Those binaries fix the bug for me on bionic.

It seems to be a filename confusion. libgweather-common looks for
libgweather-3.0.mo while the language packs provide libgweather.mo. It
works for me on 17.10 with the version in this PPA:
https://launchpad.net/~gunnarhj/+archive/ubuntu/libgweather
It might be a way to fix it on stable releases.

This problem started when I upgraded my ZaReason 17.04 purpose built
laptop to 17.10. I wish I hadn't. There is no real sound associated with
Internet content. Just this UK voice repeating numbers, 0.1, 0.5 0.3
etc. or speaking the words I type.
