Windows XP sounds really old.
I run Parallels with Windows 7 on my MacBook Pro and I loaded Frame 10 without
problems.
I would start with an upgrade to Windows 7.

My first step would be to go to the FrameMaker folder and double-click
the actual FrameMaker.exe file. That will rule out a faulty alias and
verify the installation.
Evidently you have attempted installing FrameMaker several times
already. I think you should start looking somewhere else.
