I suppose adding at the bottom and reordering on by-system basis achieves
the result. But I am not happy about being unable to add staves in the
proper order. So yesterday I added a "cache/restore" feature to my plugins.
It allows you to cache your systems before adding staves/instruments and
then restore them afterwards. As long as you don't add any music to the new
staves before restoring, your restored systems are identical to the way
they were before.

I can't believe Finale doesn't have this, but it will be available in the
next release of Patterson Plugins.

I just tried this. Maybe you did this already. Finale 2014.5, Windows.

I double-clicked in scroll view to add a new staff AT THE BOTTOM. I switched
to page view (where I have no auto-updating of anything) and the news staff
was off the page as expected.

I selected that staff by clicking to the left of it, then 'hide'. All of the
new staff occurrences disappeared.

Next I switched to the selection tool, and selected all the measure stacks on
one page by double-clicking the first measure and shift-clicking the last
measure. Then I switched to the staff tool and 'unhide'.

The new staff reappeared on just that page, at the bottom.

Then I chose 'reorder staves' and moved it up.

The rest of the score remained unaffected.

Does that do what you want?

Two points: I'm adding a new staff, so there won't be any notes in it.

"Hide Empty Staves" does not always restore my systems to the exact staff
spacing as before, so it is not an acceptable solution.

FWIW: The reason for this is that I need to add (in this case a percussion)
instrument after I've already laid out a dozen or more pages. The new
instrument won't be used on any of the pages I've already laid out.

After it gets added, use staff tool to select that added staff and use 
the "Hide Empty Staves" command in the Staff menu and any systems where 
there aren't notes on that staff won't have it show.

I’m not sure I understand the question. How would adding another staff NOT 
affect the layout? It makes every system exactly one staff taller. 

You can choose the new staff everywhere except the place you want it with the 
Staff Tool and select Hide Empty Staves. This only works in Page view. For 
Staff Sets (in scroll view) you would have to redefine them to exclude the new 
staff.

I am guessing you have Violin 1 split into two staves for a brief passage, or 
something like that? This is the way to do it. You also have to add the new 
staff to the existing Violin 1 part and create the Group while in the part.

It seems like I had figured out a way to add a staff to an existing
document without affecting any existing systems. However, when I do it
using either double-click in the Staff Tool or Add Instrument in the Score
Manager, it adds the new staff to every system and staff set. Does anyone
know a way to not have this happen?
