What the controls in gui then represent if not (governing) policies? If you
dislike adding them to governments.ruleset, maybe game.ruleset? It already has
things like disasters and achievements, of which there can be 0 to several
(but not to hundreds) in a ruleset (similarly terrain.ruleset packs many
object types)

Patch is already getting quite good, but read it (the patch file itself)
through once more to catch unintentional changes - there's still changes like
replacing empty line with a line with some spaces etc. Also, at least in two
files there was no empty line between last #include from previous section and
the comment telling what directory the next one is.

Yeah, if there comes changes between submitting the final version and commit
time, those can be added. But patch really should apply and compile against
svn HEAD at the time it's submitted.

Can you add gui-gtk2 version at least? Changes between gtk2 & gtk3 clients are
usually relatively easy to port.

Details:

I'm not aware of any reasons why Paratroopers would need to be land moving
units, and quick testing didn't reveal anything either.

Remove claim that they are "(land only)" from the ruleset comments.

Add tech want for direct effects the tech enables.

In classic ruleset this should affect at least want for Mysticism (when Temple
already built), Electricity (when Colosseum already built), Theology &
Communism (when Cathedral or Michelangelo's Chapel already built). Alien
ruleset should benefit more, as well as some custom rulesets.

Many units were recently added single-level veterancy system, but still taking
the name of the first level in global veterancy system to use, i.e., those
units are forever "green".

Maybe such units that do not gain veterancy should have more neutral veterancy
level, such as "regular".

Details:

civ2 bug #21629 is now fixed, but also civ2civ3 ruleset has waste (and also
food-waste), and seems not to have any special handling for barbarians and
pirates. So presumably cities of those nations without a capital, i.e., with
max distance to capital applied in the calculations, suffer 100% waste.

Reading could_unit_load() in common/unit.c, the missing tests are:
* unit_transport_check() ;
* GAME_TRANSPORT_MAX_RECURSIVE.

(Amphibious path-finding is another problem. It is used to make paths for a
transporter and its cargo, I doubt embarking is relevant in this case. I would
like to replace it in version 3.0 to pf_combined_map or something like this,
which will really fit the ruleset).

Thanks a lot for reminding me about performance: figuring out how to do this
with the lowest call count, least stack usage, and fewest lines of code led to
interesting investigations into C.

The new patch exposes universal_fulfills_requirement() so that all the
requirement_fulfilled_by_foo() functions can be replaced with macros, passes
the universal as a pointer, and maintains a static array of the item_found
functions indexed by universal kind, initialised in game_init().

Adding support for a new kind now requires writing the item_found function,
and then adding 4 lines of source (a savings from the 24 used on trunk).  I've
added back some asserts: null requirement vectors are fine (iterating over
NULL loops 0 times), and if we found a req during an iteration, that req
exists, but it is worth verifying that a function to find items exists, and
that there is an item to find.  Note that actually passing callbacks (rather
than maintaining the array) doesn't reduce the code requirement: while one
doesn't need the line populating the array, one does need a declaration to be
available to the macro, so no net savings (and much wider exposure of
implementation details over the codebase).  It would be possible to reduce to
two lines of code with a MACRO to generate the macros, but I thought that
would get closer to unreadable, so didn't go that far.

There is an incidental textual dependency on patch #4939, but not a functional
one (this patch removes or replaces 6 lines of code changed in that patch().

Details:

Currently, the S2_5 follow tag is "stable", which means 2.5.0-beta1 user won't
be alerted when beta2 is available.

Set it to "S2_5", which will track betas and also stable 2.5.x releases. We'll
change it back between the last RC and 2.5.0.

(win32/installer/Makefile already correctly has "win32-S2_5" for similar
reasons.)

...so on trunk, we get "Map topology and tileset incompatible" warnings.

Default topo changed to iso in 2.4.0, so multiplayer on S2_4 should also
default to wrapx|wrapy|iso.
