The cause of the INTLLIBS problem is that gettext.m4 doesn't set
the variable correctly. I've sent following patch to gettext maintainer
to fix it. It will be fixed in the future

and our goal is to get rid of it. The flame plug-in that includes its own
version of the library is of course doing the worst.

times I've had it where I've clicked on a DynText layer and it's created
a new layer instead of editing the old
