25 years on, Appiko forest movement sees success, challenges Wed, Sep 10 08:16 AM Ponda (Goa), Sep 10 (IANS) Twenty-five years after the Appiko eco-awareness movement swept parts of south India, its leaders say they have seen a 'lot of change' specially in the forest policy of Karnataka. 'Felling has been banned in the natural forests of the Western Ghats (the sensitive coastal hill range) in Karnataka, which is a very good sign,' Appiko leader Pandurang Hegde told IANS while passing through Goa, close to his base in Sirsi, northern Karnataka. 'But, on the other hand, so-called development projects are turning into main threats to natural forests,' he argued. 'In one way we have won the battle to save the forest. In another way, the mainstream mindset is proving to be a real challenge,' he added. The term Chipko comes from the Hindi word 'to stick', and Appiko comes from the local Kannada vernacular word meaning the same. 'It is inspired by the famous Chipko movement of the Himalayas (to save the trees from being felled by sticking to them),' Hegde told IANS. In September 1983, men, women and children of Salkani 'hugged the trees' in the Kalase forest. The campaign is seen by some as helping build a new eco-awareness all over southern India. Hegde said what was a pressing issue was not just to get the continued involvement of the local people but also to 'influence policymakers'. 'Appiko has spread not only in Karnataka but also to Wayanad (the northern hill district) of Kerala. It has in a way inspired the Eastern Ghats (on the other coast of peninsular India) on campaigns to save the region. In Ooty we have the Save Nilgiris Campaign, which is very similar to Appiko.' He saw a spread of the movement to many areas of the region. In 1983 the villagers in Sirsi taluka of North Kanara district launched an 'embrace the trees' campaign. This came as natural forests were being spread to make way for monoculture plantations. Once it started in Sirsi, it spread across the western Ghats, including in places outside Karnataka. By linking up, campaigners managed to build awareness about the commonness of the sensitive environment in this region. Appiko is seen by some as a kind of echo of the more prominent Chipko movement of north India. In 1950 forests in Uttara Kannada (or North Kanara) district covered more than 81 percent of its geographical area. But being declared a 'backward' district, the area was selected for major industries - a pulp and paper mill, a plywood factory and a chain of hydroelectric dams constructed to harness the rivers. By 1980 forest in the district is believed to have shrunk to 25 percent. Locals, specially the poor, were displaced by dams. Monoculture was blamed by environmentalists for drying up water sources, affecting forest dwellers. Locals blamed the three Ps -paper, plywood and power - for causing a fourth P, poverty, rather than tackling it. I am told in private that there were many sea-faring Hindus. Some sailed in dhows from Gujarat to Africa and in colloquial Swahili were called badalas. So there is indeed a sea-faring history among Goa Hindus as well and the popularly held notion that Hindus are averse to traveling abroad is not entirely true. Re: Goans in Swindon The recent article written by Selma Carvalho about ‘Goans in Swindon’ (From Siridao to Swindon) appeared in the ‘Goan Voice - UK’ and also on the Goanet forum. It came across to us more like a critical commentary rather than a true report about the Goans who have come and settled in this southern part of England, located on the M4 between London and Bristol. Perhaps the author had not spent enough time to do a proper survey. To draw attention to the article, the easy option is to highlight the negatives, which, I feel, has occurred in this instance. Whatever the reasons, this author has failed to be objective and, sadly, has tarnished the image of Goans in Swindon. Their achievements, although with fewer skills, are by no means less than those of other Goans who have migrated to this Country. Does Ms. Carvalho suggest that the Goans who preceded us, arrived in horse-drawn carriages, or had jobs waiting for them at Buckingham Palace and lived in five-star accomodation? The majority of Goans who have migrated here during the last 8 years are from Goa Velha, Agassaim, Siridao and Vasco. They have come to the UK directly from Goa. Obviously they had to undergo all forms of hardships, but this is not unusual for newcomers to experience. Elementary education and/or the inability to converse fluently in English coupled with not having local references, which are essential to seek a job here, were the major hurdles. Swindon was an attraction mainly because it was an industrial town and home to automobile plants like Honda, BMW and also to number of retailers and industrial estates. Whilst jobs are available in other parts of the UK, the attraction to Swindon has been the availability of opportunities for people with lesser skills. Thankfully, in taking up these opportunities, our Goans benefited and got the desired start. Most of the Goans in Swindon have secured permanent jobs and many have bought their own homes – and continue to do so. It is no shame to have to work for a living in a new Country, even if it means on the minimum wage so derided by Selma Carvalho. We feel that it is better than being unemployed and living on the dole at the taxpayers’ expense. I believe that about a hundred Goans worked as ‘chicken pluckers’ in the factory referred to by Ms. Carvalho. What was not stated was that the other employees were about 350 Brits, Brazilians, Polish etc. One may ask, what were the remaining 7,900 (if that is correct) Goans doing - who were conveniently not also mentioned in that article? I think that some of us are too obsessed with the fake idea of job-status and look down upon others who are not so well placed . I was once humbled but inspired by an Irishman in Dublin, where I was employed, who, when asked about his job, replied without shame or hesitation that he was a ‘street cleaner’. There is dignity in employment even if it means working in a chicken factory. Gemma Arterton proudly said ‘my mum was a cleaner my dad was a welder and I am a Bond girl’. Holy Rood Catholic Church in Swindon is one of the largest Parishes in the UK, largely because of the Goans. A Konkani Mass is celebrated once every month at this church with a Goan choir which is also actively involved in prayer groups and liturgy services. The food market has catered for us as fish and all types of sea foods, spices, cereals and vegetables are available here, mostly at the local corner shops. What is probably a first in the UK and should be commended is a Goan-owned and quite popular butchery in Swindon. Entertainment is also found in plenty. Feasts are celebrated and Goan Konkani tiatrs have been staged by Swindon Goans at the main Wyvern Theatre in the town centre. Some shows have even been sponsored directly from Goa. Our Goan residents also keep in touch with their roots and regularly go down to Goa on holidays, thanks to the charter flights that make this journey direct and easy. The number of Goan youngsters passing ‘A’ levels in flying colours and studying for degrees at Universities is on the rise. Our children are blessed with a variety of opportunities for quality education and even music. Hopefully, the younger folks will stay focused and utilize their energies to capitalise on this vast scope of careers and take it further to achieve even more in their lives. Overall, this first generation of Goans, who have settled here barely a few years ago, have found the beginnings to make a good life. Dear me, Floriano Lobo seems to be canvassing for Geraldine Fernandes to join the Goa SuRaj Party and even contest on that party ticket to be another also ran type of a competitor in the electoral race. Floriano has run twice. Once against Babush Atanasio Monserrate [with fund raising dinner sponsorred by Babush's bete noir in Vainguinim valley, Timblo's of Cidade de Goa] making just a couple of hundred votes out of the 32,000 voters of Taleigao constituency in the 2005 by-election. He broke the rule in the Constitution of the Goa SuRaj Party, prohibiting an Office bearer from contesting, if I remember right. The second time, Floriano contested against Dayanand Narvekar in Aldona Constituency on 02 June, 2007. He managed 433 votes, thanks largely to canvassing by Soter D'Souza, Dr. Sushrut Martins and Dinesh Dias who fell for Floriano's sweet talk. I had wagered a dinner in Mandovi Hotel if Floriano crossed 500 votes with everyone's support in the 02 June, 2007 election. He was 67 votes short of that small number inspite of garnering the votes of those who hated both, the communal BJP and the sitting MLA Narvekar, and did not care much for Fermeena Khaunte. Rather than fail in their obligation as citizens to vote and as a preference to refusing to caste a vote when none of the candidates is still unavailable, the votes came to Floriano of Goa SuRaj Party. 433 votes is the maximum any GSRP candidate has ever received in an election. It is not going to get much better during the lifetime of it President N. S. Dumo or Secretary Floriano Lobo. Those who think otherwise are best advised to visit a shrink . or try and get Floriano to come out on an election campaign after 8 P.M. as all political candidates do. Either option will help to regain one's senses. Elections are not won in Court rooms or on Goanet. If they were, Floriano Lobo would have been a winner! ;-) He make a good activist. The fallout of the recent Delhi High Court decision in the case of the industrialist Mr Sanjeev Nanda, who drove his vehicle over seven persons, killing six of them, (including two police constables) while driving in a state of inebriation, makes for interesting yet important reflection. After nine years of snail-paced legal proceedings, the young Nanda was finally held to be guilty of manslaughter by the Delhi High Court and sentenced to serve five years of rigorous imprisonment. There are several aspects of this case which are worth reflecting upon. One: that every attempt was made by powerful political and business interests to have the case dropped, or even thrown out of Court. Apart from obfuscating the evidence and threatening witnesses, the supporters of Nanda actually managed to subvert the legal system. If it was not for the sting operation conducted by NDTV which exposed the collusion between the Public Prosecutor and the Defence Lawyer, the public would not have come to know the details of what transpired behind the apparent process of judicial adjudication of the case. In clear violation of normal legal codes, and in violation of all ethical norms, the Public Prosecutor and the Defence Lawyer actually colluded to subvert the course of Justice. It can safely be assumed that this was done because of very substantial financial incentives. However, the fact remains that the High Court was convinced that both the Prosecutor and the Defence Lawyer had violated established norms and had almost succeeded in derailing the process of Justice. The High Court unambiguously decided that the two colluding legal practitioners would not be allowed to appear in any cases within the jurisdiction of the Delhi High Court for a period of four months.The fact that this was too lenient a penalty is another matter, and can be made the subject of another reflection. Two: the reaction of the Delhi Bar Association to the decision of the High Court is even more disturbing because of the long term implications for the legal system in India. It has been reported in the newspapers that (some of? ) the members of the Delhi Bar Association protested against the reprimand administered by the High Court to the two offending lawyers - both of them senior members of the Bar. The Delhi Bar Association went as far as to accuse the Bench of encroaching into their jurisdiction.It claimed that only the Bar Association had the right to reprimand its members, and that the Bench should have refrained from doing so. What is very disturbing to the citizens of this country is the fact that the Delhi Bar Association has created two artificial, autonomous spheres of operation within the legal system. They have drawn a line between the Bench and the Bar, which, to all intents and purposes does not exist anywhere in the world.As far as the citizen is concerned there is only one legal system, which is operated in a spirit of cooperation both by the Bench as well as by the Bar. Lawyers have always been understood to be (and have been designated as) Officers of the Court. The over-riding concern has always been (or ought to be) the promotion of Justice in civil and criminal matters. Although it is a well accepted principle in Law that every accused person is entitled to a fair trail and that this includes legal counsel, it is never acceptable that facts are distorted, evidence destroyed and witness are either threatened with dire consequences or 'bought over' to give false witness. In any case, the Officers of the Court should never be party to such actions, which, are deemed to be criminal actions, and punishable as such. The disturbing aspect of the current situation is that the members of the Delhi Bar Association are behaving like a Trade Union rather than as a Professional Association. They have even been reported to have resorted to strikes to pressurise the Court in matters on which they have a different point of view. This is extremely dangerous for the operation of the legal system in India. If the artificial distinction between the Bench and the Bar is pushed too far, the entire legal system will collapse. From a layman's point of view (and that of the ordinary citizen), the Delhi Bar Council should have taken cognizance of the unethical behaviour of the two senior Advocates, and they should have been seriously reprimanded. In fact, given the gravity of the offence which they have committed, they should be permanently debarred. Closer home, we have had the case of the dismissal by the Chief Justice of the Bombay High Court, of Judge, Shekhar V. Parab, who was found guilty of exerting extra-judicial pressure on some

It persuades us to rethink the question of National Language, and reflect on the tangles links between language, identity and politics.” In the Editorial Preface of Alok Rai’s book the editor Neeladri Bhattacharya says, “This tract by Alok Rai is a passionate defense of Hindi. But Rai’s Hindi is the language of everyday life that had evolved in North India by the nineteenth century, a language variously and synonymously called Hindi, Urdu,, Hindustani. It was a heteroglot, hybrid language that had absorbed the semantic resources of many traditions. …to explain the sources of the deeper linguistic fracture, Rai looks at the complicated working of competitive elite politics, and caste and regional rivalries. The anxieties and ambitions of the North Indian Brahmin elite., tormented by the entrenched power of the Muslim upper classes and jealous of the Kayastha monopoly over the service sector, sustained the energies of the Nagari/Hindi movement. Devanagari was opposed not only to the Persian script, but also to Kaithi, a variant of the Nagari script that was popular amongst Muslims and Kayasthas. The hostility towards the Persian script, coalesced with the attack against the syncretic culture associated with the hegemonic Avadh Muslim elite, fusing the issue of language and religion. …As the Hindi/Urdu conflict became acrimonious, ‘Urdu’ protagonists dismissed Hindi as rustic and uncouth, while ‘Hindi’ protagonists projected Urdu as the language of the prostitutes. …If Hindi has to realise its inner potential and become a national language of communication, argues Rai, then it has to emancipate itself from its own repressed history, and dissociate itself from ‘Hindi’ – a regional language invented by a self-seeking upper caste local elite desperate to exercise national dominance. Instead of being opposed to regional languages, Hindi has to ally with them, and allow them to acquire national presence. By bringing to light the violence that ‘Hindi’ has done to Hindi, this tract seeks to counter the politics of that violence, and create the possibilities of a renewal.” (pp. vii to xi). Konknni has many lessons to learn from Alok Rai’s book “Hindi Nationalism”. It is available for sale at Other India Book House, Mapuça. Konknnis (Konknni speakers) are spread out in different States of India. They use different dialects and scripts. Konknni is required only to maintain their cultural identity. In this context, Konknni does not help as a medium of instruction, as a common media for communication or to earn one’s livelihood. So far Konknni is survived because it is a vibrant spoken language One script, one dialect, one community principle has not succeeded so far to unite Konknnis and in the future it will not succeed. If we force this principle Konknnis will survive but Konknni will perish. The protagonists of this principle implicitly believe that Aryans, Brahmins, Sanskrit and Devanagari script are inseparable elements of the common umbilical cord and they are ‘holy/pure/standard/best/high’ for all and for all ages! [Goanet] Goa's Magical Identity
Rome Paris are my most favourite, of the places that I have visited. They get most of the world's tourists and the key attraction is their unique magical identity; developed over a long time; good times bad. They preserve the same, whilst accommodating Globalisation. Goa attracts many tourists not only because of its beaches/beauty; as there are even more beautiful states. History shaped our identity i.e. the main attraction. We can maximise our Strength, as the French/Italians? Some think that the latter is too ambitious; I actually think it is possible. Economically, do we lose the Goose that lays the Golden Egg? At a Cultural event during the 2007 Global Goans Convention (Goa), I saw a distinct underlying common thread amongst us; despite our religious other differences. Our Identity is more relevant with East West, coming closer. We have the best of both worlds; adjust to both sides and as such, Goa faces enormous opportunities in the emerging Global Order. As individuals: (A) Many unsuccessfully look out for happiness not within. (B) Many are blind to their strengths. (C) Many pessimistically restrict their true potential by perceived obstacles (D) Many don't act for a cause due to weaknesses but oppose others in guilt. All these relate to Goans in general: (A) Many think emigration is the only answer: Is the give up run away attitude also right for us, personally? (B) Many can't see our identity (C) Many see no hope due to legalities, constitution etc but can't see that obstacles can be overcome. (D) Many attack Goa Activists in guilt; as they can't act due to personal weaknesses or to safeguard narrow minded selfish interest's e.g. emigrant status in their adopted countries, monetary interests in Goa's real estate etc. There's success on SEZ's, Regional plan, mega projects etc; let's maximize with more for the effort? Will a big campaign overseas or election boycott in Democratic India not help? Lets have CAN DO's!! Lets make Goa as we want it; instead of abandoning our home enjoying on the efforts of others. Countries came out of nothing because of its people. Many complain but do nothing for the better; even if it is just speaking up for Goa. Identity forms the Value Systems of individuals/communities. They have shown to everybody how a few committed people can do so much. We can all see the fallout of their action in terms of?Mass public protests all over Goa which itself have unmasked more Leaders. But, we have also seen how the Crooked Ant-Goan Politicians have been using?all their past experiences and dirty tricks to sabotage these movements and silence these leaders. And to their great credit, they have been persistent with their fight inspite of all the odds staked against them.We need such Leaders for Future well being of Goa.But, we need them?IN the Government?and NOT OUTSIDE. Its contoured landscapes, unique history, cultural heritage, tinged with an atmosphere of social receptivity and mental freedom, are a fertile ground for creativity. One such creative instinct finds resonance in awe-inspiring expressions on canvas. Home to some of the best artists in the country, who have carved a niche for themselves on the international circuit as well, Goa is making a strong statement on the art scene. A LATE BEGINNING A confluence of various energies, Goa's artistic explorations from the time of A X Trindade and F N Souza to present day established artist like Mario Miranda, Viraj Naik, Francis De Souza, Harshada Kerkar, Yolanda Souza Kammermeier to name a few, lay bare the immense talent and coexistence of various styles that are mulling around the canvases. But it remained in the shadow for many years, until a heady tourism boom shot it into the spotlight. Parlaying to the demands of foreigners and art lovers alike 'The Flying Dutchman' gallery which opened in the 1990s and later Yolanda Souza's Art Chamber, Galeria de Belas Artes were to pave the way for art and art galleries in Goa. Many a young artist like Suhas Shilker, Mohan Naik, Rajashree Thakkar, it is said,were born here. From a group of four or five artists, now all latent talent from the young and senior artists, lecturers, and international artists found a platform to showcase their work. Two decades down the line, there are twenty odd galleries, apart from museums and libraries in the State. Now on an upward swing, art is demanding an attention and price like never before. PERFECT DESTINATION Goa's art is definitely upbeat in terms of appreciation. Different styles of art have been brought into focus. Also artists from outside Goa have been showcasing their work here, affirms renowned contemporary artist Francis De Souza pointing to a growing awareness to art. With more local talent emerging, infusion of international art in terms of both foreigners and non-Goans showing casing their work in Goa, non-resident Goan artists returning to base to reveal their canvases and the subsequent emergence of various styles being exhibited are all contributory factors. Viraj Naik, an artist whose works have been exhibited at prized galleries around the world, says, Goa is a great art hub for India. We have the perfect backdrop here in terms of heritage sites to showcase works of art from all over the world. Our cultural background is another plus, points out abstract painter, Suhas Shilker. Goans have access to and are more open to Western culture and hence develop an eye for art more easily, he avers. KEEPING ART ALIVE Artist Harshada Kerkar acknowledges the efforts of galleries like Ruchika who are making concerted efforts to sensitize people to various styles and forms of art and art work alike with its art appreciation courses, lectures on art history and so on. She says that in the long run this will help to take art to a higher level. One doesn't necessarily have to buy art to appreciate it, admits Suhas Shilker but by just viewing various styles, understanding and developing a taste for it will go a long way in the development of art for arts sake. People should have the freedom to view art without the compulsion to view anything as avant-garde, he adds. To this end Viraj Naik says, There should be regular art exhibitions, rather than once-in-six-months, to showcase various artists from Goa, India and abroad, that will open up vistas and give people a better understanding and appreciation of art, he suggests. STYLE PROFUSION Of the different styles prevailing, the figurative, nature, surrealism and of late abstract art is what the Goan people relate more to. There are quite a few art connoisseurs in Goa, but by and large Goans are yet to acclimatize to contemporary art. Again certain styles appeal locally, because they are more easily understood, or because certain works are from well established artists, points out Francis De Souza. Abstract art is also getting its fair share of attention. In the past one year or two, people have been relating more positively to abstract art, reveals Suhas Shilker Abstract painting in an individual preference and taste and it is not yet an investors art, so we are happy with the fact that if people do buy this art, its because they genuinely appreciate the same, he adds.
