The game manual is not correct, Cruise Missiles are not able to attack
Bomber, and this is really realistic.  Cruise Missiles are for floor targets,
there are not able to hurt targets on the airs.

But I think, IIRC, some parts of the code still assume borders are enabled. 
SO I think a such crash is possible also in S2_1.  I want to check this
before fixing this item.

Am playing FreeCiv 2.1.11
According to the game manual http://freeciv.wikia.com/wiki/Combat
"Only fighters and missiles can attack every kind of unit."

Yet when I attack a stack of units on land with a Cruise missile I get the
message - You can't attack there - if there is a protecting bomber on top.

Details:

The Aztec nationset as it is now is pretty inaccurate, so I made a few
fixes:
- The previous version used hispanicized leader and city names, this one
includes Nahuatl ones
- Included some extra leaders
- Added different female leader titles
- replaced Hopi with Maya under civilwar_nations and added Mexico as a
conflicting nation
- Completely replaced the city list. The previous one was full of incorrectly
spelled names, names of provinces or areas rather than cities and apparently
even some made up cities. Plus the name of the capital was misspelled and not
on top of the list. I replaced it with a list of authentic Aztec cities with
their names in Nahuatl.

Ecuadorian nation.
I also fixed some things in the Colombian ruleset: I changed some leader
titles ('governador' is not even a Spanish word) and added some leaders.

The flag is actually Ecuador's naval ensign. The ensign is identical to the
flag apart for it's proportion. I did this for two reasons.:
1.) I couldn't find an Ecuadoran svg flag that was public domain
2.) The ensign unlike the flag is 2:3, so the coat of arms won't get
distorted when it's transferred to png.

Oh, and while we're at it. I would have liked to include Rosalía Arteaga as
a leader for Ecuador, since I prefer to include at least one female ruler.
Hoewever, she was president for only 2 days and since there are much more
important living (male) presidents I thought I'd better include one of them
(Bucaram). It would be better IMO to allow for one living leader per sex
instead of one living leader period. See also this topic:

I have tried to update this patch to a version which would be accepted (add a
setting; save it in the savefile; ...). One (big) problem occurs:

For airlifting of a unit to an allied city the player has to know if this
city has an airport and airlifting capacity. This information has to be send
to the client (in a *modified* city_short_info packet). These packages are
only send if the player *sees* the city - so a unit has to be near the city
or there must be shared vision between the players.

I don't know if this is worth the work ...

Creole leader names is a good idea. I didn't do it at first because I figured
French names would be more recognizable, but on the other hand the same goes
for city names.

I've changed Duvaliers name to 'Papa Doc' Duvalier (or rather 'Papa Dok'
Divalye). I think he's better known under his nickname than under his real
one, so I figured it'd be better to leave Papa Doc and drop his first name.

Simone Duvalier's last names were in the wrong order, I've changes it to
Simone Ovide Divalye.

And Aristide is still alive, but he's the only one, and the guidelines allow
for one living leader (IMO it'd be better to drop that rule though and place
no restrictions on living leaders).

I've attached the new version.

Oh, and while we're at it. I've made a nation for Dominican Republic as well.
How should I call it? 'Dominican' already exist for Dominica. Would just
'Dominican Republic' do?

Please check the tax settings as well as the workers in the cities.

In the savegame you have:
* luxury/science/tax = 30/10/60
* government: democracy

now set the governor of all cities to max science
=> 424 bulbs

switch to republic and restore taxes (it is set to 10/80/10)
=> 283 bulbs

switch back to democracy and restore taxes (it is set to 10/90/0)
=> 424 bulbs

so the bug is, that the tax rates are changed; the reason can be found in the
source code at ./server/plrhand.c:finish_revolution()

The attached patch keeps the rates if no one exceeds the maximal possible
rate (for S2_1, S2_2 and trunk); perhaps a notification to the player should
be included?

Hi,

If you load the attached savegame in a server and then connect as user
'j0inty' you can reproduce the bug with the following steps.

1. Open Research Window, where are now 291 blubs per round in goverment
democracy.
2. Change now to republic, where now only 123 blubs are over. 

That is correct, but if you now switch back to democracy again you will have
423 blubs per round what is 132 more than as it should be.

Through my Statue of Liberty wonder I can do this every round and could so
cheating up my research.

this game was started with borders = 0. Therefore, tile_owner(ptile) returns
a NULL pointer which results in a assert in player_number().

The patch fixes this by
* checking for borders > 0
* replacement of tile_owner() by city_owner() or
* explicit test for tile_owner() != NULL.

I checked all calls to tile_owner and hope that I missed none of the
dangerous calls ...
