You may be experiencing this problem because File Roller can only open
self-extracting archives. Most .exe files tend to be full-fledged
Windows programs that have to be run in some compatibility software such
as Wine.

I can confirm this issue in Lucid 10.04, as well as today's Maverick
10.10 daily image + updates.
