The Windows binary will run without problem. Icons will be missing on some
buttons. Four city dialog buttons don't have text and will thus become a
problem. The related icons are:
go-up
go-down
list-add
list-remove

I made a patch to remove all Oxygen icons and use system ones instead.
Once we find good fallback icons, we can add them to SVN in
data/themes/gui-qt/icons, uncomment a line in
data/themes/gui-qt/icons/Makefile.am and that's it.
