To sum up,
I don't think this is the best time to graduate.
At least we need a non-WIP-DISCLAIMER version. and we could confirm
that PPMC can check the release, and other issues can be resolved.

Marvin-AI and Milagro have both had tutors miss sign-off,
and other podlings have actually had this happen.
What can we do to help avoid this situation? At certain times of the
year, mentors may not really have the time.
