I did not see any issue building from the zipped sources either (as opposed
to the master branch of the incubator-netbeans git repo). I suggest
confirming you have correct/required ant and Java versions available as
documented in the README.

FWIW
I am on the master branch of incubator-netbeans and the build via ant with
no params as you have noted works OK for me on my Mac Air.
Ant and Java versions:
Carls-Air:incubator-netbeans moscac$ ant -version
Apache Ant(TM) version 1.10.5 compiled on July 10 2018
Although need is lessened (if not yet gone), the MacOS bundle install
project has been updated for NetBeans 10 (testing/feedback are always
welcome).

I did have my history of NetBeans and Forte confused, so thank you for

Was there another IDE that was targeted at something specific, perhaps web
development? Sun Java Studio Creator? Did it leverage NB or Forte? Just
curious.

That sounds like a good plan to me. I don't do a lot of PHP these days but
I do believe there's a significant NB following there. Moving to 10
recognizing the next JDK support makes sense.
