I've read that odd-numbered versions of Ubuntu (like 'Ubuntu 15.10' which you
use) aren't recommended for common users.
It was advised to use an even-numbered versions, like Ubuntu 16.04.

The package 'texlive-latex-extra' isn't listed in 'Ubuntu Software' GUI.
Searching for that package in that GUI didn't come up with the package.
The command:
apt-get install --simulate texlive-latex-extra
Finds that package and successfully simulates an installation.

Currently, when gedit detects that the file isn't UTF-8 encoded, then it
defaults to "ISO-8859-15".
For some people it might be a relevant encoding, but for many others it isn't.
Could you please allow to set a different encoding for auto-detection?

Yes, unfortunately that is the default value.
(I installed a fresh version of Ubuntu 16 that was downloaded directly from the
website. Also I verified the checksum and it was valid.)
