DEMPO TO HONOUR FULL CONTRACT: Dempo Sports Club president Srinivas Dempo
has promised to honour the full contract of Cristiano de Lima Junior, even

SKY BUS TESTING TO RESUME: Two and half months after the September 25
accident nearly grounded the indigenously developed Sky Bus project, the
Konkan Railway Corporation is finally bracing up to resume further testing

31 CONVICTED FOR CHURCH BLASTS: A TADA court in Hyderabad has convicted 31
persons in the church blast cases that caused ripples in Goa, Karnataka and
Andhra Pradesh in June-July 2000. According to reports in the national
press, the charge of conspiracy leveled against the 31, belonging to the
Deendar Anjuman, was proved and they were sentenced to a four-year term.It
may be recalled that a powerful explosion rocked the century-old St Andrew
Church in port-town Vasco at about 10.50 am on June 9, 2000, partially
damaging the edifice. (H)

BUNGALOW BURGLED AT MIRAMAR: Despite the Miramar area being swarmed by
crowds due to the ongoing entertainment at the beach, thieves had a field
day when they broke open the hind door of a bungalow in St Mary's Colony
area and robbed jewelry worth some 70,000 rupees belonging to Ana Sequeira,
on December 6 evening. (H)

UNDERGROUND CABLING: The Minister for Power, Digambar Kamat, said that the
Accelerated Power Development Reforms Programme has accorded its sanction
for the third phase of underground cabling in the State of Goa. (H)

KONKANI FILM 'SOOD' TO BE SCREENED: The much-awaited Konkani film on Goa's
freedom struggle 'Sood' will be screened at the IFFI Inox Multiplex, Panaji,
at 3 pm on 9 December. The cast includes veteran Bollywood actors Tom Alter,
Parikshit Sahani, Sanjeev Prabhudessai, Prashanti Talpankar and others. (GT)

MAN HANGS TO DEATH: A native of west Bengal, named Sunil (22), hanged to
death, on December 7, from a tree using a dog's chain, in Margao. (GT)

TEENAGER COMMITS SUICIDE: One Kamla Suresh Harzale (17), a resident of
Tisk-Karapur, committed suicide on December 7 morning by jumping off an old
wooden bridge at Sanquelim. (GT)

CHEAP LIQUOR CAUSE OF LIVER CIRRHOSIS: According to Prasanna Acharya,
Assistant Commissioner of Excise, Panjim, Cheap availability of Indian Made
Foreign Liquor is the reason why people drink more often in Goa. Dr Ruando
de Sa, Medical Superintendent, Asilo, another reason that leads to liver
cirrhosis is the adulteration of alcohol. The other problem is the number
of bars across the State which is 7,500 (licensed) and 1,200 shops that sell
liquor. (Nerita Baptista in Herald)

CANDOLIM SHACK OWNERS PROTEST: The demolition squad of the tourism
department which had gone to demolish shacks at the Candolim beach on
December 7 returned empty handed as some shack owners protested the
demolition alleging that the department was carrying out selective
demolition. Seeing the squad a large number of people, particularly shack
owners, protested at their being selectively targeted by the authorities.

RADIATION FROM CELL PHONE TOWERS: The radiation emanating from the base
stations (towers) of mobile telephones are so low that they pose no threat
to human health or life, members of the Cellular Operators Association of In
dia said on December 7. Seeking to allay fears of the public, who have
recently objected to the erection of mobile telephone towers in many parts
of Goa, COAI members held a press conference in Panaji. (NT)

Chief Minister Manohar Parrikar should publicly apologize to the people of
Panjim and its surrounding areas for the grave 10-day  inconvenience caused
to the residents due to the mismanagement in holding the IFFI.

Goans also have a right to know as to how much of tax-payer's money has
actually gone into this event which has lacked transparency and merits an
inquiry into the alleged financial and other irregularities connected to the
IFFI works.

Even the Corporation of City of  Panaji was bypassed on such a mega project
and it is a matter of
concern that the IFFI works, which have been hurriedly executed, are bound
to be substandard

The Government instead of focussing on priorities of good roads,
electricity, water supply and health care for the local people chose to
drain over Rs 120 crores to help the film industry, which is already one of
the richest. So obsessed has been our Chief Minister with IFFI.

Konkona's power trips

Playing a Page 3 journo has actually made a wannabe scribe out of the
National Award winning actress

Her character as a Page 3 journalist in her forthcoming film has had an
effect on her. Talking to National Award
winning actress, Konkona Sen Sharma, one can't but notice how she thinks
like pucca journalist. When the whole of Goa is immersed in the spirit of
IFFI, Konkona has more serious concerns, If I would have been a journalist
I would have hated to come and work here instead of watching films, she
says lightly. But if I had no choice but cover the fest, I would probe a
little more than the obvious, she says. There's a lot of resentment among
the locals because it's only the areas near the venues that are lit up the
whole night which, in turn, is causing major power cuts in other areas.
There're frequent power failures even at the place where I stay. The
residents feel that a lot of money is being pumped into all this razzmatazz
which could have been spent to upgrade the infrastructure. I would have
taken their reactions, she observes.

Thank you for your quick response. It is a pleasant surprise.

I was watching the programme on Stage-2 of the Dayanand B.Bandodkar Cornice
Road ,Panaji, last evening in connection with IFFI 2004 and what struck me
is the lingual and communal harmony in music, song , dance and the
participants. If  Pratap Amonkar and Bindiya Vast could sing duets in
Konkani  and Marathi with equal ease in the SANGEET SAANJ, if pretty Teja
Amonkar could render Shuba Mudgal's racy songs in Hindi, if the Chandorchi
Salkam could sing an original MANDO 'Colvachi Prai' about the heartbreak of
a girl ditched by the boy's father because of her caste and even a dulpod
composed in honourof IFFI in Goa; if the Bicholim Friends Circle could
muster youth and age to present the ghode- modni, veerabhadra, romta-mell
and the fugdi for their LOK-RANG and if all these performers, both catholic
and hindu, could do it on one tiny stage in a matter of two hours needing
excellent co-ordination between groups to avoid even a 2 minute break, THERE
IS REASON FOR HOPE. This was just one stage on one evening. Imagine if this
can still happen everyday. There is a reason for hope. Gomant Vishwa
Sammelan is NOT A THANKLESS TASK. All it needs is a little organization, a
sense of direction and a clean heart...all three seemed sorely lacking at
the first sammelan last  January. If there is blasphemy in history, the
Gomant Darshan qualified for that dubious honour!

Let us learn our lessons and forget that sammelan. In the words of
H.W.Longefellow:
Trust no Future ,however pleasant;
Let the dead Past bury its dead.
Act, act in the living Present:
Heart within and God o'erhead.

Friday Balcao the fortnightly discussion event

Defending Human Rights in Goa.
On the occasion of Human Rights Day the Friday Balcao
discussion will focus on the Universal Declaration
of Human Rights and its relevance to Goa.
On 10 December 1948, the United Nations adopted the
Universal Declaration of Human Rights. It declared that
the recognition of the inherent dignity and of the inalienable rights
of all members of the human family is the foundation of freedom,
justice and peace in the world. It could arguably be called the
birth of the modern human rights movement.
The National Human Rights Commission, the State Human Rights
Commission and the District Human Rights Court are avenues
available for the defence of human rights.
Human Rights education at the school and college level has been
considered a priority for the defence of these rights in society.
What is the level of awareness in Goa of the Universal Declaration
of Human Rights ? Are the various avenues of defending human
rights known to citizens in Goa ?
What role must educational institutions, NGO's, community
organisations and the media play in defending human rights
Goa ?
The Balcao discussion will cover these questions and
and also evolve an agenda for action by citizens on the issue.

School Master from a remote rural area in Bihar was transferred to a new
School in Mumbai. He reported for duty two days after the actual date of
joining. Consequently he was asked for an explanation in writing . . .

  If small small mistakes getting inside my letter, I big you
pardon, ass I am not a good englis speaker. 

  This is my fist vijit to Bombai. Stickly speaking, I wanted to
joint your school more fastly, but for the following reajon, too much
time lost in getting slipper reservation in three-tyre compartment. I
tolded I has head ache problem due to migration. Still the clerk
rejected to give ticket to I and my sun. I putted a complain on station
masterji. He said I to go to the lady clerk.

  At first she also rejected. I then pressed for long time and
finally  with great difficulty she gave a birth to my sun. Anyway I
thanked the station master also because he was phully responsible for
getting birth of my sun. Ass a hole it was a bhery diphicult experiment
in my hole life. 

  I hope u will look into explain my hole story after, and late me
joint first.  

  I am now ending this fastly. I am a waiter for your responsement.

Two small questions:

1) Which of the projects listed under d) were taken up and completed in
2004?
2) Whose invention is this Person of the Year award? What are the
eligibility criteria for nominations? Does the person have to be practically
a superman as made out in the opening remarks of the posting? And btw, who
specifically has ruled that IFFI 2004 is a success that too before it has
even ended!?

31 CONVICTED FOR CHURCH BLASTS: A TADA court in Hyderabad has convicted 31
persons in the church blast cases that caused ripples in Goa, Karnataka and
Andhra Pradesh in June-July 2000. According to reports in the national
press, the charge of conspiracy leveled against the 31, belonging to the
Deendar Anjuman, was proved and they were sentenced to a four-year term.It
may be recalled that a powerful explosion rocked the century-old St Andrew
Church in port-town Vasco at about 10.50 am on June 9, 2000, partially
damaging the edifice. (H)

BUNGALOW BURGLED AT MIRAMAR: Despite the Miramar area being swarmed by
crowds due to the ongoing entertainment at the beach, thieves had a field
day when they broke open the hind door of a bungalow in St Mary's Colony
area and robbed jewelry worth some 70,000 rupees belonging to Ana Sequeira,
on December 6 evening. (H)

UNDERGROUND CABLING: The Minister for Power, Digambar Kamat, said that the
Accelerated Power Development Reforms Programme has accorded its sanction
for the third phase of underground cabling in the State of Goa. (H)

KONKANI FILM 'SOOD' TO BE SCREENED: The much-awaited Konkani film on Goa's
freedom struggle 'Sood' will be screened at the IFFI Inox Multiplex, Panaji,
at 3 pm on 9 December. The cast includes veteran Bollywood actors Tom Alter,
Parikshit Sahani, Sanjeev Prabhudessai, Prashanti Talpankar and others. (GT)

MAN HANGS TO DEATH: A native of west Bengal, named Sunil (22), hanged to
death, on December 7, from a tree using a dog's chain, in Margao. (GT)

TEENAGER COMMITS SUICIDE: One Kamla Suresh Harzale (17), a resident of
Tisk-Karapur, committed suicide on December 7 morning by jumping off an old
wooden bridge at Sanquelim. (GT)

CHEAP LIQUOR CAUSE OF LIVER CIRRHOSIS: According to Prasanna Acharya,
Assistant Commissioner of Excise, Panjim, Cheap availability of Indian Made
Foreign Liquor is the reason why people drink more often in Goa. Dr Ruando
de Sa, Medical Superintendent, Asilo, another reason that leads to liver
cirrhosis is the adulteration of alcohol. The other problem is the number
of bars across the State which is 7,500 (licensed) and 1,200 shops that sell

CANDOLIM SHACK OWNERS PROTEST: The demolition squad of the tourism
department which had gone to demolish shacks at the Candolim beach on
December 7 returned empty handed as some shack owners protested the
demolition alleging that the department was carrying out selective
demolition. Seeing the squad a large number of people, particularly shack
owners, protested at their being selectively targeted by the authorities.

RADIATION FROM CELL PHONE TOWERS: The radiation emanating from the base
stations (towers) of mobile telephones are so low that they pose no threat
to human health or life, members of the Cellular Operators Association of In
dia said on December 7. Seeking to allay fears of the public, who have
recently objected to the erection of mobile telephone towers in many parts
of Goa, COAI members held a press conference in Panaji. (NT)

MINISTER'S CAR DAMAGED: The official car of Law Minister, Mr Francis D'

I read in the Time magazine that there will be 2 million people visiting the 
exposition over a 40-odd day period.  This comes to an average of 50,000 
persons per day.  In nature of such events, on certain days the number 
should be at least double the average.

If this is correct, then it is indeed an important event for Goa. Can 
someone confirm that the figures are correct?  I am not asking this question 
because I doubt the accuracy, but would like to know the facts to understand 
Goa better.

Sancharnet was giving a lot of trouble with mailgroups last week. In
fact, I have started getting Goanet again only now. Many others I spoke
to have had a similar problem. What about others on Sancharnet?

Sorry if this issue has already been taken up in this forum and this is
repititive, but I wouldn't know, because I only started getting the
Goanet mails again yesterday.

Below is a letter written to Sancharnet. No reply as yet.

Dear Sir/Madam,

Since 25th Nov. till this afternoon, no messages have been coming
through to my Sancharnet email ID from any of the mailgroups on Yahoo
Groups. Enquiries with a number of other subscribers having sancharnet
email IDs reveal that they have been facing the same problem. Access to
the Yahoo Groups website (groups.yahoo.com) was also denied from the
Sancharnet server, and the message 'Gateway Error' kept popping up.

I have checked up on the Yahoo Groups website (using another ISP, since
Sancharnet was denying access) and examined all groups which I am
involved in moderating. All Sancharnet IDs subscribed to those
mailgroups were giving a 'Hard Bounce' since 25th Nov., indicating that
the Sancharnet server was rejecting those mails. (This problem seems to
have been largely restricted to Sancharnet IDs subscribed from Goa,
though I am not sure of this, and other IDs may have been affected.)

This problem is not restricted to Yahoo Groups alone -- messages from
Goanet to Sancharnet IDs have also been bouncing and I am following up
with the moderators of the mailgroup on this and will get back to you
with detailed information.

Since yesterday, I have repeatedly been phoning the Help Desk and trying
to get the matter sorted out. Since this afternoon, the blocking seems
to have been stopped. But, as a result, hundreds of subscribers to
mailgroups have lost out on a week's worth of messages. Further, due to
the Hard Bounce, many of the accounts have been automatically turned
off, creating additional work for moderators and subscribers in having
to turn them on again. The financial problems as well as the mental
tension and additional work created by this are extremely serious.

From all indications it appears that Sancharnet had deliberately blocked
all mails from Yahoo Groups and other selected mailgroups, and had also
blocked access to the Yahoo Groups website. The problems are too
consistent and too logical to have been the result of a random internet
error.

I request an urgent clarification from Sancharnet on this matter. If
messages were blocked to all Sancharnet subscribers or selectively to a
certain region or certain subscribers, I would like to know on what
authority such an arbitrary and illegal action was taken.

The 16th exposition of the mortal remains of St.Francis Xavier has spawned a
number of publications. The Navhind Times has come out with a free
commemorative on thelife and works of SFx,the Goa Govt has its own booklet
and the Diamond Pulications has a combined EXPO PLUS on behalf of its five
Plus tabloids. all are free to the reader. Paid publications have also been
issued by varios organisations.

Domnic Fernandes's article on the pilgrimages on foot has been reproduced
verbatim from his posting on the Goanet with his consent and with due
ackowledgement of Goanet. It is the lead story[ page 1  4] of the Expo
Plus. Fifteen Goa related Net groups, 4 websites and a dozen useful email
IDs[ including 3 email IDs that will help people to send flowers to their
loved ones for Christmas, New Year or weddings during the festive season]
are listed.

The Expo Plus also informs the visitors about the Goan experience at
'Ancestral Goa' at Big Foot- Loutolim, the 'Goan Evening' on wednesdays at
the Emerald Lawns-Parra and the  delightful Goan fare every evening at the
Tabla poolside restaurant of Lagoa Azul-Arpora. Not everyone has seen how
cashew feni is distilled traditionally in Goa. These restaurants offer the
opportunity to see the process. For those that would rather read books, play
chess or have their children run around there are the new age places like
'East meets West at Casa Portuguesa-Calangute, blue tao at Anjuna.  The
Dolce Vita offers the opportunity to chill-out from breakfast to sunset on
Thursdays and Saturdays at San Minguelvaddo[ near Oxford stores], Anjuna.

Godfrey Gonsalves' report on the exposition and Ana Mariade Souza-Goswami's
report on the Christian Art Museum at Santa Monica Convent,Old Goa, and

completes the information that is useful to the Goan who is down in Goa for
the exposition with his/her foreign born/educated children. Clifford da
Silva [ the Editor of Margao Plus] writes for the foregn returned Goan of
SFX as a Super Achiever of his times. He also writes about the little
known Sound-and-light show on the lives of Jesus,  SFX and Blessed Jose Vaz
. The opinions of some Goans on the relevance of SFX exposition are also
featured. It also lists the programmes upto 06 January,2005.

Copies of the Expo Plus have been distributed at Old Goa,Panaji and Mapusa
today. Other places will get the copies tomorrow. We hope more people will
join the Netgroups and continue their interaction with fellow Goans well
after the Exposition is over. The next one is a decade away.

Well, whoever is Avelino D'Souza, it is nice knowing that there is such a
person and that he makes a reasonable request. It was not funny when a Ph.D
in something brought in family members into the discussion recently. It is
okay for Fred to write that one should ignore flame baits...as long as
someone does not make personal comments about his family ;-(

That a vast majority of Goanet subscribers are lurkers says something
about the freedom they think exists on the Goanet. It is almost as
interactive as...the Navhind Times.

Other things being equal, Shri Shantaram needs to examine his conscience as
much as he needs psychiatric help.
1.Why should the Government need Rs.30 crores to build a hospital like
Apollo victor that Victor Albuquerque built in Rs.20 crores.Is he providing
for a 30 % cut .or a 30% inefficienccy?
2.Why should any Government in Goa want to construct and set up  600 more
primary schools when 51primary schools were transferred to a private agency
last year for want of students and another 400 schools are up for grabs in
the next academic year ?
3. There were Congress Governments simultaneously in Goa and at the Centre
for more than a decade and Shantaram was an MP. There was no IFFI in Goa.
There was no restoration of the disused GMC building, no Corjuem bridge, no
Siolim-Chopdem bridge, no Khandola-Amona bridge, no Kadamba by-pass of
NH-4A, no repairs and painting of buildings in Panaji, no restoration of
Municipal gardens, either. Where did the money go?? In suitcases???

I totally agree with you on your views on Mr Parrkar. Yes indeed he has proven 
that Goans are not  Susegad  and to move a project it requires ones 
commitment which Mr Parrikar has, be it the IFFI or the bridges which were 
completed in record time. I remember when I was in fith standard and  
foundation of Curtorim bridge was laid. It took nearly 10 to 15 years to 
complete and still shaky. Well there are always two sides of a coin we can 
critiise and appreciate some one in Democracy. 

I would like to know what contribution has Mr Sardinaha, Luizinho Falerio, Dr 
Willy, Ravi Naik, P S Rane, Proto Barboza, Shashikala, have done during their 
tenure which has left a lastin impression.

Well you see Indian IITians at work.

There is academic education; social education; and cultural education.
These occur within and outside an academic classroom. 

The factors outside a classroom also need to provide / shoulder their
share or responsibility of (social and cultural) education. 

One site of adult education today in the internet and its mailing lists.
Does this internet list serve its function of us educating ourselves?
Most of the posts on political and economic governance are ONLY
critical, negative, unconstructive, harmful and on occasion destructive.
If we can constantly challenge the democratic 'centers of authority'
every day (in our media, on our streets and on the net), where is the
constructive spirit for ALL TO WORK TOGETHER to make things better for
the majority and to respect authority? Just asking? 

Hope Goanet administration does NOT feel slighted about the observation
on this mailing list. My opinion is about those of us who participate
with few if any constructive suggestions. I am sure we are all

Wednesday, December 8, 2004 Panaji church feast today

Panaji Dec 7, 2004: The feast of Our Lady of Immaculate Conception, patroness 
of the Panaji church, will be celebrated in Panaji as well as in some other 
Goan villages tomorrow.

The Rector of the Rachol seminary, Fr Tomas Aquino Sequeira will be the main 
celebrant of the High Mass scheduled for 9.30 a.m. Before that, masses will be 
celebrated every hour beginning at 5.30 a.m. There is also an afternoon mass 
at 12.30 p.m. The only evening mass at 5. 30 will be celebrated by the staff 
of the The Navhind Times.

The vicar of Panaji church, Fr Antimo Gomes, informed that the theme of the 
feast is ‘Mary is a Woman of the Holy Eucharist’. The general theme for the 
novenas and vespers was “nourished by the Holy Eucharist, Let us together 
continue our pilgrimage to God”.

The president of tomorrow’s feast is Panaji parishioner, Ms Dominica Fernandes.

Fr Gomes said that this is the last feast to be celebrated by the old system 
of ‘Mordomo de festa’ (individually). From 2005 onwards, the entire parish 
will jointly celebrate the feast, he said.

Nine days of novenas preceded the feast tomorrow. Fr Gomes said that the 
preaching during the novenas was done by three different priests; first three 
days by the Director of the Youth Centre, Fr Lucio Dias, the next three days 
by the assistant Director of the Pilar Fathers’ Verna Educational complex, Fr 
Alfred Almeida and the last three days by the Rome-trained Bible scholar, Fr 
Simeao Fernandes. Vendors, participating in the 3-day traditional fair, were 
seen hurriedly erecting their stalls near the church square today evening.

NEW DELHI: The government has withdrawn the income tax proposed on interest 
accrued or payable on deposits held by NRIs, Minister of State for Finance S S 
Palanimanickam told the Rajya Sabha on Tuesday. 

Such accounts include NRI external deposits and foreign currency deposits of 
NRIs, he said. 

Income tax will, however, be payable from April 1, 2006, he said in reply to a 
question. 

Several NRI organisations had raised the issue after the exemption was 
withdrawn in the budget for fiscal 2004-05 unveiled by Finance Minister P 
Chidambaram in July. 

Minister of State of Overseas Indian Affairs Jagdish Tytler had taken up the 
issue with the Finance Ministry.

Our observations:

Does the finance ministry know that large chunks of NRI funds have already 
taken flight to far off destinations from the Indian sub-continent after 
Chimbambaran disclosed the 2004-05 budget?

The above announcement is surely a relief for the Gulf-NRIs?

Honda Eterno cup inter village football at Cuncolim

Dec 6:- Hosts Cuncolim union will take on Nerul  sports club in the inaugural 
match of the Cuncolim union organized Honda Eterno cup inter village football 
tournament starting from Dec 11 at Poitomaddo grounds Cuncolim.

The tournament has been sponsored by the hero Honda group of companies and Goa 
Rajee Motors.  Honda group of companies new vehicle to hit the market Eterno 
has been chosen as the title sponsor for the tournament by the sponsors of the 
tournament informed Secretary of the union Armstrong Vaz.

In all sixteen teams from all over the state will be fighting it out for the 
winners prize of Rs.15,000/- and the runners up prize of Rs.10,000/-. The 
organizers have also made arrangements for other individual prizes for players 
of the participating teams.

whites who give them a few coins or small notes. We Brit Goans who have 
moved about, give at least 10 percent of the Bill in Restaurants, as a tip !

Bangalore, Dec 7 (IANS) Bangalore Police Commissioner S. Marisamy Tuesday
ruled out foul play in the death of Dempo Sports Club striker Cristiano
Junior during the Federation Cup final here Sunday.
There is no foul  play.  Even in the complaint lodged by Dempo coach
Armando Colaco with the police on Monday, there is no mention about Mohun
Bagan's custodian Subrata Paul doing anything deliberately to cause
Cristiano's death, Marisamy told on phone.
Rulingoutsummoning Paul for an inquiry till the final autopsy report was
received from the government hospital, he said.  Marisamy was convinced the
goalkeeper had no role in the Brazilian striker's death on the field.
We are  not asking  him (Paul) any questions right now.  No one told us the
goalie deliberately attacked Cristiano.  Not even Dempo's coach, Marisamy
said.
The complaint points to a foul committed by Paul and not an assault or
attack.  Football is a body contact game and often players crash into each
other.  The goalkeeper's act was not an offensive one to harm the player.
It is,  however, up  to the All India Football Federation (AIFF) to take
action against Paul on the foul committed soon after Cristiano scored the
second goal, Mariswamy pointed out.
The police chief said he did watch the video recording of the finals and
perused the autopsy report submitted by doctors to conclude sudden cardiac
arrest as the cause of the mercurial striker's death.
The report says cardiac arrest was the cause of death. We will wait for the
histo-pathology report of the heart to decide whether this sudden arrest was
caused by drugs or sheer excitement of scoring two goals for his team,
Marisamy said.
Investigations  will, however, continue against the Karnataka State Football
Association (KSFA) on negligence and lack of medical facilities at the
venue.
We learnt Cristiano was taken to Hosmat hospital because the association
has signed a contract with the hospital for medical care, Marisamy said.
In a related development, match referee Maheswaran Balu and match
commissioner M.G.  Suvarna had submitted their reports on the tragic
incident and the final match to All India Football Federation (AIFF)
Tuesday.
Details of  the  reports have not been made public, pending an inquiry
ordered by the AIFF president.  Indo-Asian News Service

have to leave on Dec 19. Silviano Barbosa is threatening to release a 
book shortly, and has commissioned me (surely a bad choice) to scout 
around for a chief guest.

Prof Mascarenhas is down from Tanzania, in Quepem, but would be leaving 
soon. Christine Pinto is coming from Down Under, and I'm her postbox for 
awhile. _VM_ was motivated enough to shift down to Goa -- bag, baggage and 
family -- so we have him kind of captive here. Then there are all our 
home-grown, based-in-Goa Goanetters, starting with old faithful Tony 
Correia Afonso. We do hope that both Aires Rodrigues and Maria Rodrigues

Dear Friends,

During the recent official visit of Hon'ble Minister of State for Overseas
Indian Affairs, Government of India,  Mr. Jagdish Tytler, to Kuwait a
Meeting of Coordination Committee of Indian Community was held on November
26, in the Indian Embassy Auditorium under the patronage of HE the
Ambassador of India, Mr. Swaspawan Singh.  At the time of interaction
following issues pertaining to the Indian Community with particular emphasis
on the issues directly relating to the Goan Community  were raised.   I
would like to share with fellow Goans to follow suit whenever such
opportunities arrise.

Reproducing a summary of the issues raised herebelow:-

1- Immigration Clearance Requirement:-  According to the Indian Mission in
Kuwait, the status of the Immigration Clearance Suspended Temporarily can
be changed to the status of Immigration Clearance Not Required  only after
completion of three years in Kuwait despite the fact the  concerned NRIs
have legal residence and valid contract with the employers.  This has been
creating considerable hardships to NRIs.  Indian Embassy says that it is the
Government of India regulation and they cannot do anything about it.  If an
NRI has to proceed on emergency he has to be back at the mercy of the
Corrupt Immigration Officers in India.
2- Taking of Passport Copies at Dabolim-Goa  Airport by the Immigration
Officers.  One fails to understand what empowers the Officers only at Goa
Airport to take copies of the Passports while the same is not the case at
other Airport exit points.
3- Goa University Degrees non-recognition:-  The professional Degrees of Goa
University are not recognized in Kuwait resulting in lots of hardships to
the professional Engineers.  Kuwait Society of Engineers does not register
the Engineers of Goa University on the grounds that same is not a registered
University as per their records.
4- Indian System of Education 10+2+3:  Indian Degrees both
Arts/Science/Commerce are not acceptable globally on the grounds that same
is not compatible to International standards.  We have some victims in
Kuwait.  The issue was taken up by the Community but still waiting for
proper response from the concerned authorities. They say that it should be
four years course and not three years.
5- Goan NRI City:  Our repeated requests to the State Government to allocate
a suitable land at a reasonable price to establish an NRI City by itself
with all the infrastructure facilities covering the
Residence/School/Playground/Supermarket/Library/Community Hall/Clinic/ etc
etc is long overdue.
6- Airport Tax vis a vis Airport Facilities:-  It has been observed that
NRIs in particular are subscribing substantially to Airport Tax.  One fails
to understand why there is no corresponding improvement in the Airport
facilities.   Even the VIP lounges one can see lots of mosquitoes.  The AC
is more often out of order etc.
7- Indian Art Circle Premises:  The Indian Community in Kuwait had a
suitable premises to conduct their cultural programs and other exchanges.
Since the premises are demolished a suitable alternate sight should be
arranged through the good offices of the Indian Ambassador in Kuwait.  It
should be noted that it is the only Indian Embassy that can help the
Community to this effect.  We do solicit the intervention of Hon'ble
Minister to this regard.


8- Dual Citizenship:-  It is a big sigh of relief that this long pending
issue at last has been resolved.  We thank you Hon'ble Minister for the
announcement made by you on the same day and also in other parts of the
Gulf.  We are given to understand by the Indian Embassy that they do not
have any specific instructions with regards to the formalities to be
completed to this regard.  Intervention of Hon'ble Minister is required to
expedite the issue so that NRIs can avail of the facility immediately.
9- Reservation of Seats in the Professional Colleges:-  We request Hon'ble
Minister to look into the long pending demand of the NRIs to reserve proper
seats in IIT and other Professional Colleges for the NRIs.
10- NRI - Taxation:-  We thank you Hon'ble Minister for your timely
intervention and on this issue.   We look forward to see that this issue is
closed once for all as per your assurance.
11- Shifting of Dabolim Airport to Mopa:  This will create enough hardships
to the people of South Goa.  The existing Airport is centrally located and
very much convenient to each and every Goan.  We made representation to this
effect.  We request Hon'ble Minister to intervene and restore this facility
for the convenience of NRIs as well as in the Interest of Tourism

NEW DELHI: India's flag carrier Air-India will launch a new budget airline to
operate to the Gulf and South East Asian regions, parliament was informed 
Thursday. 


In a written reply to the Lok Sabha, Civil Aviation Minister Praful Patel said 
the
Air India Express would offer lower rates on Gulf routes. 

The government has initiated necessary action to designate Air India Express 
for
these operations, he stated. 

The Air-India Express will be under the airline's wholly owned subsidiary Air 
India
Charters Limited. 

Patel said the budget airline was being introduced to respond to the demands of
non-resident Indians in the Gulf for low cost flights. 

As for the domestic sector, he said, the fares were deregulated and airlines 
were
free to charge any fare depending on commercial considerations. 

In reply to another question, the minister said Air-India and Air-India Express
proposed to operate to several additional destinations in US, Canada, Britain,
Italy, Russia, Korea, China, Taiwan, Australia, Nigeria, Mauritius, South 
Africa and
Gulf.

Just want to thank Godfrey  ( [EMAIL PROTECTED] ) for his continued/
detailed updates on GOA News/developments/Events etc. e.g. Goa's Anjediva 
Island,
Skybus, SFX Exposition, IFFI etc etc  

Detail reports with Photos etc is excellent job. Most of it not usually covered 
by
Goan Dailies. Some times, we can see it as 'other side of the story' etc

autobiographical play by the Veteran Bollywood Actor

Self created by the actor; 'Kuch Bhi Ho Sakta Hai'
offers humorous insights into Kher's life and
struggles - his childhood, his first crush, his first
play, his first movie role offered, his struggle in
his acting career and his achievements in an extremely
competitive industry. 

Anupam Kher has been a well-known face in the film
industry and has always taken on unconventional roles
mixed in with run-of-the mill ones. Though Kher has
acted in more than 150 movies, Indian audiences
probably remember him best for his unconventional
debut performance in the movie, Saaransh. Playing an
elderly parent coping with loneliness and the death of
a child, Kher's Pradhan won him the coveted Filmfare
award for Best Actor that year. Since then, Kher has
enthralled Indian audiences with performances in hits
such as Tezaab, Ram Lakhan, Dil, Lamhe, Chaalbaaz, Kya
Kehna, Kuch Kuch Hota Hai and so on and so forth.

About IFFI

The 35th International Film Festival of India is
organized by the Entertainment Society of Goa, formed
and registered by the Government of Goa. The Chairman
of this Society is the Chief Minister of Goa, Mr.
Manohar Parrikar and Vice-Chairman is Power Minister
Digamber Kamat. The century old GMC building in Panaji
has been made the administrative headquarter of IFFI -
Goa 2004 and the Kala Academy is the main venue of
IFFI 2004. The opening ceremony took place at The
Dinanath Mangeshkar auditorium in this complex on 29th
November 2004 and closing ceremonies of IFFI 2004 will
be at the same venue. The auditorium has seating
capacity of 975 seats. It houses the media centre,
press conference room, an art gallery, two amphi
theatres, etc.

A wide array of events viz., beach screenings, live
music shows, animating the newly constructed promenade
next to River Mandovi with Stilt walkers, fire eaters,
jazz shows, palmists, kite festival, vintage car
rally, etc., have been planned around the film
festival that would give a festive look to Panaji
City.

The  International Film Festival Goa 2004 began on
29th November, 2004 and is now nearing to a grande
finale on 9th December, 2004.  

During these days this writer took the opportunity to
question every segement of the society.  

The a) labourers, who toiled to put in place the
infrastructue. b) the architects engineers who
conceptualised every detail of the edifice that has
been put in place, c) those directly connected and
those indirectly connected with the activities of
IFFI, d) the delegates of the Directorate of Film
Festival Ministry of Information and Broadcasting e)
the autorickshaw two wheeler the four wheeler driver
the bus owners and their staff, the hawkers who have
been shifted from within the periphery of the Old GMC,
the people from as far as Sanquelim Valpoi and
Canacona who witnessed the events outside INOX and
KALA Academy. 

The foreigners, the news media personnel from North
south East and west of India. 

Those that had reason to criticise the highhandedness
of the Government in taking the law for granted and
several others.

One thing came out clearly of which some expressed it
openly while others confessed it discreetly that
it is not the BJP Government but it is just one
individual Mr Manohar Parrikar --- who happens to
be the Chief Minister of Goa or the Chairman of Goa
State Infrastructure Development Corporation that
deserves the whole hearted and singular credit for the
success of IFFI Goa 2004 

The reasons attributed for this are that 

a) he has changed the mindset and made people believe
that  that  an infrastructure can be put into place in
the shortest time -if one makes full use of the
modern tools observes a proper organisation and
methods and above all ---has the will
determination to achieve these  targets

b) that with this kind of infrastructure in place the
quality of tourists arriving in the State will be
high, no doubt there will -- be droves of tourists at
the next festivity if the infrastructure and other
amenities improve with the same pace

c) that with the kind of renovation witnessed of the
Old GMC complex which has surpassed the imaginations
of many there is a guarantee that conservation of
historical places will definitely recieve the
attention they merit

d) that with time as the essence for all projects
whether it is the cable stayed bridge at Aldona 
the Canacona state of art Bus terminus the part
construction of the city bus terminus in Panaji, cost
over runs which has plagued every project in Goa in 17
years of Maharashtrawadi Gomantak Party rule, 19years
of Congress rule whether it is the Colvale Bridge the
Selaulim Dam the Anjunem Canal the Tillari project the
Betul - Cabo de Ram bridge the Zuari bridge etc etc
will henceforth be a thing of the past.

e) that the infrastructure will in it self necessitate
the induction of new skills and hence opportunities
for Goans to acquire these skills to man them viz; the
film industry or the entertainment industry at large 

f) that the message is loud and clear that Goa and
Goans given the right quality of leadership dynamism
and a workaholic attitude can catapult this State as a
model for the rest of the country.

When the embers of IFFI Goa die down history will
record that there was in Goa a man who plainly
speaking believed in  simple living but high thinking
 and could change the face of a city ---in the
shortest span of time -- this was the concluding views
that came from none other than the foreign delegates
and the Indian film personalities.


But the points scored in favour were not without views
of dissent the biggest is that
a) Mr Parrikar should learn to take criticism in his
stride constructively and not ride rough shod over
those that differ with his views
b) Mr Parrikar should realise that it is the
bureaucracy,  the archaic rules in the revenue, town
and country planning department,  the planning
development authorities,   the municipal and village
panchayat rules,  that  he could overlook or take for
granted that permission was given  that made things
easier for him to meet the time schedules while the
citizens suffer harrasments at the hands of the
bureaucracy.

But these dissenters are prepared to overlook this now
that he has reconciled to agree that  it was infact
the continuous criticism that kept him on his toes and
gave him tense moments which eventually saw him
through and that he himself has admitted to certain
shortcomings e.g the traffic snarls inconvenience to
local residents around the IFFI Goa venue 

Therefore there is unanimity on one point that Mr
Manohar Gopalkrishna Prabhu

negligence?

While the questions await answers, the All-India Football Federation, in  
its first act of authority after Sundays tragedy in Bangalore, today put  
Mohun Bagan keeper Subrata Pal  whose collision with Cristiano Junior  
was followed by the players death  under immediate suspension, pending a  
full investigation about his on-field conduct by its Disciplinary  
Committee.
	
All details will be sent to the committee but, till a report is tabled,  
Pal has been banned from all football, AIFF general secretary Alberto  
Colaco told The Indian Express today.

He also said that FIFA, the games world governing body, and the Asian  
Football Confederation, have asked for a complete report as soon as  
possible.

There were no answers today, though, just high emotion as the  
flower-bedecked coffin carrying Cristianos body was wheeled into the  
cargo shed of Goas airport at Dabolim, Vasco.

The Indian Airlines flight had been an arduous three-and-a-half hour  
journey from Bangalore, with a stopover in Pune. And, true to the mood, it  
was greeted by a humid, stifling afternoon. But seconds before his

India rally to down Germany

India rallied from a goal in arrears to beat Germany 3-1 and register  
their first victory in the Champions Trophy hockey tournament in Lahore on  
Tuesday.

Following defeats to Spain and The Netherlands, the Indians looked heading  
for another defeat after an insipid display in the first half, but pulled  
up their socks in the second to emerge deserving winners.

Jan-Marco Montag put the Germans ahead in the 20th minute but Sandeep  
Michael's equaliser in the 40th minute sparked a flurry of activity from  
the Indians.

They forged ahead in the 59th minute through Arjun Halappa, who scored  
after a solo effort, before Vivek Gupta deflected home a free-hit from  
Sandeep Singh from the right in the 68th minute to wrap up the match.

India will need to come up with another strong display on Wednesday when  
they take on Pakistan, who were beaten by The Netherlands 4-1 in an  
earlier match.

In the opening match of the day, Spain beat New Zealand 3-1 to score their  
third straight victory in the tournament.

India struggled to get the rhythm for the better part of the first-half.  
Germany, fielding a second string side, made a spirited attempt on the  
Indian post right from the start and came quite close to scoring when  
Michael Purps got the ball from Christian Wein in the midfield and  
proceeded near the Indian circle. With hardly any player challenging,  
Purps looked all set to give Germany the lead in the fifth minute, but  
much to the dismay of his teammates, he stepped on the ball.

Soon after, goalkeeper Adrian D'Souza came to India's rescue when he  
showed superb reflexes to stop Eike Duckwitz's attempt at the post as  
India hung on grimly to survive the German onslaught.

It came as no surprise when Germany took the lead after yet another attack  
on the Indian post earned them a penalty-corner. Montag's superb flick  
from the set-piece went to the right of the goal at shoulder height,  
beating D'Souza.

India also had their chances in the first-half but they were few and far  
between.

Just a minute before Germany took the lead, India came up with very good  
move and Vikram Pillay tested German goalkeeper Ulrich Bubolz, but the  
custodian thwarted the danger.

India raised hopes for the equaliser when they earned a penalty-corner  
just a minute before half-time, but Sandeep Singh's drag flick was  
deflected out by the German defenders.

India gave a little more thrust to their game on resumption and it earned  
them immediate results as they levelled the score with a Sandeep Michael  
strike.

Dilip Tirkey's long ball from the half line was stopped well by V S Vinay  
inside the German 25-yard and the forward dodged Bubolz, who charged out,  
before passing to Michael, who had no problem in putting the ball in.

The Indians grew in confidence after erasing the deficit and intensified  
the attack that saw them taking the lead in the last quarter of the game.

After getting the ball near the 25-yard, Halappa moved ahead swiftly past  
a couple of defenders, rolled the ball inside the circle and unleashed a  
powerful hit.

Even though Bubolz charged out in a bid to stop the attempt, the ball went  
through his legs. India were 2-1 ahead.

Vivek Gupta swelled the lead further, connecting home a Sandeep Singh  
free-hit a minute before the hooter could go off.

The victory boosted India's chances of finishing among the top four in the  
six-nation tournament.

With nine points each from three matches, Spain and Holland jointly lead  
the table.

Himachal Pradesh v/s Orissa in Dharmashala
A defiant 130-run knock by P Jaichandra could not save orissa from an  
innings and 43-run defeated against Himachal Pradesh in the Plate Group  
Ranji Trophy match in Dharmashala on Tuesday.

Jaichandra's century studded with 13 boundaries and three sixes was in  
vain as the last six wickets of the visiting team fell cheaply for 58 runs.

Resuming at overnight 188 for four, Jaichandra continued from his personal  
score of 77 not out with Niranjan Behra (8 not out) at the other end and  
added another 56 runs for the fifth wicket.

After Behra was bowled by Ashok Thakur for 16, wickets fell in quick  
succession.

Orissa's hopes to avert the innings defeat were further dashed when  
Jaichandra was out at 289.

Sanjay Satpathy (23) was the only other batsman to contribute in double  
figures while the remaining batsmen could not make any useful contribution.

Ashok Thakur and Vishal Bhatia claimed four wickets each for 67 and 102  
runs respectively while Vikram Malik took two for 53.


Goa v/s Vidarbha in Margao
Avinash Aware and Sher Bahadur Yadav bowled Goa to an emphatic 165-run win  
over Vidharbha on the fourth and final day of the Ranji Trophy Plate  
Group-B cricket league match at the Rajendra Prasad Ground in Margao on  
Tuesday.

Resuming at 170 for five, Goa were bowled out for 211 in 73.2 overs in  
their second innings giving the hosts a 71-run lead.

Needing 283 runs for an outright win, the visitors were bundled out for a  
paltry 117 in 38.2 overs, 25 minutes before tea with Avinash Aware and  
Sher Bahadur Yadav taking three wickets each.

With this win, Goa opened their account with four points from three  
matches while Vidharbha have eight points from three games.

I tossed the paper away and rushed to the scene. My only daughter Sindu
looked frightened. Tears were welling up in her eyes. In front of her
was
a bowl filled to its brim with Curd Rice.

Sindu is a nice child, quite intelligent for her age. She has just
turned
eight. She particularly detested Curd Rice. My mother and my wife
are orthodox, and believe firmly in the 'cooling effects' of Curd Rice!

I cleared my throat, and picked up the bowl. Sindu, darling, why don't
you
take a few mouthful of this Curd Rice? Just for Dad's sake, dear.
And, if you don't, your Mom will shout at me'

I could sense my wife's scowl behind my back. Sindu softened a bit, and
wiped her tears with the back of her hands. 'OK, Dad. I will eat - not
just a few mouthfuls, but the whole lot of this. But, you should...'
Sindu
hesitated.
'Dad, if I eat this entire Curd Rice, will you give me whatever I ask
for?'

'Oh sure, darling'.

'Promise?'

'Promise'. I covered the pink soft hand extended by my daughter with
mine,
and clinched the deal.

'Ask Mom also to give a similar promise', my daughter insisted. My wife
slapped her hand on Sindu's, muttering 'Promise', without any emotion.

Now I became a bit anxious. 'Sindumma, you shouldn't insist on getting a
computer or any such expensive items. Dad does not have that kind of
money right now. OK?'

'No, Dad. I do not want anything expensive'. Slowly and painfully, she
finished eating the whole quantity. I was silently angry with my
wife and my mother for forcing my child eat something that she detested.

After the ordeal was through, Sindu came to me with her eyes wide with
expectation. All our attention was on her. 'Dad, I want to have my
head shaved off, this Sunday!' was her demand!

'Atrocious!' shouted my wife, 'a girl child having her head shaved off?
Impossible!'.

'Never in our family!' my mother rasped. 'She has been watching too much
of
television. Our culture is getting totally spoiled with these TV
programs!'

'Sindumma, why don't you ask for something else? We will be sad seeing
you
with a clean-shaven head.'

'No, Dad. I do not want anything else', Sindu said with finality.

'Please, Sindu, why don't you try to understand our feelings?' I tried
to
plead with her.

'Dad, you saw how difficult it was for me to eat that Curd Rice'. Sindu
was
in tears. 'And you promised to grant me whatever I ask for. Now, you
are going back on your words. Was it not you who told me the story of
King
Harishchandra, and its moral that we should honour our promises no
matter 
what?'

It was time for me to call the shots. 'Our promise must be kept.'

'Are you out your mind?' chorused my mother and wife.

'No. If we go back on our promises, she will never learn to honour her
own.
Sindu, your wish will be fulfilled.'

With her head clean-shaven, Sindu had a round-face, and her eyes looked
big
 beautiful.

On Monday morning, I dropped her at her school. It was a sight to watch
my
hairless Sindu walking towards her classroom. She turned around and
waved. I waved back with a smile. Just then, a boy alighted from a car,
and
shouted, 'Sinduja, please wait for me!'

What struck me was the hairless head of that boy. 'May be, that is the
in-stuff', I thought.

'Sir, your daughter Sinduja is great indeed!' Without introducing
herself,
a lady got out of the car, and continued, 'That boy who is walking along
with your daughter is my son Harish. He is suffering from ... ...
leukaemia.'

She paused to muffle her sobs. 'Harish could not attend the school for
the
whole of the last month. He lost all his hair due to the side effects of
the chemotherapy. He refused to come back to school fearing the
unintentional
but cruel teasing of the schoolmates. Sinduja visited him last week, and
promised him that she will take care of the teasing issue.

But, I never imagined she would sacrifice her lovely hair for the sake
of
my son! Sir, you and your wife are blessed to have such a noble soul as
your daughter.'


The whole of life, from the moment you are born to the moment you die,
is a process of learning.

I am not able to understand how a ship proceeding from TAIWAN to FIJI
Islands (both in the Pacific) was off Mormugao harbour!!

Why were the Mormugoa  Harbour Authorities and Police informed and what were
they expected to do in the matter?

Tim,
I much enjoyed your Diary of a snow shoveler. However, it must have been 
written before the increased use of domestic snow blowers to clear the stuff 
in home driveways.
A good friend of mine in Toronto said how he got utterly fed up shoveling 
snow every year and eventually bought a machine, in advance,  to clear it 
up. BUT, that year it barely snowed for him to try his new machine!
