exchange 5.5 on an NT4 box with OWA installed on our
intranet server. This
server is a windows 2000 box.
To access mailbox via OWA users have to do three
things.

We've also had problems with incoming messages from mailing lists generated
by Mailman etc. The logs of the sending server show them being delivered to
our ES 5.5 server, and message tracking indicates that they have been
delivered to the correct mailboxes. They then appear in some mailboxes

The phrasing of the question and terms used based on the question as asked
are ambiguous. Delegate permissions is sufficient for 'send on behalf of'
rights, if that checkbox is marked. Send As permissions are another set of
permissions and can only be granted via the Exchange admin.

I'd never noticed before that making someone a delegate puts their name in the
Exchange Admin delivery options screen. However, if that's how it gives the delegate
send on behalf of rights, then maybe it's subject to the standard Exchange Admin two
hour delay.

It is not enabled (check box---unchecked) by default for all groups.
If OOO is enabled globally,it over-rides all other parameters and is
effective for all.
