current uproar over Intel’s new Pentium chip
provides a good case study on the question of conspiracy versus
spontaneous order.

In case you haven’t heard what all the fuss is about, Intel’s new
Pentium III processor—soon to be the heart of most new PCs—is made with
a unique identifying number burned into the chip. This is not something
imprinted on the plastic covering of the chip, but an electronically
accessible number built into every Pentium III chip Intel plans to make.
Or, as Intel puts it:

The Intel® processor serial number feature is embedded into the chip
during the manufacturing process of the Pentium® III processor. The
Intel® processor serial number serves as an identifier for the
processor, and, by association, its system.

Privacy advocates are concerned that the processor serial number (PSN)
can be called up by other computers over the internet, even without the
user of a tagged chip’s knowledge.

Why would Intel even think of doing something like this? Well, according
to their web site:

The increased use of the Internet for communications and electronic
commerce is raising PC users' concerns about the confidentiality and
integrity of transaction-oriented data. Since computers are the primary
connections to the Internet, they are a logical place for companies to
add security features. Over the next several years, Intel is adding
security building blocks in order to move the industry forward in
developing secure solutions for our customers….

In business, Corporate I.T. departments can use it to track assets and
manage systems in a more efficient manner to help reduce total cost
ownership. For consumers, the potential of the Internet promises new
ways to shop online, manage their lives, and access and share
information. Used in combination with other identifiers such as
passwords and user names, hardware features such as processor serial
number can provide added levels of confidence.

This sounds pretty benign. Helping companies keep track of their
computer equipment and helping people do business over the internet is
good, isn’t it? However, many people are unhappy about the aid that
processor ID numbers could be to government agencies and pettier
criminals that have their own reasons for wanting to keep track of
people.

Not to worry, says Intel. When you buy the computer, the electronic ID
feature will be turned off, and you’ll have to turn it on yourself if
you want people to be able to ID you.

Not so quick, respond the cypherpunks and privacy advocates—if the
number’s there, it can be hacked!

The Permanent Cookie

To prove the point, an electronic privacy concern called Zero Knowledge
Systems (ZKS) posted to their web page something they call a Pentium III
Processor Serial Number Exploit. This little demonstration extracts the
ID number from your Pentium III chip, even if the ID feature is turned
off. If you have a Pentium III already, and you are using Microsoft
Internet Explorer (or Netscape Navigator with the optional ActiveX
plug-in installed), you can try it out yourself by going to
http://www.zks.net/p3.

According to ZKS: "This exploit proves that Intel's Pentium Serial
Number control utility offers no practical protection against hostile
code activating or stealing your serial number." In other words, it
shows that the PSN can put user’s privacy at great risk, even if the
user hasn’t turned it on. "The processor serial number can be used to
create a permanent cookie that tracks your every move on the Internet,
even if you erase your cookies regularly. This ability to track users'
browsing habits creates a serious potential for violation of privacy."

But it gets worse—even the legitimate purpose the PSNs are said to be
for is called into question: "If Web sites use the PSN to authenticate
users, a hacker could steal your serial number and pretend to be you at
E-commerce sites. Authentication devices that can be read and stolen as
easily as the PSN should not be trusted as methods to authenticate
users."

Toward a Unified Theory of William Jefferson Clinton

Way back in the November 1994 issue of Reason, Edith Efron asked the
intriguing question: "Can the President Think?" Her conclusion was that
the president suffers from severe cognitive dysfunction and that the
resulting chaos of his mind accounts for the chaos in his
administration.

In her analysis, Clinton emerges as the sum of two bedeviling paradoxes.
The first, the paradox of the Hollow Sun King, refers to the strange
emptiness that we perceive at the center of the charismatic Clinton
phenomenon. The second, the paradox of the Paralyzed Sprinter, to the
utter chaos that reigns at the center of his administration -- and,
seemingly, of his mind.

In this essay, I will first present an outline of Efron's argument,
along with her proposed etiology. I will then present an alternative
theory -- one that unifies not only these two paradoxes, but also the
other sordid paradoxes of Clinton's life.
Efron's First Paradox: The Hollow Sun King


Clinton evokes worship as no American politician has since JFK. Not
respect. Not admiration. Not even hero worship. But a sort of personal
fawning, by both male and female worshipers, that borders on the sexual.
For example, a youthful Arkansas journalist (a male) once described the
fledgling Arkansas politician, Bill Clinton, as

"the Sun King. And if you look too long at him you will be blind, your
senses flooded with his gold-spined brilliance There must be some
elemental undercurrent here that generates envy in other men, not just
the musk of power but something pheromonic. Since it is not polite to
compare your governor to Mussolini or even Huey Long, then let's say one
of those Kennedy boys

Actually, his choice of comparisons is strangely apt -- each and every
one of them. But, reluctant to leave Clinton in such company without
clarification, he proceeded to call him "that rare thing, a soulful
politician."

Yet a soul -- or at least a unifying "self" -- is exactly what many see
as missing from this man. Not his enemies, who view him as evil, but his
friends and supporters. Efron writes:

"Tom Rosenstiel of the Los Angeles Times, Chris Bury of ABC, Maureen
Dowd of The New York Times, Richard Cohen of The Washington Post, and
Joe Klein of Newsweek have all... reached a similar conclusion -- that
Clinton is 'in hiding' (Cohen); that Clinton is a multifaceted being
without a unifying self (Klein); that he is whatever you happen to be
looking at or, as Bury resignedly put it, 'what you see is what you
get.' Dowd, the most literary, climaxed a fusillade of contradictions by
saying, 'In the end, the focus is the unfocusability.'"

His own closest aide, George Stephanopolous likened him, as reported in
Woodward's The Agenda to "a kaleidoscope. What you see is where you
stand and where you're looking at him. He will put one facet toward you,
but that is only one facet." Some journalists, writes Efron, have

"looked behind the self-contradictory mosaic and reached the grim
conclusion that Clinton has no 'self.' In his book, Strange Bedfellows,
which describes the coverage of the presidential campaign of 1992,
Rosenstiel writes: 'Like many politicians Bill Clinton is a man of
unfinished and contradictory character--scholarly and shallow, outgoing
and shy, principled and craven, the mood depending on the motive. He
possesses extraordinary talent and a fierce thirst for knowledge and
insight, but above all approval. One reporter who spent time with him in
New Hampshire found him one of the most outwardly directed people she
had ever met--as if he had little inner sense of self at all.'"

Sam Smith, editor of Progressive Review and an outspoken critic of
Clinton from the left, has succinctly captured the essence behind the
first paradox:

"It was the normal work of the politician, but with Clinton there seemed
too much. Too many hands, too many friends, too many words, too many
hours before he went to sleep, too many hours on C-SPAN solving the
nation's problems with too many industrialists and economists--and in
the end too little else. It was as though he were afraid that if he
excused himself from the public eye he might no longer be real."

Smith comes closer to truth than he, perhaps, realizes: Clinton is a
chimera.

Efron writes of the fragment of stone at the bottom of Stephanopolous'
kaleidoscope -- reflecting in a unique way, showing a different facet to

HISTORY OF TRES DIAS:
Tres Dias was derived from Cursillo de Christiandad, a "short course in
Christianity", which has been active in church renewal since it's
beginnings in Spain in the 1940's. Translated from Spanish Tres Dias
means "ThreeDays". Tres Dias is an inter-denominational Christian
renewal group that proclaims that "Jesus Christ is Lord". Men's and
Women's weekends are held throughout the year. After the three day
experience, Tres Dias encourages people to be in small groups to
support each other in their lives as Christians while enhancing ties with
their home churches and living the Christian Life in their environment.
There are now approximately 40 Tres Dias communities around the
world. Thousands of men and women have made a Tres Dias Weekend.
In America, Tres Dias was begun in 1972 and is overseen by
International Tres Dias, which is made up of laity and clergy from
around the world. Individual weekends are sponsored and coordinated

   Thank you for the clarification on this. It is very interesting that
that translation says "kill". This is especially interesting since in
many other parts of the old testament the Israelites are admonished to
"kill" certain other peoples. In fact, in one instance that I seem to
recall they are ordered to "kill" all the members of a certain tribe and
get in trouble for enslaving them instead. Or, there is the stoning of
those caught in adultery. In a couple of weeks I will be meeting with a
man who has studied the old testament in depth and I will ask him for
clarification on this. It should be interesting.

 Warnings of Computer Virus Issued

 By The Associated Press

 PITTSBURGH (AP) -- A new computer virus can allow documents to be e-
mailed to other people without warning, a potential security breach that
should worry businesses and governments, an expert at Carnegie Mellon
University said Saturday.

 The ``Melissa macro'' or W97M--Melissa virus spreads via infected e-mail
and attacks computers loaded with Microsoft's widely used Word 97 or
Word 2000 programs, according to CERT -- or Computer Emergency
Response Team -- Carnegie Mellon's Department of Defense-funded
computer security team.

 CERT first heard of the virus Friday afternoon and its members worked
through the night to analyze the virus and develop a fix, CERT manager
Katherine Fithen said.

 ``We're getting so many reports from across the world, that we know this is
going to be a huge problem come Monday,'' Fithen said.

 She noted that since CERT was founded 10 years ago, this is only the
second time it has considered a virus important enough to warrant a public
announcement. The first, in 1994, warned of a virus that allowed computer
burglars to collect passwords.

 CERT has not determined where the Melissa virus originated.

 Fithen said she is not allowed to say whether any governmental agency
has suffered a security breach as the result of Melissa.

 Microsoft spokesman Adam Sohn said company programmers worked
with CERT and manufacturers of anti-virus programs to develop an
antidote.

 If a computer user opens an infected Word-format document, the virus
propagates itself by reading the user's e-mail address book and sending
an infected message to the first 50 entries, CERT said.

 The message can include the contents of any Word document that is open
on the computer, Fithen said.

 Also, the virus reproduces and sends so much unwanted e-mail that the
volume can overload some mail servers, the computers that distribute e-
mail.

 However, it apparently causes no direct damage to a computer's memory
or programs.

 Infected documents are sent as attachments to e-mails most frequently
bearing a header: ``Subject: Important Message From'' the name of person
whose computer relayed the virus.

 The body of the message says ``Here is that document you asked for ...
don't show it to anyone else ;-).''

 THE BALKAN CRISIS: FAULT LINE OF CIVILIZATIONS
   Ethnicity, Religion and Culture Reassert Themselves As Forces In
   The Post - Cold War World

With NATO air strikes moving into their fifth day, there appears to be
little prospect of an immediate resolution to what is broadly labeled
"the Balkan crisis."  Popular support in both the United States and
Europe is considered "soft, at least in comparison to the allied
incursions into Iraq.  Battlefield objectives remain unclear, as NATO
commanders speak only of hitting Yugoslavia's military infrastructure
and "command-control apparatus."  Even with stealth technology and a
barrage of cruise missiles, it is far from certain that an air war can
come anywhere close to bringing the government of Slobodan Milosevic
back to the bargaining table, let alone resolve one of the most
complex cultural struggles in recent history.

This is due to the fact that the Balkan crisis is rooted in centuries
of violent conflict and history.  It is also located atop one of the
world's major civilizational fault lines -- a point of intersection
involving Islam, western Christianity and eastern Orthodoxy.
Conflicting religious, political, ethnic and cultural forces are at
work here.  There are literally centuries of violent history overlaid
with a melange of mythic tales, songs, literature, poetry and
feelings.  It is a phenomenon which Americans, very much the product
of modernity and a vastly different view of the world and history,
have difficulty apprehending.

* A CLASH OF CIVILIZATIONS...
 The Balkan crisis represents a paradigm
case described by Samuel P.  Huntington in his seminal work, "The
Clash of Civilizations and the Remaking of World Order" (1996).
Coeditor of Foreign Policy magazine and a political scientist at
Harvard, Huntington described the disintegration of the old cold war,
bipolar alignment which pitted east against west, and its
reconfiguration by a multi-polar world in which "civilizations" would
become the major players.  Secular ideologies would play less of a
role than in the past, being replaced by more traditional forces such
as language, ethnicity, religion, ancestral roots and familial ties.
Nowhere is this process more evidence than in the disintegration of
the former Yugoslavia, an amalgam of different ethnic and cultural
groups held in the thrall of the late dictator Josip Broz, known also
as Josip Broz Tito (1892-1980).  A lifelong communist, Tito was
imprisoned in 1928 for attempting to overthrow the Yugoslav monarchy.
He later orchestrated the left resistance throughout Yugoslavia to the
Germans in World War II, and served as Minister when the Federal
Republic was declared in 1953.  Tito's unique brand of communism,
"positive neutralism" drove him away from the Soviet block, and he
became a spokesman for the nonaligned nations.

Under Tito, the government suppressed the separatist ambitions of
numerous ethnic groups and political movements.  Four republics -- a
residue of Tito's experiment in regionalism and limited local autonomy
-- broke away from Yugoslavia after the fall of the Soviet Union.
Yugoslavia was reduced to two of those republics, Montenegro and
Serbia.  Out of the former Tito State arose Slovenia (June, 1991),
Croatia (June, 1991), Bosnia-Herzegovina (March, 1992) and Macedonia
(November, 1991).

This fragmentation was along the cultural fault-lines defined by
differing ethnic, cultural and religious groups.  For instance,
Croatia is predominantly Roman Catholic.  During the Second World War,
the Nazis established a Catholic rump-government presided over by
church officials and the notorious Ustashi movement.  In addition to
supporting the geopolitical and military goals of the Third Reich, the
Ustashi regime engaged in a ruthless policy of exterminating Jews,
Orthodox-slav, nonbelievers, and anyone else who would not succumb to
the policy of forced religious conversions.  Writer Avro Manhattan,
author of the "The Vatican's Holocaust," observed, "During the
existence of Croatia as an independent Catholic State, over 700,000
men, women and children perished.  Many were executed, tortured, died
of starvation, buried alive, or were burned to death..."

on this list and for the most part, you will not find a real definition of
socialism or liberal because there is a conspiracy by a number of people
on this list to stack and balance the pandora's box of world problems on
the terms socialism and liberalism. it is a concerted effort by those in
the disinformation business to divert the attention away from the REAL
CRIMINALS and stack them on socialism and liberalism. everyone else is
pretty much resolved as to their understanding of these terms and it is
only those with agendas who will even bring these terms up in the first
place and that will always be to spread disinformation about these terms.
watch the flack that i get from this post and you will see who support the
this agenda of disinformation. and if they shut-up it is only to conceal
the fact that they are right wing, disinformation spreading minions of the
dittohead persuasion. the funny thing is that they don't even know that
they are. they would be laughable if they were not so serious and probably
dangerous.

day.

When one goes to war, one should use the full force and anything within
their power to win the battle.

Where is the battle?  Where is the war?  Why are we permitting Clinton
to make mercenaries out of our military - and cui bono, that is always
the question.

Fortuntely, the pilot escaped.had Goliath not been a gentleman, he
would have gotten a fly swatter, and eliminated David with one
swat..how can a country the size of the United States with its
mighty forces beat a little country like Iraq or Yugoslavians, or
whatever, without looking like the Beast out of the Revelations.

Now I say, let's send Clinton over to put down this situation.its
time to send this boy to real war with his troops behind him, not in the
front lines.let him be a real man, for just once in his life.

One big bomb would have stopped the war in Viet Nam; this is what Truman
did in WWII.   We did not start that war; Truman ended it with one big
bomband saves more lives, in the end - of our troops.

Recently, a man from Japan took a potshot at the USAsaid its
citizens were so uninformed, they couldn't find Japan on the map; to

The Illuminati have refined the art of deception far beyond what the common
man has imagined. The very life  liberty of humanity requires the unmasking
of their deceptions. That is what this book is about. Honesty is a necessary
ingredient for any society to function successfully. Deception has become a
national pastime, starting with our business and political leaders and
cascading down to the grass roots. The deceptions of the Illuminati's
mind-control may be hidden, but in their wake they are leaving tidal waves
of distrust that are destroying America. While the CIA pretend to have our
nations best interest at heart, anyone who has seriously studied the
consequences of deception on a society will tell you that deception will
seriously damage any society until it collapses. Lies seriously damage a
community, because trust and honesty are essential to communication and
productivity. Trust in some form is a foundation upon which humans build
relationships. When trust is shattered human institutions collapse. If a
person distrusts the words of another person, he will have difficulty also
trusting that the person will treat him fairly, have his best interests at
heart, and refrain from harming him. With such fears, an atmosphere of death
is created that will eventually work to destroy or wear down the cooperation
that people need. The millions of victims of total mind-control are stripped
of all trust, and they quietly spread their fears and distrust on a
subconscious level throughout society. One problem about lies is that one
lie will call for another and then another. It's hard to keep lies single.
They seem to want to breed more of their kind to protect themselves. Soon
the liar becomes a victim of his own lies, trapped in a dishonest web that
demands lots of energy to protect his false fronts. This is the sad fate
that the intelligence agencies have painted themselves into. They must
maintain groups that oversee their double-agents' lies to insure that the
lies that they have disseminated don't contradict themselves. Finally, they
have put out so much disinformation, they lose track of reality themselves.
Far from saving this nation, the intelligence agencies have spread the
cancer of deception into all walks of life, so that this cancer is
contaminating and killing anything of value in the United States. The
soon-to-come death of this nation's sovereignty, as well as the destruction
of this nation's morals are the results of this cancer. People who have
attended high level Illuminati meetings were instructed in how the
Illuminati plan to bring in the NWO AntiChrist reign by making everything
appear as if it has happened naturally. The Illuminati have decided to
camouflage their actions with the creation of normalcy to avert any
suspicions. An example of something which appears to have happened naturally
is the O.J. Simpson case, which was planned based on previous murder
scenarios which had been successfully covered up. O.J. Simpson was a CIA
mind-controlled slave, and the entire Simpson case was concocted as an
elaborate effort to cause racial tensions. The Mishpucka, the CIA, the Mob
and the Illuminati have all had their dirty hands involved in the entire
affair. The entire affair reeks of manipulation and planning. It is not the
goal of this paragraph to go into the case, but just to drop a couple
details. Joey Ippolito, Jr. is both CIA  Mob. Ippolito at one time lived in
Hallendale, FL, a mob housing subdivision which was protected by a police
force run by the mob. He has helped run drugs and wet ops for "the
Combination" which interconnects with the Illuminati. O.J. Simpson's friend

alleged culprits, Fhimah and Megrahi, will be delivered to court
authorities for trial only in two weeks from now, on April 6th, and the
trial itself will stretch the matter further. My work is acquired
internationally, and various aspects of it may be perused in major
libraries, such as Library of Congress in Washington DC, etc (see, for
example, my extensive HOSTILE ACTIONS AGAINST CIVIL ACTION, 1990 et seq,
and subsequent volumes) (actually I do NOT encourage you to wade through
all that - it is heavy going, with hundreds of pages and many Update
volumes, and very, very expensive - there is no shelf stock, copies are
made for clients only once ordered, and they're prohibitively expensive
to produce).

Anyway, my specific interest in TWA 800 is wide-ranging, and my academic
interest is how Pan Am 103 influenced perceptions of TWA 800. I have
been accumulating research materials on TWA 800 since the evening the
tragedy occurred.

One of the aspects of my TWA 800 study is the (to me, anyway)
interesting development of an entire Internet culture about it. For
various reasons, this did not happen when Pan Am 103 was destroyed. nor
even for a very long time after December 1988.

(CNNS, 03/29/99)  --  The  pretext,  the  *causa  belli*  used as
trigger for current NATO airstrikes against Yugoslavia,  was  the
fake  "Racak  massacre."   But  a  new  pretext will be needed to
justify the already planned  insertion  of ground troops into the
region. What will the next Serb "outrage," "atrocity," etc. be?

Peddling whatever the next Serb "horror story"  is  will  be  the
U.S. mainstream media, especially television.

In Yugoslavia itself, ironically, New York Times now  warns  that
the  Yugoslav  government  has  "harnessed" Serb TV and turned it
into a propaganda venue.   But  the  Serb  people are not fooled,
says NYTimes.  One savvy Serb is quoted  as  saying,  "We  follow
Serbian television to see what the latest lies are and we turn to
the Internet to find the truth." [1]

See?  The Serbs aren't so different from us here in the USA!   We
here  in  America also follow the U.S. television to see what the
latest lies are and we turn to the Internet to find the truth!

Significantly,  the  NYTimes article which is shocked -- shocked!
-- by the danger  of  dishonest  news outlets also discloses that
the Serbs fear NATO troops in Macedonia will soon provoke  border
incidents  as  pretext  for  a  planned  invasion  by NATO ground
troops.

NYTimes quotes a Serb news anchor, as follows:

  "Our  sources  report," the anchor said in the same evening
  news  broadcast,  "that  in addition to 2,400 NATO soldiers
  stationed in  Macedonia,  1,800  U.S.  soldiers  have  just
  arrived.   NATO plans to use these forces to provoke border
  incidents   and   stage   an  alleged  Yugoslav  attack  on
  Macedonia, which would be used as  a  pretext  for  sending
  NATO ground forces into Yugoslavia." [2]

This report by Serb  TV,  courtesy  of the ever-vigilant NYTimes,
corroborates an earlier report by this news service:

  Phase 2 of the Kosovo *causa belli* may be a  staged  event
  of Serb  troops  supposedly  crossing  over into Macedonia.
  Such a staged event would "excuse" NATO troops, now  massed
  in Macedonia, for invading Kosovo. [3]

But what if, now that the "border incidents" pretext is foreseen,
the  Master  Planners  decide  they  must invent a new, different
*causa belli*?   What  other  Serb  "outrages," "atrocities," and
"horror stories" might the creative minds at War Planning Central
dream up?

Here are some possibilities.  Bear  in  mind  that  none  of  the
following  have yet occurred, nor are they likely to occur except
in the imaginative minds of War Planning Central:

  (1)  Serbs  Beat  Their  Dogs!   Video  of  "Serbs" (really
  actors) cruelly beating their dogs.   Plenty  of  video  of
  sad, hurt, lovable dogs, staring woefully into the camera.

  (2)  Serbs  Ignore  Child  Trapped  In  Well!  Reports of a
  5-year-old Albanian girl trapped  in  a  well, and that the
  Serbs aren't bothering to rescue her.  Her "mother" (really
  an actress) cries her eyes out on-camera.

  (3) Milosevic Rapes Hillary!   TV  "news"  broadcasts  that
  Slobodan  Milosevic,  incensed by reports of Bill Clinton's
  rape of Juanita Broderick, helicoptered to Egypt with elite
  forces, kidnapped Hillary Clinton, and raped her.

  (4) Serb Women Rape  Kosovo  Men!   Serb women set up "rape
  camps" and sexually molest captured Kosovo Liberation  Army
  troops.

  (5) Serbs Pluck Out Eyes of Kosovo Civilians!  Reports that
  Serb soldiers are removing  the eyeballs of Muslim Kosovars
  and selling these human organs to Moscow, in  exchange  for
  weapons.

Of course, it's hard to guess what the next "whopper" being told,
straight-faced  and  serious,  by U.S. television newsfaces, will
be.  After all, few  of  us  are  as imaginative as some American
journalists.  But watch for the  upcoming  major  "horror  story"
which will put U.S. soldiers in harms way.

American Political Reality Increasingly Lets Fundraising Overcome Obvious
Limitations in the politicians themselves.  However, little-reported
statements made by several presidential candidates in front of local
reporters in New Hampshire reveal the true nature of American politics at
the millennium..

"Will I be the next President of the United States?" asked Al Gore,
addressing a group of Internet software developers in Nashua.  "I've got
600,000 more reasons to think so every week."

The group, assembled to thank the Vice-President for inventing the
Internet, thereby providing them with livelihoods if not clear skin, was
stunned by Gore's candor.  "It's not like being Veep is a full-time job,
and I'm not exactly Dan Quayle over here.  I've got a life.  What the hell
do you think I've been doing the last seven years?  While not inventing
the cell phone, the laptop computer, and the wrap sandwich, I've assembled
the biggest money machine in the history of politics -- another million
dollars every twelve days.  Hell, I might have thirty-five million before
the first primary is even held.  Why the hell do you think there's not a
single Democrat sincerely trying to beat me?"

Told of Gore's comments, Bill Bradley agreed.  "Well, I'm not exactly
working my keister off," said Bradley, "and the other guys, they know the
game.  Why waste a dime trying to outspend a dollar?"  The former Senator,
interviewed while standing motionless in a stiff crosswind, went on to
explain: "it's not like I'm a real alternative, either.  I mean, I'm
cooler than Al on race relations and civil rights -- I played basketball,
remember, so I'm one of the few white politicians in this country who ever
spent time with actual black people -- but remember, Wall Street pays our
way.  Hell, I oughta know: I actually advocated campaign finance reform
once.  Not that I'm gonna mention it much this time around, not while I
can hitch myself to Al's gravy train and ride into the White House with
less sweat than driving the lane against the L.A. Clippers.  Once I'm VP
I'll talk about all the money in politics again.  But for now, it's Al and
me.  Now if you'll excuse me, I need to go practice my monotone."

The candidate denied rumors he was attempting to win favor with Granite
State voters by impersonating an actual piece of granite.

Other Democratic candidates declined comment, with Jackson in Dover,
Gephardt in Hanover, Kerry and Kerrey both en route from Derry, and
Wellstone not Keene to reply.

([Aside from Bob:]  Sorry.  I think I just channeled Dr. Seuss.)

Meanwhile, the spawn of Bush and spouse of Dole hold a wide lead in early
polls of GOP voters, who seem uninterested in voting for candidates with
actual positions.

Texas Governor Bush, who has already admitted that

a) his candidacy is entirely contingent on fundraising, and
b) he won't explicitly state his positions on many issues until summer

further shocked listeners by elaborating at a private meeting in Bretton
Woods attended by bankers, bond traders, and some guy in camouflage
relieving himself against a tree.  "Hell no, I'm not willing to take any
actual positions yet.  Are you kidding?  I mean, I just used the word
'compassionate' once, and the self-proclaimed Christians in my party tried
to rip my throat out.  Screw it.  I've got three mil already and a
thirty-point lead.  Not gonna do it."

Liddy Dole, in contrast, refused to take a position on her complete
unwillingness to take a position.  Attending a meeting of Manchester
United, a media watchdog group funded by Rupert Murdoch, the woman who
sleeps with America's leading Viagra customer again dodged questions like
an [X-Files] shapeshifter, announcing only that she was "not a
politician," even though she held Washington jobs for five presidents,
that politics should not be "dominated by special interests," even though
her campaign is a wholly-owned subsidiary of the tobacco industry and
Archer-Daniels-Midland, and that Americans are tired of the "ugliness of
politics," by which she was presumably referring to Steve Forbes.

However, Dole did advocate the development of space-based nuclear devices
-- not surprising, given that her maiden name is Hanford -- explaining
(and this is a true quote): "Only one thing would be worse than the status
quo.  And that would be for the status quo to become the norm."

I have concluded that when the experts take the so called "polls" they
do not call Democrats, cause their minds already made up; and they do
not call Republicans, cause their minds already made up.


So who do they call?  The people who make the big difference - the ones
who do not vote in the first place, have no firm commitment to either
party, sit in the middle of the road, and who remain silent...yet,
when they decide to cast their vote when things become too unbearable,
they are the decisive factor in good government.

So by this time, this line in the middle of the road, is getting pretty
fed up - and whoever, or whomever puts forth the best candidates, will
get elected - and these are the people who control the polls - the
independent voter who comes to the aid of their country, when need
be

And they are the ones who can VOTE THEM ALL OUT.this is the rational
voter, who picks the better of two evils, and hopes for the best.

They are also the middle class mor affluent American I imagine, who just
want to be left alone.

Two/Thirds of the States can call for a Constitutional
Convention..maybe now after two hundred years it is time to see what
can be doneand stand every man in his placeand kick out Madiline
Albright - anything I detest is a woman who looks like a man, talks like
a man, and walks like a man, so she must be a man.   As they say, don't
let the door knob hit you on the way out.

National Retail Sales Tax Act of 1997



Income Tax Repealed
The personal and corporate income taxes, estate and gift taxes and all
non-trust fund dedicated excise taxes are repealed.
IRS Abolished
The Internal Revenue Service is de-authorized, as of FY 1999, allowing
time to close out previous tax years. No Successor agency is established
Sales Tax Imposed
A tax of 15 percent is imposed on the gross receipts from the sale of
any taxable property or service sold in the United States. The amount of
tax paid on every transaction must be disclosed to the consumer.
Use Tax Imposed
A tax is also imposed on the use or consumption in the U.S. of any
taxable good or service for which the sales tax was not paid (i.e. goods
purchased outside of the U.S.)
Exemptions
No tax shall be imposed on any good or service: •purchased for resale;
•purchased to produce a good or service for resale; or
•exported from the United States. . Savings and Investments
Income going to savings and investments is not taxable until consumed.
Investment income is not taxable until consumed.
Personal Consumption Refund
To ensure that the basic necessities of life remain tax free, every wage
earner receives a refund equal to the sales tax rate times the poverty
level (adjusted for the number of dependents claimed). As a result,
every wage earner can spend up to the poverty level tax free.
Supermajority Required
A supermajority vote of 2/3 of both Houses of Congress is necessary to
raise the sales tax rate or to create any exemptions to the sales tax.
Burden of Proof
The burden of proof lies with the government in any dispute with a
taxpayer.
Seller Compensation
Any business required to collect and remit the sales tax may keep 0.5
percent of tax receipts to offset compliance costs.
State Administration
Any state choosing to do so may administer, collect and enforce the
sales tax. In order to qualify as an "administering state," a state must
conform its sales tax base to the federal base. States may keep 1.0
percent of their collections to offset expenses.
Mortgage Interest
Home mortgage interest is not "consumption" and therefore is not
taxable.
Principal Residences
Sales tax on mortgage principal is payable in equal installments over
the life of a 30-year mortgage. Persons who are homeowners on the date
of enactment will be deemed to have paid the sales tax on their home.
Used Property Credit
In the case of a taxable good being resold as used (i.e. home or car), a
credit shall be given to the seller equal to the amount of tax paid by
the buyer of the used property.
Casual Sales
The sales tax does not apply to any "casual or isolated sale" by any
person not engaged in an active trade or business, so long as the gross
receipts from the sale do not exceed more than $2,000 in any one
instance or more than $5,000 in a year (i.e. garage sales or private
sales).
Liability to Collect
In general, the seller of any taxable good or service has the liability
to collect the sales tax, unless the buyer has an exemption
certification.
Conversions
Any good purchased for business use and converted to personal use shall
be taxable. Any good purchased for personal use and converted to
business use shall be subject to a credit.
Governments
Federal, state and local governments must collect taxes on any sales and
pay taxes on any purchases.
Non-Profits
Dues and donations to non-profits are not taxable. Sales of non-profits
and purchases by non-profits are taxable.
Financial Services
Financial intermediation services are subject to a tax on both explicit
and implicit service fees.
Credits and Refunds
Credit and refund mechanisms are established for overpayments.
Penalties
Penalties for failure to register or to collect or remit taxes are
established.

U.S. Prepares Public for Wider War

The war propaganda machine is in full swing

WASHINGTON - President Bill Clinton said Sunday that ''continued
brutality and repression'' by Serbian forces in Kosovo underscored the
need for NATO to persevere in its air assault on Yugoslavia, and offered
his strong support to the alliance decision to broaden the military
operation.
In brief comments from the White House lawn, Mr. Clinton said that he
had been in contact over the weekend with the leaders of Britain,
France, Germany and Italy, and that ''all of them share our
determination to respond strongly to Mr. Milosevic's continued campaign
of inhumane violence against the Kosovar Albanian people.''

Mr. Clinton praised the bravery of the F-117A Stealth fighter pilot who
was downed Saturday and of the soldiers who rescued him. The Yugoslav
mission ''entails real risk,'' he said.

NATO and American officials have reported evidence of serious and
widespread atrocities by Serbian forces against ethnic Albanians in the
Yugoslav province of Kosovo. The NATO campaign was intended in part to
deter such violence.

As the president turned to walk to a waiting helicopter for a flight to
his retreat in Camp David, Maryland, a reporter asked whether the
bombing campaign might be driving the atrocities. ''Absolutely not!''
Mr. Clinton shouted back.

Other American officials have said that Mr. Milosevic was prepared to
launch a campaign of ''ethnic cleansing'' against Kosovar Albanians
before NATO launched its air strikes last week.

Earlier Sunday, a series of U.S. officials sought to prepare public
opinion for a widening of the conflict. In television appearances, they
continued to insist that there were no plans to send ground troops
unless a peace agreement is reached.

Defense Secretary William Cohen said Sunday that the NATO air campaign
would be widened, despite the loss Saturday of a U.S. F-117A Stealth
fighter.

''It will be intensified,'' Mr. Cohen said on NBC. ''We are going to
move into a wider array of targets including not only those dealing with
command-and-control structures, ammunition dumps, but also start to go
after the forces in the field.''

But U.S. officials insisted that no U.S. ground troops would be
committed to Kosovo without a peace plan..

''We have no intention of doing that,'' said Samuel Berger, President
Clinton's national security adviser, on ABC.

Asked whether the ''no intention'' phrase could mask a plan to introduce
troops later, Secretary of State Madeleine Albright referred to Mr.
Clinton's earlier statement, saying flatly, ''he will not send ground''
troops.

General Henry Shelton, chairman of the U.S. Joint Chiefs of Staff, said
that to enter Kosovo without a peace settlement ''would involve hundreds
of thousands of ground troops over a rather protracted period of time.''


Several officials acknowledged that bombs and cruise missiles alone
could not stop the small units of soldiers and security forces blamed
for atrocities. But they said NATO's assault could induce Yugoslavia's
president, Slobodan Milosevic, to call a halt. Even ''with 200,000
troops on the ground, you couldn't stop the pistol and the rifle,'' Mr.
Berger said. But ''we can substantially change the calculus of Mr.
Milosevic as to what the cost of this is,'' and ''deter this kind of
action in the future.''

Administration spokesmen, while cautious about ground troops, took care
not to offer Mr. Milosevic any succor by suggesting any other limits to
U.S. determination. Asked whether NATO bombs and missiles might target
Belgrade, Mr. Berger said ''I would not rule out any target.''

As an alternative to a ground deployment, some in Congress have proposed
arming the Kosovar Albanians. Administration spokesmen, however,
resisted that approach.

Now that the NATO operation is under way, several critics of Mr.
Clinton's foreign policy have rallied behind the action. Senator John
McCain, Republican of Arizona, said the United States now had no option
but to prevail.

''We're in it, and we have to win it,' he said on ABC.

Asked about the use of ground troops, Mr. McCain said the United States
must ''exercise every option.''

''We are a superior power and we must win this conflict whatever it
takes,'' he said.

Notice of Proposed Rulemaking in the Federal Register on December 7,
1998. The proposed regulation would have required state nonmember banks
to develop and maintain ``Know Your Customer'' programs. The FDIC
received 254,394 comments from the public during the comment period.
The overwhelming majority of the commenters were strongly opposed to
the adoption of the proposed regulation. After considering the issues
raised by the comments, and in view of the strong opposition to the
proposed regulation, the FDIC is withdrawing the Notice of Proposed
Rulemaking.

I. Background

On December 7, 1998, the FDIC published a proposed amendment to
Part 326 of the FDIC's Rules and Regulations, ``Minimum Security
Devices and Procedures and Bank Secrecy Act Compliance'' (63 FR 67529,
Dec. 7, 1998). The proposed amendment was intended to provide guidance
to state nonmember banks to facilitate and ensure their compliance with
existing federal reporting and recordkeeping requirements, such as
those found in the Bank Secrecy Act. It was intended to help protect
the integrity and reputation of the financial services industry and
assist the government in its efforts to combat money laundering and
other illegal activities that might be occurring through financial
institutions.
The proposed amendment required each state nonmember bank to
develop a program to determine the identity of its customers; determine
its customers' sources of funds; determine the normal and expected
transactions of its customers; monitor account activity for
transactions that are inconsistent with those normal and expected
transactions; and report any transactions of its customers that are
determined to be suspicious, in accordance with the FDIC's existing
suspicious activity reporting regulations.
The FDIC's proposal was substantially the same as the regulations
proposed by the Board of Governors of the Federal Reserve System, the
Office of the Comptroller of the Currency, and the Office of Thrift
Supervision in December 1998. The FDIC issued the proposed amendment
pursuant to its authority under section 8(s)(1) of the Federal Deposit
Insurance Act (FDI Act) (12 USC 1818(s)(1)), as amended by section
2596(a)(2) of the Crime Control Act of 1990 (Pub. L. 101-647), which
requires the FDIC to issue regulations directing banks under its
supervision to establish and maintain internal procedures reasonably
designed to ensure and monitor compliance with the Bank Secrecy Act.
The FDIC also relied on its general rulemaking authority under section
9(a) of the FDI Act (12 USC 1819(a)).

II. Comments Received

During the comment period, the FDIC received 254,394 comments from
the public. Comments were received from community banks, multinational
or large regional banks, members of Congress, trade and industry
research groups, and regulatory bodies, as well as the general public.
Only 105 commenters were in favor of the proposed regulation.
The overwhelming majority of commenters were individual, private
citizens who voiced very strong opposition to the proposal as an
invasion of personal privacy. Other issues raised by these commenters
included that the FDIC lacked the authority to issue the proposal; the
cost of any Know Your Customer program would be passed on to customers;
and the regulation would be ineffective in preventing money laundering
and other illicit financial activities.
Banks, bank holding companies and other banking trade groups that
commented on the proposal uniformly opposed the proposed amendment.
Their concerns included the following: (1) the regulation would be very
costly to implement, especially for small banks; (2) the Know Your
Customer program would invade customer privacy; (3) commercial banks
would be unfairly disadvantaged and lose customers if all segments of
the financial services industry are not covered; (4) compliance with
the regulation would divert resources from Y2K preparation; (5) the
FDIC lacks authority to adopt the regulation; (6) public confidence in
the banking industry would be harmed by the

Someone is building the crime before the fact...such is the way of
assassins living in the shadows, to date have gone by undetected like

The assassins now would have you believe that those assassinated, pulled
the trigger.  I think Clinton had feet of clayand as in Daniel when

AS THE WORLD FOCUSES ON THE BALKANS, THE RETURN OF GERMANY AND JAPAN TO
MILITARY ACTION BARELY MADE NEWS.

For the first time since their empires lay in sizzling ruins a half-century
ago in the waning days of World War II, old Axis partners Germany and Japan
went on the offensive this week, firing and bombing outside their borders.

As Germany dropped bombs on targets in Yugoslavia, and Japanese warships
pursued unmarked spy ships across the Sea of Okhotsk to North Korea, the
two powers seemed a shadow of their former ferocious selves militarily, but
they crossed a historic, if symbolic, threshold nonetheless.

The unprecedented events were widely noted in Europe but virtually
unnoticed here amid headlines on the bombast in the Balkans, as NATO
warships and missiles pounded Serb targets, and turmoil erupted on
Yugoslavia's frontiers with Macedonia and Albania. Even Greece, subjected
to Nazi atrocities during the Third Reich's 1941-45 occupation, had little
to say about the German Tornadoes dropping bombs to the north, opting
instead to denounce the NATO offensive as destabilizing to the region.

Even less was made of Japan's first naval engagement since the meltdown of
the Imperial Empire in 1945, as Tokyo's warships hotly pursued two unmarked
spy ships, disguised as fishing trawlers but bristling with antennae and
steaming at unnatural speeds. Japanese military ships, firing warning
shots, joined in the chase after the coast guard failed to stop the fleeing
vessels, which were moving at high speed. Japanese warplanes also dropped
what officials called "warning bombs.'' The spy ships escaped undamaged
into North Korean ports, leaving behind a debate across Japan over its
proper military role.

But the sudden reanimation of the two former military titans is just one
more sign of the shifting balance of world power already evident in the
conflict over Kosovo.

The changing role of Germany is most obvious. Japan and Germany's postwar
constitutions, virtually dictated by the Allied victors, strictly limit
their military forces to self-defense or, in Berlin's case, action in
concert with NATO, the North Atlantic Treaty Organization established in
1949. Germans were prohibited from taking part in Operation Desert Storm,
targeting Iraq, in 1991.

But currently some 3,000 Germans -- nearly a third of the European and U.S.
peace-keeping force for Kosovo -- are deployed in Macedonia, the
potato-shaped republic stuck between Kosovo and Greece. Fourteen German
warplanes have been bombing Yugoslavia from the soil of another fascist-era
ally, Italy.

Nazi forces, allied with fascist Croatia, viciously attacked Belgrade in
1941. To some, especially victims and surviving Allied war veterans, the
specter of rifle-toting "Huns" on foreign soil and the Japanese Navy
pursuing enemy ships across the open sea inevitably evokes new shudders and
old nightmares. Those with no memories of the global holocaust -- the vast
majority of today's Americans, Europeans and Asians -- will most likely say
it's about time that the two economic superpowers started carrying their
military weight.

Either way, the deployment of German air and ground units abroad this week
marks the biggest break yet with the Third Reich's bitter Nazi legacy,
positioning a reunified Berlin on the threshold of becoming the inevitable
military -- not just financial -- leader of the New Europe.

As European papers devoted pages to the World War II memories of Nazi
pilots, Germans themselves maintained a stoic aloofness over their historic
step back into the Balkans.

"There's not a huge debate going on there, no huge demonstrations for or
against the involvement in Kosovo," said Claudius Fischbach, a spokesman at
the German embassy in Washington. "I think the general feeling is that this
was an indispensable step of the international community to avert a
deepening humanitarian crisis in Kosovo, that's all."

Fischbach added: "No one was looking forward to it."

Even Germany's pacifist Green Party supported the German mobilization,
though there were pockets of dissent in parliament from individual Greens
and former East German communists. The relative quiet was surprising in a
country that quickly erupts in protest over fascist sentimentality in the
ranks of the Bundeswehr, Germany's 330,000-strong army.

In 1991 there were reports that Germany was disappointed it had been
prohibited from participating in Desert Storm, but Fischbach called those

Kosovo Crisis

In conducting negotiations over the future of Kosovo, the Clinton
administration has deliberately kept both the Congress and the American
people in the dark. What follows is a detailed analysis of information
that is available in the foreign press but has so far received little if
any attention in the US. Although the details are complicated, the basic
situation is very clear:

1) The Clinton administration is calling for a NATO/US solution to the
Kosovo crisis because of a massacre of civilians which allegedly took
place in the village of Racak in Kosovo.

2) A French TV crew was present when Yugoslav police took the village
and say it was a fire-fight between Yugoslav forces and heavily-armed
KLA fighters. Yugoslav forensic authorities have declared the massacre a
hoax: dead KLA soldiers, they way, were redressed in civilian clothes
and piled into a ditch they had dug.

3) The forensic case has been settled by a Finnish team of physicians
brought in by the international community. However, the Finnish team’s
report has not been made public, even though it is now more than three
weeks since the dead have been buried. What is in that report is almost
certainly a confirmation of the Yugoslav position: a) because in leaving
Yugoslavia the Finns made a statement praising the high professional
standards of the Yugoslav forensic pathologists, and b) according to the
respected German newspaper Die Welt, the report is "a hot potato" that
will undermine the US position, and c) an independent forensics team
from Belarus came to the same conclusion as the Yugoslav doctors.

The Kosovo crisis is one of the most complex that an American government
has ever faced. On one side are the claims (somewhat exaggerated) of
majority rule; on the other side are the undisputed facts that Kosovo
is, legally, only a region of Serbia and, historically, the very core of
the Serbian heartland. Whatever the US decides to do about Kosovo, the
Congress and the people have a right to get the full story from the
administration, before even considering the use of intimidation and
force.

Kosovo: The Real Story

Self-inflicted atrocities and stage-managed "massacres" have paid rich
dividends to the Muslim side in Bosnia. In May 1992 the Sarajevo
"Breadline Massacre"-–with TV crews mysteriously in attendance to film
the blood and guts-– facilitated the imposition of punitive sanctions
against Serbia, some of which are still in force. Indian General Satish
Nambiar, UN commander at the time, stated to me (March 6, 1999) that "no
UN officer in the field at the time had any doubt that the Muslims did
it to themselves in order to get political support and sympathy."

In February 1994 the show was repeated at Sarajevo’s Markale market,
with similar results: the Serbs were forced to withdraw heavy weapons
around Sarajevo, and were bombed. for the first time by NATO soon
thereafter. Subsequent UN investigation concluded that the Muslims did
it to themselves (as confirmed by Lord Owen, General Sir Michael Rose
and others), but the report was suppressed on US insistence.

In August 1995 the "Trznica Massacre" in Sarajevo was the opener for
some three weeks of massive American-led air strikes against the Bosnian
Serbs, facilitating a Croat-Muslim offensive that ethnically cleansed
western Bosnia of its Serb inhabitants. No independent investigation of
the incident – as demanded by the Serbs – was even allowed this time.

Right now the Administration is pressuring the Serbs to accept a NATO
force of 28,000 on their territory, including 4,000 US servicemen, as a
result of yet another stage-managed "massacre"-–in the village of Racak
in Kosovo--last January. That "massacre" resulted in Albright’s and
Clinton’s claim that no solution is acceptable in Kosovo unless it
included a NATO force. By now the demand for Serbia to open its borders
to some tens of thousands of foreign soldiers, or face NATO bombing, has
become an immutable tenet in Washington’s approach to the region. The
fact that the event which enabled the interventionists within the
Administration to formulate such policy was entirely bogus, while
largely known in Europe, is being actively suppressed by the US.

The facts of the case are as follows:

On January 16, 1999, from coast to coast US media went into a state of
righteous rage over the "discovery" of 45 dead Albanians at Racak,
allegedly "civilians butchered in cold blood."

The head of the OSCE observer mission in Kosovo, American diplomat
William Walker, immediately and categorically asserted that the Serbs
were to blame. Belgrade's claim that the forty five bodies were in fact
KLA guerrillas fallen during the fight in the surrounding areas was
scornfully rejected in Washington as "Serbian propaganda." Not

Dear friends,
my computer is not working at the moment, so I wasn’t able to sen you
e-mails... or to write back to all of yoiu who were so kind enough to
write... I will try to convince a friend who is keen on computers to come
and fix the damn thing! I heard from the others that it is not easy to
connect, anyway...
Yesterday we saw from the window another struke at the same spot at UTVA
airplane factory plant... how will you feel if you see the red mushroom
cloud over your home town? I got to say that – still – it looked pretty
impressive, with a lot of twinkling shiny sparks around... it caused a fire
again, and about 30 houses in the sorroundings were damaged by
detonation... it’s funny – our frined Nandor was in front of his department
building, together with a couple of neighbors... they heard the aircraft,
which fired a missile from someplace over their department building,
straight to UTVA Factory plant... they were about 1 Km from the place of
bombing... it happened at 20.50, last evening...
I’ve been working on a comics workshop since last September, and it is
called ‘kuhinja’ (kitchen), as it is happening every saturday behind the
large table in our kitchen... I gathered a group of cartoonists from
Pancevo, Belgrade and the towns in the sorroundings... the youngest of
them, Vuk Palibrk – 12 years old – called me yesterday, and asked: ‘are we
going to have a workshop this saturday?’ I said ‘No, it’s too complicated,
raids are on during the day, it’s not easy to come to this part of the
town, etc... the other time when that kid made me laugh was when he saw
Julie Doucet, who had an exhibition here in Pancevo only a month before
this madness started... ‘she looks better as a comic character than in real
life’ said Vuk. I’m sure Julie is going to kill the little bastard, as soon
as she gets him!
I spoke to another cartoonist that many of you know – Wostok, he is OK,
they still haven’t dropped any bombs at his native town of Vrsac... at the
day when the strikes began, Wostok made a short video film, with his father
playing STALIN!
Here we are exposed to shameless propaganda on the State TV, it is so
horrible... the regime’s police has closed down two independent Radio
Stations and the Police came into the Radio Pancevo offices, and forced
them to ‘tone down’ their reports, etc...
At the same time, it’s hard to say waht it’s happening, because we are so
badly informed... they said that about 130 people died duiuring the several
days of NATO strikes... could be less, could be more, who knows?

ferrying special forces and Navy SEALS. It was February 1991, Operation
Desert
Storm.

Her chopper flew near Patriot missiles that were obliterating Iraqi Scuds
and
was involved in several air raids. While Nicolson was airborne, the wind
whipped up sandstorms so severe that she rarely ever saw anything clearly,
including the ground. But something else that Nicholson couldn't see would
soon turn one of the shortest wars in history into the longest nightmare of
her life.

 That April, after the war ended, Nicolson returned to Fort Campbell,
Kentucky, to continue Army pilot training. But she slowly began to
experience
disturbing symptoms. She found herself sweating in her sleep, and her
joints
ached. Dragging herself out of bed each morning, she sometimes couldn't see
straight. One by one, she failed every one of the Army's routine physical
strength tests, and eventually she dropped out of flight training.

Enter Garth Nicolson, chairman of tumor biology at the University of Texas
M.D. Anderson Cancer Center in Houston-and also Sharon's stepfather. With
Sharon's doctors offering nothing more than a prescription for rest and
relaxation, Nicolson began experimenting on his own to find a cure. He
searched the medical literature for similar illnesses and scrutinized their
treatments. Some of Sharon's symptoms resembled those caused by certain
bacterial infections. So Nicolson tried a series of antibiotics until he
found
one that seemed to work, a drug called doxycycline. After taking it for
almost
a year, Sharon finally recovered.

A Little-Known Attacker
Larger than viruses yet smaller than bacteria, mycoplasmas are the smallest
self-replicating life form. They have been implicated in many diseases, but
a
clear link has been difficult to prove. Often, mycoplasmas latch onto white
blood cells, which are part of the body's disease defenses, with a
hook-like
tip; then they transmit chemical signals that force blood cells to behave
abnormally. Mycoplasmas can burrow deep inside cells, making them difficult
to

But that wasn't the end of the mystery malady. Other vets from Sharon's
division, and even their family members, were falling ill and turning to
Nicolson for advice. "Even without a diagnosis, we saw that the antibiotics
were helping people recover. We decided right then that we were going to
have
to prove this [had a biological cause]," says Nicolson, a feisty
middle-aged
man with a mop of dense silver hair and mottled eyebrows as thick as
hedges.
He'd ruled out the placebo effect because certain antibiotics like
penicillin
didn't work. And since family members were also falling ill, he assumed it
was
something that was being transmitted.

Nicolson didn't realize it at the time, but his quest to find what ailed
his
stepdaughter would consume him for the next four years. He began by
compiling
a list of possible culprits based on organisms that were known to cause
similar symptoms. These included brucella, coxiella, anthrax, and a group
of
poorly characterized microorganisms called mycoplasmas-amorphous
microscopic
organisms larger than viruses and related to bacteria-which he had only
learned about in 1991 after reading a newspaper article about symptoms they
cause in AIDS patients.

When Nicolson tested veterans' blood, one microorganism kept popping up
over
and over again: Mycoplasma fermentans-the most poorly studied bug on the
list
and the one he now contends is associated with the ailment known as Gulf
War
Illness (GWI). In studies with almost 200 Gulf War veterans who suffer from
aching joints, unrelenting fatigue, headaches, and numerous other maladies
estimated to affect as many as 100,000 Americans who served during the Gulf
War, Nicolson has found M. fermentans nestled inside the cells of almost
half
of all cases. Even more compelling, most patients recovered and then tested
negative for the microbe after taking the antibiotic doxycycline.

So what IS your definition of "socialism"? There does not seem to be

As with all human Games, religious/political/economic/artistic belief-
systems, 'socialism' means whatever the speaker WISHES it to mean.  All
such Games are inaugurated and manipulated by Game Masters, who create
and promulgate Game Rules that define the realm and content of Play in
that Game.  [And Games tend to fragment into competing and mutually-
exclusive sub-Games, but that's another point...]  For instance:

  All men are created equal. [Game Rule of Jeffersonian Democracy]
  All men and women are equal. [Game Rule of Liberal Democracy]
  All entities are equal. [Buddhist, Radical Environmentalist rule]

So, every sub-Game in Political/Economic arenas will establish one or
more Rules defining Socialism for the purpose of Play [activity and
discourse] within that sub-Game.  That no group of Game factions can
agree on their definitions is irrelevant; Stalinists, Maoists, Nazis,
Libertarians, LaRouchers, Militiamen are all Playing separate Games,
with only minimal RealWorld connexion - usually as their Players are
merrily slaughtering each other.  That's what humans do...

 Kosovo Crisis

 In conducting negotiations over the future of Kosovo, the Clinton
 administration has deliberately kept both the Congress and the
American
 people in the dark. What follows is a detailed analysis of information
 that is available in the foreign press but has so far received little
if
 any attention in the US. Although the details are complicated, the
basic
 situation is very clear:

 1) The Clinton administration is calling for a NATO/US solution to the
 Kosovo crisis because of a massacre of civilians which allegedly took
 place in the village of Racak in Kosovo.

 2) A French TV crew was present when Yugoslav police took the village
and
 say it was a fire-fight between Yugoslav forces and heavily-armed KLA
 fighters. Yugoslav forensic authorities have declared the massacre a
hoax:
 dead KLA soldiers, they way, were redressed in civilian clothes and
piled
 into a ditch they had dug.

 3) The forensic case has been settled by a Finnish team of physicians
 brought in by the international community. However, the Finnish team’s
 report has not been made public, even though it is now more than three
 weeks since the dead have been buried. What is in that report is
almost
 certainly a confirmation of the Yugoslav position: a) because in
leaving
 Yugoslavia the Finns made a statement praising the high professional
 standards of the Yugoslav forensic pathologists, and b) according to
the
 respected German newspaper Die Welt, the report is "a hot potato" that
 will undermine the US position, and c) an independent forensics team
from
 Belarus came to the same conclusion as the Yugoslav doctors.

 The Kosovo crisis is one of the most complex that an American
government
 has ever faced. On one side are the claims (somewhat exaggerated) of
 majority rule; on the other side are the undisputed facts that Kosovo
is,
 legally, only a region of Serbia and, historically, the very core of
the
 Serbian heartland. Whatever the US decides to do about Kosovo, the
 Congress and the people have a right to get the full story from the
 administration, before even considering the use of intimidation and
force.

 Kosovo: The Real Story
 Prepared by the editors of Chronicles and The Rockford Institute

 Self-inflicted atrocities and stage-managed "massacres" have paid rich
 dividends to the Muslim side in Bosnia. In May 1992 the Sarajevo
 "Breadline Massacre"-–with TV crews mysteriously in attendance to film
the
 blood and guts-– facilitated the imposition of punitive sanctions
against
 Serbia, some of which are still in force. Indian General Satish
Nambiar,
 UN commander at the time, stated to me (March 6, 1999) that "no UN
officer
 in the field at the time had any doubt that the Muslims did it to
 themselves in order to get political support and sympathy."

 In February 1994 the show was repeated at Sarajevo’s Markale market,
with
 similar results: the Serbs were forced to withdraw heavy weapons
around
 Sarajevo, and were bombed. for the first time by NATO soon thereafter.
 Subsequent UN investigation concluded that the Muslims did it to
 themselves (as confirmed by Lord Owen, General Sir Michael Rose and
 others), but the report was suppressed on US insistence.

 In August 1995 the "Trznica Massacre" in Sarajevo was the opener for
some
 three weeks of massive American-led air strikes against the Bosnian
Serbs,
 facilitating a Croat-Muslim offensive that ethnically cleansed western
 Bosnia of its Serb inhabitants. No independent investigation of the
 incident – as demanded by the Serbs – was even allowed this time.

 Right now the Administration is pressuring the Serbs to accept a NATO
 force of 28,000 on their territory, including 4,000 US servicemen, as
a
 result of yet another stage-managed "massacre"-–in the village of
Racak in
 Kosovo--last January. That "massacre" resulted in Albright’s and
Clinton’s
 claim that no solution is acceptable in Kosovo unless it included a
NATO
 force. By now the demand for Serbia to open its borders to some tens
of
 thousands of foreign soldiers, or face NATO bombing, has become an
 immutable tenet in Washington’s approach to the region. The fact that
the
 event which enabled the interventionists within the Administration to
 formulate such policy was entirely bogus, while largely known in
Europe,
 is being actively suppressed by the US.

Preface

   The operational history of The Order can only be understood within a
framework of the Hegelian dialectic process. Quite simply this is the
notion that conflict creates history.

   From this axiom it follows that controlled conflict can create a
predetermined history. For example: When the Trilateral Commission,
discusses "managed conflict", as it does extensively in its literature, the
Commission implies the managed use of conflict for long run predeter-
mined ends - not for the mere random exercise of manipulative con-
trol to solve a problem.

   The dialectic takes this Trilateral "managed conflict" process one step
further. In Hegelian terms, an existing force (the thesis) generates a
counterforce (the antithesis). Conflict between the two forces results in the
forming of a synthesis. Then the process starts all over again:

Thesis vs. antithesis results in synthesis.

   The synthesis sought by the Establishment is called the New World
Order. Without controlled conflict this New World Order will not come
about. Random individual actions of persons in society would not lead
to this synthesis, it's artificial, therefore it has to be created. And this
is being done with the calculated, managed, use of conflict. And all the while
this synthesis is being sought, there is no profit in playing the involved
parties against one another. This explains why the International
bankers backed the Nazis, the Soviet Union, North Korea, North Viet-
nam, ad nauseam, against the United States. The "conflict" built profits
while pushing the world ever closer to One World Government. The
process continues today.

  We apologize for the poor quality of some documents included in this
volume. These are the best copies in existence today. In fact, it is a
miracle they survived at all . . . For example, letters between Patriarch
Amos Pinchot (Club D. 95) and Patriarch William Kent (Club D. 85)
would almost certainly have been destroyed if a New York State Com-
mission had not seized the documents as part of an investigation into
subversion in the United States.

  However, even where contents cannot be clearly identified, the very
existence of even a fragmentary text proves a vital point: There is a joint
calculated effort among Patriarchs to bring about a specific objective.
Furthermore, the diverse conflicting nature of these efforts, commented
upon even in letters between Patriarchs, can only be explained in the
terms of the Hegelian dialectic.

 In brief, the existence of these documents is just as important as the
nature of the contents. It demonstrates joint planned actions, ergo: A

 1. INTRODUCTION

   The first volume of this series (Introduction To The Order described in
 broad terms the nature and objectives of The Order.

   Our first hypothesis, that the U.S. was ruled by an elite, secret socie-
 ty, was supported by documentary evidence: such a secret society does
 exist, its membership is concealed, and disclosure of membership is not
 a voluntary effort. Further, since publication of the first volume, the
 Sterling Library at Yale University which has major holdings of their
 records has refused to allow researchers further access to Russell Trust

   We also argued in the first volume that the operations of The Order

 Their operations cannot be explained in terms of any other philosophy:
 therefore The Order cannot be described as "right" or "left," secular or
 religious, Marxist or Capitalist. The Order, and its objectives, is all of
 these and none of these.

  In Hegelian philosophy the conflict of political "right" and political
 "left," or thesis and antithesis in Hegelian terms, is essential to the
forward movement of history and historical change itself. Conflict between
 thesis and antithesis brings about a synthesis, i.e., a new historical
 situation.

  Our descriptive world history in the West and Marxist countries con-
 sists only of description and analysis within a political framework of
 "right" or "left." For example, historical work published in the West
 looks at communism and socialism either through the eyes of financial
 capitalism or Marxism. Historical work published in the Soviet Union
 looks at the West only

Mellon-metal

F Andrew Mellon was content to accept his father's Nineteenth Century social
ideas, he quickly discarded allegiance to the industrial system of small scale
competitive production on which they were based. Hardly a single merger of
jangling interests in Pittsburgh in the years following 1898 failed to bear
the impress of Mellon money or Mellon organizing. To him, combination became
the life of trade. Whether in coal, street railways, glass, natural gas,
water, public service, the magic wand of Union Trust brought coordination,
harmony in place of competition and price slashing. If stockholders often
failed to profit, and the public had to pay higher prices, at any rate the
rewards to the promoters were ample.

Unquestionably Mellon's masterpiece in monopoly is the Aluminum Company of
America. To have fashioned the nation's only 100 per cent large-scale monopoly
from a mineral which comprises one-twelfth the earth's surface, may to future
generations seem his outstanding achievement.

Lucky accident placed aluminum at Mellon's doorstep; a superb organization
propagated its virtues, applied its uses; but it was the Government itself
that cooperated with the Pittsburgh banker to force industry to beat a path to
his door. For twentyone years it shielded him from domestic competition by
throwing the mantle of patent protection around his process of manufacture;
thereafter tariff walls along the American seacoast kept his European allies
from falling out of line in the world-wide lockstep of aluminum prices.

Never before had one man cornered a metal so useful and essential to mankind.
When the 33-year-old banker took charge of aluminum's destinies, it was the
rare bauble of kings, an ornament to besilked and bejeweled ladies. But no
year since 1888 has failed to turn up a new use. Today it is essentially the
metal of the Twentieth Century, the metal of strength and speed and beauty. To
the future belongs Mellon-metal: aluminum planes, ships, railway cars,
automobiles will speed through air, water or along the earth's crust.

Silver from clay, they called it in 1884, when architects capped the
Washington Monument with the precious substance, aluminum, then selling at the
price of silver, $16 an ounce. Napoleon III patronized its production and
ladies of the Empire delighted to feel its feathery lightness in spangles on
throat, bosom and wrist. Chemists and metallurgists even then were conspiring
over bubbling pots and furnaces, to find more efficient processes to wrest
aluminum from powdery alumina, and alumina from bauxite, the whitish mineral
whose ultimate reduction presented such mysteries.

Official biographers of the American aluminum monopoly give Charles M. Hall,
Oberlin graduate, credit for the American invention of the process for
reducing alumina by electrolysis in a bath of cryolite, an obscure mineral
from Greenland's icy mountains. Oberlin was unable to furnish a furnace large
enough for further experiments. Boston capitalists who kept him in supplies
for six months decided the young inventor was pulling their legs. A Cleveland
banker praised him, but had no money for such esoteric researches. It was
then, in 1887, that he turned to the Cowles brothers, proprietors of the
Electric Smelting  Aluminum Company whose Brush dynamo at Lockport, N. Y.,
was the largest in the world. The Cowles had been producing aluminum alloyed
in copper for several years.

Here versions begin to differ. The Cowles declined to accept Hall's process in
return for a share in the company, assert the official biographers. "Let us go
to Pittsburgh," said Hall to his brother. "There is a city that is looking for
ideas." To Pittsburgh they went, to sell their ideas, or as Alfred Cowles
later insisted, to sell his ideas.

Henry Phipps, Carnegie Brothers partner, and later allied with Mellon in Union
Trust, is credited with being the first steel man to employ a chemist to
examine the seething contents of furnaces, placing his industry on a
laboratory basis. Such a chemist was Alfred E. Hunt, graduate of Massachusetts
Institute of Technology and later superintendent for Park Brothers Steel Works
in Pittsburgh. In 1882 he and George H. Clapp formed the Pittsburgh Testing
Laboratories, whose purpose it was to ally experimental science* with the
rough and ready men who made or bought products of Pittsburgh's iron and steel
mills. To Hunt and Clapp, Inventor Hall explained his process. Where hard-
headed business men had turned him away, the metallurgists gave respectful
attention, and backed it with $20,000 for an experimental plant. By November,
1888, Hall was turning out fifty pounds a day, to sell at $2 a pound. The
day's product was locked in the safe at night.

Soon it overflowed the safe. The newly organized Pittsburgh Reduction Company

This conflict has been going on for centuries.  An intervening third party
(that's us) will only cause more hardship in the immediate sense and will
not solve anything as THE PROBLEM will not be addressed but only bombed!
Unless NATO is prepared to keep peace keeping troops in the area for the
next several hundred years I suggest another plan be devised.

I am not suggesting allowing murders to occur (and yes it is on both sides
- history alone in a 400 year conflict should assure you of that).  My
recommendation (for what it's worth) is to relocate the Albanians to
Albania and bill Yugoslavia for the trouble - say several billion dollars.
If this situation were merely an issue of saving lives that could be
accomplished.  Evidently, that does not appear to be the objective.

It is looking like this whole mess was staged (what's new?).  It is looking
more and more like Iran has been stirring up the recent trouble here.  Now,
I'm half Lebanese so, I'm not eager to point a finger at an Arab nation,
but it is looking as if Iran is causing some trouble here.

And still the plot thickens...We have drug trafficking here (or so some
reports are suggesting that) and this could be a drug war to see who is the
King Pin.  This would explain Clinton's interest in this mess.

There is a corporate interest too.  Use up our missiles and bombs and we
will just HAVE to purchase more.  Ching, Ching, I read the cash register
ringing to the tune of multi-billion dollar deals.

Russia is showing interest in being Papa Bear again and has the opportunity
to corral a few more countries into its den.

China is just being pissy and outraged (what is new?) though they too have
interests in stirring up trouble and getting the focus off of them for
awhile.  Not to mention an interest in drugs, arms and oil.

France is being arrogant and slimy as usual and seems to be cutting a few
deals while the iron is hot.  Look to them to be making some bucks off of
this one and to end up with a few interesting allies.

As I read more and more accounts of what is occurring it seems that many
countries view this as a day in a candy store and are greedy positioning
themselves to get their share of the goodies.

Makes me wonder who is backing the KLA?  Could it be the CIA?
Or maybe Monsanto, with Bill Clinton and Bush Sr.'s blessing.
If they can get the Libary of Congress and the Vatican taken out then
they would be able to re-write history.  How?

By showing that the Constution and the way of life that the 10 Commandments
advicate is not working.  They would not want that way of thought to surface again
would they?

 Here are the dictionary meanings of the words socialism and capitalism.
Both these systems have problems as I see it.  Many people call Clinton a
socialist because he was elected under the guise of promoting social programs,
being a man "for the people."  Obviously this is not the case.  Don't look at
what he stands for in idealism, look at his actions.  Would a socialist end
welfare?  I don't think so.  That is only one example.  I won't give more or
I'll get on an anti-Clinton rant which isn't productive to discussion.  My
comments are in brackets [].

[ In a practical way of thinking, governments only subdue people.  Giving the

First appeared 1877

 : an economic system characterized by private or corporate ownership of
capital goods, by investments that are determined by private decision, and by
prices, production, and the distribution of goods that are determined mainly
by competition in a free market

[ I favor this system much more than socialism, but with some modifications.
Corporations are a problem because they buy votes from the government and run
the country which isn't much different from socialism, it is Statist in this
form.  Capitalism could work much better if changes were made to corporate
charters.  It makes more sense to me to have corporations owned by the workers
within the corporation rather than rich non-workers who only supply capital
and take the lion's share of the profits.  Capital could be supplied by the
government at no interest, no interest means no inflation. ( currently the US
gives money to bankers who get rich loaning our money to us) This also
equalizes the huge gap between rich and poor.  Over a period of time, the poor
will virtually disappear.  The non-workers in a corporation (managers,
presidents, CEOs, paper pushers) would receive the same pay as other workers
since everyone contributes... the non-workers would also be elected yearly by
the owners.  Lobbyists and political donations would not be allowed and
government would have very little power over the population.

As to those who refuse to work, let them die, for if they are not willing
to work they do not deserve to live.  As for those who cannot work due to
mental or physical disabilities... the corporations would give charity to them
since the owners of the corporations would be normal people and not the greedy
rich.  The owners of the corporations could decide who they want to support.

How would someone such as myself fit into this . I am a stay at home wife and mother . 
I believe
that the primary problem with todays youth  gangs , drugs , violence . etc .  is 
the sad fact
that most children are primarily left to raise themslves and are highly lacking in 
both supervision
and attention due to todays two income families . Now I realize that many people will 
argue that
they can not make it financially today without two incomes but we have choosen to live 
a simple
lifestyle versus a status quo/materialistic one believing that love is more important 
than
materialistic items to a childs development.

An even harder question would be in relation to the single parents , which are so 
sadly predominate
in todays society who truly have no options .

Please note that this is in no way a critizism of any kind , would just like to know 
your thoughts
on this subject . Also would like to note that although we are eligible for food 
stamps and various
other
governmental aid  , a sad fact in itself as my husband works very hard in a highly 
specialized
field , we do not take it due to the complete demoralization and total sign off of all 
rights to
privacy ( or pride )  which one has to suffer in order to obtain it .

  TIRANA (Reuters) - A group of Albanian women who 
campaigned against Bill Clinton over the Monica Lewinsky scandal 
have formed an organization supporting the U.S. president after 
NATO's air strikes against Yugoslavia.
Albania's main Koha Jone daily said Friday the women's group in 
the southern port of Vlore had sympathized with Lewinsky, the former 
White House intern whose affair with Clinton prompted impeachment 
proceedings that ultimately failed.
However, they now favored Clinton for ordering U.S. forces to 
take part in the NATO bombing of Yugoslavia over Belgrade's refusal 
to sign a peace deal for Kosovo, whose population is largely ethnic 
Albanian.
"We are sure that with your authority you would back NATO's 
attack on Serbia to the end, putting out the flames of war in the 
Balkans," the women wrote in a letter to Clinton.
The "Bill Clinton" association now wants him to do something for 
their town, ravaged by violence during anarchy in 1997, once the

- The Russian publisher of Monica Lewinsky's biography said Friday 
it had dropped the project because of anti-American fury unleashed 
by NATO air strikes on Yugoslavia.
"The situation in the Balkans makes it impossible," said Anna 
Sklyaretskaya of publishers Vagrius.
She quoted the company's spokeswoman, Tatyana Makarova, as 
saying: "The relationship of people, both to her and to the 
leadership of her country, has changed. We don't think people will 
properly accept her."
Vagrius had said last month it would bring the former White House 
intern to Russia in the summer for the launch of its translation of 
her authorized biography, "Monica's Story".
Ordinary Russians have shared their government's outrage at the 
air strikes on Yugoslavia, which President Boris Yeltsin labeled 
"naked aggression".
Crowds of Muscovites have burned American flags in front of the 
U.S. embassy and splattered the building with ink and eggs.

Ship's myth keeps reappearing

The legend says the Eldridge vanished briefly in 1943.

ATLANTIC CITY -- The truth is out here. It is in a hospitality room of a

boardwalk hotel, with some old salts sitting around white-clothed tables

laughing at reports that their ship was involved in a top-secret World War

II experiment.



Sailors who served on the USS Eldridge, the ship that legend says vanished

briefly in 1943 at the Philadelphia Navy Yard, met here this week for

their first reunion in 53 years and spent part of their time joking about

the so-called Philadelphia Experiment.



The Eldridge, they said yesterday, may well have been invisible to

Philadelphia because it was never in Philadelphia.



The ship's log and several veterans who were on the ship from its

launching on July 25, 1943, at Port Newark, N.J., say it called on many

East Coast ports, but never Philadelphia.



Two movies, two books and several Web sites have kept the myth about the

Eldridge alive. As the story goes, the destroyer escort was surrounded by

a greenish fog, disappeared for a few minutes, then reappeared.



But none of the veterans believes it.



"I think it's somebody's pipe dream," said Ed Wise, 74, of Salem, Ind.



Ted Davis, 72, of Grand Island, Neb., was more emphatic. "It never

happened," he said.



Bill Van Allen, 84, who was executive officer and then captain of the

Eldridge in 1943 and 1944, said he never saw any sign of experiments

aboard the ship. "I have not the slightest idea how these stories got

started," said Van Allen of Charlotte, N.C.



These former sailors said they sometimes had fun pretending the experiment

actually occurred. "When people would ask me about it, I would play along

with them and tell them I disappeared. After a while they realized I was

pulling their legs," said Ray Perrino, 72, of Cranston, R.I.



None of the 15 at the reunion could explain why writers picked their ship,

out of the thousands that sailed in the war, as the site of invisibility

experiments.



Frankly, some are tired of being asked about it.



"We can't wait to put it to rest. We can't because it keeps coming up,"

Davis said. "I'm still asked about it now, mostly by younger people."



"I have a Pennsylvania auto license DE-173 [ the designation and number of

the Eldridge ] , and every once in a while somebody will stop and ask me

if it was really true," said Mike Perlstein, 72, of Warminster.



"I tell them I know nothing about it. I've seen the movie, and it's a good

movie, but there's no truth to it," Perlstein said.



The Navy said it had received so many inquiries through the years about

the Philadelphia Experiment -- the title of a 1984 movie, a 1993 sequel

and two books -- that it prepared and sends out a fact sheet.



The Navy said the myth dated to 1955 with the publication of The Case for

UFO's by the late Morris K. Jessup. It said Jessup later received letters

from a Carlos Miguel Allende, who gave a New Kensington, Pa., address, and

claimed he witnessed the ship becoming invisible from another vessel.

Allende also said the ship was "teleported" to and from Norfolk, Va., in a

few minutes with some terrible aftereffects for crew members.



Questions about the experiment probably arose from "quite routine"

research at the Philadelphia Naval Shipyard during the war, according to

the Navy fact sheet.



"It was believed the foundation for the apocryphal stories arose from

degaussing [ demagnetizing ] experiments which have the effect of making a

ship undetectable or 'invisible' to magnetic mines," the Navy said.



But the Navy said it had never conducted invisibility experiments, either

in 1943 or at any other time.



The legend says the ship became invisible on July 22, 1943, but ship

records and the veterans say it was not launched until July 25. The second

experiment, in which the Eldridge was sent to Norfolk and back to

Philadelphia, was supposed to have occurred on Oct. 28, 1943. The ship's

log says it was at the Brooklyn Navy Yard on that date, but did spend two

days in the Norfolk Navy Yard in November 1943.



The gray-haired men, some wearing baseball caps with "USS Eldridge"

printed on them, chuckled as they ribbed one another about the mental

problems the crew supposedly suffered from the experiments.



"The only part of the book I think is true is the part about the crew

being a little crazy," said Ed Tempany, 75, of Carteret, N.J. He referred

to The Philadelphia Experiment: Project Invisibility by William L. Moore

in consultation with Charles Berlitz.



"When I get home I'm going to apply for disability," Perrino said, with a

smile.



"Beam me up, Scotty," said Tempany.

US Thinks Iraq Is Helping Yugoslavs

WASHINGTON (AP) -- Yugoslav defense specialists, expecting a war over Kosovo,
met last month in Baghdad with Iraqi counterparts in what the Pentagon
suspects was a collaboration between two U.S. enemies to prepare Yugoslavia to
shoot down American war planes, government officials say.

U.S. intelligence agencies kept track of the Yugoslavs going to the meeting
but could not get firsthand information about what went on, the officials
said, speaking on condition of anonymity.

Nevertheless, Pentagon officials said the meeting's timing and personnel, a
similarity in Iraqi and Yugoslav air defense tactics since NATO airstrikes
began and separate intelligence about possible arms deals between the two
countries all suggest Yugoslavia sought information on U.S. fighter jets and
combat tactics.

The Baghdad meeting was described to The Associated Press by senior Clinton
administration officials, Pentagon officials familiar with intelligence
matters and congressional officials briefed on the matter. They spoke on
condition of anonymity.

Collaboration between Iraq and Yugoslavia predates the Kosovo crisis. Baghdad
purchased some air defense equipment from Yugoslavia late in the Cold War, and
there have been occasional contacts between the two countries' military
experts.

But February's two-day visit of a four-member Yugoslav air defense team to the
Iraqi military headquarters in Baghdad drew the immediate attention of U.S.
intelligence. President Clinton and key congressional leaders were quickly
notified, the officials said.

Both Yugoslavia and Iraq are under international arms embargoes, and U.S.
officials said they have intelligence indicating Yugoslavia was offering to
trade military spare parts in exchange for Iraqi intelligence on U.S. air
operations. Yugoslavia may also be seeking parts from Iraq.

``Each country has supplies or parts it would like to get from the other
country,'' a senior Pentagon official said, speaking on condition of
anonymity.

An official ``at a fairly high level'' in the Yugoslav military, and
accompanying officers ``stayed a couple of days and met with a whole variety
of people'' in Baghdad, including air defense specialists, the Pentagon
official said.

At the time, Belgrade was resisting a diplomatic solution to the Kosovo crisis
and bracing for threatened NATO airstrikes, and Iraq was challenging U.S.
planes patrolling deny-flight zones over Iraq and coming under frequent
retaliatory attacks.

U.S. officials said they suspect Iraqi leader Saddam Hussein's desire to help
another U.S. adversary outweighed any concerns about Serb attacks in Kosovo
against ethnic Albanians, who are mostly Muslim.

Iraq has had little success defending against U.S. and British airstrikes
during the skirmishes since the end of the Gulf War. But Pentagon officials
say Baghdad is in a position to share detailed information about the tactics,
flight patterns and capabilities of U.S. warplanes, including:

How high do U.S. warplanes fly during attack missions and what predictable
patterns do they follow?

How long does it take a U.S. fighter to react with a radar-seeking missile
after an air defense battery directs its radar at the plane?

How can military equipment be hidden from view?

How can radar systems be tuned to detect, even fleetingly, an F-117 stealth
fighter?

In the opening days of the NATO campaign over Yugoslavia, Serb forces largely
held off firing from their scores of surface-to-air missile batteries, then
gradually intensified their air defense fire, the same basic tactic seen
recently in Iraq.

Yugoslav fighter tactics, however, have been more aggressive. NATO shot down
five highly capable Russian-made MiG-29s in recent days. But there have been
signs the Serb warplanes are also trying to draw NATO combat aircraft into SAM
traps, much as Iraqi fighter planes tried in recent weeks.

Pentagon officials say Yugoslavia's air defense system is more capable and
better manned than Iraq.

``The Serbs have been tutored by the Russians. Their air defense system has
been upgraded more recently than the Iraqis. They have huge numbers of mobile
missile launchers, and better terrain and weather for hiding. And we think
their people are better trained,'' one Pentagon official said.

The downing of an F-117A stealth fighter Saturday has defense officials
concerned that U.S. adversaries' knowledge of American air combat methods is
improving, the officials said.

But the concern hasn't stopped the strikes on Yugoslavia. More F-117As took
off Monday from Aviano Air Base, Italy

Rich Hawaii Trust Mired in Scandal

HONOLULU (AP) -- What would Princess Bernice Pauahi Bishop think?

She left an estate now estimated at $10 billion, one of the world's richest
trusts. Its sole purpose: to educate children of native Hawaiian ancestry.

But for the past two years, the trustees of the Bishop estate have been
embroiled in a public tangle of boardroom intrigue, questionable investments,
IRS audits and allegations of criminal acts.

It all tumbled into a tawdry mix of sex and suicide in early March when an
estate attorney killed herself after being caught in a tryst with a trustee in
a hotel men's room. The trustee then attempted suicide.

On Monday, Attorney General Margery Bronster intends to ask a judge to remove
at least four of the five once untouchable trustees from their posts, alleging
they withheld $350 million from the schools.

The board of trustees is dysfunctional ``and it's not servicing the
beneficiaries and it cannot in this atmosphere,'' said Gov. Ben Cayetano.

``I cannot see how the court would ignore the present situation,'' Cayetano
said. ``It's an unworkable situation.''

Bishop Estate, Hawaii's largest private landowner, was created in 1884 by the
will of the princess, a descendant of King Kamehameha, the man who unified the
islands in the late 18th century.

The revenue from 337,000 acres of Hawaii land -- and worldwide investments
that include 10 percent of the Wall Street firm Goldman Sachs  Co. -- is used
solely to finance Kamehameha Schools, a 600-acre campus for 3,100 Hawaiian
students that sits on a wooded hillside overlooking downtown Honolulu.

It also pays more than $840,000 a year in commissions to each of the estate's
politically powerful Hawaiian trustees -- Gerard Jervis, 50; Henry Peters, 58;
Richard ``Dickie'' Wong, 65; Oswald Stender, 67; and Lokelani Lindsey, 60.

The estate became the center of public melodrama in 1997 when the school
community learned of a private confrontation between Lindsey, the lead trustee
for education, and student body president Kamani Kuala`au, who was bound for
Princeton.

Kuala'au said Lindsey lectured him for 2 1/2 hours because he supported school
president Michael Chun, who was feuding with Lindsey.

``How would you feel if I wrote a letter to Princeton and told them that
you're a rabble-rouser?'' he said Lindsey told him.

About 1,000 demonstrators associated with Kamehameha took to the streets,
demanding that Lindsey quit meddling.

Five prominent community leaders then wrote an August 1997 essay in the
Honolulu Star-Bulletin. They alleged mismanagement of trust assets, conflicts
of interests by individual trustees and poor selection of trustees, who are
named by members of the Hawaii Supreme Court.

Bronster, ordered to investigate by the governor, accused the trustees of
using trust assets to create an economic empire, engaging in kickback schemes,
awarding improper contracts, making sweetheart deals for relatives and friends
and using improper business practices, ``all of which have hurt the trust.''

That investigation led to Peters' indictment in November for allegedly
receiving a $192,500 kickback in an estate land deal involving Wong's brother-
in-law. Wong is being investigated in the same scheme.

Bronster's investigation also revealed the IRS had been reviewing trust
operations, including trustee compensation and the schools' racial exclusivity
policy, for at least three years. After preliminary findings were delivered in
January, a judge declared the trustees in conflict of interest and named a
separate panel to negotiate with the IRS.

An internal dispute became public when Stender and Jervis sued to oust Lindsey
for allegedly mismanaging Kamehameha Schools and intimidating teachers and
students. A judge's verdict on the lawsuit is pending.

And last year, a court-appointed special master said the estate lost $242
million during three fiscal years ending in 1996 and could have done better by
opening a standard savings account.

Then, on March 3, Jervis and estate lawyer Rene Ojiri Kitaoka, 39, were caught
having sex in a men's restroom at the Hawaii Prince Hotel. Kitaoka was chief
legal counsel for estate subsidiary Kamehameha Investment Corp. Jervis, as a
trustee, is chairman of the corporation.

The next day, Kitaoka died of carbon monoxide poisoning in the garage of her
home.

A week later, Jervis swallowed an overdose of sleeping pills. He was released
from a hospital March 22 and promptly apologized for ``the mistakes I have
made.''

Kosovo weighs on Turk PM Ecevit

ISTANBUL, March 28 (Reuters) - Turkish Prime Minister Bulent Ecevit on Sunday
faced the double spectre of fears of a spreading Balkan conflict abroad and
mounting Kurdish separatist violence at home.

Elections are to be held in just three weeks.

Turkish officials have expressed growing fear that NATO air raids on
Yugoslavia could spread into ground fighting, or across Balkan borders.

Although Ecevit said on Sunday there was no immediate need to send in NATO
ground troops, he expressed concern over a wider Balkan conflagration.

``We have soldiers in Bosnia and Macedonia, so the possibility of this fire
spreading worries me greatly,'' Ecevit told a television programme.

Turkey is participating in the NATO operation against Yugoslavia with 11
fighter aircraft, and officials have said Ankara is ready to add ground troops
if needed.

Overwhelmingly Moslem Turkey, which has close historical ties to ethnic
Albanians, is also fearful that a protracted conflict in the volatile region
could lead to a mass influx of refugees.

Nearly 2,000 Kosovan Albanians arrived in Turkey through Bulgaria in the past
week.

At home, suspected Kurd rebel suicide bomber killed herself and injured 10
others in a bustling Istanbul square on Saturday.

Turkey, particularly its commercial capital Istanbul, has been swept by a wave
of unrest since the arrest of Kurd guerrilla leader Abdullah Ocalan last
month.

Police believe Kurdistan Workers Party (PKK) rebels seeking revenge for
Ocalan's capture are behind the attacks.

``A sad holiday,'' ran the banner headline on rightist daily Turkiye while the
mainstream Hurriyet said: ``The PKK wanted to bloody the holiday,.'' The
annual Moslem Eid al-Adha public holiday runs throughout this week.

But the governor of Istanbul told reporters that the attacks could have been
much worse.

``(PKK) orders to destroy Istanbul after Apo's arrest have failed due to the
people's sensitivity and the success of our security forces,'' Erol Cakir
said, according to Anatolian news agency.

Turkey is counting down to local and general elections on April 18. The polls
pit a powerful Islamist party against a handful of secular rivals, including
Ecevit.

There have been many inquiries concerning NATO (meaning primarily U.S.)
bombing in Kosovo.  A great deal has been written about the topic, including
Znet commentaries.  I'd like to make a few general observations, keeping to
facts that are not seriously contested.

There are two fundamental issues: (1)  What are the accepted and applicable
"rules of world order"?  (2)  How do these or other considerations apply in
the case of Kosovo?

(1)  What are the accepted and applicable "rules of world order"?

There is a regime of international law and international order, binding on all
states, based on the UN Charter and subsequent resolutions and World Court
decisions.  In brief, the threat or use of force is banned unless explicitly
authorized by the Security Council after it has determined that peaceful means
have failed, or in self-defense against "armed attack" (a narrow concept)
until the Security Council acts.

There is, of course, more to say.  Thus there is at least a tension, if not an
outright contradiction, between the rules of world order laid down in the UN
Charter and the rights articulated in the Universal Declaration of Human
Rights (UD), a second pillar of the world order established under U.S.
initiative after World War II. The Charter bans force violating state
sovereignty; the UD guarantees the rights of individuals against oppressive
states.  The issue of "humanitarian intervention" arises from this tension.
It is the right of "humanitarian intervention" that is claimed by the US/NATO
in Kosovo, and that is generally supported by editorial opinion and news
reports (in the latter case, reflexively, even by the very choice of
terminology).

The question is addressed in a news report in the NY Times (March 27),
headlined "Legal Scholars Support Case for Using Force" in Kosovo (March 27).
One example is offered: Allen Gerson, former counsel to the U.S. mission to
the UN.  Two other legal scholars are cited.  One, Ted Galen Carpenter,
"scoffed at the Administration argument" and dismissed the alleged right of
intervention. The third is Jack Goldsmith, a specialist on international law
at Chicago Law school.  He says that critics of the NATO bombing "have a
pretty good legal argument," but "many people think [an exception for
humanitarian intervention] does exist as a matter of custom and practice."
That summarizes the evidence offered to justify the favored conclusion stated
in the headline.

Goldsmith's observation is reasonable, at least if we agree that facts are
relevant to the determination of "custom and practice."  We may also bear in
mind a truism: the right of humanitarian intervention, if it exists, is
premised on the "good faith" of those intervening, and that assumption is
based not on their rhetoric but on their record, in particular their record of
adherence to the principles of international law, World Court decisions, and
so on.  That is indeed a truism, at least with regard to others.  Consider,
for example, Iranian offers to intervene in Bosnia to prevent massacres at a
time when the West would not do so.  These were dismissed with ridicule (in
fact, ignored); if there was a reason beyond subordination to power, it was
because Iranian "good faith" could not be assumed.  A rational person then
asks obvious questions: is the Iranian record of intervention and terror worse
than that of the U.S.?  And other questions, for example:  How should we
assess the "good faith" of the only country to have vetoed a Security Council
resolution calling on all states to obey international law?  What about its
historical record?  Unless such questions are prominent on the agenda of
discourse, an honest person will dismiss it as mere allegiance to doctrine.  A
useful exercise is to determine how much of the literature -- media or other
-- survives such elementary conditions as these.

(2)  How do these or other considerations apply in the case of Kosovo?

There has been a humanitarian catastrophe in Kosovo in the past year, over-
whelmingly attributable to Yugoslav military forces.  The main victims have
been ethnic Albanian Kosovars, some 90% of the population of this Yugoslav
territory.  The standard estimate is 2000 deaths and hundreds of thousands of
refugees.

In such cases, outsiders have three choices:
(I)  try to escalate the catastrophe
(II)  do nothing
(III)  try to mitigate the catastrophe

The choices are illustrated by other contemporary cases.  Let's keep to a few
of approximately the same scale, and ask where Kosovo fits into the pattern.

(A)  Colombia. In Colombia, according to State Department estimates, the
annual level of political killing by the government and its paramilitary
associates is about at the level of Kosovo, and refugee flight primarily from
their atrocities is well over a million.  Colombia has been the leading
Western hemisphere recipient of U.S. arms and training as

Can anyone confirm? I may have to write to the Wite House again.  I
wonder how many lists I am on so far and if the FBI keeps records of

post actually started out to find documentation about Marshall Tito and his
band of guerillas in WW2 and after; the intent was to demonstrate the
Yugoslavian ability to wage uncompromising unconventional warfare as part

PRE-WORLD WAR I

By the turn of the 20th century, nationalist passions had reached a fever
pitch, and conflicts raged across the region with little respite as nations
great and small fought over the carcasses of the declining Habsburg and
Ottoman empires. In 1908, Bulgaria gained its independence, fanning
nationalist flames throughout the region. More importantly, also in 1908,
Austria annexed Bosnia- Hercegovina, frustrating Serbian nationalist
aspirations for that territory and dealing the Russians a humiliating
diplomatic defeat, both of which would have severe repercussions.61

Within short order, Southeastern Europe suffered the First Balkan War
(1912) between Bulgaria, Serbia, and Greece, on the one hand, and the
Ottomans on the other. Rapidly defeating the Turks, the victorious allies
soon fell to squabbling over the division of Macedonia and Albania. Serbian
and Greek designs on Albania particularly upset Austria and Italy which did
not want to see any strong power, specifically Serbia, established on the
Adriatic coast. As a result, the Great Powers again imposed a peace
settlement on the Balkans that left nationalist expectations unfulfilled.62

Feeling isolated and not trusting its erstwhile allies, Bulgaria attacked
Greece and Serbia, starting the Second Balkan War (June 1913). In a
remarkable turnaround, the Ottomans joined the Greeks, Serbs, and Romanians
in quickly defeating Bulgaria. By means of the Treaty of Bucharest,
however, the Great Powers again imposed a territorial solution upon the
region. Serbia and Greece received those parts of Macedonia they had
seized, but not the full amounts they desired. Bulgaria retained only a
part of Macedonia, and kept a small coastline in Thrace along the Aegean
Sea, but lost Thessaloniki to Greece. While Greece gained territory at
Bulgarian expense, the concomitant establishment of an independent Albania
meant Greece received only a portion of Epirus, all of which it coveted.
The Ottomans recovered Adrianople and territory up to the Maritsa River,
but still suffered the loss of considerable territory relative to 1911.
Only the Romanians, who obtained southern Dobrudja, and the Albanians, who
achieved their independence, expressed satisfaction with the final
settlement. The other states could be expected to seek redress at the
earliest opportunity.63

WORLD WAR I

Gavrilo Princip (an ethnic Bosnian Serb terrorist intent on promoting union
of Bosnia-Hercegovina with Serbia) provided that opportunity in June 1914,
when he assassinated Archduke Francis Ferdinand of Austria in Sarajevo. The
events that turned the third Balkan War into World War I, as well as the
events of the war, are well known and will not be repeated here. However,
several key consequences of the war merit further discussion.

First, the various alignments of the powers during the course of the war,
both within and outside the region, contributed to unresolved tensions that
continued to afflict the region after the post-war settlements. For
example, Bulgarian support of the Central Powers and murderous occupation
of Macedonia and Montenegro only increased Serbian hatred of their eastern
neighbor.64 Similarly, Greek entry into the war against Bulgaria and Turkey
only further sharpened centuries-old animosities.

A second critical consequence of the war was the considerable devastation
that significantly set back the agricultural and industrial sectors of the
economy.65 More importantly, nations in the region paid a high cost in
human suffering that fed tensions in the post-war era. The plight of
Yugoslavia is illustrative. According to documents provided at the
Versailles Peace Conference, Yugoslavia suffered 1,900,000 deaths (from all
causes) during World War I. Of the 705,343 men Serbia mobilized during the
war, 369,815 were killed or died of

 high IR-signature was then locked onto by a missile battery with fired

 and the aircraft crashed in flames some 20 miles from Belgrade. The
 pilot managed to bail out and was rescued within hours by NATO forces."

Anyone who doubts the effectiveness of firearms in the hands of the
citizenry to wage war on a well armed military should think again.

  When choosing a new place to live, don't just check out the school
system, neighborhoods, and property values. Be sure to also 1) determine
if
any potential military targets--government contractors, army bases--are
nearby and then 2) run to the Nuclear Blast Mapper at

 where you can find out how a nuclear attack on these targets will
affect
your "quality of life." Just choose your weapon (1- or 25-megaton
device)
and name the target; then watch the site generate maps and text
detailing
the damage and fallout you might expect. After all, does it matter how
good
the school system is if you have too many snow days during nuclear
winter?
