Memento Mori: Simplifying life, losing hair

A few weeks ago I decided that I wanted to simplify my life.
So I went ahead and did what I'd been wanting to do for many
years. I shaved my head. This did not come easy to someone
who'd had hair down to her knees for more than half her life.
But I never realised to what extent hair defined gender,
personality and nationality until I took the extreme step of
knocking it all off.

The gender confusion is a bit forgiveable. People look at my
head, then drop a surreptitious look at my chest to check
exactly what I am. Men shove me out of the way in crowded
places then do a double take and say 'Oh sorry!'

It is only when you lose it that you realise how much
courtesy is actually extended to women on the roads and
public spaces of Goa. Of all the states that I have lived in
across India, Goa is the one state where as a woman you don't
have to continuously battle the male gaze or wonder whether
that dress is going to raise eyebrows. Generations of hippies
in mostly nothing have immured our locals.

The nationality confusion was a bit of a shock. Suddenly I
had little old men snarling at me as they over took. I
lip-read in astonishment as drivers flung foul words my way.

  I wondered why until I realized I was being
  mistaken for a foreigner, one of the breed that has
  now bought cars and dashes around on Goan roads.
  Obviously Goans do not take kindly to Bhaille
  driving vehicles. The nationality confusion
  persisted on the beach. I was quoted foreigner
  prices for everything and for the first time I
  realised to what extent foreigners are actually
  ripped off on Goan soil. I would reply in fluent
  Hindi and watch the gob smacked reaction.

The personality confusion is the most profound. I continue to
be the person I was before the haircut. But hair is such a
signifier of personality that my lack of it has thrown an
entire system of relating out of gear.

Whenever I am introduced to someone new they are not quite
sure how to relate. Does that hair indicate hippie chick?
Ashramite? Whacko? Weirdo? Latest Bombay style? Er ---
chemotherapy? What?!

It is astonishing the amount of paraphenelia I no longer need
-- pins, clips, rubber bands, hair bands, scarfs. Grooming is
now down to a one minute head wash. No more decisions on what
to wear. With a radical hairstyle like that, how does it
matter what on earth you wear when you go out? Make up is
out. So are jewellery and earrings. In many ways my life has
been pared down to basics. I suddenly realised that in that
one simple act I have turned my back on a lifetime of buying
into an idea of what women's beauty is about.

The sense of freedom is astonishing. With no ready made
indicators people are forced to respond to you in new ways.

My head has been a conversation starter, breaker, confession
inducer, novelty, and envy object. Dozens of women have
confessed that they wish they had the guts to do what I have
done. But losing your hair in India is a big decision. Women
in India just don't do it, because hair here signifies so
much and is such a yardstick of feminity.

Why did I really do it? I have a crazy year poised ahead of
me. I have two books being published. One big commercial
Hindi film that I have written is slated for release. Another
off beat film of mine is being planned to open the Toronto
film festival. Life is hectic enough with four dogs, two cats
and a two year old. Before I plunge into the whirl of the
year to come I wanted to take a deep breath.

Whenever Roman emperors rode in triumph down the Appian way,
a slave stood behind them, holding the laurel wreath of the
victor over their heads. But his job was also to whisper
continuously in the ear 'Memento Mori' -- remember thou art
mortal. My encounters with yoga have convinced me that there
is a destination that lies outside of the circumference of
the ordinary life experience.

But it is so easy to get completely swallowed by the minutae
of every day life. However exciting the journey, however
engrossing, every time I look in the mirror I want to
remember that the journey is not the final destination.

This hairstyle is my memento Mori.

Alleging blatant hill cuttings, felling of trees and illegal digging of bore
wells for a huge project advertised by DLF Homes in Dabolim, Goa Bachao
Abhiyan (GBA) along with Chicalim Village Action Committee (CVAC) has
threatened to agitate if the permissions are not withdrawn.
A press conference called on Friday jointly by the GBA, CVAC and some
citizens of Mormugao condemned the violations and called for immediate
withdrawal of permissions for felling of trees and cutting of hill slopes.
The role of the Town and Country Planning Department, Forest Department, the
PDA and other departments concerned has come into sharp focus with this
development, environmentalists say.
Convenor GBA Sabina Martins asserted in the Regional Plan 2021 the area
where the project is coming up has been shown as No Development Zone, while
the Outline Development Plan begs to differ on this aspect. The TCP
Department has allowed hill cutting on a steep slope under section 17 (A) of
TCP Act, she stated.
Martins said hill slope cutting permission by the Chief Town Planner on a No
Development Zone slope, sub-division of plots allowed without conversion
sanad, bore wells dug without permission and felling of trees were some of
the irregularities in the area. The structure is being planned for around
600 residences, it was stated.
Secretary GBA Reboni Saha said the lawlessness has been promoted by
deliberate ambiguity Dabolim hillside under siege!
in the RP 2021 and ODP. Two-thirds of the property in Survey No 43/1-A comes
under Eco Zone-I, but the ODP is showing settlement markings, she stated.
Reboni reminded when the controversial Regional Plan was being argued in
court in 2006 in a petition filed by Goa Heritage Action Group (GHAG) the
Government in defense had said colour markings on plans made no difference,
rules came first. It had said if settlement has been shown in a CRZ area or
a hill slope, the rule of NDZ would prevail, she recalled.
Sabina said the project would be like another one where work is still going
on despite the court being aware files relating to the project have gone
missing. Looks like a similar pattern is emerging in Dabolim, she added.
Edwin Mascarenhas, a resident of Mormugao, who shared his concern, said the
matter came up before the Chicalim panchayat. In 2008, the panchayat issued
a stop work notice to the builder Sarawati Constructions Pvt Ltd, sister
concern of DLF Homes, after which not much was known, he mentioned.
Mascarenhas said Sarawati bought 77,300 square metres of land from one Anand
Chandra Bose, who had purchased a total area of 1.02 lakh square metres from
Vithal Naik of Comba, Margao.
He said after inspection of documents under the RTI Act last month they had
learnt that the panchayat had reluctantly given revised permissions to the
builder after seeking legal opinion.
He explained, “The issue had come before the TCP Board where the Planning
and Development Authority of Mormugao failed to appear for the first hearing
which was adjourned without a date.”
“After 90 days lapsed and no further hearing taking place the builder went
to the panchayat and told since the PDA failed to come for the hearing they
should be issued permissions under a deemed clause. The panchayat after
taking legal opinion had to give new permissions to the builder”, he
observed.
The residents in the area have decided to come together to fight the project
tooth and nail and approaching the High Court was one of the options they
were looking into.

Chief Minister Digambar Kamat has rightly advised Goans not to sell their
land to outsiders.
Some Goans are blessed with so much wealth through inheritance that due to
greed and the desire to lead a sussegad life, they don’t even think twice
before selling their ancestral properties and houses to outsiders and
foreigners, and then reside inside flats and bungalows. It would have better
if these Goans packed their bags and shifted somewhere outside Goa after
selling their inheritance properties since it shows us that they don’t have
any concern and love for fellow Goans who long to buy a small piece of land
in our tiny Goa and thereby protect its unique identity and environment.
Recently, I met a Goan in Dubai who was working as a broker, buying and
selling properties and houses in Goa. The rates which he mentioned for a
small piece of land or a flats were beyond the reach of a majority of Goans,
even those who work on ships and in the Gulf. I asked him whether he is
dealing with outsiders to sell Goa? His answer was prompt: as long as he
gets money he has no problem of selling Goan land and houses to outsiders.
Such people are the true betrayers of Goa.
Can such Goans tell us how long will they will enjoy the money they received
by selling their land and houses to outsiders and whether they will get back
the land once sold to a outsider? It is my humble request to all Goans who
really want to protect Goa to stop selling their properties and houses to
outsiders, so that our future generations do not feel like strangers in
their own land.

Well, in most cases it is like  ‘Zor Roddtta Pejek’
(What’s there for me?)
 
It seems, every one is now self conscious from Priests to Market vendors to 
field workers etc
 
About two years, I was at Mapusa market taking photographs of salt fish (not 
persons).
A Goan lady suddenly started grumbling loudly saying ‘Amche kustar tumi poixe 
kortat’
(you make money at our cost). She was saying as if she was talking to herself. 
I was not even photographing her veg. products
 
At Velsao Pale fields, once we stopped to capture a field transplanting  
activities.
A woman saying loudly ‘Amkaim kitem diyat’ (Give/pay us something too).
 
At Canacona, NH17, we stopped to capture the local fruits/vegetable sold at the 
road side.
They said ‘now that you taken photo buy something from us now’
 
At Santana church, we were taking pic from outside, a man came running only to 
ask
‘Did you take permission from the parish priest’ ?
We asked 
‘do we need permission to take pic from out the church too?’ 
He replied yes. We went home.
 
At Velsao church/Feast, I was capturing from one corner without any camera 
flash or any interruption/obstruction to any – 
The priest came to me and asked ‘What you doing? 
where you come from?  I replied, ‘I Goemcho Pe. Vigar, Agxi son eilam’
 (I am Goan from Agassaim) ‘Don’t you know you have to take prior permission?’ 
Sorry father, I did not know that. Next day, I sent my asst. and he  captured 
with no problems.
 
At cortalim, up on the hill by the Railway tracks, once I went to capture Zuari 
bridge view from the top. 
A man came and said, photography not allowed here. I said I am only taking
 Zuari Bridge, he said that is not allowed either (from here) I was only 
standing in the public place  (not Pvt) next to this beautiful statue of Our 
Lady (see pic).
I said to myself, something dodgy going on here and hence they don’t allow 
photography.
(something was coming up there and work was going on Hill cutting etc)
 
Just few month ago,  during monsoon, we were seated in the Kala Academy 
Canteen. Raining heavily, I thought of capturing the pipe water flow from the 
top.. 
suddenly the security guy came to stop us saying 
‘No Photography allowed any where in the KA premises’
We asked ‘Where it is written so”? He had no answer. 
‘We are doing what we been told.’
 
So, some of you will know now what it takes to photograph 
especially when you are not a photo journalist.

Commissioner for NRI Affairs Mr. Eduardo Faleiro, Ex-Speaker Mr.
Tomazinho Cardozo, President Mr. Flynn D’Lima the managing committee 
members of the Goan community Oman, Distinguished Guests, My Dear
Friends.

It is a great pleasure to be present here in your midst at the Global
Goan 09 Convention here in beautiful Muscat and I thank the GCO; in
particular Dr. Mario D’Souza, for giving me an opportunity to speak on
Goan Identity. I am Arwin Mesquita, a resident of the coastal village
of Colva in Salcette. I have mostly lived out side Goa, but during the
little time that I was in Goa, I was attracted  captivated by its
magical identity. I have travelled to many places around the world and
realized that Goans, certainly have a treasure in Goa  its identity.
I also have to admit that like a lot of other Goan brought up in the
Gulf, my fluency in Konkani is limited but I am committed to learning
it and hope to be as fluent as any niz Goyemkar in the near future;
but for the time being I do apologise for not speaking in Konkani, on
Goan Identity.
GOA is one of India’s most beautiful states and is a major tourist
attraction; yes due to its natural beauty, beaches but most
importantly because of its people  its prized identity, which is a
blend of east  west. Goan Identity today has the best of both worlds’
i.e.  Strong links from the Indian Subcontinent, coupled with a
distinct western flair. The fact is that the way things are going in
Goa, Goa’s Identity that we all know today, will soon be a thing of
the past!! You only have to visit Goa, speak to Goans in Goa or keep
abreast of the news in Goa to see for yourself. I would also like to
emphasise at this point, that our world today is a very fascinating
place, because of so many different cultures/identities; each of which
makes our planet a very interesting place to live; and that includes
our Goan Identity.
Mahatma Gandhi once said “I will open the doors and windows of my
house and allow the winds of different parts of the world to flow
through it.  But I will not be swept off my feet.”  In this
increasingly globalised world I believe that, we can keep Goa’s Unique
Identity and still be Global (we need to think Global  act Local).

My Dear Goans; we have to wake up urgently to the realities and
decide, what we want for Goa  its identity. Goan Conventions like the
one we are having today are good but I hope we appreciate the hard
truth that these along with all other Goan Associations will be
irrelevant; if Goa loses its essence!!  In my view each one of us has
3 choices:
(1) Do Nothing, give up on Goa and let its Identity be lost forever
(2) Discuss all that we cannot do; which might as well mean giving up
 doing nothing
(3) My personal favourite which is a CAN DO attitude i.e. Let us look
at what we can do in a positive/civilised manner; to preserve/protect
our beautiful state.

My Fellow Goans, Please do not forget where you came from. Today,
there are so many Goans outside of Goa. With our expertise 
resources, we can work together to make it happen. I believe that we
can do it and find solutions, to most of the obstacles/anomalies. We
have a unique opportunity to use our Globally attained
skills/expertise/resources to give back to our home state and also to
possibly make Goa as a World Class state with a Unique Identity; and
be a true example not only to the other States in India but also to
other countries of the world.

Some of us here in the UAE have formed a non-profit and non-political
movement called the Goan Identity Movement. The overall vision, to
have Goa as a world class state, with a unique identity. We aim to
organize Goans globally to work together for the betterment of Goa.
For the purpose we have launched a website www.goamag.net/gim which
will be constantly improvised to help the cause.

Ending
Let me end by stressing that we are running out of time; it’s now or
never, each one of us will be responsible  accountable by our future
generations, for the corrective actions not taken today. If we want a
Goa that is truly authentic  truly unique for our children, let us
act now. I believe that we can work together for a better GOA if we
think we can! To quote a Great Person; Henry Ford, who was the founder
of the Ford Motor Company “if you think you can do a thing or think
you can't do a thing, you're right”

The outgoing Punjab Governor-cum-UT Administrator Gen S.F. Rodrigues
(retd) is caught in yet another controversy.

The Company Law Board (CLB) at New Delhi has held that a Delhi-based
entrepreneur Ashok Chawla, with whom Gen Rodrigues and his son had
reportedly signed a memorandum of understanding in January, 2001, has
succeeded in making out a “prima facie case of collusion and
connivance” for ousting him from the management of a company.

Gen Rodrigues’s son Marc William Rodrigues was one of the company’s
promoters/shareholders. Gen Rodrigues is said to have resigned from
the chairmanship, and Marc was designated as the managing director.

The ruling, by the CLB’s Principal Bench, categorically says the
respondents, Crystal Island Park Private Limited and Marc William
Rodrigues, “cannot hide behind the high court’s order to lend validity
to all the acts which stand vitiated by fraud”.

With this, it is clear that Rodrigues remains surrounded by
controversies on one issue or another. During the last one year, the
land deals for various projects like those for “Medicity”, “Film
City”, amusement park and IT park development in the Union Territory
have hit his image badly.

The company, Crystal Island Park Private Limited, was incorporated in
January, 1999, with Marc Rodrigues and two others as
promoters/shareholders. The company’s case was that on January 22,
2001, a memorandum of understanding was “purportedly entered into
between Ashok Chawla, Gen S.F. Rodrigues (Punjab Governor), Marc
Rodrigues (his son) and Zuari Tigers Aqua Private Limited”, whose name
was later changed to Zuari River Agrotech Private Limited (ZRAPL).
Pursuant to the MOU, the petitioner was inducted into ZRAPL.

Available information suggests prior to the acquisition of the entire
shareholding of the company by M/s Grandeur, the company’s
shareholding was jointly held by Marc and Chawla. The company, Marc
and the petitioner then agreed to merge Zuari with the company to
expand its business.

It is believed Zuari was set up by Gen Rodrigues and his son in Goa.
When the company failed, Chawla was invited to join for its revival.
But was later thrown out. Indications are that Chawla has also
submitted an application before Superintendent of Police, Economic
Offences Cell, Panaji, Goa, alleging forgery, cheating and fraud.

Chawla’s counsel contended in terms of the MOU that he and Marc were
to hold 50 per cent each equity shares of ZTAPL. It was also decided
the petitioner would be co-opted as a director and chairman, while
Marc would be designated as the managing director. The objectives of
the alliance were specified and related to “opportunities such as
benolim hatcheries, amusement theme parks, water sports….”

Chawla further contended Marc “fraudulently diluted his stake to about
13 per cent”, though he was to hold 50 per cent. It was argued the
traces of nefarious activities carried out by Marc “left behind deep
imprints of fraud, cheating, deception, fabrication, forging and
fudging of records and account”.

After going through the rival contentions, the Principal Bench
asserted: “It is a case of forfeiture/change of shareholding of the
petitioner, who has also been denied access to all the documents/books
of the respondent company on the amalgamation in 2006.

“It is admitted case of the respondents that prior to the acquisition
of the entire shareholding of the respondent company by M/s. Grandeur,
the company’s shareholding was jointly held by Marc and the
petitioner….”

CLB member Vimla Yadav added: “I have noted that the pages have been
changed; and while changing the pages the pages inserted are not of
the same type.

“Alleged corrections without putting initials by putting whitener are
logically seem to have been done subsequently to the petitioner’s
signing of such minutes, no prudent person would sign to damage his
own rights and claims…. The minutes of the meeting book has been
allegedly fabricated to start with continuous numbers of the first
register, but later pages show different sequence of numbers….

“No credence can be given to the story that the petitioner first
signed the share transfer forms and the consideration was paid
subsequently”. Before parting with the order, CLB member Vimla Yadav
asserted: “I find that the petitioner has succeeded in making out a
prima facie case of collusion and connivance between the company and
Marc in ousting him from the shareholding and management of the
company. Fraud vitiates all acts, including the orders obtained from
any court, even the high court….

“The high court of Bombay at Goa’s order on the amalgamation of the
companies by misleading this court cannot revalidate the acts done in
a fraudulent manner….”

Tomazinho Cardozo, Mr. N. Shivdas, Dr. Oscar Rebello Dr.Santosh D. Lad, Mr. 
Nitin 
Kuncolienkar, Mr.Prajal Sakhardande, Mr. Rajendra Kerkar, Mr. Arwin Mesquita,

A great privilege to be associated with a very dynamic , full of support , 
cooperation in every way by the Ambassador of India to Oman  H.E Mr. Anil 
Wadhwa, he 
is a gem of a person and i think every Indian Ambassador wherever he is based 
in any 
overseas country should be like H.E Mr. Anil Wadhwa, you meet such gentlemen 
very 
very rarely in the world, unfortunately i never got a chance to interact with 
him 
but his actions speak louder than words and that is what makes a difference in 
life.

The Goan hospitality rendered to me by Mr. Celso Fernandes was amazing , no 
words to 
express he went out of his way to make me feel  very comfortable and that is 
what 
Goans are known for  he is such a wonderful person  , Mr. Flynn De Lima is 
another 
gentlemen full of dedication and committment towards this Convention and hence 
his 
success ,Mr. Baltazar, Mr. Allan ,and Mr. Anthony Lourence were some of the 
inspiring Goenkars where one could witness their love and hard work in making 
this 
convention a succes which was indeed a major success story. Convention 
Rapporteurs 
like Mrs. Maria Henriques, Mrs. Mathilda Mascarenhas, Mrs. Dorothy D'souza and 
Mrs. 
Maggie Povo played an important role too what a Goan spirit , i have really not 
seen 
it before .

I would like all the Goan's overseas who are planning to organise such 
conventions 
in the near future to take advise from the organizing committee of Oman who 
have 
done such a splendid job , right from the day one , till the closure 
,everything was 
well co-ordinated and the ambience was very exuberant , food, music , cultural 
programme, very very hilarious jokes by Mr. Ulhas Kamat and Dr. Oscar could 
keep the 
rythm alive and in short everything was a package .The Convention Emcee Jocelle 
Fernandes was just superb handled the show very well , some young goan boy and 
the 
girl who were the Emcee for the next day  gave a superby shot too, and also the 
two 
young announcer's  for the Dinner and Dance show .

You must see the educative slide show/presentation on Pre-post  Liberation 
period of 
Goa  deliverd by Mr. Prajal Sakhardande he is is a genius and undertook great 
pains 
to get this constructive and fruitful information which i am sure many Goenkars 
are 
not aware of it.

I enjoyed it to the fullest and had a wonderful time in Oman a beautiful place 
with 
great Goan minds thinkers who can and i am sure will soon do something good for 
Goa 
, one could witness the curiosity and the eagerness to do a lot for Goa.

The Konkani songs by our great Goan singer Manuxin whom I have known for years 
, has 
maintained his  melodious voice which takes one back to Amchem  Bhangarachem 
Goa.

My only request to all the Goan's, if we want to save our mother land Goa  who 
has 
fed us with her milk and today we are successful due to her sacrifice , let's 
make a 
positive difference within ourselves first then the rest will follow in place , 
let's get united and stand in once voice just like other communities who have 
come 
to Goa and are exceptionally successfull, and remove the word from our head 
impossible and move ahead with sacrifices and sing the song of YES IT IS  
POSSIBLE 
and LET'S MAKE A CHANGE

When the time was to leave , i felt sad but with a vision in mind to do 
something 
for our motherland and children of Goa.

The Indian Embassy in Oman is a well respected , reputable five star  structure 
 and 
that's why it would be an honour or rather  a great honour to be associated 
with

2: What was modern medicine' in 1908 could be classified as ancient
medicine or even quackery in 2009. Such have been the advances of
modern medicine even in the past 5 years.

3: Did Gandhi write about his own profession i.e. Law?

4: I can reasonably assume that No Young Person in India is practising
Gandhi's prescribed method of sex i.e. Don't Do It.

Convention lauds contribution of Goans around the globe

MUSCAT - Eduardo Faleiro, former Indian external affairs minister and, 
Commissioner 
for NRI Affairs, Government of Goa, hailed Oman's progress as 'remarkable' in a 
short span. In the last 15 years the country has made extensive progress in 
all 
walks of life and the progress is noticeable everywhere. Now I see better 
infrastructure, wide roads and more greenery in the country. Eduardo Faleiro 
is in 
Muscat to attend two-day Fourth Global Goan Convention that opened at the 
Indian 
Embassy on Thursday. The Government of Goa has been holding global Goan 
conventions 
since 2006. The first one was held in Goa, followed by one in Portugal (2007) 
and 
Canada (2008).

Last time I came to Muscat about 15 years ago in the capacity of Indian 
minister 
for chemicals and fertilisers when talks for setting up of Indo-Oman joint 
venture 
fertiliser company, OMIFCO (Oman India Fertiliser Company) was going on. I 
came to 
know that the company is doing well. India and Oman are having very good 
bilateral 
and trade ties and we see it growing and strengthening day by day, said 
Eduardo. 
Commenting on Indo-Oman relations Eduardo said: Oman has always been very 
important 
to India. In many areas we are partners in progress and this is obvious by the 
presence of large number of Indian expatriates in the country.

I feel proud when I hear from Omanis that Indians are honest and hardworking. 
Both 
the countries are focused on development and the results of their efforts are 
obvious in front of everyone. When asked about the redressal of various 
problems 
faced by NRIs, Eduardo said, We raise the problems faced by the NRIs at the 
right 
forum and many of them have been resolved due to the fact that now we have a 
Ministry of Overseas Affairs to address such issues. Many more have come to our 
notice and I as Commissioner for NRI Affairs, Government of Goa try to resolve 
the 
issues faced by NRGs (non-resident Goans) as early as possible.

Earlier, during the inaugural session, Dr Mario de Souza, Founder 
General-Secretary 
of the Goan Community of Oman, introduced the theme of the convention. He spoke 
on 
the contribution that Goans have made to Gulf and to Goa and highlighted some 
of the 
areas of concern to Gulf Goans both in the Gulf and in Goa. He thanked the 
Ministry 
of Overseas Indian Affairs, the Commissioner for NRI Affairs and the Indian 
missions 
in the Gulf for having taken note of and resolving many of the problems 
afflicting 
the Goan expatriate community in the Gulf.

Simon D'Silva, the president of the Qatar Goan Welfare Society termed the 
convention 
as a celebration of liberation and said: We dare not to forget today that we 
are 
the heirs of that liberation. A new generation, disciplined by hard work, proud 
of 
ancient heritage and committed today at home and around the world. He 
highlighted 
Goan's strength of human resources and said that government should formulate a 
policy to tap the talent. Dr Satish Nambiar, President of Indian Social Club, 
Muscat appreciated the efforts of Goan community by bringing them to Oman for 
this 
convention.

Angelo Fernandes, Member of the Legislative Assembly of Goa and Chairman of 
Economic 
Development Corporation, also addressed the gathering and promised to provide 
all 
assistance to the Goan expatriates. Anil Wadhwa, Indian Ambassador to 
Sultanate, 
while informing the gathering about various responsibilities taken by the 
embassy, 
said the Goan community in Oman is one of the least problematic and diligent in 
their work.

Benaulim Sarpanch Carmelina Fernandes has said the Panchayat body is
bound to issue license/occupancy based on the TCP’s revised plan and
occupancy certificate as the Panchayat did not find any illegality
during inspection of the mega housing site.
Referring to the demand made by the people on the footpath access, the
Sarpanch said the Panchayat body had conducted a site inspection and
in the report dated May 4, 2006, it is clearly mentioned that the
complainants demanded that the builder should leave one meter access
towards the southern side of the property.
“However, out of goodwill, as the access is not even shown on the
survey plan and without any hesitation, the builder gave an access of
1.2 meters and the issue was amicably settled on May 4, 2006”, she
said, adding “There is no question of claiming 1.5 meters access when
the demand was made for one meter, but the access was kept 1.2 meters
since May 4, 2006 till date”.
On the allegations lodged by the residents, the Sarpanch said it is
not correct that the Panchayat has always been favouring the builder
as the panchayat body had earlier issued stop work order dated June 6,
2008, but the same was challenged in the court.
On the garbage issue, she said that it was found on inspection that
the builder has put a STP plant as per TCP approved and showed the
working of the same in the presence of six members. Further, she said
that four soak pits and septic tanks were found and inside the project
as approved by the Town and Country Planning Act.

reportedly averted in Cotigao late Wednesday night over the hunting of
wild boars.
According to sources, traditional practices by certain communities
demand that residents taking part in a hunting spree, known as
‘Bonvdi’ (a group of people on a hunting mission) kill a wild boar to
please the gods on certain occasions during the year.
This week, the event was held on Wednesday night, where most of the
men folk, comprising groups from different locations, venture into the
forest to hunt a wild boar.

Memento Mori: Simplifying life, losing hair

A few weeks ago I decided that I wanted to simplify my life.
So I went ahead and did what I'd been wanting to do for many
years. I shaved my head. This did not come easy to someone
who'd had hair down to her knees for more than half her life.
But I never realised to what extent hair defined gender,
personality and nationality until I took the extreme step of
knocking it all off.

The gender confusion is a bit forgiveable. People look at my
head, then drop a surreptitious look at my chest to check
exactly what I am. Men shove me out of the way in crowded
places then do a double take and say 'Oh sorry!'

It is only when you lose it that you realise how much
courtesy is actually extended to women on the roads and
public spaces of Goa. Of all the states that I have lived in
across India, Goa is the one state where as a woman you don't
have to continuously battle the male gaze or wonder whether
that dress is going to raise eyebrows. Generations of hippies
in mostly nothing have immured our locals.

The nationality confusion was a bit of a shock. Suddenly I
had little old men snarling at me as they over took. I
lip-read in astonishment as drivers flung foul words my way.

  I wondered why until I realized I was being
  mistaken for a foreigner, one of the breed that has
  now bought cars and dashes around on Goan roads.
  Obviously Goans do not take kindly to Bhaille
  driving vehicles. The nationality confusion
  persisted on the beach. I was quoted foreigner
  prices for everything and for the first time I
  realised to what extent foreigners are actually
  ripped off on Goan soil. I would reply in fluent
  Hindi and watch the gob smacked reaction.

The personality confusion is the most profound. I continue to
be the person I was before the haircut. But hair is such a
signifier of personality that my lack of it has thrown an
entire system of relating out of gear.

Whenever I am introduced to someone new they are not quite
sure how to relate. Does that hair indicate hippie chick?
Ashramite? Whacko? Weirdo? Latest Bombay style? Er ---
chemotherapy? What?!

It is astonishing the amount of paraphenelia I no longer need
-- pins, clips, rubber bands, hair bands, scarfs. Grooming is
now down to a one minute head wash. No more decisions on what
to wear. With a radical hairstyle like that, how does it
matter what on earth you wear when you go out? Make up is
out. So are jewellery and earrings. In many ways my life has
been pared down to basics. I suddenly realised that in that
one simple act I have turned my back on a lifetime of buying
into an idea of what women's beauty is about.

The sense of freedom is astonishing. With no ready made
indicators people are forced to respond to you in new ways.

My head has been a conversation starter, breaker, confession
inducer, novelty, and envy object. Dozens of women have
confessed that they wish they had the guts to do what I have
done. But losing your hair in India is a big decision. Women
in India just don't do it, because hair here signifies so
much and is such a yardstick of feminity.

Why did I really do it? I have a crazy year poised ahead of
me. I have two books being published. One big commercial
Hindi film that I have written is slated for release. Another
off beat film of mine is being planned to open the Toronto
film festival. Life is hectic enough with four dogs, two cats
and a two year old. Before I plunge into the whirl of the
year to come I wanted to take a deep breath.

Whenever Roman emperors rode in triumph down the Appian way,
a slave stood behind them, holding the laurel wreath of the
victor over their heads. But his job was also to whisper
continuously in the ear 'Memento Mori' -- remember thou art
mortal. My encounters with yoga have convinced me that there
is a destination that lies outside of the circumference of
the ordinary life experience.

But it is so easy to get completely swallowed by the minutae
of every day life. However exciting the journey, however
engrossing, every time I look in the mirror I want to
remember that the journey is not the final destination.

This hairstyle is my memento Mori.

Years ago, in my quest to get to understand pre-Portuguese Goa better,
I had embarked on a round of Hindu temples relocated to Ponda from
Salcete, post 1543. I was at Mangueshi, where the idol of Salcete's most
powerful had been relocated from Verna, Salcete's most important village
after Margao. Even from outside the temple steps, I was told photography
was not allowed. All I was trying to photograph was a public display board
about the temple's history.

I met a situation close to yours at Saligao.

I turned around, putting my humble Yashica 35 SLR in my bag while at the 
same time invoking the deity's blessings on my little effort. Some years before,
at Zambaulim (remember I am a descendant of a corrupted ganvkar of Margao) 
I had a similar experience.


That a Catholic parish priest should do this, as you say, is indeed shameful.
Only brings to mind Madhav Gadkari, when editor of Gomantak. When he
stirred the debate on temple Mahajans and privileged rights to rituals, I was
young ... and tended to believe him.

I had a nasty verbal altercation this evening with, as it turned out, the 
parish priest of the Mae de Deus church in Saligao. 

Background: I was at the Mae de Deus church at daybreak a couple of 
days back and again during the twilight hours yesterday, for what 
turned out to be fulfilling sessions of photography.  I have several 
captures of the church taken in the years past (see, for example,

Armed with the newly released Canon Tilt-Shift 17mm lens, ideal for 
architectural photography due to its Shift capability, I was eager to re-do 
some of Goa's special sights.  During my shoot yesterday, I inadvertently 
set the camera ISO to 800 (which is not that big an issue with my dSLR 
body given its superb high-ISO performance).  But I wanted to reprise the 
scene with ISO 100, which is why I was again in Saligao this evening.  
Earlier at daybreak this morning, I had scored an atmospheric shot 
of the Panjim church. 

Since I got there early enough, I sauntered to the front door and 
watched the evening mass for a while.  While fiddling with my tripod 
there, I discovered to my dismay that it had jammed, and so knew 
right away that my photo session was shot (pardon the pun).  As 
I made my way back, this small fellow intercepted me and said 
rather brusquely, You can't take photographs here.  I asked him
the reason.  He said the committee has decided not to allow photos 
within the compound.  I immediately switched to Konkani and 
pointed out that tens of tourists stop by inside the compound 
every evening with their cameras.  He was unmoved.   I said I 
had been documenting the major churches and temples in Goa and
that this new lens was especially suited to photography of this church, 
that if he could let all these tourists wield their cameras, I see no 
reason why he cannot let me, a Goan, do it as well.  As I pressed 
him on this, he whipped out a new one - he said I will have to 
make an application.  He had a companion with him and I had 
my driver Babu around.  I said I will do all the necessary 
paperwork but that I had to take my shots since the light was 
fast fading and I wanted to capture the cobalt blue of the sky 
which lasts perhaps 3-4 mins just before the onset of darkness.  

I knew I could not do any photography since I was saddled with 
an impaired tripod but the xapoter in me had been aroused in 
accordance with Parrikar's Rule #2, which is: If someone tells 
you that you cannot do something, it is your bounden 
duty to do exactly that something and then wave it in the guy's 
face. (Parrikar's Rule #1 had already been satisfied - Open your 
mouth and let the xapotam flow, but only AFTER you have taken 
the shot you want.) 

Mind you, at this stage in my xapotam innings, I still had no 
idea who this  tiny oaf was.  I asked again why he was not consistent 
in enforcing the rules.  To that he pulled out yet another rabbit - he 
said small cameras are allowed but that a professional photographer 
with my kind of equipment is not allowed until I had prior 
permission and had paid the stipulated fees.  He claimed that 
I would make money by photographing the church.   The tiresome 
clown was impervious to all reason and good sense, and he 
was making up rules as he went along.  

After this, I kicked it up a notch and said I was going to shoot 
anyway, and dared him to stop me if he could.  He shot back 
with, I will file a suit.  Take it to to the Supreme Court right 
away, said moi, and that I will pay for the court fee paper. 
Our decibel level was now high enough that it had drawn a small
audience.  At this point one fellow softly asked me to calm down and 
that the dude I was speaking to was the

Shame? Why?

Before one rushes to a conclusion, it might be good to check what the
facts really are. Just some perspectives below

In fairness, I must say I've never had this problem before. Neither at
Saligao any other church,  nor temple. At the Safa Masjid in Ponda
recently, I was treated with utmost hospitality rather recently.

As you could see, it's taken from within the church complex itself...
but if anyone had to stop me from doing it, I probably wouldn't have
insisted.

In the earlier note on Goanet, it was argued that the photo was being
taken from outside the church. Knowing the geography of the Saligao
church (a village I live in), I presume Rajan wanted to photograph the
church from *within* church property! I doubt anyone would stop a
photograph being taken from a public road or some other public space.

Of course, one has to respect the rules of the place. For instance,
Bom Jesus at Old Goa has a rule which says no photographing devotees
while they are at prayer (though indoor photography is allowed too)
and tourists are not allowed into the shrine at the time when masses
are underway, if I'm not wrong.

Fair enough. This is primarily a religious space, and not a fashion parade.

From Rajan's description of what happened, I got the impression that
the priest (or whoever it was) might have also been intimidated by the
equipment Rajan carried, including the stands he mentioned. There
could be reason for concern over this. People do tend to get
suspicious of all kinds of complex equipment. Some movies too have
been shot in churches, only to depict all kinds of negative
stereotypes about the place and the community. If not mistaken, there
was an issue about what had been shot at the Assagao church some time
in the recent past.

In all the Archaeological Survey of India-maintained churches at Old
Goa, there is a restriction, on photography done with a stand within
the church. One has to seek permission and pay an official fee
(something like Rs 5000), that too via New Delhi, before getting
permission to shoot with a stand indoors there.

There are also restrictions on photography within the ASI museum in
Old Goa (which is a pity, since non-flash photograph should not have
any impact on the exhibits, I guess).

Technically speaking, the exteriors of some buildings might require a
property-release to be photographed in some parts of the globe. That
nobody insists is perhaps a courtesy on their part, maybe not a right
for the photographer.

There have been people who objected to my clicking their photo, and I
agree they have a right to their privacy if they don't wish to be
photographed. After all, it's a game which two parties have to agree

The outsiders are not to be blamed at all, Amchea Goenkar need to be wise , God 
has blessed all of us with wisdom , use it wisely when making such decision , 
nowadays the so called outsiders don't come directly for such purchases , we 
have Goenkar Brokers who instead of saving their motherland and advising 
Goenkars not to sell, fall in the same pan, but i don't blame them either, 
survival of the fittest .

No outsider comes with a gun and holds it on the head of Goenkars to sell them 
the land , it's all a matter of choice by Goans and that choice matters a lot 
which is very very crucial as the deciding factor.

My last request, Goa administration needs a total overhaul , be it in the 
Judiciary, Executive , legislative or any other Govt. of Goa departments, some 
senior officers have stayed in their position for to long be it Goenkar or 
outsider and this has helped them to study the system and play around with it 
for their own benefit and selfish interest.

Be it Land Registry , Police, Immigration, GPSC, Ministries, Courts, etc the 
Chief Minister should upgrade the entire system ,like overhauling the old 
enginee with a brand new one , new blood , fresh ideas and a commitment to do 
something for Goa

Last request , Politicians should not interfere with the work of Technocrats , 
Politicians should mind and and undertake to do those things they promised to 
the voters, while Technocrats who are good in their respective fields should be 
left independetly to handle the projects Good for Goa and Goans and then see 
the positive  difference , this is my personal experience in day today 
activities.

Dear JoaGoaUK,
Every comment made to you directly or otherwise makes sense. Part of India
ran away and people are trying to figure out what happened. How is it that
many Goans are able to make a living etc. They do not know what you may be
going through, since we have not reached that level of expression. No one
talks. As my dad would say  Asloloi roddta nasloloi roddta. You mentioned
expectations and that too is true. Expectations are sprouting in every
strata of society. Expectation that people must connect, buy Goan stuff from
enterprising Goans, hand over contacts (if any), share, share, share --- is
huge. All executed within banality, gossip, churlisnes, etc. So all have go
onto the program.

I was told recently that if I would not to ask this person (my relative)
that he would not even contemplate that I could do with any help, and that
he never helps anyone unless asked -- likely untrue. In my case it is as my
friend in Istanbul put is, a lack of submissiveness, and I noticed it in
ample measure recently. On the other hand I have usually been left alone. On
the bus back from Goa,a nd seats being mixed up by this guy who was huge and
my saying, Matxo shanti ghe atan was a fighting call which he decided
against pursing. Furthermore, are people really connect in terms of helping
the other find something, direct towards something they is being seeked. But
people will travel miles to sell you perad or parra.

A couple of people I spoke to recently in India, were flat out comfortable
with the mannerisms, attitudes and behavior patterns of the boorish among
them. They used their own logic to support those who them admired.

Its gets quite tautological I dare say.

For what its worth, its also time to raise this issue with the Church
aristocracy -- princes all.

Are there any regulations, must one have a certain face, bearded or clean
shaven, how about mustaches, or a goatee. What if one scatches ones stomach
and fiddles with a rosary around the neck, or the sacred thread for that
matter. is it OK if what is the  pengtyan-- happens to peeking out over the
top of the trousers. Or are these feudalatory properties, with the priests
as Dessais.

MARGAO'S SUFFOCATED ROADS

When this column began on Nov 13 four years ago, it did with a piece on Margao.
May I wind it up with two more on my hometown: on the twin and acute problems of
traffic congestion and parking. Both are inter-linked, not exclusive to Margao, 
but are
endemic to all of Goa's major towns.

Margao, though, is advantageously placed to address them. Its MLA is the State's
Chief Minister. Digambar Kamat, despite what his critics may say, has done much 
for
Margao, perhaps more than all her MLAs since 1963. If he can successfully tackle
this major headache dogging Goa's commercial capital, the strategy can be
replicated elsewhere in the State.

In today's chaotic vehicular traffic scene, walking, riding and driving are 
becoming
increasingly difficult in Goa's towns. It is no longer possible to cross a 
road, drive or
park with any semblance of ease. We don't need consultants and no amount of
Traffic Plans will help. Unless the elementary causes that warrant simple 
solutions
are identified and implemented.

(Kamat will recall that when he, 13 others and I constituted the Margao 
Municipal
Council in June-1985, in a few months we managed to bring some semblance of
order on Margao's roads. With free help from lecturers of Goa Engineering 
College
and their enthusiastic students, who conducted traffic surveys at some crucial 
city
traffic intersections, and the experience of then Goa Police Inspector-Traffic,
Gurudas Zuwarkar.)

Any observant road user knows that private buses and off-street parking are the 
root
causes of traffic congestion in downtown Margao. Let us consider the latter 
first.

Parking on narrow lanes and double parking on slightly broader streets is the 
prime
cause of daily traffic snarls. Off-street parking reduces the effective 
carriageway to a
single lane for two-way traffic. And everybody's in a mighty hurry!

The problem cannot be wished away overnight. Motorists also cannot be blamed for
haphazard parking. They have no choice. With the public transport system in a 
mess
(it takes an hour to get across a short distance, as say from Betul, Cavelossim,
Cuncolim or Curchorem to Margao), people are forced to use their own vehicles.

Once here, they find no place to park their two- or four-wheelers. Most places 
they
need to visit, including schools and government offices, are concentrated in a 
small
central area, with narrow lanes and streets. One could not expect people to 
park at
the Konkan Railway parking lot and walk to central Margao. People have no option
but to be part of the parking mess.

Margao fortunately has three State-owned sites in the downtown area: the old 
Tempo
stand, old fish market and old bus terminus. Develop multi-level parking lots 
at these
three places and provide FREE parking in them. Then make off-street parking in 
the
entire central commercial area steep-tariff PAID parking. Half the traffic 
congestion in
downtown Margao will disappear overnight. Margao's parking needs for the next 
half
century will also have been taken care of.

The move to decongest downtown Margao in the mid-1980s was a good decision.
The bus terminus and fish market were shifted away from the town centre, to the
comunidade paddies near Old Market. In this market complex, a substantial area 
was
acquired for parking, but is yet to be developed. A former Town Planning 
minister
sought to commercialize it. With many public offices shifted to the SGPDA 
complex,
there is an urgent need to develop the parking lot between Osia and NH-17.

Several public complexes have come up in this area. District  Sessions Courts,
Nehru Stadium, Swimming Pool  Indoor Stadium, Ravindra Bhavan. All have limited
parking provision. Acquire the patches of paddies, uncultivated since the 1960s,
between the Colva traffic isle and Ravindra Bhavan, esp. those on the south 
side,
before they are converted and commercialized. These patches will serve as a 
buffer
and provide future parking needs in the area.

And when the Collectorate and Hospicio are shifted, ensure that no public 
offices that
attract substantial volumes of visitors are brought in their place. For the 
heritage
Hospicio edifice, an apt reuse would be a South Goa archives office, with 
facilities for
preservation and digitization. (To conclude.)

The Goan Community of Oman (GCO) deserves to be complimented for organising,
such a Good Global Goan Convention 2009 and their hospitality was
remarkable. For the betterment of Goa, It is important that we first, at
least acknowledge the harsh realities facing Goa, make Goans aware of the
same and then look at solutions. In view of the latter, I think that the
main positive, which came out of this particular convention, was that
the critical issues facing Goa were strongly discussed i.e. on its Land,
Language, People  Identity. It was also very good to meet Goans, who are
fighting for the said issues on the ground and we overseas Goans in
particular, need to urgently support them  join hands with them; for our
common cause.

(1) Always pay the parish priest by cheque or ask for a receipt, if he asks 
asks you for a donation to film the Church. 

(2) Ask the Parish priest if you can click his photographs too, so that his 
parishioners in your state or country, can know who he is and send him 
donations directly.  Take the  pvt mo. no. and pvt bank a/c no., of the parsh 
priest,and inform him, you wil give it to rich catholics in your area, this 
will motivate him to give you access to the whole church and he will also 
invite you for lunch and then fondly wave you goodbye and ask you to visit 
again.

Compare and contrast Rajan's experience with what happened to me last year.

I went down to the Siolim church, mid-day, during the week, and took out my 
video camera and started shooting. In a few minutes, someone, most of you are 
familiar with villagers who would not get a job elsewhere, comes?up to me a 
says I can't film without the permission of the parish priest.. When I left, 
the church was?Rs. 500.00 richer and me ten times so.Honours?to the Siolim 
priest. 
I thank him for?the knowledge?he sent my way that day.

The Global Goan Convention 2009 opened in Muscat, Oman on
November 5, 2009 under the aegis of the Commissioner for NRI
Affairs, Government of Goa Eduardo Faleiro and the Ambassador
of India to Oman Anil Wadhwa. The Convention is being held at
the Indian Embassy, Muscat. The theme of the 2009 Global Goan
Convention is dedicated to The Gulf Goan.

GLOBAL GOANS CONVENTION OPENED IN MUSCAT

November 6, 2009: The Global Goan Convention 2009 opened in
Muscat, Oman yesterday under the aegis of the Commissioner
for NRI Affairs, Government of Goa Eduardo Faleiro and the
Ambassador of India to Oman Shri Anil Wadhwa.

The Convention is being held at the Indian Embassy, Muscat on
Thursday-Friday, 5-6 November 2009. About 250 Goans from all
over the world, and more particularly those residing in GCC
countries, are attending the convention, organised by the
Goan Community of Oman. The theme of the 2009 Global Goan
Convention is dedicated to The Gulf Goan.

Inaugurating the Convention Commissioner of NRI Affairs
Eduardo Faleiro said that the annual Global Goan Convention
was being held to promote the spirit of solidarity and unity
among the Goan expatriates and to strengthen their bonds with
the motherland.

He said that a Global Goan office would be set up in Panaji
to function as an apex body and to bring together all Goan
organizations, whether established in India or abroad. He
called upon all such organizations to identify their
representatives in Goa. These representatives will coordinate
with the NRI department so that the Global Goan office is set
up before December 2010.

In his address HE Anil Wadhwa, Ambassador of India expressed
his happiness that the Goan Community in Oman is organizing
4th Global Goan Convention in Muscat and they have chosen the
Indian Embassy as the venue for this function.

Thrice earlier conventions were held in Goa in 2006, in
Portugal in 2007 and in Canada in 2008. He said that the
Vishwa Konkani Sammelan is also another attraction this year,
and so the open house for the Goan community.

Ambassador Wadhwa also mentioned the numerous steps that the
Indian Embassy in Muscat has taken to provide succor to the
needy Indians in the hour of their need. A dedicated wing for
the welfare of Indian community, supported by a sizeable
number of staff, operates in the Embassy to render financial,
legal, logistical, consulting and moral help to Indians in
need, and works round the clock.

The inaugural session was started with a Goan welcome song by
children of Goan community. Mr. Flynn de Lima, President Goan
Community in Oman, Dr. Mario de Souza, founder General
Secretary of the Goan Community of Oman, were also among the
prominent speakers at the inaugural session.

Me and my wife Serah will be touring Australia from November 17th to December 
12th, 2009. We will be in Perth from November 17th to November 26th, then visit 
Melbourne from Nov 26th to December 6th and finally to Sydney, from December 
6th to December 12th.

It would be our pleasure to meet with any like-minded Goans from these cities 
in Australia.
Nasci Caldeira was kind enough to offer some help in Melbourne, along with 
Gabriel de Figueiredo, Councillor Oscar Lobo and Salus Correia. It would be 
nice to meet with these Goanetters in person in Melbourne, as well as some 
other Goans in other cities too. Salus Correia has promised me some caju fenni.

We are glad we will have a chance to meet lot of Goans at St. Francis Xavier's

I have acted in most of Fr.freddy Da costa 's show in Goa and Bombay and also

PANAJI: An apex body representing the Goan diaspora around the world will be 
set up 
by December 2010 with its headquarters in Panaji, commissioner for NRI Affairs 
of 
the government of Goa, Eduardo Faleiro, announced on Thursday while speaking at 
the 
opening of the two-day Fourth Global Goan Convention held at the Indian embassy 
auditorium in Muscat.

Faleiro said that the first step in this direction would be to appoint one 
representative for each country. Then we will work with all these people to 
discuss 
modalities for the setting up of this apex body, he said. He said that he has 
plans 
to set up a facility wherein the Goa community from all over the world can stay 
when 
they visit India.
