existing Qt version, and install the new one. Packages are available for
4-STABLE and 5.1-RELEASE, instructions at the second address in my .sig

If you have no arts running, and you run this commandline in a terminal what
happens?

More useful, configure arts to not just exit when idle, but to also use a
different device than /dev/dsp when it's on.

I've used KMail over imap for ages, and if it's not available, ssh and pine,
or webmail (Squirrelmail) if ssh isn't even convenient. One mail folder,
multiple clients from multiple locations, no problems.
