I've seen quite a number of msgs about 4.13 package being uploaded to the
Debian archives (thanks!) in the last couple of days.
But I also noticed that some are uploaded to unstable, while others are
uploaded to experimental. Why is that?

I've run into the same situation (wanting to connect to cups on my (local)
server), so I installed print-manager '--without-recommends'.
It looks like cups is a requirement, so I don't get why cups is a recommends.
So what's the reason cups is a recommends only?
