The Mesos website has been updated to link to the release on its downloads
page, and I made sure new documentation pages are rendered on the site as
well: Docker Containerizer, Network Monitoring, and Framework Rate Limiting.

Rakefile: http://svn.apache.org/repos/asf/mesos/site/Rakefile
You should be able to call doxygen from the command-line, similar to
how javadoc
is called.
