Then one man convinced the organisation that the game was up GM food: special report John Vidal Guardian (London) Saturday October 9, 1999 On July 14 a group of powerful Americans met secretly at the Willard hotel near the White House to listen to an English academic who had spent much of his life working in developing countries with peasant farmers. The nine members of the Monsanto board of directors have serious political clout. Apart from Robert Shapiro, the visionary head of the $12bn a year corporation, and senior bankers and Harvard academics, it includes Mickey Kantor, former head of the US commerce department, and the former heads of the US social security department and the US environmental protection agency. They were there to meet Gordon Conway, the president of the Rockefeller Foundation in New York, whose remit is to help the world's disadvantaged. Mr Shapiro, who vows he is working for the world's poor with GM foods, had invited Professor Conway, formerly vice chancellor of Sussex university, to address the board as part of the corporation's commitment to consult more widely following the GM furore in Europe sparked by the so-called Terminator gene. Because Rockefeller had put more than $100m into public research into GM crops, Prof Conway was thought to be an ally; he was expected to make a friendly, gentlemanly speech, perhaps with some mild advice, that would go no further than the four walls of the Willard. But privately, Prof Conway, along with increasing sections of the US intellectual community, deplored the corporation's style and global strategy. Meltdown of confidence In Europe it had alienated millions, he believed, and was threatening a trade war and long term damage to the prospects of the poor. The corporation with a reputation for arrogance and secrecy was seen to be responsible for a meltdown of confidence in science and big business and a backlash against US agriculture. Moreover, Monsanto's effective ownership of Terminator technology would allow the corporation, the second biggest agribusiness in the world, to develop plants that bore sterile seeds - a move that had angered farmers in the developing world. Prof Conway had given Monsanto little warning, even when he had visited the company's St Louis HQ a few weeks earlier. But at the Willard he went straight for Monsanto's guts. For more than a hour, the professor lectured the board: change tack, or bring the wrath of the scientific, political, and global community down on them. "Admit that you do not have all the answers," he said. "Commit yourselves to prompt, full, and honest sharing of data. This is not the time for a new PR offensive but for a new relationship based on honesty, full disclosure, and a very uncertain shared future." Prof Conway argued that the possible adverse consequences for billions of developing world farmers outweighed any social benefits in protecting the Terminator technology. What the Terminator gene did, he said, was effectively kill the process that let farmers sow their own seeds, and subsistence farmers were too poor to buy new seed. The possible consequences were terrible. In short, he told them, Monsanto was socially irresponsible and the public was alienated. He urged a "global public dialogue" that would air all sides of the issues. Terse statement The board were shocked. But they did not suspect that Prof Conway had warned the press what he intended to say. Within hours Rockefeller had issued seven challenges to Monsanto. "It was like a boil had been lanced, a milestone," said one person who was party to the talks. "Someone in authority had for the first time held this monolithic corporation up to public accountability." Monsanto was furious, and issued a terse statement: "The meeting was frank and productive. We will continue to reach out to people like Prof Conway to discuss the challenges and opportunities of biotechnology applications in agriculture." The Conway meeting was seminal. Until then, about the only genuine "reaching out" the company had done was to its lawyers, publicists, lobbyists, and friends in governments. It had dismissed the social and ethical critiques of environment, church, and consumers groups, and in July was hoping to ride out the storm. Mr Shapiro was confident: for the six months of 1999, the company earned $476m, up 5% on 1998, and its income had grown 28%. In particular, it had no intention of backing down on Terminator. Its only retreat was to admit it had misunderstood European sensibilities and been "naive" in trying to win fast approval. Until the spring Monsanto had broad support in the US. Wall Street and the White House still favoured the company, whose shares were priced at $47 each, and analysts were saying it

In the biggest review of scientific fraud ever published, the US Office of Research Integrity, has released data on nearly a thousand allegations investigated over the five years from 1993 to 1997. The review covered inquiries into allegations of misconduct into research funded by the US Public Health Service, which has a budget of $15 billion. Altogether, 150 cases were formally investigated after a preliminary assessment of whether there was a case to answer. Of these investigations, 76 resulted in findings of scientific misconduct - mostly falsification and fabrication but also plagiarism. Accusations of research fraud were most likely to result in a ruling of misconduct for the least experienced medical researchers, with allegations against professors and assistant professors less likely to result in a guilty verdict. Larry Rhoades, director of the division of policy and education at the Office of Research Integrity, said that the figures suggested that "the system is more protective of senior than junior researchers," and that senior academics were more able to defend themselves against accusations. "But we do not know why there are these patterns. We hope researchers might find it interesting to look at these questions." Dr Rhoades pointed out that the academic grade of associate professor, which is one step below the top ranking professor grade, seemed to attract the most allegations of misconduct. Nearly a third (31%) of the allegations were aimed at this grade, of which 17 out of 45 (38%) resulted in findings of misconduct. Most whistleblowers were senior academics, chiefly professors and associate professors, and they made about half of the allegations. Dr Rhoades called for international agreement on collecting data on scientific fraud to enable those policing medical researchers to make valid international comparisons. Malathion itself is relatively non-toxic, but it is quickly metabolized in the body to maloxin, which is the toxic material. This causes effects similar to those caused by nerve agents...Malathion can be absorbed by ingestion or through the skin. Page # 113. B. Chemical Casualty Treatment 1. Nerve Agents Protect yourself by wearing a mask, gloves and a protective suit until the casualty is decontaminated. Remove casualty from contamination and contamination from casualty. Get the casualty away from the source, such as by moving him upwind or out of a contaminated building. If it is absolutely certain that exposure was to vapor only, remove outer clothing. If there is a possibility of liquid contamination, all clothing must be removed and the casualty must be showered or washed with soap and water, dilute hypochloride or water. Malathion Decontamination consists of moving the patient to fresh air, removing all of his clothing and washing him thoroughly with soap and water. The responder must insure his own safety by donning appropriate protective apparel before handling the patient. Page #119 Malathion The antidotes are atropine and an oxime. The anticonvulsant diazepam should be used if convulsions are present. The initial dose of atropine should be 2 to 4 mg, depending on the severity of the signs and symptoms. The initial dose should be given IM if the casualty is having severe breathing difficulty or is apneic. Once the hypoxic is corrected, 2 mg of atropine should be given intravenously at 2 mg every 5 to 10 minutes until breathing has improved or secretions have lessened. The recommended dose for children is 0.05 mg/kg. YET: Israel has postponed the release of about 150 Palestinian prisoners because of a dispute over which prisoners should be released. Under the revised Wye River peace accord [Sharm el Sheikh Memorandum], Israel was scheduled to release the prisoners on Friday. While the list of prisoners to be released was approved by the Israeli cabinet, Palestinian negotiators rejected it. Palestinian officials say Israel is offering to release prisoners who have almost finished their sentences, while the Palestinians want inmates released who still have many years to serve. The Palestinian Authority (PA/PLO) has asked the United States and the European Union to help resolve the dispute. Meanwhile, the security cabinet relaxed on Wednesday the criteria for releasing Palestinian security prisoners, HA'ARETZ reported. The policy change was necessary in order to allow Israel to release another 151 prisoners on Friday under the terms of the Sharm el Sheikh Memorandum. The Justice Ministry found that only 96 of the prisoners currently held in Israeli jails met the original criteria set by the Government, necessitating the adoption of more flexible criteria in order to meet the quota. Those now eligible for release include members of the Hamas and Islamic Jihad terrorist organizations, provided they did not wound or kill Israelis and their prison terms would have ended by March 2000. Also eligible are prisoners who committed acts after the signing of the Oslo accords, though no later than December 1995. In speaking with the family members of terrorist victims, President Weizman stated that murderers would not, at this time, be released; however, the President stated that, while it is immoral to release murderers, "If not releasing them will impede the peace process, then it may be worthwhile to pay the price". (VOA, ARUTZ-7) * 'SAFE PASSAGE ROUTE' TO OPEN NEXT WEEK: A security protocol between Israel and the PA/PLO was signed Tuesday afternoon in Jerusalem, paving the way for the opening of the "safe passage route" between Judea, Samaria and Gaza next week, KOL YISRAEL reported. Israel maintains full and uncontested sovereignty over the route. According to the agreement, all individuals who travel along this route are bound by Israeli law, and enforcement falls under the jurisdiction of the Israeli police. The route is open to Palestinian residents of Gaza, Judea and Samaria, as well as foreign visitors to these areas. The passage will operate between 7:00 am -5:00 pm. A carefully orchestrated disinformation campaign has been conducted with the medias help to convince the public that the spraying of these toxic insecticides from trucks and planes is both harmless and urgently necessary. Each day the Mayors press representatives breathlessly release the news of yet another victim of encephalitis in order to justify more spraying. No one in the media seems to care that the names of these victims are never released, that they are not actually new cases but people who allegedly became sick weeks ago who have long-since recovered, that no mosquitoes infected with encephalitis have yet been found or that, despite the Center for Disease Controls involvement from day one, none of the Mayors experts admit to having any idea of what this virus actually is. When we hear about an epidemic most people think of millions or at least thousands of victims becoming sick and dying. In this case, despite its being depicted for an entire month as a deadly epidemic by the media, the official figures claim that only five people in total are alleged to have died and less than forty still unnamed victims are confirmed to have become ill. Of those, virtually all are said to have already completely recovered. The most basic ethical concept in medicine is to, do no harm. State, Federal and international laws require doctors to explain the risks of dangerous medical procedures and medicines before beginning any treatment. Accidentally using the wrong treatment or misapplying a legitimately prescribed medicine is sufficient grounds for a medical malpractice lawsuit in civil court. If a doctor deliberately prescribed the wrong medicine or knowingly performed an unnecessary medical procedure it would be grounds for a charge of criminal negligence, prosecution in criminal court and the immediate removal of their license. By TOM BRODBECK -- Winnipeg Sun Who could have predicted Monica Lewinsky would have any real impact on Manitoba other than to provide us with a quick dose of cheap entertainment. Until now, Manitobans could barely differentiate between U.S. President Bill Clinton's Oval Office escapades and a bad afternoon soap opera. Beyond whetting the appetites of gossip-starved coffee-shop goers, the Lewinsky-Clinton affair was little more than a titillating tale that fast became yesterday's news. But alas, Bill's libido may prove to have some relevance in the Keystone Province, after all. North Dakota has for years been trying to muster the political muscle and funds to divert water from Devil's Lake into the Red River watershed, which drains into Lake Winnipeg. And for years, an international treaty and fierce resistance from the normally placid band of Canadian politicians to the north have blocked the move. However, it appears the project has been fast-tracked suddenly and could be approved within weeks. The danger of diverting Devil's Lake water into the Red River is that foreign organisms could wreak havoc on fish and plant life in Manitoba waters. Some scientists fear it could kill off Manitoba's freshwater fishing industry altogether. The diversion plan is designed to relieve a bulging Devil's Lake, which has no natural outlet and continues to flood surrounding areas. Officially, the Americans and Clinton say they will abide by the Boundary Waters Treaty which is supposed to protect Canada from threats to its water quality. But unofficially, the Americans appear to be hurtling headlong into a mega-project that could spell disaster for Manitoba. The reason? It looks as if certain North Dakota congressman are cashing in their chips from promiscuous Bill after supporting him through his recent impeachment trial. The congressional delegation pursuing the Devil's Lake project is made up of Senator Kent Conrad, Senators Byron Dorgan and congressman Earl Pomeroy -- all democrats who backed Clinton during his impeachment. It's payback time for Bill, who appears beholden to his Democrat friends who helped him out of a tight spot when he needed it most. Monica Lewinsky likely wasn't thinking about unfamiliar organisms creeping into Manitoba waters when she flashed Bill behind the punch bowl during a White House reception. She probably wasn't thinking about our hard-luck fishers trying to scrape together a living when she made evening visits to the Oval Office, either. But she may have unwittingly provided the political impetus to push through a project that could have long-lasting effects in Manitoba. Our waters would be under far less threat had Bill learned to keep his zipper shut -- or at lest had the guts to tell the truth under oath. Manitoba Premier Gary Doer is now forced to make an emergency visit to Washington to try to talk Bill out of backing the Devil's Lake project. While you're there, Gary, if you see any over-zealous interns hanging around places they're not supposed to be, tell them to scram. He declared that elevating the right to privacy over the right to life was the "premise of slavery." "You could not protest the existence or treatment of slaves on the plantation because that was private, and therefore outside your right to be concerned," he preached. "That is why the Constitution called us three-fifths human and then whites further dehumanized us and called us niggers." The preacher went on: "What happens to the mind of a person, and the moral fabric of a nation, that accepts the aborting of the life of a baby without a pang of conscience? What kind of a person and what kind of a society will we have 20 years hence if life can be taken so casually?" Now we know: 38 million unborn children murdered since abortion became legal in 1973. As for the kind of person one would become 20 years hence - well, look at the pastor who spoke those words: Jesse Jackson. He chucked his pro-life convictions for worldly success in the Democratic Party. Jesse may have sold out, but a black minister named Johnny Hunter still believes abortion is a civil-rights issue. Yesterday morning, Hunter and other pro-life black pastors, including New Jersey's Rev. Clenard Childress, began a march from Newark to the steps of the U.S. Supreme Court, hoping to draw attention to the heavy toll abortion is taking on African-Americans. They are admittedly a minority within a minority. "Black pastors who should be embracing children are embracing 'a woman's right to choose,'" Hunter told me prior to the event. "Quite frankly, I don't want pastors like that marching with me. I want a few good pastors who preach the faith. It's like Pastor Childress says, 'The Democratic Party didn't call them, God did. '" What motivates march organizers is the chilling fact that although black women make up only 14 percent of the U.S. childbearing population, they account for 31 percent of all abortions. The march is aimed not at politicians but at the black community, which organizers believe is largely unaware of how thoroughly it has embraced abortion as a quick fix to its problems. The goal of raising black awareness is particularly urgent in light of an unpublished crime study by academics from Stanford Law School and the University of Chicago that made news this summer. The study theorized that the dramatic nationwide drop in crime can be attributed to large numbers of impoverished minority women aborting their babies - children who presumably stood a good chance of growing up to be hoodlums. The implication is vile: if you want to have a peaceful, ordered society, encourage more blacks, Hispanics and poor people to kill their children in utero. This was basically the argument advanced by Planned Parenthood founder Margaret Sanger and fellow eugenicists in the early part of the century. Here's a typical line from Sanger's magazine, Birth Control Review: "Many of the colored citizens are fine specimens of humanity. A good share of them, however, constitute a large percentage of Kalamazoo's human scrap pile." That ran in 1932. Birth Control Review ceased publication in 1940, as Jews, Gypsies, homosexuals and others from humanity's "scrap pile" were being herded into Nazi death camps. Executive Order 11,110 proves it. Presidential Executive Order 11,110 is quite infamous among conspiracy buffs. Jim Marrs, author of Crossfire: The Plot that Killed Kennedy, writes that the order instructs the Treasury secretary to issue about $4.2 billion in silver certificates as a form of currency in place of Federal Reserve Notes.1 Written by John F. Kennedy, Marrs also speculates this order was part of a larger plan by Kennedy to reduce the influence of the Federal Reserve by giving the Treasury more power to issue currency. The order was signed June 4, 1963. A few months later, of course, Kennedy was killed, and conspiracy theorists hypothesize a link between the murder and E.O. 11,110. They argue that the Federal Reserve was somehow involved in the assassination to protect its power over monetary policy. The executive order modifies a pre-existing order issued by Harry Truman in 1951. E.O. 10,289 states "The Secretary of the Treasury is hereby designated and empowered to perform the following-described functions of the President without the approval, ratification, or other action of the President..." The order then lists tasks (a) through (h) which the Treasurer can now do without bothering the President. None of the powers assigned to the Treasury in E.O. 10,289 relate to money or to monetary policy. Kennedy's E.O. 11,110 then instructs that SECTION 1. Executive Order No. 10289 of September 9, 1951, as amended, is hereby further amended (a) By adding at the end of paragraph 1 thereof the following subparagraph (j): '(j) The authority vested in the President by paragraph (b) of section 43 of the Act of May 12, 1933, as amended (31 U.S.C. 821(b)), to issue silver certificates against any silver bullion, silver, or standard silver dollars in the Treasury not then held for redemption of any outstanding silver certificates, to prescribe the denominations of such silver certificates, and to coin standard silver dollars and subsidiary silver currency for their redemption,' and (b) By revoking subparagraphs (b) and (c) of paragraph 2 thereof. SECTION 2. The amendments made by this Order shall not affect any act done, or any right accruing or accrued or any suit or proceeding had or commenced in any civil or criminal cause prior to the date of this Order but all such liabilities shall continue any may be enforced as if said amendments had not been made. To understand exactly what Kennedy's order was trying to do, we must understand the purpose of the legislation which gave the order its underlying authority. The Agricultural Adjustment Act of May 12, 1933 (ch. 25, 48 Stat 51) to which Kennedy refers permits the President to issue silver certificates in various denominations (mostly $1, $2, $5, and $10) and in any total volume so long as the Treasury has enough silver on hand to redeem the certificates for a specific quantity and fineness of silver and that the total volume of such currency does not exceed $3 billion. The Silver Purchase Act of 1934 (ch. 674,48 Stat 1178) also grants this power to the Treasury Secretary subject to similar limitations. Nowhere in the text of the order is a quantity of money mentioned, so it is unclear how Marrs arrived at his $4.2 billion figure. Moreover, the President could not have authorized such a large issue because it would have exceeded the statutory limit.2 As economic activity grew in the fifties and sixties, the public demand for low denomination currency grew, increasing the Treasury's need for silver to back additional certificate issues and to mint new coins (dimes, quarters, half-dollars). However, during the late fifties the price of silver began to rise and reached the point that the market value of the silver contained in the coins and backing the certificates was greater than the face value of the money itself.2 To conserve the Treasury's silver needs, the Silver Purchase Act and related measures were repealed by Congress in 1963 with Public Law 88-36. Following the repeal, only the President could authorize new silver certificate issues, and no longer the Treasury Secretary. The law, signed by Kennedy himself, also permits the Federal Reserve to issue small denomination bills to replace the outgoing silver certificates (prior to the act, the Fed could only issue Federal Reserve Notes in larger denominations). The Treasury's shrinking silver stock could then be used to mint coins only and not have to back currency. The repeal left only the President with the authority to issue silver certificates,

Man was given the right of self-determination and thus could do whatever he desired. He alone was in control of his destiny. Angels, on the other hand, are created to serve God and man. Rebelling against God means instant removal from heaven. There are no second chances. Angels can not repent after rebelling against God. In the beginning, God created this beautiful garden in a place called Eden. He created numerous plants and trees for humans as well as animals to eat. He also created the tree of life, and the tree of the knowledge of good and evil. Adam and Eve had no shame among them. God told them to eat the fruit of the trees that He had made. He requested nothing from them and gave them only one rule, "Do not eat from the tree of the knowledge of good and evil." Unfortunately for us, they broke that one rule. He told them that if they ate the fruit from this tree, they would surely die. No where in scripture does it indicate the fruit was an apple! Satan, being his own devious self, saw an opportunity to make Adam sin against God. He knew he himself could not persuade Adam to eat from the tree. He therefore possessed the body of a serpent and attempted to persuade Eve. Eve would not eat the fruit initially. However, Satan told Eve she would become like God. Eve took and ate the fruit, but nothing appeared to have happened. She then brought the fruit to Adam and asked him to eat it. He remembered what God had told him regarding the fruit from this tree, but Eve seemed perfectly fine. Adam unwisely ate the fruit and their eyes were immediately opened. They knew that they were naked and attempted to cover themselves with fig leaves. Adam was the head of the family. He should have taken control of the situation. Note again that Eve was not aware of what she had done until Adam ate the fruit. God, as He normally did in the afternoon, came down in the garden to speak with Adam and Eve. They heard Him walking toward them and hid themselves. He called out to Adam, "Adam where are you?" Adam replied, "We're naked and were hiding from You." God said, "Who told you that you are naked? Did you eat from the tree that I commanded you not to eat from?" Adam replied, "This woman that you gave me made me do it." Because of their disobedience to God's commandment, they were punished for their actions. God said to Eve, "I will greatly multiply your sorrow and your conception; In pain you shall bring forth children; Your desire shall be for your husband, and he shall rule over you"(1). The punishment on Eve and hence other women was two-fold. Any woman who has given birth will acknowledge that it is a painful experience. The expressions I saw on my wife's face during labor led me to thank God that it was her having our child instead of me. Eve was created to be equal to Adam and he treated her as such. Her sin destroyed this equality and established the husband as the head of the family--a fact that has been ignored in recent history. Because Adam heeded the voice of his wife and ate the forbidden fruit, God cursed the ground. Adam would now have to work to produce his own food. God then said, "Behold, the man has become like one of Us, to know good and evil." He then killed an animal and gave them the skin as clothing. The killing of the animal was probably a traumatic event in their lives. They had never seen death before(2). Without the shedding of blood, there can be no remission from sin(3). Because the tree of life was also in the garden, God drove Adam and Eve out of Eden so that they could not eat of its fruit ever again. He then placed angels at the east end of Eden with a flaming sword so they could not re-enter the garden. It would have taken a great deal of effort to determine the correct combinations of foods for a balanced diet. Unlike today, they did not have the convenience of going to the local store and purchasing needed vitamins and minerals. However, located in the garden of Eden was the Tree of Life. The fruit from this tree probably provided everything needed to sustain life. Initially, they may have eaten meat. I assumed from verse 1:27 that animals did not initially eat one another. (3)

By Mike Tidwell No credible evidence exists showing that stringent enforcement of US narcotics laws actually reduces drug use in this country. Indeed, the opposite seems true: Law-enforcement efforts actually promote illicit drug use. That's certainly my observation after 10 years working with homeless drug addicts in Washington, D.C. The endless police raids on crack houses, shooting galleries, and various open- air markets simply help push drugs block-by-block through the city, guaranteeing that every D.C. teenager will eventually have a full-blown market on his street corner. The problem is simple: Attacking supply without addressing demand guarantees that drug markets and drug sales will not cease. They simply move to another spot momentarily untargeted by police raids. Then they move again. This phenomenon exacerbates the epidemic, casting a wider net than would otherwise be cast, reeling into drugs youths who would otherwise stand a much better chance of staying drug- free. It's important to be very clear on this point: Our law-enforcement efforts actually help peddle drugs. Society has become a pusher. It's hard to conclude otherwise. Now, comes news that we'll soon get more of the same. The Clinton administration's annual antinarcotics budget, unveiled earlier this month, calls for roughly $12 billion in spending for law enforcement, interdiction and other efforts to attack narcotics supply. That's a 30-percent increase since 1996 and nearly a doubling of such funding over the past decade. This means more money for more cops and other resources to help facilitate the spread of crack, heroin, and marijuana through the streets of America's cities. Tragically, as in past years, funding to reduce drug demand constitutes barely a third of the proposed federal narcotics budget. This, while local spending for treatment in many US cities continues to drop. Washington's treatment system is in shambles. Between 1993 and 1998, the city's treatment budget fell from $31.3 million to $19.7 million - a 37-percent drop. Drug offenders - sentenced to treatment by judges - languish in prison for months for lack of a bed, and about 1,200 people are on the city's waiting list for methadone maintenance. Across the United States, treatment programs can accommodate only about 50 percent of hard-core users. This, despite the fact that treatment is widely acknowledged to be much cheaper than narcotics enforcement and interdiction efforts. For example, for the cost of a single customs department drug surveillance plane - a reported $47 million - the District could treat all those on its waiting list and more. But instead of treating drug addiction as a public health issue, we continue to criminalize it with endless street raids, sending hundreds of thousands of nonviolent drug offenders to prison. And incarceration is yet another way our policies actually promote drug use. Almost half of all inmates at D.C.'s Lorton prison are nonviolent drug offenders, many of them sentenced under draconian federal laws requiring a mandatory minimum of five years in jail for possessing as little as 5 grams of crack - the weight of two pennies. Any offender who isn't chronically deviant and prone to long-term drug use before incarceration has his chances ratcheted up significantly during five years' exposure to the violence and dysfunctions of prison culture. It's time to end what amounts to state sponsorship of drug use in our cities. Let's increase and improve treatment and drug education programs as a first step toward gradual decriminalization and possible legalization. Holland, to cite an example, has seen no significant increase in marijuana use since legalizing coffee house consumption more than 20 years ago. Among young adolescents, drug use in Holland is actually lower than in the US. Even with its risks and challenges, legalization seems to offer a better alternative to the mess we have now, where tax dollars and law-enforcement techniques police officers use actually encourage young people - however inadvertently - to use drugs and take that first fateful step toward addiction. -Caveat Lector- The Washington Times Eco-terrorists got White House help by Audrey Hudson 10/9/99 Top White House officials endangered the lives of law enforcement officers by intervening and leaking information to environmental terrorists who destroyed federal property while illegally encamped for a year in an Oregon forest to block a timber sale, according to a congressional report. Documents suboenaed by the House Resources Committee also indicate that four months before the 1996 presidential election, former Chief of Staff Leon Panetta gave the order to "stand down" and not arrest the radical environmentalists. The committee created a task force, which held hearings in executive session for the last two years investigating how the Forest Service handled the eventual arrest of the eco-terrorists. Their final report and recommendations, obtained by The Washington Times, are under review by committee members and may warrant further hearings, a committee spokesman said. The report concludes that "The Clinton/Gore administration unwisely and inappropriately interfered with the law enforcement decisions being made by professionals on the ground at Warner Creek. This kind of micromanagement by Washington, D.C., political leaders can be devastating to any government endeavor--it can be deadly when the issue is law enforcement." Forest Service and local law enforcement officials planned to arrest the 35 protesters, who had caused $20,000 worth of damage to a forest road and surrounding area during their protest beginning in September 1995, and ending in August 1996. To prevent logging, the protesters erected barricades and other structures made out of timber to block the road. They dug trenches--some of them 6 feet deep--in the road, making travel impossible for loggers and Forest Service personnel. They shot squirt guns filled with urine at officers, built "booby-traps" of trenches and "sharpened metal spikes designed to maim intruders or damage vehicles. They chained and locked themselves to buried cement structures in the road and at least one protester was heavily armed," the report states. Additionally, a ranger station had been recently firebombed, a Forest service truck was set on fire and an incendiary device was found on the roof of another Forest building. One day before Forest Service and local law enforcement officials planned to arrest the protesters, Agriculture Secretary Dan Glickman ordered the arrest put on hold. "To my dismay, the Secretary oredered the operation put on hold until he checked things out with 'people above his pay grade,' " Forest Service Chief Jack Ward Thomas stated in his journal obtained by the task force. "I tried again to convince him that such delay imperiled the element of surprise and would, likely, compromise the operation, and this delay would increase the danger to the officers involved. He repeated his order," Mr. Thomas stated. "There is only one level higher than a cabinet secretary in the United States government: the White House," the report states. "The next conversation between Glickman and Thomas was a permanent stand-down order, issued after Glickman had checked with 'people above his pay grade.' " Also, administration documents gathered by the task force "indicate that Leon Panetta himself gave the stand-down order, and asked to be personally kept informed about the matter." "It was never clearly explained to me why we did not move in. It was a political decision basically," Forest Service Supervisor Darrell Kenops told the task force. The report stated several people interviewed by the task force said "political pressure from within the Clinton/Gore administration was used to protect the protesters, prolonging the occupation and endangering both government property and law enforcement personnel." Also, the organization behind the protest was in contact with the White House Council on Environmental Equality (CEQ) during the protest, "airing their complaints and threatening political consequences if the White House failed to act." A back channel of information from CEQ to the protesters about the law enforcement operation also may have jeopardized the operation and lives and safety of law enforcement officers, the report states. "The suspicion of illegal leaks to the protesters was corroborated by telephone notes of a senior Justice Department, which were obtained under subpoena, noting that a senior CEQ official was suspected of being the source of the law enforcement information leaked to the protesters." A call to the White House for comment was referred to CEQ. When told the report also implicated Mr. Panetta, an aide said, "he no longer works for us." The spokesman for CEQ did not return a call. "It seemed as though they knew a lot about what we were doing. That, of course, was of great concern to me," said Mark Tarantino, the Forest Service special agent in charge of the operation. -Caveat Lector- Clinton Stymies GOP Nuclear Plan Richardson Ordered to Head New Agency By Walter Pincus Washington Post Staff Writer Friday, October 8, 1999; Page A27 In a surprise move, President Clinton has ordered Energy Secretary Bill Richardson to take over the duties of director of the newly authorized National Nuclear Security Administration, thereby blocking a Republican-drafted and congressionally approved plan to reorganize the Department of Energy's nuclear weapons complex. The plan was the subject of extensive negotiations and designed to tighten counterintelligence and security at the nation's nuclear weapons laboratories in response to allegations of Chinese espionage. An original plan for a semi-autonomous agency was approved by the Clinton administration and passed the Senate. But as modified in a House-Senate conference to give more autonomy to the new agency, the plan drew opposition from Richardson. In signing the fiscal 2000 defense authorization bill Tuesday that contained the reorganization plan, Clinton announced in a statement that he would withhold appointing a new undersecretary for nuclear security within the Energy Department, as contemplated by legislative language, until Congress changes what he termed the plan's "deficiencies." Drafters of the Republican plan had demanded that the new agency be kept separate and not supervised by other Energy officials, particularly those involved with security, counterintelligence, health and safety regulations. Defying that plan, Clinton told Richardson to assign existing Energy staff officers to similar offices within the new weapons agency "to the extent permissible by law." Instead of having two counterintelligence bosses, as envisioned by the congressional plan, Clinton's order had the effect of retaining much of the reorganization Richardson already had introduced. The bottom line is there will be just one head of counterintelligence instead of two. Although it was known that Richardson and the White House were unhappy with the reorganization plan that emerged from a House-Senate conference, Republicans in Congress felt that Clinton would be forced to put it into effect when he signed the bill Tuesday instead of vetoing it. Clinton's order to Richardson came as a shock to the measure's chief authors. At a Senate Armed Services Committee meeting yesterday that Richardson attended, Sen. Pete V. Domenici (R-N.M.), who took a leading role in the effort, called the president's action "an absolute frontal attack." He criticized Richardson personally, accusing him of "pious words" in saying he would follow the law. Domenici added: "I don't want any comments from you. . . . We've been at it too long and I'm fed up." "In my 21 years on this committee, I have rarely been stunned by [such] an event," added Sen. John W. Warner (R-Va.), chairman of the Armed Services Committee. Richardson had told the panel, "The president has instructed me to follow the law. And I will do that." He said he hoped that Congress would remedy the "lack of clarity and some constitutional problems" by using the fiscal 2000 intelligence authorization bill, which is still before Congress. Rep. William M. "Mac" Thornberry (R-Tex.), who chairs a newly formed House subcommittee with responsibility to oversee the weapons program, said the president's action would "backfire" if it "is meant to leverage Congress to force changes" in the reorganization plan. I spoke that evening, but not about the Holocaust of World War II, not about the genocide of six million Jews. It was the mid-Eighties, and the United States government was supporting death squad governments in Central America, so I spoke of the deaths of hundreds of thousands of peasants in Guatemala and El Salvador, victims of American policy. My point was that the memory of the Jewish Holocaust should not be encircled by barbed wire, morally ghettoized, kept isolated from other genocides in history. It seemed to me that to remember what happened to Jews served no important purpose unless it aroused indignation, anger, action against all atrocities, anywhere in the world. A few days later, in the campus newspaper, there was a letter from a faculty member who had heard me speak - a Jewish refugee who had left Europe for Argentina, and then the United States. He objected strenuously to my extending the moral issue from Jews in Europe in the 1940s to people in other parts of the world, in our time. The Holocaust was a sacred memory. It was a unique event, not to be compared to other events. He was outraged that, invited to speak on the Jewish Holocaust, I had chosen to speak about other matters. I was reminded of this experience when I recently read a book by Peter Novick, THE HOLOCAUST IN AMERICAN LIFE. Novick's starting point is the question: why, fifty years after the event, does the Holocaust play a more prominent role in this country -- the Holocaust Museum in Washington, hundreds of Holocaust programs in schools -- than it did in the first decades after the second World War? Surely at the core of the memory is a horror that should not be forgotten. But around that core, whose integrity needs no enhancement, there has grown up an industry of memorialists who have labored to keep that memory alive for purposes of their own. Some Jews have used the Holocaust as a way of preserving a unique identity, which they see threatened by intermarriage and assimilation. Zionists have used the Holocaust, since the 1967 war, to justify further Israeli expansion into Palestianian land, and to build support for a beleaguered Israel (more beleaguered, as David Ben-Gurion had predicted, once it occupied the West Bank and Gaza). And non-Jewish politicians have used the Holocaust to build political support among the numerically small but influential Jewish voters - note the solemn pronouncements of Presidents wearing yarmulkas to underline their anguished sympathy. I would never have become a historian if I thought that it would become my professional duty to go into the past and never emerge, to study long-gone events and remember them only for their uniqueness, not connecting them to events going on in my time. If the Holocaust was to have any meaning, I thought, we must transfer our anger to the brutalities of our time. We must atone for our allowing the Jewish Holocaust to happen by refusing to allow similar atrocities to take place now - yes, to use the Day of Atonement not to pray for the dead but to act for the living, to rescue those about to die. When Jews turn inward to concentrate on their own history, and look away from the ordeal of others, they are, with terrible irony, doing exactly what the rest of the world did in allowing the genocide to happen. There were shameful moments, travesties of Jewish humanism, as when Jewish organizations lobbied against a Congressional recognition of the Armenian Holocaust of 1915 on the ground that it diluted the memory of the Jewish Holocaust. Or when the designers of the Holocaust Museum dropped the idea of mentioning the Armenian genocide after lobbying by the Israeli government. (Turkey was the only Moslem government with which Israel had diplomatic relations.) Another such moment came when Elie Wiesel, chair of President Carter's Commission on the Holocaust, refused to include in a description of the Holocaust Hitler's killing of millions of non-Jews. That would be, he said, to "falsify" the reality "in the name of misguided universalism." Novick quotes Wiesel as saying "They are stealing the Holocaust from us." As a result the Holocaust Museum gave only passing attention to the five million or more non-Jews who died in the Nazi camps. To build a wall around the uniqueness of the Jewish Holocaust is to abandon the idea that humankind is all one, that we are all, of whatever color, nationality, religion, deserving of equal rights to life, liberty, and the pursuit of happiness. Mexican police forces are inefficient, bribery is rampant, a large part of the judiciary is totally crooked, and the government has proved otherwise helpless. Literally thousands of Justice Ministry officials and federal judicial police have been fired in the past few years for conspiring with drug traffickers. These days, around Washington, and especially at the DEA, the feeling is that the Mexicans are our worst allies in the war on drugs. In tandem with their newfound trafficking successes, the Mexicans face the problem of washing their money. At first they settled for the obvious ways. Where the Colombians favored cashier's checks, the Mexicans showed a preference for traveler's checks because the government does not require that records of them be kept. Laundrymen used to brag of buying a thousand of them in $1,000 units, stuffing five hundred in their left pocket, five hundred in their right pocket, and crossing the border with $1 million. The money would then be wired from a cambio to banks in the Caribbean before being brought back to the States as part of a real estate deal, the way it was done by Ricardo Aguirre Villagomez through the American Express Bank International. Mexican laundrymen have also sometimes seized an opportunity to spend it all in Mexico. Following a 40 percent devaluation of the peso, they simply went on a buying spree, turning dirty dollars into pesos to buy cars, vacation homes, and yachts, which they then marketed through shell companies to Americans for clean dollars. = Missile Targeting Saddam Buys a CD-ROM Pretty Russian Pictures IRAQ has signed an agreement to buy satellite intelligence photographs from Russian firms that will enable Saddam Hussein to target his missiles at neighbouring oil-rich Gulf states. In a move that increases the threat to British and American aircraft enforcing Iraq's no-fly zone, the Iraqis have taken possession of 70 digital satellite images of the Gulf region, The Telegraph can reveal. The images were delivered to Baghdad last month on a CD-Rom as part of a deal which was finalised when an Iraqi delegation visited Moscow's annual International Air Show in August. The Iraqis are in negotiations with a number of Russian firms to buy an advanced computer system which would enable them to hit targets with accuracy. The Russians have agreed to provide satellite photographs of Iran, Saudi Arabia, Turkey and Syria. But Western intelligence experts fear that the contract could be extended to take in more sensitive targets such as Israel and British and American military positions in the region which are being used to enforce Iraq's no-fly zone. The deal is the latest development in a multi-million arms contract between the two countries agreed earlier this year, details of which were revealed exclusively in The Telegraph. The agreement is part of a concerted Russian effort to develop trade contacts with Iraq, despite the fact that Moscow is one of the signatories to the wide-ranging United Nations sanctions imposed against Baghdad following the Gulf war. Last week Victor Kalyuzhny, Moscow's fuel and energy minister, encouraged Russian companies to break the trade sanctions and do business with Baghdad, arguing that other countries responsible for imposing the restrictions were violating UN sanctions. He said: "Everybody is making money out of the Iraqis, including the countries that want the embargo." The value of the satellite imagery deal is relatively modest - the initial agreement is worth about £200,000 - compared with the millions of pounds the Iraqis have spent buying new Russian aircraft parts and anti-aircraft missile batteries. But defence analysts believe the photographs will greatly improve the ability of the Iraqi armed forces to target neighbouring countries. An American official said: "Iraq has not possessed this kind of high-grade intelligence since the Gulf war. Apart from giving the Iraqis the capability to target neighbouring countries, it will also enable them to pose a more serious challenge to British and American attempts to enforce the no-fly zone." Abbas Janabi, a former high-ranking Iraqi official who defected to the West two years ago, says the latest deal between Russia and Iraq is merely the continuation of the mutually beneficial military deals that the two countries enjoyed before the Gulf War. Since the average citizen received about 10 pieces of email per day in 1998, the cost to the typical individual would be an additional 50 cents per day, or over $180 dollars per year, above and beyond their regular Internet costs. Note that this would be money paid directly to the U.S. Postal Service for a service they do not even provide. The whole point of the Internet is democracy and non-interference. If the federal government is permitted to tamper with our liberties by adding a surcharge to email, who knows where it will end. The ancients tracked the 12 constellations of the zodiac which are equatorial constellations, and each ~2165 years, a new age would occur, where the constellation was pre-eminent as seen by looking from behind the Sphinx toward the Nile River. For example, we are just leaving Pisces and going into Aquarius. The constellation Orion is the means to track the 26,000 year precession of the equinoxes. Orion moves upward for 13,000 years and then downward for 13,000 years in a cycle. Just as Sirius tracked the length of the year, so the 3 stars in the belt of Orion tracked the precession of the equinoxes. At its low point, the brightest star in the belt of Orion, Alnitak, is at a declination of 11 degrees and 8 minutes above the horizon. At its high point 13,000 years later, Alnitak is 58 degrees 11 minutes of declination above the horizon. From the work of Hancock and Bauval, they theorize that the Giza Plateau pyramids and Sphinx were laid out to portray a specific point in time, when the constellation Leo was in ascension and Alnitak was at its lowest declination point of 11 degrees and 8 minutes. Today, as the constellation Aquarius is in ascension, we are just entering the point where Alnitak of the belt of Orion is at its highest declination of 58 degrees 11 minutes above the horizon as viewed at Giza. Aquarius also happens to be the opposite sign in the zodiac from Leo the Lion when you see the zodiac portrayed as a circle. Anyone who has led a discussion on the economy or trade or globalization in
this country has faced the question, Should I buy American? Sounds simple
enough. But this turns out to be a tough question to answer, even if you are
squarely set on helping US workers live in dignity. First, from toys to
televisions, many products are no longer even assembled here. Furthermore, a
lot of the goods made here are produced under abysmal working conditions. Some
imported goods are made by workers whose rights are respected. You might ask
the audience: Is a car made in Ohio by a Japanese company better than a bicycle
made in Taiwan by a US company?
Yet buying American, as University of California historian Dana Frank's
illuminating history reveals, has been a rallying cry for millions in this
country ever since Paul Revere and his cohorts, faces blackened, boarded the
ships of the East India Company monopoly and clogged Boston Harbor with
90,000 pounds of imported tea. Frank shows how, in the decades and
centuries that followed the famous tea party, the movement has always had
a fascinating cross-class composition: Wealthy entrepreneurs joined with
workers to wrap themselves in the American flag of consumption. One result
of this multiclass alliance from 1773 to the present, as Frank points out,
is that "as often as not, their visions of the just economy" are "in conflict
with each other."
This book is a monumental effort of archival work and extensive interviews that
is as insightful on race as it is on class. Frank's early history is
particularly fascinating and fun. Few who read American history books kn ow
that "a Buy American campaign gave birth to the United States of America": As
early as 1764, groups began pledging to give up imported clothes, cheese,
jewelry, furniture, mustard and candy, not to mention tea (local herb tea sales
jumped).
Students at Yale swore off foreign liquor. Indeed, by the early 1770s, all
colonies save New Hampshire ("Live Free or Die" has deep roots) had passed
resolutions to cease purchases of imported clothing. Patriotic rituals like
well-attended public spinning bees were the rage across the colonies. Sales of
all sorts of foreign goods plummeted. The struggle for economic independence
laid the groundwork for the war for political independence.
Yet as Frank reveals, the very US entrepreneurs who led the boycotts went
on to set up the first large-scale factories, paying starvation wages, to
replace imported clothing. The other population forced to produce the domestic
clothing was literally in slavery, including slaves owned by George Washington.
Frank's most important contribution is to expose, at each historic stage of the
Buy American movement, who gained and who lost, and what economic interests
might have motivated participants. Thomas Paine and Paul Revere, great patriots
for sure, were skilled craftsmen who could hardly compete with mass-produced
goods emerging from the Industrial Revolution in England. Nonimportation has
always produced profits for merchants turned hoarders, price gougers or
smugglers. And, indeed, boycott leaders George Washington, Thomas Jefferson and
John Hancock on occasion quietly imported boycotted goods. The Constitution,
which abolished interstate tariffs and creat ed a giant free-trade zone out of
the United States, helped these merchant interests and served as a launching
pad for imperial expansion to the south and west.
For all the populist rhetoric that surrounds protectionism, Frank makes a
strong case that its most ardent supporters in American history have been
domestic entrepreneurs who often have been among the worst exploiters of
workers. On the other hand, she shows that a part of the free-trade movement
has consisted of progressive trustbusters who opposed protection for large-
scale domestic monopolies. Her point is to show that there have alway s been
big business interests on both sides of the debate; a corporation's position
depends on whether it needs protected markets, cheap imports or access to
export markets. In 1892 steel magnate Andrew Carnegie demonstrated vividly how
protectionism doesn't necessarily translate into benefits for workers. That
year, he lowered wages at his big Pennsylvania steel plant in the wake of the
raising of steel tariffs. When workers balked, Carnegie's manager shut down the
plant and hired 300 Pinkerton detectives to bust up the workers' union.
The twentieth-century heyday of the Buy American movement was the early years
of the Great Depression. With William Randolph Hearst Jr. blaring Buy American
stories across the front pages of his twenty-seven newspapers, the movement
took off, culminating in

Vicki Monks, a freelance writer in Santa Fe, New Mexico, reports frequently on
wildlife and environmental issues.
Out in the Apache National Forest on the Arizona-New Mexico border, Mexican
wolves reintroduced last March are already running into trouble. "The wolves
are threatening people," Eric Ness of the New Mexico Farm and Livestock Bureau
(NMFLB) charges. It seems that some visitors to a guest ranch in the area heard
the wolves howling somewhere off in the forest. That scared these people? "If a
wolf is howling outside your door, that's threatening enough for me," Ness
says.
Ness's characterization of this incident as a threat is typical of the
hyperbole favored by many of the Farm Bureau activists who have made fights
against wolf reintroduction their cause célèbre. NMFLB is an affiliate of the
American Farm Bureau Federation, which filed a 1994 lawsuit seeking to block
reintroduction of gray wolves in Yellowstone National Park. That case resulted
in a recent court order requiring removal of reintroduced Yellowstone wolves.
The government, Defenders of Wildlife and others are appealing the order.
Meanwhile, NMFLB has sued to force removal of the Apache wolves.
A search of the Farm Bureau's web site brings up some wild rhetoric. In an
essay, Montana Farm Bureau Executive Vice President Jake Cummins argues that
environmental leaders "don't care whether the wolves live or die."
Environmentalists just want "to expand federal land use control . . . [in order
to] redistribute wealth by consolidating power in the federal bureaucracy,"
Cummins writes. He suggests that such people still admire "the Communist
ideal." Cummins's grandiloquence may sound over the top, but make no mistake,
the Farm Bureau is far from the political fringes. Although most people may be
only vaguely aware of the organization, an examination of the American Farm
Bureau Federation (AFBF) and its affiliates reveals that this nonprofit
organization is a powerful, persistent and wealthy opponent of environmental
protection and wildlife conservation - an advocate of right-wing causes that
sometimes have little to do with agriculture and at other times may work to the
detriment of the family farmers that AFBF claims to represent.
In a Fortune magazine survey published last December, the American Farm Bureau
Federation ranked 17th among the 25 most powerful special-interest groups in
Washington, just below the Veterans of Foreign Wars of the United States and
just above the Motion Picture Association of America. It also bested the
American Legion, the National Governors' Association and the International
Brotherhood of Teamsters. The Farm Bureau stood out as one of the best at
manipulating the laws by which we live, the survey said.
With more than 4.7 million members and with affiliated organizations in all 50
states, AFBF wields enormous political power, from Congress to state
legislatures and county commissions. "They are an incredibly powerful lobby,"
says Sam Hitt of Forest Guardians, a Santa Fe, New Mexico, environmental group.
Hitt has run up against the Farm Bureau time and again on such issues as wolf
reintroduction and protection of streamside ecosystems. "Legislators seem to go
google-eyed when they see them walk through the door, and that's caused the
loss of a lot of our wildlife heritage," Hitt says.
Defenders of Wildlife biologist Bob Ferris says, "County supervisors in almost
all rural areas have some connection to the Farm Bureau. That's where a lot of
the decisions about land use and the sorts of things that affect wildlife are
made."
The Chamber of Commerce in Binghamton, New York, set up the first county farm
bureau in 1911 to act as a sponsor for an extension agent provided by the U.S.
Department of Agriculture (USDA). From that time through the 1950s, a cozy
relationship developed between the private farm bureaus and USDA agents - a
relationship so close that many farmers mistakenly believed the farm bureaus
and the government were one and the same, according to a history of the Farm
Bureau written by A.V. Krebs. In 1954 USDA ordered an end to its agents'
practice of accepting free office space and gratuities from farm bureaus, but
close connections between the two remained. Ironically, it was this association
with the federal government - and the consequent access to federal crop
programs and technical information - that helped establish AFBF's dominance as
a farmers' organization.
These days, AFBF rails against the intrusiveness of the federal government and
especially against environmental regulations, which AFBF claims are overly
burdensome to farmers. The Endangered Species Act, wetlands laws, the Clean Air
Act, the Safe Drinking Water Act and many other laws have pushed American
agriculture to the breaking point, according to AFBF. AFBF's President Dean

The documents reveal intricacies of the FBI's 51-day operation never previously made public in the six years since the nation's most deadly law enforcement tragedy. Among the thousand of pages of internal FBI tactical documents are notations indicating that tanks used by the hostage rescue team near Waco carried such military ordnance as high-explosive grenades, illumination rounds and pyrotechnic tear gas cannisters. The notes also indicate FBI tactical experts in Waco asked for permission to shoot any unarmed Branch Davidians who left the compound and approached their armored vehicles. That proposal was rejected by FBI officials in Washington, who ultimately imposed rules authorizing deadly force only if the Branch Davidians fired 50-caliber rifles capable of piercing the armor of tanks. House and Senate investigators are poring over the documents, some of which were not disclosed despite previous exhaustive congressional requests for detailed information about the government's handling of the siege near Waco. They were discovered last month at the headquarters of the FBI's hostage rescue team in Quantico, Va., stacked in four boxes. They included infrared videotapes shot during the early hours of the FBI's April 19, 1993, tank-and-tear-gas assault on the Davidian compound. FBI officials had previously sworn in court that such tapes did not exist. FBI officials said that the boxes - containing notes, sketches, cartoons, personnel rosters, interview reports and other information - were overlooked when bureau officials responded to previous inquiries or were not specifically sought by congressional investigators. They came to light last month after a former senior FBI official acknowledged for the first time that the hostage rescue team had fired military tear gas on April 19. That reversed six years of government denials that anything capable of sparking fires had been used in the final assault. Attorney General Janet Reno has said she expressly banned the use of any pyrotechnic devices in the tear-gas operation. The compound caught fire that day, six hours after FBI tanks began inserting tear gas and dismantling the wooden building in an attempt to force the sect's surrender. Leader David Koresh and more than 80 followers died. Arson investigators later ruled that the fires were set by compound occupants. FBI officials maintain that they fired only two military tear gas rounds, aiming them at an area next to the main compound hours before the fire erupted. The FBI documents kept secret for years at Quantico indicate that agents had at least 60 of the military gas rounds, known as M-651 canisters, near Waco. FBI spokesman John Collingwood said those devices and the high-explosive rounds deployed in FBI tanks during the siege are standard equipment for all of the bureau's SWAT teams as well as the hostage rescue team. Military records indicate that the FBI obtained 250 of the high-explosive rounds from nearby Fort Hood. "This is part of their normal ammo load," Mr. Collingwood said. "What I'm confident of is that none were used at any time during the entire standoff." These two exposure variables were not found to be significant predictors of satanic word associations in 43 patients reporting sexual abuse. Paradoxically, less media exposure was associated with significantly higher rates of satanic word associations in patients reporting satanic ritual abuse. The production of satanic word associations was not found to be an artifact of hospital exposure; and word association repertoires of patients with and without histories of satanic ritual abuse were not found to be contaminated by interactions with hospital staff or other patients. Media and hospital exposure may allow patients to respond conversationally about satanic abuse, but these variables do not account for unique satanic word association knowledge found among patients reporting satanic ritual abuse. Reports of satanic ritual abuse (SRA) often come to clinical attention based on testimony of patients about events remembered from childhood (Hill Goodwin, 1989; Young, Sachs, Braun, Watkins, l991). These memories, often dating to the early years of development, contain intriguing similarities suggesting a special information base. Since little direct evidence to corroborate the amnestic memories is often the case (Lanning, 1991), similarity of detail and recurrence of patterns in patient accounts often serve to weigh these accounts in favor of personal experience. The fact that patients making the allegations come from vastly distant geographic regions, yet share an unique knowledge base, further adds to the sense of credibility (Van Benschoten, 1990; Young, Sachs, Braun Watkins, 1991). Leavitt and Labott (in press) found that a unique knowledge base was operative in SRA patients that mimics the SRA history reported by patients alleging ritual abuse. SRA patients differed from other patient groups along 3 dimensions: (1) they were more cognitively active to the test stimuli producing, on average, an additional 14 associations; (2) despite the large associational inequality, SRA patients produced fewer common associations in the normative domain; and (3) they showed a strong response bias for associations linked to the satanic domain. The mean common response in the normative domain was 16.0 for SRA patients and 20.1 for other SA patients; the mean response in the satanic domain was 9.8 for SRA patients and 1.3 for SA patients. The major purpose of the present study was to examine exposure to, and the effects of, media exposure (movies, television shows, books, magazines and newspapers) on the production of associations as measured by the WAT. A second purpose was to examine the impact of inpatient hospital stay on a specialized dissociative disorders unit dealing with sexual trauma as measured by word association performance. Leavitt Labott (in press) found that patients who reported SA in the context of satanic rituals differed in measurable ways from other patients groups on a WAT specifically formatted to take into account their allegations of functioning in a trauma domain during their childhood years. They showed an unusually strong bias for satanic word associations. The two questions addressed in this study were whether this novel information base was linked to (a) knowledge gained about SRA from listening and observing media reports, or (b) knowledge gained as the result of exposure to the environment created by treatment on an inpatient unit specializing in sexual trauma. The present study confirms that patients who allege SRA produce significantly more satanic word associations. However, the broad prevalence of satanic word associations among SRA reporters does not appear to be an artifact of either demand characteristics of the hospital environment or knowledge gained through media exposure. Thus, patients who deny SRA experience are not more likely to produce satanic responses because they have read literature or have been exposed to movies and television shows on this subject matter. If satanic responses do not flow from actual experience, then from where do they arise? Exposure to media materials does not appear to be a plausible explanation, nor does exposure to a hospital setting. In a similar vein, it is difficult to understand the reverse media effect in the SRA group. So his brother is left asking a number of questions: What happened? Is it possible that elements of every major department of government could have been involved in either incompetence or intentional malfeasance, including a coordinated coverup? On the morning of January 22, 1991, neurologist Dr. David Sabow received a telephone call while he was at work in his office. The call was one that would change his life forever, and change his outlook on the integrity of parts of this country's military and political systems. It was from a Marine Corps chaplain, informing him that his older brother, Colonel James E. Sabow, had just committed suicide. At first, Dr. Sabow could not process the information. His thoughts were continually interrupted by snapshots of his brother Jimmy's life. And there was also this: David knew his brother so very well, and suicide was completely out of character for the man. Jimmy Sabow was a well-respected, highly intelligent, and extremely talented Marine officer, a man who had the ability to work as hard as he played and who demonstrated a strong devotion to his family. David recalls, "He was, without exaggeration, one of the best balanced individuals I've met in my life. So, I was immediately taken aback by the designation of suicide, simply because I knew my brother inside and out." As it turned out, there were logical holes in the official account of Colonel Sabow's so-called suicide. These, combined with the discrepancy between what Dr. Sabow knew his brother to be and the idea of the man committing suicide, led Dr. Sabow into an investigation of his brother's death. He knew in his heart he could do no less. Colonel Sabow's "suicide" and its aftermath have turned up far-ranging ramifications. As this special in-depth investigation will show, an unreported secret network of CIA agents was involved in illicit drug traffic from Mena, Arkansas, and dozens of other small airports around the country, the illegal sale of C-130 aircraft from the Forest Service, and the untimely deaths of investigative reporters and pilots. These agents were also involved with one of the largest drug trafficking operations coming into the country and illegal arms going out of the country. Events Leading to Colonel Sabow's Death Dr. Sabow begins his account of the events preceding his brother's death in late 1990. That was when Chief of Staff Colonel Joseph Underwood came under investigation, allegedly as the result of an anonymous phone call to the Department of Defense's fraud and abuse hotline. While Colonel Sabow was in Minneapolis due to a family crisis, he received a phone call from Colonel Underwood. They discussed the fact that the Inspector General of the Marine Corps, Hollis Davison, and three assistants, had arrived on base, in El Toro, California. Underwood stated that he (Underwood) was under investigation for the illegal use of government aircraft. After the call, Colonel Sabow explained to his brother David that Underwood's investigation probably had to do with taking some golf clubs along on a training flight. When David asked if this was a serious offense, Jimmy replied that it wasn't; it was, in fact, rather commonplace. When you went out on a training flight, he explained to the doctor, you took equipment with you. If you played tennis, you took tennis rackets; if you read, you took books; and if you were a golfer, you took golf clubs. Jimmy went on to explain that Colonel Underwood was a champion golfer who played in Marine Corps tournaments. At this point, James did not seem to be overly concerned. The Inspector General's visit took place in the middle of Operation Desert Shield and right at the beginning of Desert Storm. Why the Marine Corps would send the Inspector General's team to the California base at that particular time to investigate Underwood for taking golf clubs along on a flight remains a mystery, for, after all, Underwood was chief of staff. On January 12, 1991, Colonel Underwood was relieved of his duties as chief of staff. A day later, Colonel Sabow returned to El Toro, and learned of Underwood's dismissal. He called his close friend Bill Callahan. Both men were sure that something else was going on because many of the allegations seemed trivial, commonplace, and not at all deserving of dismissal. What does the U.S. do? * The United States has substantial investments in Central Asia. Russian troops linked with pro-Russian elements move to reintegrate the region with Russia, threatening U.S. investments. Will the U.S. defend its interests? * Russia and China, now allied, begin providing North Korea with military technology intended to tie down U.S. forces in the region and suck additional forces into the Northwest Pacific. What does the U.S. do? * China begins a campaign to harass shipping in and out of Taiwan, using air and naval forces to sink or seize Taiwanese ships. Does the U.S. intervene? * China follows Russia into internal disintegration. Western investments in the coastal region, as well as westerners, are in danger. Does the United States provide assistance to anti-Beijing forces in Shanghai? This is a sampling of the issues that might confront the United States over the upcoming years, or even months. The potential areas of engagement range throughout Eurasia. The locations of crises are not only unpredictable, but depend partly on internal decision making in Moscow or Beijing. In some scenarios, the threat doesn't arise from decision making at all but from its break down. This means that the U.S. will be operating from reflex, rather than controlling events. We are not talking about a return to the Cold War. The Cold War was a confrontation with a highly unified Soviet Union that had the potential to control Eurasia. Neither Russia nor China, nor an alliance between the two, has the ability to control Western Europe or the Asian archipelago in the coming generation. -Caveat Lector- Friday, October 8, 1999 Published at 20:57 GMT 21:57 UK Computer uses cat's brain to see Scientists have literally seen the world through cat's eyes By BBC News Online Science Editor Dr David Whitehouse In what is bound to become a much debated and highly controversial experiment, a team of US scientists have wired a computer to a cat's brain and created videos of what the animal was seeing. According to a paper published in the Journal of Neuroscience, Yang Dan, Garret Stanley and Fei Li of the University of California at Berkeley have been able to "reconstruct natural scenes with recognizable moving objects." The researchers attached electrodes to 177 cells in the so-called thalamus region of the cat's brain and monitored their activity. The thalamus is connected directly to the cat's eyes via the optic nerve. Each of its cells is programmed to respond to certain features in the cat's field of view. Some cells "fire" when they record an edge in the cat's vision, others when they see lines at certain angles, etc. This way the cat's brain acquires the information it needs to reconstruct an image. Recognisable objects The scientists recorded the patterns of firing from the cells in a computer. They then used a technique they describe as a "linear decoding technique" to reconstruct an image. To their amazement they say they saw natural scenes with recognisable objects such as people's faces. They had literally seen the world through cat's eyes. Other scientists have hailed this as an important step in our understanding of how signals are represented and processed in the brain. It is research that has enormous implications. Artificial brain extensions It could prove a breakthrough in the hoped-for ability to wire artificial limbs directly into the brain. More amazingly, it could lead to artificial brain extensions. By understanding how information can be presented to the brain, some day, scientists may be able to build devices that interface directly with the brain, providing access to extra data storage or processing power or the ability to control devices just by thinking about them. One of the scientists behind this current breakthrough, Garret Stanley, now working at Harvard University, has already predicted machines with brain interfaces. Such revolutionary devices should not be expected in the very near future. They will require decoding information from elsewhere in the brain looking at signals that are far more complicated than those decoded from the cat's thalamus but, in a way, the principle has been demonstrated.
