The functions are meant to include the barriers, according to the
documentation in apr_atomic.h. So they should be fixed in apr.

This kind of breakage might have been caught by a proper build system.
I'd like to point out that we already have APR on our buildbots, so
getting httpd shouldn't be too much of an issue. We could even make it
depend on a sensible version of APR.

For 2.x, a trade-off could be found. I am partisan to allow the admin
to
register the modules to exclude from the parsing (like rewrite, etc.)
I was thinking of a similar mechanism we have or use for AllowOverride
or AllowOverrideList in 2.4

Last point, who knows, maybe using interpolation together with
mod_macro/mod_rewrite will be the next great thing that we didn't
think
of, and this config will even let super clever admins invent it for
us ;)
