Amund, I don't think the discussion reached a consensus. An early book on the subject, Chris Marshman. The Guide to the EMC Directive. 1992:IEEE Press, Piscataway NJ 308p., identified 'Communauté Européen' as the reason for 'CE' (p11 of Introduction). Some explainations are anachronistic.
