And has any of this OATS, SAR, FAR, and TEM cell data differences been
correlated to actual interference problems? Is the EMC industry crying
wolf?
Limits and test methods should be based in reality. They should not be
academic exercises. For example, much of the world's products are in the
Gary, I happen to agree, but unfortunately EMC compliance is required for
own use equipment. Section 1.2.6 of the Guide for the EMC Directive
states:

considered to take place at the moment of putting into service; the
If a manufacturer builds a test fixture only to be used by the
manufacturer (not commercially available), does the test fixture need to
undergo EMC testing? If so, where is this called out?
Can placing on the market and putting into service be different
things?

But what standards apply in order to carry a CE mark in its own right for
EMC?
From what I understand, a smart battery is tested to the EMC standard that
covers the equipment that it is installed in. What I am not clear on is
the EMC standards that apply to testing smart batteries on their own

Are SAR standards (EN 62209-1 for example) harmonized to any Directive for
Europe? I don't see them listed in the standards harmonized to the RTTE
Directive?
