Students in the Graduate School of Education Information Studies met with Dean Aimee Dorr on Friday to demand that she rescind the invitation to Bush. Critics cited Bush's shallow credentials and complained they were not allowed to participate in the selection of their commencement speaker. We're disappointed that the selection for a student event had no student input, said Estela Zarate, a doctoral student in education. The dean is usually the one who formally invites commencement speakers. In this case, Chancellor Albert Carnesale sent the invitation because it is general practice for the chancellor to do so when the university contacts the heads of state. Carnesale, who sent off the invitation in early February under the recommendation of the school, said Tuesday that it is extremely unlikely he would rescind the invitation. She seems to me to be an entirely appropriate speaker, Carnesale said of Bush, a former teacher, librarian and current education advocate. Having had a career in education and information studies, she's been dedicated to those areas, as has been demonstrated by her actions, he added. Dorr said she selected five candidates to speak of which Bush is ranked first based on discussions with the school's faculty executive committee, which is comprised of department leaders and two student representative s. The committee serves an advisory function to the dean. The other four candidates were not disclosed. I'm really sorry there is this much agitation, Dorr said Friday, promising to increase student involvement in future selections. Many students warned Dorr of the political implications of inviting Bush to speak at the commencement. She was selected for her political celebrity, said Tara Watford, a doctoral student in education. The commencement speaker should speak to us based on achievements in the field, she said. (Bush) has no merit. Watford then read a quote in which Bush allegedly admitted to becoming a librarian to expand her dating circle. Bush's advocacy for early literacy and her efforts to combine education and librarianship make her a suitable candidate to speak at commencement, Dorr said. She also said having Bush speak would help the department become more well known. It's a way to have students and the school more visible, Dorr said. Students don't necessarily have to agree with the political views of the commencement speaker, Dorr said. Campus has to be a place where people of different views can speak, she said. The ceremony involves a lot of people and has to work for a lot of people. Whenever the university invites a speaker in a political position, some students are bound to disagree, Carnesale said. That is not a reason to exclude somebody from speaking, he said. But, some say, a commencement is not the right forum for Bush to speak, since she will get the last word. Having Bush speak at the department's commencement would also incur extra costs. According to John Bollard, director of student services for GSEIS, preliminary figures he received from the Secret Service indicated an additional $55,000 would need to be spent on top of normal commencement expenses. Th e extra cost would pay for increased security and a press room. Though Bush has been invited to speak, it is not definite she will accept. We all see it as a long shot, Dorr said. After the meeting, Zarate said she hopes students in the department will protest the invitation and the appearance should Bush accept. I actually dont classify any of them as evil, which is a term that generally applies to darkness, as opposed to light. When Ronald Reagan identified the Soviet empire as the Evil Empire, it was a perfect use of the term, in that the Soviet leaders had rationalized their behavior as being in the long-term interests of the Russian people. You did not go all the way and say there is nothing Saddam Hussein can do to prevent such a war. You seemed to say that if he allows weapons inspectors back in to check out his weapons of mass de struction, that would be okay. If not for that loophole, I would not bother writing you. I would figure your soul had been grabbed by the likes of Paul Wolfowitz, our deputy Defense Secretary, who is truly evil, albeit a second class Beelzebub. Wolfowitz does what he is told by Richard Perle, who is the genuine article, the Prince of Darkness, which has actually been his nickname for the more than 30 years he has been in Washington. In sp ending most of his waking hours plotting on how to arrange a nice little war with Iraq, with or without coalition partners, Perle is the primary manipulator, Old Scratch himself. He has a good part of Washington under his spell, with a whole cadre of journalists and commentators now insisting that the United States of America can do whatever it likes in the world, regardless of any arguments pro or con. This is because we alone possess ul timate responsibility for the world and the power to back up our wishes. Dont get me wrong, this might be a satisfactory argument if our policies toward the rest of the world were based on truth and justice, but the evil ones care little for justice and even less for truth. Richard Perle has been a master of propaganda from his earliest days in Washington, when I knew him as an aide to the late Sen. Henry (Scoop) Jackson. In those days we were fellow Cold Warriors, fighting the Evil Empire. But I parted com pany with him long ago, when Perle decided he enjoyed war and had no place in a world at peace. Wolfowitz, who he took on as a henchman years ago, remains his principal agent in clouding the eyes of the President and Vice President, the Secretary of Defense and National Security Advisor. It just so happens that Wolfowitz was on an earlier Sunday talk show, Henry, FoxNewsSunday, with Brit Hume the host. You should read the transcript. For the first time on national television, as far as I know, a senior Bu sh administration official was asked what Saddam Hussein had to do to get out of the doghouse. Brit Hume posed that question and you will see that Wolfowitz would not answer it, except to say that Saddam had to prove i t, after a long, circular commentary on Saddams threatening nature. Brit let him off the hook, but came back later in the show to ask what it was that Saddam had to prove in order to get out of the doghouse. Wolfowitz a gain went in circles, saying he would not speculate on that question, but that we would know when it happens!! The real answer from Perle and Wolfowitz, is that there is nothing Saddam can do. You believe that if Baghdad allows the weapons inspectors to return and look around, Saddam might be able to stick around. But Perle has already covered that base, by saying the inspectors have been gone for so long, three years, that it would now b e impossible for the inspectors to find hidden caches of Saddams weapons. You must remember that Wolfowitz, junior grade Lucifer, is not telling the truth. For if the truth be known, it would undermine all their plans fo r war. In your interview, I noticed you saying the nuclear inspectors should be allowed back in, for example. Only 160,000 Sudeten Germans remain in Austria -- a fraction of the 2.5 million Germans expelled from postwar Czechoslovakia. The Czech government categorically refuses to make apologies for the Germans' removal from their land without compensation. Despite this, Wassertheurer, a 38-year-old Viennese historian and spokesman for the Austrian Sudetendeutsche Landsmannschaft (SDL), is convinced his group will get the apology and compensation from the Czech government they have demanded. We are few, but we are strong, he said. The mass expulsion of Germans was ordered in 1945 under the Benes Decrees, named for Czechoslovak President Edvard Benes, who issued them before the installation of a provisional national government later that year. As Czechoslovak officials seized their land and property, most Sudetens crossed into Germany, but thousands died in concentration camps during the deportation. The 57-year-old decrees have never been repealed or annulled by the Czech government -- which infuriates many Austrians and Germans. On Feb. 8, the U.N. Commission for Human Rights called on the Czech government to repeal the decrees. THE BENES DECREES What: Postwar legislative decrees issued by Czechoslovak President Edvard Benes until the Provisional National Assembly took power in late 1945 Controversy: Some 2.5 million Germans were stripped of their Czech citizenship and expelled. Their property was seized without compensation. Now: Austrian Chancellor Wolfgang Schussel has called on Prague to declare once and forever that the Benes Decrees are no longer effective, that they represent a dead wrong. The Czech government has refused. In recent weeks, the issue has prompted political debates and demands from Austria. Austrian Chancellor Wolfgang Schussel, pressed by the Freedom Party (FPO), his populist coalition partner, recently called on Prague to sign a joint declaration stating once and forever that the Benes Decrees are no long er effective, that they represent a dead wrong. The FPO, once headed by nationalist JOrg Haider, wants Czech entry into the European Union to be made conditional on the repeal of the laws. All 15 current EU states must approve new members. Prague has responded with the equivalent of a shrug. Although he antagonized Germans and Austrians in January by labeling Sudeten Germans Hitler's fifth column -- a reference to collaborators -- Prime Minister Milos Zeman has refused to discuss repealing the decrees. It isn't necessary or even possible, he said Feb. 4. He added that the dispute was settled in a 1997 bilateral agreement with Germany, when the two sides agreed to set aside lingering war-era grievances. Czech resistance to repealing the Benes Decrees is misunderstood, according to government spokesman Libor Roucek. You have to see it in the psychological, political and legal context of the Second World War, said Roucek, who lived in Austria for several years after emigrating in 1977. Czechoslovakia wasn't the only nation to retaliate against its local German population, many of whom had welcomed Hitler's occupation, he pointed out. Hungary and Poland did, too. The expulsions were part of an effort to create a new order in Europe, approved by the Allied nations at the Potsdam conference in 1945. Besides, any unresolved issues were handled years ago, in 1965 and 1974 agreements with Austria, he added. Roucek blamed populist politicians in that country for reviving the issue to score political points. Why [bring it up] 57 years after the Second World War? he asked. The SDL's Wassertheurer turned the question around: Why can't we talk about all of this now? We are few, but we are strong. -- Peter Wassertheurer, spokesman for Sudeten Germans Wassertheurer said the property and homes seized from the 2.5 million expellees are worth trillions of crowns. The group has begun organizing its complaints into a class action suit. Wassertheurer's step-grandfather was driven out of postwar Slovenia under laws similar to the Benes decrees. He said the expulsion of the Sudeten Germans represents an outstanding breach of human rights that must be right ed before the aging survivors die. Austrian SDL Chairman Ger-hard Zeihsel struck an angrier note at a recent press conference in Vienna; he called the expulsions ethnic cleansing and genocide. The SDL has also called on Austria to veto the Czech Republic's entry into the European Union if Prague continues to stonewall on the question. But Brussels has refused to make the Benes Decrees part of its negotiations f or Czech entry, expected by 2004. The expectation is that the 2002 crop will be equivalent to the bumper one of three years ago, which yielded 4,600 tonnes of raw opium. Deep concern within law enforcement circles, particularly MI5, MI6 and customs, has been reinforced by the latest assessment of the UN office for drug control and crime prevention, based in Vienna. Its field workers have just finished a study in Afghanistan and early analysis of their work has revealed that substantial regrowing has taken place in several provinces. A full report will be published next Wednesday. The UN spokesman Kemal Kurspahic warned yesterday that unless there was urgent action to stop the crop being harvested at the end of March, then the best ever opportunity to suffocate the illegal trade would be lost. Afghanistan is the source of 75% of the world's heroin and 90% of Britain's supply. A ban on poppy growing in Afghanistan introduced by the Taliban in July 2000, coupled with severe droughts last year, reduced the country's opium yield by 91% in 2001, but this had negligible effect on the market in Europ e because traders had significant stockpiles along their traditional supply routes. The UN estimates that these stockpiles will be exhausted by the end of this year. Mr Kurspahic, who works for the UN office, said the organisation was in a race against time to stop the fresh harvest restoring the traffickers' supply. If we don't stop the flow of drugs then everything else will have been in vain, he said. If there was no new production in Afghanistan this year then shortages in Europe would be felt by the end of the year. We don't have much time _ we have a window of opportunity. Sustaining the ban would present the most promising ever development in drug control. Even though Afghanistan's interim government, led by Hamid Karzai, introduced an extensive ban on poppy growing last month, the dearth of law enforcement outside the capital, Kabul, has rendered it meaningless. Post-war Afghanistan does not have a functioning law enforcement capacity, Mr Kurspahic said. We have to set up a law enforcement and drug control mechanism as soon as we can. We cannot do much in the aid sector until we have security. One Whitehall official said yesterday that enormous pressure was be ing put on Mr Karzai's government by the UN and western governments, but that the situation was immensely complicated in the current political situation because of fears that the issue could destabilise the fragile administration. It is a political nightmare which could undermine the whole peace process, a western intelligence source said. Though poppies are grown throughout the country - including areas controlled by the Northern Alliance - they are cultivated mainly in the Pashtun-dominated south and east Afghanistan. Isolate the Pashtuns and you may dissuade them from backing the administration, the source said. One possible solution is for European governments to buy the poppy crop, but this would be highly controversial as well as costly. There is also recognition that providing aid and substitute crops to poor farmers would not necessarily solve the problem because any attempt to control the trade would be resisted by local warlords. Assessments of the replanting were difficult while the US bombing campaign was at its height, but recent analyses by the British security services and customs have sent shockwaves through the law enforcement community. The replanting in Afghanistan is of sufficient order that it could produce a second bumper crop, similar to the 1998-99 harvest, an intelligence source confirmed. In a report to be published today, the German magazine Stern said the disk had turned up in a laptop computer auctioned on the internet. The details on the disk were apparently compiled for Nato's bombing of Kosovo. US European Command, based in Stuttgart, said: If someone says that they have classified information, they should safeguard that information and turn it in to the appropriate authorities. It would not say whether a CD was missing or an investigation was planned. Stern said the disk carried a Nato secret classification. It suggested that American forces were preparing for the conflict almost a year before the first bomb was dropped. Stern said the CD conta ined plans, aerial phot ographs and the geographical coordinates of 53 potential military targets in Serbia, Montenegro and Bosnia-Herzegovina. There were indications on the disk that the data had been compiled between April and September 1998 , and that they had been put on the CD in February 1999, the month before Nato began bombing. The targeting of sites in Bosnia, a Nato-friendly country, suggests a belief that Slobodan Milosevi c might have tried to seize installations there. The laptop containing the disk was reportedly bought for just DM118 (£38) in an internet auction by someone in Herten, near Düsseldorf. Stern said the seller, from Schweinfurt in Bavaria, said he had bought the computer in an army surplus sale. In a bitter attack on her fellow New Yorkers, she moans that people overreacted to the 11 September terrorist attacks and that it annoyed her. Yet Wurtzels real complaint appears to be that no-one asked her to write about her experiences that day. Wurtzel, 34, who has made a career scribbling about her addictions, let her mouth run away with her when she confided to a Canadian journalist this week she could not be bothered to get out of bed when her mother rang to say a plane had hit the World Trade Centre. Even when the windows of her flat blew in and plane wreckage hit her roof, Wurtzel remained unmoved. The towers collapsing, she mused, was a most amazing sight in terms of sheer elegance. It fell like water. It just slid like a turtleneck going over someones head. It was just beautiful. She sniffed: I cried for all the animals left there in the neighbourhood. I think I have some kind of emotional block. Wurtzel, who does not say whether she was taking drugs on 11 September, says her first reaction when her mother called her was: What a pain in the ass. Not surprisingly, her comments ended up splashed all over the Toronto Globe and Mail. New Yorks press has followed suit. Under the headline, Liz, get back on the Prozac, the New York Post gossip columnist Jared Paul Stern describes her as a loopy literary pin-up. When the Welsh singer Charlotte Church complained she had had it with grief-stricken New Yorkers and could not understand why people were making such a fuss over the firemen, Americans went berserk. She was eventually dis missed as a childish foreigner. But New Yorkers are not expected to forgive one of their own. Not only will Wurtzel be barred from the Manhattan party scene, many will likely stay away from the soon-to-be released film Prozac Nation, based on her book. On the truck was a collection of books people had left for others to trade for: you take a book; you leave a book. I left my Kenya travel book and took Jerry Mander's In the Absence of the Sacred: The Failure of Technology and the Survival of the Indian Nations. It was a well-worn copy, bent and water-damaged. On the inside of the cover were the names, addresses, and phone numbers of the previous owners. They both listed their addresses as Whitehorse, Y.T. -- the abbreviation for the Yukon Territories, part of northern Canada which is still largely untouched and inhabited by native peoples. This old book pretty much changed my world-view and explained much of what I had already perceived going on globally. Subsequent to that trip, I wrote a paper on Economic Development and Human Rights in Kenya, in which I argued that Westerners had no right to have ever gone to Africa to impose our corporate philosophies on millennia-old nomadic and agricultural tribal communities. I argued that our incursions had destroyed ancient, environmentally sustainable ways of life and replaced them with profit and exploitation as the chimeric basis for happiness. I wrote about the hostility I could sense in East Africa towards Western visitors. The anger was palpable and made one feel unsafe. This I felt only a week before those embassies were bombed by Muslim terrorists. I could see the results of Western incursion in East Africa with my own eyes. Where Westerners had improved areas, all was in decay, both environmentally and morally. High crime, pollution, poor sanitation, poverty, corruption. Where Westerners had not reached, there was yet great, undestroyed natural beauty and a strong sense of community. There was yet a light in the eyes of the people who lived agriculturally self-sustaining lives. But the eyes of the 12-year-old boy who sniffed glue on the street of the decaying city of Kisumu were vacant, except for flashes of occasional rage at his mother's absence and my inability to take him with me. The paper I wrote was for a class I took in law school (taught by a former Ethiopian Ambassador to the U.S.), and I got an A on it, but I never found anyone interested in publishing it. Indeed, one progressive economics publication found it uniformly lacking in proper research approaches. The fact that I used what they termed popular culture (meaning, I suppose, Mander's book, but I also drew on many other sources, including law review articles and my own observations) to support my arguments seems to have been a personal affront to the learned reviewers. But perhaps what was more offensive to these economists and sociologists was Mander's ground-level assertion that corporate culture and environmentally-sustainable culture cannot co-exist. Mander, in fact, asserts that corporate culture kills environmentally-sustainable cultures. This is a pretty powerful statement. One which I am sure many people would like to continue to deny. But, I wonder what those scholarly reviewers think now about that thesis, in the light of September 11th and Enron. I suspect that business intellectuals, who are as dissociated as can be from the effects of their progress on this planet, will continue to find excuses for turning a profit at the expense of the very foundations of life on earth: our environment and our bonds of humanity. To reinforce a point I've tried to make in earlier articles, democracy is not a game. It is the only basis for sustainable life on earth. Before Sept. 11, it would have been fine to joke about Omar Bakri Mohammed, one of England's most prominent Muslim fundamentalists and possibly the most dangerous man in Britain, according to one London newspaper. No one would have criticized Ronson for focusing more on the sheik's gaffes than on his ability to foment terrorism. Most of us would have simply laughed when Ronson recounted how the supposedly fierce warrior couldn't be coaxed into dehooking a fish that he pulled from a country stream. But now, when federal prosecutors are about to put the so-called 20th hijacker on trial and when a British man has been accused of trying to blow up a plane with sneakers full of plastic explosives, Ronson's light, uncritical approach feels misguided. The hip reporter visits wacky subculture scheme may have worked for decades -- Tom Wolfe's Electric Kool-Aid Acid Test and Hunter S. Thompson's drug-addled Fear and Loathing in Las Vegas have become American classics -- but these days, it's hard not to wonder whether Muslim fundamentalism and the Klu Klux Klan deserve to be painted with Ronson's gonzo-like brush. And yet, it would be a mistake to discard Ronson's book because its style seems too casual for our times. Ronson first published Them in England before the terrorist attacks so he can hardly be blamed for plying the popular pre-Sept. 11 trade of ironic reportage. And despite the book's apolitical, documentary approach -- or perhaps because of it -- Them raises important questions about the nature of public paranoia. Who is more dangerous, the book suggests, the so-called extremists like Mohammed, who is afraid of fish, or the government agents who killed Vikki Weaver and her 14-year-old son in 1992 after a standoff at Ruby Ridge, their Idaho cabin? When anthrax letters are spooking the nation and the government reserves the right to detain thousands without explanation, who should the public fear? Ronson aims to obliterate the us vs. them dichotomy that inspired the book's title. His extended first-person account is framed as a quest; he travels the planet seeking information about the Bilderberg Group, a tiny band of powerful men who allegedly run the world, according to Mohammed and just about every other extremist that the author encounters. But Ronson never rushes the process of discovery. He lingers with people along the fringe. He listens, watches, records and ultimately juxtaposes their outlandish rhetoric with their simple humanity. When he visits the Appalachian compound of Jeff Berry, Imperial Wizard of the Klu Klux Klan, for example, he writes about not just the neon sign that reads White Pride Worldwide, but also the bodyguard named Dakota who searched me for weapons and made us all coffee. He notes that despite the hate he would seem to embody, Dakota looked like a teenaged skateboarder who watches MTV and endorses multi-culturalism. Visits to other extremists yield deeper forms of paradox. Ronson, a documentary filmmaker who wrote the book after producing a companion series on The Secret Rulers of the World, focuses on his subjects' softer side. He seems to appreciate the sincerity of people like David Icke, a former pro soccer player who gave up a sportscasting career when he began to think that Queen Elizabeth, George Bush and other world leaders are actually blood-sucking 12-foot lizards bent on destroying the earth. He's willing to believe Vikki and Randy Weaver's daughter, Rachel, who survived the Ruby Ridge attack, when she argues that her family was simply a band of loners who wanted to be left to themselves, not a racist militia that aimed to topple the government. At the very least, Ronson suggests, the Ickes and Weavers of the world are no worse than their adversaries. The gung-ho government agents who called the tiny Weaver shack a fortress end up looking just as radical under Ronson's gaze as the family they attacked. The Anti-Defamation League, a nonprofit dedicated to fighting anti-Semitism, earns lows marks as well. The book's interviews with Gail Gans, the ADL's chief researcher, make the organization seem overzealous, if not deluded. Ronson, who identifies himself as a Jew, never directly condemns the ADL, but with pointed rhetorical questions he casts doubt on the group's claim that one out of eight Americans has hard-core Anti-Semitic feelings. In addition, the administration, which lauded Chairman Kenneth L. Lay as an exemplary corporate citizen, granted about $200 million worth of insurance against political risks for nine Enron projects in such politically volatile areas as Argentina, Venezuela and the Gaza Strip, according to documents the agencies provided to the Senate Finance Committee. These projects obviously were a tremendous benefit to Enron's operations, said Sen. Charles E. Grassley, Iowa Republican and ranking minority member of the committee. He noted that the Reagan and Bush administrations approved no loans for Enron between 1985 and 1992 and provided insurance for only one Enron power project in Guatemala in 1992. But the FBI might be dragging its feet in pressing charges because the suspect is a former government scientist familiar with secret activities that the government would not like to see disclosed, said Barbara Hatch Rosenberg, director of the Federation of American Scientists' Chemical and Biological Weapons Program. Rosenberg, who spoke to about 65 students, faculty members and others at the Woodrow Wilson School of Public and International Affairs at Princeton University, said the FBI has known of the suspect since October and, according to her government insider sources, has interrogated him more than once. The investigation into five anthrax-laced letters and several other hoax letters -- all mailed last fall, including several processed by Trenton Main Post Office in Hamilton -- was the focus of Rosenberg's talk. She also gave her thoughts about what the government should do to control biological weapons. There are a number of insiders -- government insiders -- who know people in the anthrax field who have a common suspect, Rosenberg said. The FBI has questioned that person more than once, . . . so it looks as though the FBI is taking that person very seriously. She said it is quite possible the suspect is a scientist who formerly worked at the U.S. government's military laboratory at Fort Detrick, Md. Rosenberg said she has been gathering information from press reports, congressional hearings, Bush administration news conferences and government insiders she would not name. During a brief question-and-answer session after her talk, one man wondered whether biological agents truly pose significant dangers to the public, given the limited number of deaths and illnesses caused by five anthrax-laced letters. Without mentioning other biological agents that are far more deadly and contagious than anthrax, Rosenberg said the potential for a biological attack is catastrophic. Another man wondered if the FBI and other investigators might be focusing too narrowly on one scientist, saying, New Jersey is the epicenter of the international pharmaceutical industry, and many people in those labs presumably have the skills to handle and refine anthrax. I think your argument would have been a good one earlier on, but I think that the results of the analyses (of the letters and the anthrax in them) show that access to classified information was essential, Rosenberg said. And that rules out most of the people in the pharmaceutical industry. . . . It's possible, but they would have had to have access to the information, Rosenberg said. Picking up the conversational thread, another man said, People know a lot, and it's a question of what they choose to focus their knowledge on. Things are invented in parallel, he said. -- -- -- She said the evidence points to a person who has experience handling anthrax; who has been vaccinated and has received annual booster shots; and who had access to classified government information about how to chemically treat the bacterial spores to keep them from clumping together, which allows them to remain airborne. We can draw a likely portrait of the perpetrator as a former Fort Detrick scientist who is now working for a contractor in the Washington, D.C., area, Rosenberg said. He had reason for travel to Florida, New Jersey and the United Kingdom. . . . There is also the likelihood the perpetrator made the anthrax himself. He grew it, probably on a solid medium and weaponized it at a private location where he had accumulated the equipment and the material. We know that the FBI is looking at this person, and it's likely that he participated in the past in secret activities that the government would not like to see disclosed, Rosenberg said. And this raises the question of whether the FBI may be dragging its feet somewhat and may not be so anxious to bring to public light the person who did this. I know that there are insiders, working for the government, who know this person and who are worried that it could happen that some kind of quiet deal is made that he just disappears from view, Rosenberg said. This, I think, would be a really serious outcome that would send a message to other potential terrorists, that (they) would think they could get away with it. The plans, which have not received final approval from the Bush administration, have stirred opposition among some Pentagon officials who say they might undermine the credibility of information that is openly distributed by the Defense Department's public affairs officers. The military has long engaged in information warfare against hostile nations for instance, by dropping leaflets and broadcasting messages into Afghanistan when it was still under Taliban rule. But it recently created the Office of Strategic Influence, which is proposing to broaden that mission into allied nations in the Middle East, Asia and even Western Europe. The office would assume a role traditionally led by civilian agencies, mainly the State Department. The small but well-financed Pentagon office, which was established shortly after the Sept. 11 terrorist attacks, was a response to concerns in the administration that the United States was losing public support overseas for its war on terrorism, particularly in Islamic countries. As part of the effort to counter the pronouncements of the Taliban, Osama bin Laden and their supporters, the State Department has already hired a former advertising executive to run its public diplomacy office, and the White House has created a public information war room to coordinate the administration's daily message domestically and abroad. Secretary of Defense Donald H. Rumsfeld, while broadly supportive of the new office, has not approved its specific proposals and has asked the Pentagon's top lawyer, William J. Haynes, to review them, senior Pentagon officials said. No serious damage but thunder and lightning and my house seemed to be charged for tiny little lightning bolt hit a tree on which I have these large round frosted bulbsI could hear it crack as I was sitting near same. So somebody censors you, you should be flattered Point - maybe there was some interference here - for once in the mid 80 period, had this one radio which was special, with weather band, etc., and I oould pick up these woodpecker signalsand I think my office everytime they would test these generators suddenly weather would go haywire - horrible storms, solid sheets of ice and the worksroads closed, and it was always February then when this occurred. Guys from Cleveland Ohio in on setting this most expensive thing into operation. So there are generators and transmitters somehow used, and this was when ARCO (oil co). was involved in this program, but it set a lot of interference about and then at the same time from Kentucky, these stupid lasor beam light shows.that bunch moved out but once I looked up over this show and saw clouds moving - from north to south, and east to west and west to east, and north to south all above this area which had grown black with stormsalways happened around 4 30 pm... The Sept. 11 tragedy made vivid the risks inherent in our flawed identification system, but those risks have always been there and we pay for them every day -- in higher credit card interest rates to cover for identity fraud, in victimization by criminals who avoid arrest, in suffering and death caused by underage drinkers who get behind the wheel. Though we have long known that our identification system is broken, we now have a key opportunity to obtain consensus on fixing it. If done properly, a new identification system can not only reduce the threat of terrorism as well as more common crimes, but also lead to significant economic benefits. Placing 21st-century technology on our driver's licenses and ID cards will jump-start the New Economy, making offline and online transactions more convenient and more secure than ever before. To accomplish this, there is no need for the federal government to build a new infrastructure for issuing "national ID cards." Modernizing the current system, in which the primary form of identification is issued by the Department of Motor Vehicles in each state, will be sufficient, provided that Congress requires an appropriate amount of standardization both in the cards themselves and in the processes for issuing them. To do that, action is needed in Congress and in state legislatures. PPI recommends that Congress: require states to issue "smart ID cards" containing a standardized hologram and digitally encoded biometric data specific to each holder; set standards for initial identity verification; accelerate the linking of state DMV databases; provide grants and loans for additional state smart card applications; upgrade the system for foreign visitors to incorporate a similar "smart visa" program; and create strict controls to protect privacy and prevent abuses. States should: issue digital signatures with smart ID cards; develop and promote other government applications to take advantage of smart ID card capabilities; facilitate access to the chip on the card so that card holders could allow private organizations to place applications (e.g., digital cash) on the unused parts of the chip; and reduce or eliminate fees for first-time upgrades from old cards to smart cards. IN A CLOSED-DOOR deposition, Fahad Naseem, 21, admitted sending e-mails announcing Pearl's kidnapping on orders of British-born suspect Ahmed Omar Saeed Sheikh, according to defense attorney Khawaja Naveed Ahmed. Naseem was among three people arrested for sending the e-mails announcing Pearl's Jan. 23 abduction, which included photos of him in captivity. Naseem was brought to court with his head covered by a hood and surrounded by three dozen heavily armed policemen. Several vehicles mounted with machine guns parked outside the court building, and armed police patrolled the rooftops of this congested neighborhood in this southern port city, Pakistan's largest. Naseem gave his statement to the judge in a closed-door session which even excluded his lawyer. The lawyer told reporters what his client had said based on the official transcript, which was not made available to reporters. Naseem was ordered jailed pending trial. Officials cleared out the entire floor where the 1½-hour deposition hearing took place. According to the lawyer, Naseem told the judge that on Jan. 21 two days before Pearl disappeared he was taken to a house he had never visited before by his cousin Salman Saqib, a co-defendant in the case. At the house, Naseem said Saeed gave him money to purchase a camera and that he was later given a scanner to send e-mails, Naveed said. According to the lawyer, Naseem said Saeed told him there were plans to kidnap someone who is anti-Islam and a Jew. Naseem claimed that he had never met Pearl personally, Naveed said. The Emir of Qatar went one step further in self-abasement. The Arabs, he said - and he apologised for using the word - had to beg the United States to use its influence on the Israelis. Truly, when such words are uttered, it is the very pit of Arab desperation. Beg? Conscience? Washington may still turn down Ariel Sharon's request to break all relations with Yasser Arafat, but President Bush has long ago forgotten his vision of a Palestinian state - produced when he needed Arab acquiescence in the bombardment of Afghanistan but swiftly buried once it had served its purpose - and Arafat's role now is to remember his job: to protect Israel from his own people. From his office in Ramallah, surrounded by Israeli tanks, Arafat fantasises about his derring-do during Israel's 1982 siege of West Beirut, but it is difficult to underestimate the degree of shame with which many Palestinians now regard him. Last Christmas, Arafat insisted that he would march to Bethlehem to attend church services. But when the Israelis refused him permission, he merely appeared on Palestinian television and preposterously claimed that Israel's refusal was a crime and an act of terrorism. Why, the Arabic daily Al Quds al-Arabi asked, was there no explanation for this bizarre and incomprehensible performance by Arafat? Why did he not march out of Ramallah with the Christian clerics who had come to give their support until physically stopped by Israeli troops in front of the television cameras? The more he talks about Israel's terrorism, the less we examine his own record of corruption, cronyism and brutality. In the meantime, Israel's own mythmaking goes on apace. In New York, Shimon Peres announces the presence of Iranian Revolutionary Guards in Lebanon and the arrival of 8,000 long-range missiles for Hizbollah; now there hasn't been an Iranian militiaman in Lebanon for 15 years, and the new missiles don't exist - but this nonsense is reported in the US media without the slightest attempt to check the facts. The latest whopper came from Sharon. He regretted, he said, that he had not liquidated Arafat during the 1982 siege of Beirut, but there had been an agreement not to do so. This is rubbish; during the siege, Israeli jets five times bombed the buildings in which Sharon, then Israel's defence minister, believed Arafat to be hiding, on two occasions destroying whole apartment blocks - along, of course, with all the civilians living in them - only minutes after Arafat had left. Again, Sharon's untrue version of history was reported in the American press as fact. Indeed, all the participants in the Middle East conflict are now engaged in a game of self-deception, a massive and fraudulent attempt to avoid any examination of the critical issues that lie behind the tragedy. The Saudis want to appeal to America's conscience, not because they are upset at Arafat's predicament but because 15 of the 11 September hijackers were themselves Saudis. Sharon's attempt to join in the war against terror - the manufacturing of non-existent Iranian enemies in Lebanon, for example, along with some very real enemies in the West Bank and Gaza - is a blatant attempt to ensure American support for his crushing of the Palestinian intifada and for the continuation of Israel's colonisation of Palestinian land. Similarly, Mr Bush's messianic claim that he is fighting evil - evil now apparently being a fully-fledged nation-state - and that America's al-Qa'ida enemies hate America because they are against democracy is poppycock. Our Senators/Congressmen do not pay into Social Security, and, therefore they do not collect from it. Social Security benefits were not suitable for them. They felt they should have a special plan. Many years ago they voted in their benefit plan. In more recent years, no congress person has felt the need to change it. After all, it is a great plan. For all practical purposes, their plan works like this: When they retire no matter how long they have been in office, they continue to draw their same pay until they die, except it may be increased from time to time by the cost-of-living adjustments. For example, former Senator Bill Bradley (New Jersey) and his wife may be expected to draw $7,900,000.00 over an average life span, with Mrs. Bradley drawing $275,000.00 during the last year of her life. Their cost for this excellent plan is $0, nada, zilch. This little perk they voted in for themselves is free to them. You and I pick up the tab for this plan. Our tax dollars at work! From Social Security, which you and I pay into every payday for our own retirement, with an equal amount paid in by our employer, we can expect to receive an average of $1,000 per month. We would have to collect our benefits for 680 years and 1 month to equal the Bradley's benefits. Imagine for a moment that you could structure a retirement plan so desirable, a retirement plan that worked so well, that Railroad Employees, Postal Workers, and others who were not in the plan would clamor to be included. This is how good Social Security could be, if only one small change was made. That change would be to jerk the Golden Fleece Retirement Plan out from under the Senators Congressmen. Put them into the Social Security plan with the rest of us. Watch how fast they fix it!!! If enough people receive this message maybe a seed will be planted, and maybe good changes will evolve. Don't forget, our girl, Hillary Rodham Clinton, now comes under this Congressional Retirement Plan. Talking about the Clinton's, it's common knowledge that, in order for her to establish NY State residency, they purchased a $ million + house in upscale Chappaqua, NY. Makes sense. Now, they are entitled to Secret Service protection for life. Still makes sense. Here is where it becomes interesting. A residency had to be built in order to house the Secret Service agents. The case, which could well decide the movement's future in France, is the first since the adoption there last year of tough anti-cult legislation that allows the dissolution of suspected sects found guilty of common offences. Prosecutors will charge the Church's inner temple, the Spiritual Association of the Church of Scientology in the Paris region, and its president, Marc Walter, with abuse of civil liberties, misleading publicity and attempted fraud. It's a hugely important case, the first time the Church has been accused as a legal entity in its own right, said Olivier Morice, a lawyer for the National Union for the Defence of Families and Individuals, which is demanding that the organisation be outlawed. The case stems from the complaints of three men, including two former Scientologists, who were sent brochures, booklets and invitations from the Church two or three times a week for several years despite having repeatedly demanded to be removed from its mailing lists. A year-long inquiry headed by Judge Renaud van Ruymbeke found that the three men's names featured in half a dozen different Scientology databases maintained in France and Britain but also at the organisation's European HQ in Denmark and the International Association of Scientologists in Los Angeles. That is a clear-cut case of breach of civil liberties and data protection legislation, a spokesman at the public prosecutor's office said yesterday. The judge also argues that the organisation was set up specifically to commit these offences. The Church, which has dismissed the case as a minor affair about the complaint of a couple of individuals, will also be accused of attempted fraud based on the false allegations and untrue promises in its tracts. Unlike the US, France refuses to recognise Scientology as a religion, arguing that it is a purely commercial operation out to make as much money as it can at the expense of often vulnerable victims. In a trial in Marseille three years ago, five Scientology officials were found guilty of selling bogus purification treatments costing between £1,200 and £15,000 but consisting mainly of sessions in the sauna, jogging and vitamin pills. Other leading French Scientologists have in the past been sentenced to jail terms - often suspended - for fraud and other financial offences, but this is the first time the Church itself and its recruitment methods have gone on trial. Founded in 1954 by the late L Ron Hubbard, an American science fiction writer, the Church of Scientology claims more than 8m members worldwide, including the Hollywood stars Tom Cruise and John Travolta. In France, where the organisation says it has some 50,000 members, Scientology was first described as a sect in a 1996 parliamentary report, and still features on a list of 173 groups under permanent government surveillance. The movement was again strongly criticised this week in the government's annual report on quasi-religious activity. It accused the Scientologists of trying to cash in on catastrophe, handing out thousands of pamphlets offering help and advice after last September's explosion at a chemical factory in Toulouse that killed 30 people, injured 2,500, and left 1,400 families homeless. Last year France became the first country to pass specific legislation against sects, creating a new offence, the fraudulent abuse of a state of ignorance or weakness, which carries a prison sentence of up to three years and a maximum fine of £250,000. U.S. President George W. Bush's special envoy for Afghanistan, Zalmay Khalilzad, has repeatedly charged in recent weeks that elements within Iran are helping to arm and finance groups within Afghanistan in a bid to establish pockets of influence and discourage cooperation with the government in Kabul. Speaking to the BBC in mid-February, and repeating many of the same remarks later to the U.S. Public Broadcasting Service (PBS), Khalilzad said hard-line elements around Iran's spiritual leader Ayatollah Ali Khamenei and the country's Revolutionary Guard Corps are funneling weapons, funds, and Iranian-trained Afghan Shiite combatants into western Iran and elsewhere. He said the purpose is to create what he termed centers of Iranian influe nce in Herat some 80 kilometers from the Iranian border and in surrounding provinces. Khalilzad said that, specifically, Iran has dispatched a group of Afghan Shiites trained in Lebanon and called Sipah-e-Mohammad, or Mohammad's Soldiers, to Afghanistan, along with members of the Al Qods division of the Re volutionary Guard Corps. At the same time, the U.S. envoy who would not specify the source of his information said some elements of the Revolutionary Guard Corps had helped members of Al-Qaeda escape from Afghanistan to Iran. He said some members of the Revolutionary Guard Corps had long- standing links to the Al-Qaeda terrorist network and were helping the fleeing fighters to travel on from Iran to other destinations abroad. Other U.S. officials, including Defen se Secretary Donald Rumsfeld, first charged Iran with aiding fleeing Al- Qaeda members in January. The Iranian reaction to the U.S. charges has been sharp but sometimes contradictory. In February, Iran's Minister of Intelligence and Security Ali Yunesi said no members of Al-Qaeda had entered Iran and none would dare to do so. And Iran's Foreign Minister Kamal Kharrazi challenged the United States to pr ovide any evidence that fugitive fighters were passing into the country. But more recently, Iranian state news agency IRNA quoted anonymous officials as saying Tehran had arrested 150 people suspected of having links to Al-Qaeda and the Taliban at its border with Pakistan. Within days after th at report, however, Kharrazi said the 150 arrested foreigners were not members of Al-Qaeda. The Foreign Ministry also termed information that Washington had provided in response to Tehran's challenge as old, wrong, and i mprecise. Analysts say that U.S.-Iranian tensions over Afghanistan are high for several reasons. One is the states' continuing rivalry on the world stage as Washington accuses Tehran of supporting terrorist groups in the Middle East and seeking nuclear weapons. That rivalry has now been exacerbated on the regional le vel by the presence of U.S. troops in Afghanistan, as well as support troops in Uzbekistan and Kyrgyzstan, as part of Washington's war on terror. Iran sees the deployments as a threatening buildup of American military pow er in what Tehran has historically considered its own backyard. William Samii, a regional specialist at RFE/RL, says still another important reason for the heightened U.S.-Iranian tensions is Washington's conviction that much of Tehran's Afghan policy is in the hands of hard-line elem ents eager for confrontation with Washington. Samii says U.S. envoy Khalilzad recently expressed that view when he said Iran is pursuing what he termed parallel constructive and negative policies in Afghanistan. Late last year and again in January, Khalilzad and State Department officials praised Iran's reformist-dominated Foreign Ministry for pursuing what they called a constructive role in helping move the rival parties in Afg hanistan to join the UN-brokered interim administration during the Bonn negotiations that were held in early December, Samii says. But at an early January press conference in Kabul that I attended, Khalilzad said that some of Iran's activities in Afghanistan were worrisome, Samii adds. Khalilzad and other American officials later said that Iran's Ministry of Intelligence and Security and its Revolutionary Guard Corp are working to undermine the interim administration by strengthening Herat Governor Ismail Khan by providing him with funds, arms, and additional figh ters. The analyst says that to counter this perceived buildup, U.S. forces are competing directly on the ground with Iran for influence over some factional or regional militias.

Yesterday morning, the detectives observed a man taking a key ring out of his pocket and opening the gate of the building where the business was housed. When the first clients arrived at the massage parlor, the detectives entered as well, posing as prospective customers. They discovered the eight young women, all of whom were in the country illegally. Seven of them had been smuggled in across the Egyptian border, and one had an expired tourist visa and had arrived at Ben-Gurion Airport. Deportation orders were immediately issued against the women, and the owner of the brothel and his employee were arrested. We really need to do this now, because disinformation about the September 11 attack on the World Trade Center is rapidly spiraling out of control. Months ago rumors started circulating that the United States Air Force failed to intercept the doomed commercial airliners, which was largely correct information. Unfortunately, from there on it was all downhill and a pack of lies. The first Chinese whisper to echo around the Internet claimed that air force pilots had been ordered not to fly. There is not a scrap of evidence to corroborate this deliberate slur on members of the American military, all of whom are related to men, women, and children just like those who perished on September 11 in the World Trade Center and The Pentagon. Fighter pilots are warm-blooded human beings just like you, and they would have protected America if they could. For reasons you will shortly learn about first-hand, it proved an impossible task. Weeks later, the second Chinese whisper claimed that the entire USAF structure had been ordered to “stand down”, deliberately inferring that the middle levels of the military command structure were involved in this spreading conspiracy. Once again not a scrap of evidence, but who cares about that? For those wishing to turn the American public against its own military defense forces, trivia such as evidence and the truth have no meaning. The third and most recent Chinese whisper, is a claim by Carol Valentine that rather than being hijacked by the civilian DARPA controlled “Home Run”, the attack aircraft were actually remotely controlled from NORAD (North American Aerospace Defense Command) on the direct orders of USAF General Richard B. Myers. According to Ms Valentine, General Myers ordered his subordinates to track and locate four suitable American airliners full of American passengers, and they allegedly complied. Next, General Myer’s subordinates apparently incriminated themselves still further by obeying his next unlawful command, to radio-lock onto the four aircraft and direct them to their respective targets. No weeping at NORAD in Cheyenne Mountain apparently, or concern that Mom or Grandma might be on one of the jets. Oh no, apparently Myer’s robotic junior officers cheerfully jumped to it with a will, and sent hundreds of American passengers crashing into thousands more Americans on the ground in New York and Washington. Then for good measure, Myer’s subordinates, by this time giggling insanely one presumes, grounded every serviceable combat jet in North America. Like heck they did… As with most outrageous flights of fancy, this one fails to explain how the entire USAF chain of command was corrupted, and Myer’s outraged staff forced to remain silent in the face of massive American death and destruction. Proving a little knowledge can be a very dangerous thing, Ms Valentine trashes a claim by the Washington Post, which says that military jets were scrambled but could not get to the Washington area in time: “That's a dumb lie, even for the Washington Post. Andrews Air Force Base, home of Air Force One, is just 10 miles from Washington D.C. How long would it take for Andrews jets, capable of flying at 1,200 mph plus, to get over Washington D.C./Pentagon airspace?” Hmm. We will see exactly how long in just a minute. So strap on your “G” suit and don your flight coveralls, because we are about to get airborne on an air defense mission. Not in an American aircraft, because that would be distasteful in the wake of the September 11 attack. For our simulation today we will borrow a British Tornado interceptor, and try to defend London against a rogue airliner off-track from Manchester in northern England. The term “we” is not used in the Royal sense, but only to denote that the rear seat on this flight is reserved strictly for you. Just me and you in a fighter made for two. This is peacetime, when most home-based western combat aircraft normally carry only “drill” (dummy) missiles on their wing pylons, and have no live cannon shells in the ammo trays. Damn, we just bumped into our first irritating time delay! Though unarmed interceptors can quickly be used to check out the status of off-course aircraft like Payne Stewart’s Lear Jet, they are effectively useless against hostile targets. We keep them unarmed for a very good reason. On a scale of one to ten, listing the types of accidents all air forces try to avoid, jettisoning live Sidewinder missiles down the chimney of City Hall probably rates as number one or two. From the very beginning of flight training school, we have been told time and time again that civilian airliners are sacrosanct. Combat aircraft and civilian airliners do not mix. Not ever. Get too close to an invisible airway in the sky and it’s an automatic Court of Inquiry. Fly so close to an airliner that the crew can read your ident numbers, and that means the end of your career. I repeat, time and time again, the end of your career. The same rules apply in all other western nations. Our breath rasps noisily through our oxygen masks as our brains try to come to grips with the magnitude of the situation. We are subsonic again now with our swing-wings fully forward, conserving fuel as we circle slowly and look down on Greater London far below. Apart from a single pall of black smoke rising up from the banking complex in the City, everything else looks so normal. Then mild paranoia slowly starts to take over. How can we be sure it is the real Sandman we have been talking to? Is this a cunning enemy plot to make us shoot down an airliner full of our own citizens? How can we verify these are correct orders? If only we had the American system where they carry cards with codes on them, which have to be matched from the ground before you can open fire. No, that’s wrong, only the armed nuclear bombers carried those, and that was years ago. No matter what we think our brains are still numb. How could this happen, and why me, why me? “012, this is Sandman” “012” “Target is tracking in from the east, currently over Southend-on-Sea heading west at an altitude of 16,000 feet, and descending. Tell your rear to get a lock with his radar. This is not a drill, I repeat this is not a drill. Engage and destroy the target” “012 arming weapons” Reactions are automatic. Throttles through the gates, afterburners alight as the wings start swinging back to the supersonic position. Roll inverted and pull through, heading east to get behind the target. The Tornado slips through the sound barrier as a numbed finger reaches out and selects the first pair of Sidewinder heat seeking missiles on the weapons panel. The Sidewinders come alive and start their low murmuring in the headphones. Reassuring in a real life combat situation, but disconcerting now. A sickening swoop and then throttles back, air brakes out, wings fully forward to the subsonic position. Speed matched with the airliner as we level out alongside. Passengers waving at us idiotically from the windows. Throttles back through the gate and we accelerate diagonally across its nose, waggling our wings, the international aviation daylight code for “follow me or else”. No response. So we buzz the giant airliner again, this time only just missing its nose. He must have seen us, but still no response. We fall back behind the target. At five miles range, the murmuring in the headphones is starting to get louder as the Sidewinders catch their first faint whiff of a hot target. We stalk the target, getting closer all the time, and the murmur in our headphones turns to a clamor. The Sidewinders have locked onto the target and want to be let off the leash. Safety off, gently touch the unsheathed trigger with a gloved hand. No, dammit, no! The target is less than two miles ahead, resplendent in its shiny white, blue and yellow colors. A giant lumbering beast of a plane incapable of taking evasive action, stuffed full of unsuspecting British citizens. While the Sidewinders continue to clamor in the background, a mixture of sorrow and pity takes over. Sorrow for the passengers and crew we have been instructed to kill without warning, and pity for ourselves at the prospect of spending the rest of our lives in prison for carrying out the order. They just got on with their lives and hardly ever complained, but they don’t need any more of it now. The bottom line is that if the target crashes anywhere in London, its three hundred ton mass travelling at 200 knots will kill thousands of people regardless of whether we fire or not. Our embassy in Pakistan has confirmed today that they have received evidence that Wall Street Journal reporter Daniel Pearl is dead. We have informed Mr. Pearl's family and expressed our sincere condolences. State Department spokesman Richard Boucher provided no details on the evidence. Two U.S. officials said, however, the FBI had obtained a videotape purportedly showing Pearl being killed, and is evaluating the tape's authenticity. The officials said spoke on condition of anonymity. The State Department condemned the killing. The murder of Mr. Pearl is an outrage and we condemn it. Both the United States and Pakistan are committed to identifying all the perpetrators of this crime and bringing them to justice, Boucher said. We will continue to work closely with Pakistani authorities, who had made every effort to locate and free Mr. Pearl. The Wall Street Journal earlier confirmed the newspaper now believed Pearl is dead. We now believe, based on reports from the U.S. State Department and police officials of the Pakistani province of Sind, that Danny Pearl was killed by his captors. We are heartbroken at his death, Peter Kann, publisher of the Journal, said in a statement. Danny was an outstanding colleague, a great reporter, and a dear friend of many at the Journal, Kann said. Pearl was abducted in the port city of Karachi on Jan. 23 after arranging to interview the leader of a radical Muslim faction with purported ties to the al-Qaida terrorist network and terror suspect Richard C. Reid, arrested in December on a Paris-Miami flight he allegedly boarded with explosives in his shoes. His murder is an act of barbarism that makes a mockery of everything Danny's kidnappers claimed to believe in, Kann said. They claimed to be Pakistani nationalists, but their actions must surely bring shame to all true Pakistani patriots. The Journal statement, signed by Kann and Managing Editor Paul Steiger, said, We will, in coming months, find ways, public and private, to celebrate the great work and good works Danny did. But today is a day to grieve. This loss is, of course, most painful for Danny's family, in this country and elsewhere. Pearl reported from the United States, Europe and Asia in a 12-year career with the financial daily. The platoon of some 30 marines stormed from a landing craft on to the San Felipe beach in the Spanish town of La Linea, carrying 60mm mortars and SA80 assault rifles, and took up defensive positions on the sand. Instead of being fired on with blank rounds by fellow British soldiers pretending to be the enemy, the marines found themselves being stared at by startled local fishermen. The enemy, when they appeared, turned out to be two blue-uniformed officers from La Linea's municipal police force, who informed the detachment of marines that they were not, as they had thought, in Gibraltar. They were told that they must have made a mistake. This sort of thing does not happen very often here, a police spokesman in La Linea said yesterday. Embarrassed Ministry of Defence officials in London admitted yesterday that the invading force, which had come from the helicopter carrier HMS Ocean, had got lost in bad weather on Sunday morning and ended up attacking a different country. It was clearly an embarrassing and unfortunate incident, an MoD spokesman said. They made their apologies and left. A La Linea police spokesman said: We reported the incident to the relevant authorities at the interior ministry. The local Europa Sur newspaper reported yesterday that Spain was considering making a formal diplomatic complaint to the British embassy in Madrid. An embassy spokesman said yesterday that no such complaint had been received but admitted that senior diplomats on both sides had discussed the incident. The British invasion of Spain came just as the two countries were in the middle of a delicate process of trying to sort out their 300-year-old wrangle over the Rock. Historically it has been the Spaniards who have tried to invade Gibraltar. La Linea itself gets its name from the firing line for Spanish cannon. The reversal of roles has done little to ease tensions on either side of la verja, as Gibraltarians call the frontier with Spain. HMS Ocean had reportedly stopped off in Gibraltar on its way to the Persian Gulf. Scott Elliott Air Force Print News BALTIMORE -- Seeking to attract and retain the optimum mix of Americans to keep the Air Force aloft as the historically finest and dominant military force in the world is the goal set by Secretary of the Air Force Dr. James G. Roche. Roche's comments came during a keynote speech Feb. 16 at a breakfast with deans from historically black colleges and universities here. The breakfast was part of the annual Black Engineer of the Year Award event. The optimum mix for the Air Force is one which reflects the same society which we serve, at the officer and civilian level as well as at the enlisted level, he said. Currently, Air Force demographics show that blacks comprise about 7 percent of the officer corps and 18 percent of the enlisted force. Blacks make up about 11 percent of Air Force civilian employees. Overall, about 16 percent of Air Force manpower is represented by blacks -- which Roche said is higher than the national average of about 11 percent of blacks employed in the workforce. But that is not good enough, Roche said. There is talent out there that we need. That optimum mix of talent includes more technically minded, scientific and engineering officers and civilians, he said. Each year we welcome about 40,000 new Americans into the Air Force, he said. More than 18 percent of these are African-American. Every single one of them joins a team that thrives on diversity, and remains proud of our heritage and the legacy we associate with minority contributions to this nation's security -- especially the heritage of the Tuskegee Airmen. I want more African-Americans in our cockpits, leading our squadrons, groups and wings, or leading our labor and design team, Roche said. The optimum mix also includes full representation of minorities and women in senior ranks. We're doing pretty good on women (who comprise about 20 percent of officers), but not so good on African-American males, Roche said. We've got to build a deeper bench. Despite the fact that some of our most influential and decorated leaders have been minorities, historically Roche said, we have not been as successful at promoting and creating opportunities for minorities in senior management and leadership positions. To promote and develop the optimum mix, Roche turned to the educators themselves. Our educators know the necessity to encourage and prepare young people while they are still in school, he said. By the time our youth reach college age, they need to have already completed quality math and science courses. In fact, I believe they need to have a good foundation by the time they reach high school. To that end, Roche said, Department of Defense officials established Junior ROTC. This is a high school citizenship program, funded and directed by DOD, that aims to provide educational experiences for inner-city and at-risk youths, he said. The Air Force currently runs more than 600 JROTC programs throughout the country, with more than 92,000 students enrolled. It is more a citizenship program than a recruiting tool, he said. At its basis is opportunity. It provides motivation, strong counseling, discipline and mentorship. The Air Force goal is to increase our number of programs up to our authorized limit of 945, he said. FIFTY YEARS OF THE INVENTION SECRECY ACT Under the Invention Secrecy Act of 1951, the government is authorized to impose a secrecy order on a patent application whenever it finds that disclosure of the patent would be detrimental to the national security. Taking care to avoid the term "separation" - council member Shlomo Avineri, a former foreign ministry director general, said it smacks of apartheid - the organization is calling for evacuating Gaza, dismantling 50 settlements, the immediate establishment of a Palestinian state, and immediate peace talks with Palestinians, whether there is a cease-fire or not. The debate inside the organization involved some 300 of its members, and about 80 percent of the full membership has signed on to the campaign. It will include public appearances, bumper stickers, and a pamphlet titled "Saying shalom to the Palestinians." During the debates, many members raised objections to a unilateral withdrawal from the territories. The arguments ranged from how it would forestall talks with the Palestinians, because a withdrawal would be seen as similar to the "escape" from Lebanon, to the opinion that the council should not deal with withdrawal, which implies leaving settlements. But as the debate continued, a consensus evolved to encompass 80 percent of the membership that believes the immediate establishment and recognition of a Palestinian state would force the Palestinian leadership to change its behavior. Council sources said Palestinians shown the plan are firmly opposed to it because they fear the new lines to be drawn - mostly along the Green Line - would become permanent, if only de facto, borders. "I went into the discussions without a firm opinion," said reserve major general Danny Rothschild, president of the council. "But I was convinced by the contacts I have through back channels with Palestinians in recent months. I've learned from them that the street has taken over the entire moderate camp, and the moderate positions they take behind closed doors change the minute there's fear that they will be exposed to the threatening street. I also took into account the demographic issue, and without any chance right now for negotiations, it requires withdrawal in order to preserve the Jewish character of the state." But more than anything else, Rothschild said the deciding factor for him was the sprouting movement of soldiers refusing to serve in the territories, even before the officers letter issued late last month that has already grown to more than 200 signatories. "Four months ago it was clear to me that the movement would grow if we continue calling up reserves to accompany settlers to music lessons and to protect real estate that has nothing to do with ideology." According to Rothschild, the council members "said to ourselves that precisely because we aren't politicians, but people who look at the situation through a security perspective of how to use power, it was clear that those two jeeps and a tank that accompany a settler who refuses to use a bypass road, would do much more good if they were on the seam," meaning on both sides of the Green Line, the pre-1967 armistice lines. "Shifting a company of soldiers from protecting a settlement to protecting the seam is the proper use of force," says Rothschild. Unlike some of the other unilateral withdrawal plans, like "Life Fence," for example, the council's plan involves evacuating some 40-50 settlements, where some 15 percent of the settlers live. The council has detailed maps, but it won't make them public yet to avoid being perceived as an alterative to the army. The council plan will be dubbed "Saying shalom to the Palestinians," using the double meaning of both farewell and peace for the word shalom, and includes a full withdrawal from Gaza, except for a narrow zone along the international border with Egypt; new military deployment along a new line east and south of the Green Line in the northern West Bank, and east and north of it in the south Mt. The contracts include some $4.6bn worth of humanitarian supplies and $703m for oil industry equipment, the UN office of the Iraq programme said in its weekly report. Many of the contracts are approved individually by a security council sanctions committee, any one of whose 15 members can block them. The US has put "on hold" nearly all of the blocked contracts while Britain shares objections on some $500,000 worth of contracts under the UN oil-for-food programme, committee members say. The programme allows Iraq to sell oil in order to buy essential supplies. But the oil revenues have to be deposited in a UN account out of which the goods Iraq orders are paid and reparations to Gulf war victims are made. Iraq sold nearly $11bn worth of oil last year under the programme. Baghdad routinely puts out higher figures for the blocked contracts, and this week reported $8bn worth of supplies, which it blamed equally on the US and Britain. UN officials say the figures are inaccurate. They claim that Iraq was including in its numbers every contract submitted, which UN officials had not approved or were still pending. When an unfamiliar customer writes a check, Peggi Parigi, owner of the store with her husband, asks for a driver's license, a place of work and a phone number. Then she points to a disk. I need a right thumbprint, she told Ann Harris, 46, who was paying $21.65 for a bottle of Royal Crown whiskey. For what? Harris, a department manager at Wal-Mart, said she thought. I'm not a criminal. It was Harris's first encounter with thumbprinting. It probably will not be her last. In this busy oil town in southeastern Texas, and for that matter in most of Texas and in much of California, the Middle West and Florida, what was once acceptable only for criminals is becoming routine for consumers who use checks at places other than their own banks. And even more widespread use of fingerprinting is on the horizon. In December, a McDonald's in Fresno, California, installed a terminal that collects thumbprints and credit card numbers from customers who want to pay for their meals simply by touching a scanner. Sometime this year, the 45,000 employees at HEB supermarkets in Texas will punch in and out of work, not with timecards, but by pressing fingers on electronic terminals. Several states, including Texas, California and Georgia, now require thumbprints on driver's licenses. The growing reliance on fingerprinting has stirred little public opposition in a nation increasingly troubled by terrorism and identity theft. Businesses and government agencies defend the practice as a reasonable response to the widespread traffic in false identifications. Civil rights advocates, however, worry that fingerprinting is being used to intimidate people who patronize businesses that serve lower-income people. And some wonder if databases full of fingerprints can be protected from abuse. Wayne Crews, director of technology studies at the conservative Cato Institute in Washington, said the technology can protect privacy, making it harder for a thief to use a stolen charge card encoded with an individual's thumbprint. But Crews said that big, compulsory databases, like those for driver's licenses and other identifications, which store people's finger or facial images, can be abused by officials, identity thieves or others who find a way into them. You create a honey pot for hackers, he said. Like it or not, though, the change is coming, said William Rogers, publisher of the Biometrics Digest, a newsletter in St. Louis devoted to covering the technology of human recognition. Government, health care, finance, school systems - those are all areas that are looking at this, Rogers said. Concern for terrorism has only hastened the trend. The U.S. Embassy in Pakistan received evidence Thursday that Pearl is dead, the State Department said. ''We have informed Mr. Pearl's family and expressed our sincere condolences.'' State Department spokesman Richard Boucher provided no details on the evidence. Two U.S. officials said, however, the FBI had obtained a videotape purportedly showing Pearl either dead or being killed, and is evaluating the tape's authenticity. The officials spoke on condition of anonymity. The Journal said it believed Pearl was dead. ''We now believe, based on reports from the U.S. State Department and police officials of the Pakistani province of Sind, that Danny Pearl was killed by his captors. We are heartbroken at his death,'' the newspaper said in a statement. Syed Kamal Shah, police chief of the province that includes Karachi, told The Associated Press by telephone that a videotape sent to the U.S. consulate in Karachi indicated that Pearl was dead. Pearl was abducted in the port city of Karachi on Jan. 23 after arranging to interview the leader of a radical Muslim faction with purported ties to the al-Qaida terrorist network and terror suspect Richard C. Reid, arrested in December on a Paris-Miami flight he allegedly boarded with explosives in his shoes. The Journal statement, signed by Publisher Peter Kann and Managing Editor Paul Steiger, called Pearl ''an outstanding colleague, a great reporter, and a dear friend of many at the Journal.'' ''His murder is an act of barbarism that makes a mockery of everything Danny's kidnappers claimed to believe in,'' it said. ''They claimed to be Pakistani nationalists, but their actions must surely bring shame to all true Pakistani patriots.'' In a statement issued from their home in California, Pearl's parents and two sisters said: ''We're shocked and saddened about the confirmation that our worst fears have been realized. Up until a few hours ago, we were confident that Danny would return safely, for we believe that no human being could be capable of harming such a gentle soul.'' The Journal said, ''We will, in coming months, find ways, public and private, to celebrate the great work and good works Danny did. But today is a day to grieve. ''This loss is, of course, most painful for Danny's family, in this country and elsewhere. We ask our colleagues in the press to respect their privacy, and to permit them to grieve undisturbed.'' The State Department condemned the killing. ''Both the United States and Pakistan are committed to identifying all the perpetrators of this crime and bringing them to justice,'' Boucher said. ''We will continue to work closely with Pakistani authorities, who had made every effort to locate and free Mr. Pearl.'' Pearl reported from the United States, Europe and Asia in a 12-year career with the financial daily. Based in Bombay, India, for the past year as the Journal's bureau chief for South Asia, the 38-year-old Pearl was on assignment in Pakistan as part of its coverage of the war on terrorism in neighboring Afghanistan. The Princeton, N.J., native had worked for newspapers in western Massachusetts and briefly in San Francisco before joining the Journal in Atlanta in 1990. He later reported from Washington, London and Paris - where he wrote about the Middle East - before moving to Asia. Pakistani officials said there were indications that Pearl had been lured into a trap by false information. And Barak said it himself in public, "They will kill me!" Rabin was killed over Oslo by the IDF, and every prime minister after him has been trying to undo the Oslo accords. If fact, Leah, Rabin's wife commented that her husband's assassination was an Israeli sponsored coup d'etat, because he had signed the Oslo accords. There have been several demonstrations in Israel from that point onward with comments like "STOP OSLO NOW!" And that Israel should not surrender to American pressure, meaning the Patriotic bloc Faction Two ambitions to bring about peace in the region.) The IDF illogical behavior is from intrigues orchestrated by Faction One, and this has caused Sharon to find all sorts of targets to carry out threats on in the Arab world, against Lebanon and even the government of Iran. The seizure of the ship, the Karine-A, was supposedly carrying tons of weapons, including a new type of long range rocket that the Palestinians never before had access to. Regarding the incident, the Israelis knew in advance, every step of the way about the shipment and therefore, there was never any potential of those weapons to arrive in the hands of the Palestinians. There is reason to believe that secretly corrupted low or mid-level officials within the Palestinian Authority who supports the (IDF intrigues of the) Palestinian movement cooperated with IDF moles to attempt the purchase of such weapons. This raises the possibility that the IDF is seeking to assist these rotten officials in overthrowing Arafat. There is no indication to suggest that Arafat or any high-level officials were involved in the shipment of these weapons from Iran, who has never been a supporter of the Palestinian Authority. In fact, the Iranians have been enemies with Arafat and his leadership for a long time. Arafat pointed out in a series of interviews that these weapons can be purchased inside Israel, from the Israeli Mafia. Without doubt, there is every reason to believe that this sting operation was aimed at destroying the Middle-East peace process. After Chairman Arafat had cracked down on the IDF terrorist network intrigues operating inside the Palestinian Authority and there was a period of three weeks of virtually no violence directed against targets inside Israel or occupied territories, Gen. Zinni was due to arrive when the Karine-A incident canceled his peace mission. Since the seizure of the ship, the Israeli government has used the incident as a pretext to carry out brutal attacks against the Palestinian Authority, triggering predictable response out of organizations like HAMAS. Bushâs global campaign against the al-Qaida and its allies. Philippine defense and police intelligence sources told THE MANILA TIMES that Abu Sayyaf leaders had met with terrorist masterminds of several atrocities just before US targets were hit. Although Philippine authorities advised American authorities of the alliance between the Abu Sayyaf, Osama bin Ladenâs al-Qaida, and American neo-nazis, the US appeared to ignore the warnings; until Sept. 11. Strange bedfellows But according to the sources, who have requested anonymity, investigations have been reopened, and in silence, about the relationship between neo-nazis, right-wing Christian groups, the Nation of Islam (Black MuslimsâNOI), the Abu Sayyaf, and al-Qaida. This, the sources pointed out, was what prompted the Philippine government to accept US military aid in the form of Balikatan in Basilan. The Abu Sayyaf and other Muslim insurgent groups are no longer just internal Philippine problems, the sources stressed. They have become part of a global terror network that includes âvery strange bedfellows.â Angeles pals Before slain Abu Sayyaf Group (ASG) co-founder Edwin Angeles surrendered in 1994 to military authorities at the Armed Forces Southern Command (Southcom) in Zamboanga City, he met with Ramzi Youssef, convicted mastermind of the first World Trade Center bombing in 1993. That meeting, which also had four other Filipinos and foreign Muslim extremists, was uniqueâin that the group was meeting for the last time with Oklahoma City bombing accomplice Terry Nichols. Nichols had married Filipino women but he was a strange ally, being a member of the American ultra-right movement. But even before that, in 1993, when the Abu Sayyaf was in its infancy, the same group met with Nichols and another Americanâbelieved to have been executed Oklahoma City bomber Timothy McVeighâat a Dole labeling plant near General Santos City. Spilling the beans According to the defense intelligence source, while under tactical interrogation, Angeles told National Bureau of Investigation (NBI) and Philippine National Police (PNP) officials that the subjects at the 1994 meeting were actual terror targets. He mentioned the Federal Building in Oklahoma City, bombed April 19, 1995, and another, more damaging attack on the twin towers of the World Trade Center in New York. It became clear that an international terror cell had been established in the Philippines. Philippine cops arrested an accomplice of Youssef in 1995, while trying to track down members of an assassination plot on visiting Pope John Paul II. Youssef was later arrested in Pakistan, an operation that owed a lot to Philippine intelligence inputs. Reluctance âIt took Sept. 11 to unleash a âno-stones-unturnedâ campaign against global terrorism,â confirmed a top-ranking police officer who regularly liaisons with American anti-terrorist officers. US officials, he added, have privately admitted they knew for sometime that the Philippines was a primary service and training area for jihad (holy war) terrorists and other terror groups, including American and European neo-nazis. âThe US knew all along that McVeigh, Nichols, and other rightists have had a tactical alliance with the Abu Sayyaf,â a confidential source in Boulder, Colorado also told the Times. âBut to go after the Abu Sayyaf in the Philippines would be a violation of your countryâs sovereignty. The joint military training exercises (Balikatan) present a legitimate excuse for clandestine US operations against the Abu Sayyaf.â Concerns However, the US-based source said the Abu Sayyaf is only part of the problem. âItâs only the wagging tail. The head remains hidden in Ermita, Davao City, General Santos City, and in Americaâs heartland. Going after the Abu Sayyaf is like cutting off a lizardâs tail. It will only grow a new one,â the source stressed. While Philippine officials blame Americans for inaction, US authorities told THE TIMES they are bothered by the failure of the local intelligence community to conduct preemptive operations against the nests of global terrorism here. The terrorist radical element is being challenged, but many attitudes, organizations, cells, and individuals yet remain as threats to life as we have known it in many different places around the globe, including the United States. For most people, their routines that were taken for granted prior to the events of 9-11, have changed dramatically, especially in airports, train stations, shipping and mailing, and the security of government buildings, public events, and communities. As has been said by many individuals in many ways and on many levels, post 9-11 life will never be the same. The Administration of President George W. Bush has designated the so-called rogue nations who are developing weapons of mass destruction as the number one target. In return, these nations have unleashed a war of words, including both overt and implied threats, against the United States. Few would argue that the American way of life, the freedoms guaranteed by this country, and indeed the leadership of this nation in the free world are at stake. The United States would have the most to lose. Fortunately, this country has a very courageous President who not only is operating under enormous pressure, but is responding with strength and wisdom and-perhaps most importantly-his Christian-based and prayer-fueled faith . President Bush came into office riding on the education, faith-based initiative, and kinder-gentler themes. He is now a war-time president, leading the battle of an era. In many ways, he has made a remarkable transition, because these themes are diametrically opposite. I could discern the pressure when I stood but 20 feet from him and Pakistani President Gen. Pervez Musharraf at their press conference held in the State Room of the White House last Wednesday. Both men are experiencing enormous pressure. Musharraf, feeling the pressure from radical Muslim elements in his country, said that the 9-11 attacks and the momentous events since then have demonstrated the depth and strength of this relationship. We reject terrorism in all its forms and manifestations anywhere in the world. We will continue to fulfill our responsibilities flowing from our commitment. Musharraf was accorded royal treatment. He stayed at the Blair House, reserved for foreign dignitaries, across from the White House. He received a formal military welcome as his limousine pulled up to the West Wing for his 10:30 a.m. meeting with President Bush and staff, which included Secretary of State Colin Powell, while Vice President Dick Cheney and National Security Adviser Condoleeza Rice arrived later. President Bush has recently been bold about the evil axis of Iran, Iraq and North Korea, even adding the Palestinian Authority into that grouping this week. However, his statements have caused strong reactions (and words) from Russia, China, the European Union, and other nations, including those named. I have noticed, after one year in office, that when President Bush makes up his mind on something, he will not be swayed. He determines his course, and he sticks to it. The war against America has to be taken seriously, and he certainly has. The President's first agenda item of business every morning is the CIA's intelligence report. Can you imagine starting every business day with a review of that important, and often foreboding, material? No one understands the risks to this nation more than President Bush and his top level staff. Secretary of Defense Donald Rumsfeld, the Vice President, and Ms. Rice all know the real story about the Middle East and the enemies of Israel. In the past, the State Department has stood by Palestinian Chairman Yasser Arafat and the Arab nations, single-handedly taking actions to rescue Arafat four times in 12 months. Could next month's dispatch of Vice President Cheney to Israel-and at least eight Arab countries-signal that the White House is taking over from the State Department? I certainly hope so. Administration sources have said that they consider the Vice President to be far tougher on confronting the Palestinians, Iraq, and Iran than Secretary of State Powell or his recent envoy to the Middle East, Gen. Anthony Zinni. In addition, the trip thus far has been shrouded in a veil of silence, even to the point of indicating that the press has been uninvited. The obvious fact that Vice President Cheney has been an emergency president in hiding and has not traveled abroad since the September 11 tragedy, combined with his history of heart troubles and surgery, make this journey to Israel-plus Egypt, Saudi Arabia, Jordan, Kuwait, Oman, Qatar, Bahrain, and United Arab Emirates-a trip with the highest of importance and priority labels attached. **

Background to Betrayal Hirsh is absolutely correct. America's modern obsession with internationalism, including global militarism, is hardly a grass-roots impulse. It all started, as Hirsh observes, with Woodrow Wilson and the war to make the world safe for democracy. Wilson himself was a left-leaning idealist, in step with the progressives and socialists of his day with their heady designs of making America over in their own image. But, as is ever the case with idealists in the arena of practical politics, Wilson was ultimately the tool of other men, men of cunning and ambition far surpassing his own. One of Wilson's keepers was Edward Mandell House, a longtime political operative from Texas who had learned to work the levers of power behind the scenes. House had been born into wealth and privilege and had no visceral need for fame. The consummate political insider, House manipulated Wilson's internationalist idealism as a personal confidant to the president but declined any official appointments. House was the real impetus behind the Inquiry, a semisecret group of internationalist intellectuals including Harvard-trained journalist and co-founder of The New Republic Walter Lippmann. Many members of the Inquiry, including both House and Lippmann, were also involved in the negotiations at Versailles following World War I. The Inquiry created the Fourteen Points, the famous set of postwar policy recommendations that included as its centerpiece the League of Nations, the predecessor of the United Nations. Despite a blizzard of propaganda on its behalf, the League of Nations was ultimately defeated in the U.S. Senate, an act that set back the plans of House and his associates. But House, ever the patient pragmatist, joined with many others who had thrown their energy into the League of Nations and formed the Council on Foreign Relations (CFR), the American counterpart of the London-based Royal Institute of International Affairs. The Council on Foreign Relations aspired to nothing less than creating conditions favorable for the establishment of a world government — although in recent decades, globalist elites have generally avoided using that politically risky phrase. With the outbreak of World War II, internationalists in the CFR and elsewhere had another chance to convince a reluctant American Congress (and public) of the wisdom of a world order. Researchers have developed technology that can project a beam of sound so narrow that only one person can hear it. "Directed" audio sounds like it's coming from right in front of you even when transmitted from a few hundred meters away. Inventors of the new "ventriloquist" technology say it could provide an added dimension to entertainment. The military, however, is investigating using it to confuse opponents or even inflict pain. The Audio Spotlight is one of two competing audio transmission systems that emit a one-foot square column of sound that can only be heard by people in its direct path. Joseph Pompei, a PhD student at the MIT Media Lab, decided to develop it while working at audio company Bose, which he joined at 16 as its youngest-ever engineer. Pompei, who used to play jazz trumpet in nightclubs in Chicago, became interested in how sound systems reproduce and distribute music. He thought it would be cool to "choreograph sound just like you would dancers on stage." Pompei imagined that instead of loudspeakers blaring the same cacophony of instruments to all parts of the room, it would be more interesting to selectively spotlight the soloist to the left side of the audience, while featuring the percussion up front, and then switching them around. "Sound in real life is occurring all around you. Regular speakers only go so far in reproducing an accurate environment," Pompei said. Pompei developed the first demonstration systems of the technology for installations at Sega's Joyopolis theme park in Tokyo and the Boston Museum of Science, and he's planning to start selling it commercially soon. He said museums like the system because visitors who stand in front of an exhibit can hear the appropriate audio track without being distracted by sound from other displays. The Audio Spotlight transmitters range from several inches in diameter to about 20 inches and generate a column of sound between one to three degrees wider than the transmitter. The technology could also be used to prevent fights over the car's radio tuner, Pompei said. He put several Audio Spotlights in a concept truck from Chrysler, which enabled passengers to hear their own radio stations -- the kids in the back seat enjoyed heavy metal while the parents relaxed to elevator music. "It could make for much happier trips," he said. The Audio Spotlight converts ordinary audio into high-frequency ultrasonic signals that are outside the range of normal hearing. As these sound waves push out from the source, they interact with air pressure to create audible sounds. Pompei said the "non-linear" effect of air pressure modifies sound waves in a consistent fashion. He wrote algorithms that "reverse-engineered" the desired sound waves to determine the appropriate ultrasonic source signals. According to University of Texas professor David Blackstock, high-frequency signals are easier to focus, and control like a flashlight, than sounds that are within the human range of hearing, which disperse in all directions. Blackstock said ultrasonic signals "decay more slowly than lower-frequency waves" so they are easier to send farther. The Audio Spotlight emits sounds in the 60-kilohertz range, which, according to Blackstock, is well above the 20-KHz limit of human hearing. Blackstock said the first experiments to use ultrasonic sounds were conducted underwater in the 1960s, and Japanese researchers made advances in the 1980s but were unable to create a commercial application for the technology. Pompei said Audio Spotlights are currently being installed in Australia for the upcoming Fringe Festival. Pompei started Holosonic Research Labs to sell Audio Spotlights to corporations such as Kraft and Kodak, which are in the process of integrating them into information kiosks and retail displays. An alternative to Pompei's invention, which also may be commercially available soon, is American Technology's Hypersonic Sound System. The HSS system similarly converts audio into ultrasonic sound waves, and Blackstock was impressed by a demonstration. Blackstock said he heard a clear signal at about 100 meters, but then heard nothing by moving two steps out of the audio's path. "It's remarkable, a spectacular effect." American Technology president Terry Conrad said the company is going into its first mass production of chips that convert the audible sounds into ultrasonic waves in February. American Technology recently signed an agreement with the U.S. Army to develop the technology for a decidedly non-commercial use: psychological warfare. According to American Technology CTO Jim Croft, the technology could be used to confuse opponents by making them think there was someone nearby. Most of the cash has been in military aid, but the United States has not committed its own forces, except for training, and it has restricted its support to Colombian efforts against what it calls narco-traffickers and narco-terrorists. Washington has avoided crossing into counterinsurgency efforts but is seeking support from Congress to help Colombia's army guard an oil pipeline targeted by rebels. The funding's main focus is on training, equipment, infrastructure development, intelligence support, detection and monitoring information to Colombian armed forces. But it also covers democracy and economy programs and crop-spraying to try to eradicate the source of the drugs. Here are some details on the U.S. tax dollars committed and spent in the name of stemming the flow of cocaine and heroin to U.S. streets from Colombia. PLAN COLOMBIA In mid-2000 the Clinton administration won approval from Congress for an additional $1.02 billion in mostly military aid to Pastrana's Plan Colombia, bringing the total support pledged that year for a two-year package to about $1.3 billion. It was the largest build-up in military aid to a Latin American state since El Salvador's civil war in the 1980s. A U.S. official said Wednesday that nearly 90 percent of that money had been committed or disbursed. The Bush administration also adopted Clinton's Plan Colombia when it took office in January 2001, but expanded the concept into an Andean Regional Initiative meant to address concerns of Colombia's neighbors that stopping drug production there would worsen the problem elsewhere. Plan Colombia's largest component was $390 million to train and equip two Colombian army battalions for anti-drug actions. Their purpose is to protect police from Marxist guerrillas when officers destroy coca and opium poppy plantations. So far the United States has delivered: -- Fourteen modern UH-60 Blackhawks to the Colombian army and two to the police; --Six souped-up Huey 2 helicopters to Colombian police. Three more are being modified in Colombia; -- 33 UH-1N helicopters to anti-drug battalions; Twenty five Huey 2s are still to be delivered to the army, the first six in mid-March, a U.S. official said. Plan Colombia included $81 million to encourage Colombian peasants to voluntarily switch to legal crops and $130 million to improve the interception of drug flows, including upgrading radar systems on four P-3 airborne early warning planes that track traffickers crossing the Caribbean to the United States. Congress put a cap of 500 on the number of U.S. military personnel in Colombia, and 300 for U.S. civilian contractors. But the law allows Bush to waive the cap for 90 days in the event that U.S. soldiers are involved in hostilities. BUSH INITIATIVES IN COLOMBIA Bush sought $731 million for the Andean Counterdrug Initiative in fiscal year 2002 that ends in September. This was part of a larger initiative including other programs not related to drug control that was worth about $882 million called the Andean Regional Initiative. A U.S. official said Congress cut some of the drug funding and an estimated $645 million would actually be disbursed. Bush has also requested $731 million for the Andean Counterdrug Initiative in fiscal year 2003, including $439 million for Colombia, and an additional $98 million in military aid to help train a Colombian brigade to guard the 490-mile (780-km) Cano Limon pipeline whose oil field is operated by U.S. firm Occidental Petroleum Corp. -Caveat Lector- BFThe Founding Fathers were religiously complex. They certainly were not fundamentalists, most of them, but they were in a Christian cultural context. They were, in a cultural sense, Christians, just as Einstein was very Jewish even though he was not an Orthodox Jewish Fundamentalist. The Christian context of Washington and others was cpmplex, incorporating Hebrew, Hellenistic, secular, and Eastern ideas. Attempts by Fundamentalists to claim them are ridiculous. Attempts by secularists to claim the Founders are also ridiculous. They were their own men. Spiritual reality is more complex than the Fundamentalist and secularist boxes anyway. I believe that one strain of philosophy that led to the Constitution was an emerging understanding among Gentiles of the Noachide creed. This is often confused with Fundamentalist Christianity by many in the Peter Marshall/Tim LaHaye camp. That is not to say that the Fundamentalists are way off. God IS central to an understanding of the rise of our nation. It is just that they over-simplify the matter historically, and actually miss the drama and mystery of the actual history. Actual history is far more interesting than anything in a child's censored textbook. I believe that Washington and others knew and understood secrets of the Kabbalah. Unforunately, the false was mixed with in with the true in their understanding, laying the seeds for many of the problems we have now. This was probably bound to happen, because every new level has challenges commensurate to that level.
