It depends on the application - I generally don't weight items as a result of frequency as it can be tough to know why one item was mentioned more than others. For example, many people might notice that a car is dirty, but thats not necessarily more important that the fact the it has a flat tire.

I am not sure how you mean to implement the multi-parameter aspect (does having more than one parameter necessitate the need for multiple form fields?), but another option is to have no search button at all. Many products (Firefox, Safari, OS X find) use a carriage-return to submit the search
