Re: [Goanet] Support To Computer Teachers
From: Ana Maria Fernandes amferns_n...@hotmail.com Subject: [Goanet] support to computer teachrs Message-ID: SNT138- w5964ac0424563930a6ec49fd...@phx.gbl Content-Type: text/plain; charset=iso-8859-1 Let us support the cause of the computer ?teachers. Most of them have been working for last fifteen years in the same school with less salary and more work. They worked on contract basis for the last fifteen years. The diocesan school has done injustice to them and so too the catholic schools by not giving them their appointment letters. Today is the feast of St.Francis Xaviers and most of the priests must have celebrated the mass either in their churchs, chapels or at old Goa. Many of the nuns must have also attended the feast and have a grand show but where is Christ that they are preaching about ? How can we be biased in our nature and be like Dr.Jekyl and Mr. Hyde ? while the priest have been giving a tall sermon and talk about the love of Christ and says love one another as Jesus has loved you and in action we are worse than Hitler. How can priest and nuns who are running the school be heartless ? Can't they see that these computer teachers are human like us ? I know a n umber of priests who are heads teach by reading the book. Many of them are inefficient. They boast of something that they do not possess. They get the work done from the teachers and take credit for themselves. One notices on school functions the chief guest will elevate the head of the school as efficient dynamic etc etc etc but in reality the teachers have toiled and moiled and the head is just a useless statue. Let us be practical and those who really love Christ will support the cause of these teachers by writing just one letter to the editor in the newspaper of your ?choice.?By Ann Marie Fernandes = Dear Ms. Fernandes, You say support computer teachers probably because you are a computer teacher or else someone dear or near to you is a computer teacher. While, I do sympathize with computer teachers because they are not being accepted by certain managements, I have my reservations about your cause. Let us go back in time and make a study of how computer teachers came into being in Goa. Initially, most schools in Goa did not even have computers. It was Mr. Harish Zantye who as an MP alloted some schools with three computers and a dot matrix printer under the MPLAD scheme. At that time, the schools which received the computers were supposed to make their own arrangements to teach the students. Many schools tied up with computer institutes to give their students training in computers. Later on when all the MPs started giving schools computers under the MPLAD scheme and when the Government itself decided to give schools computers, there was a universal demand that the students be given instruction in computers. This was achieved by introducing a computer awareness course in schools. Under the terms of the centrally sponsored scheme, the computer awareness courses were to conducted by independent contractors. At first there was a company from Delhi which took up the contract and later on a Goan agency ACES. These independent contractors were more interested in their own gains and went to the extent of employing young persons who had merely done a few months training in the standard software packages like word and excel and powerpoint. These teachers were neither qualified academically nor were they trained as computer teachers. After ACES, there was another contractor who was forced to take the people employed by ACES. All this while, there was no attempt to upgrade the qualifications of computer teachers. The teaching of computers in most schools remains shoddy so much so that children who should have loved to attend computer classes prefer not to do so. The reason that they give is that they are merely made to type and nothing else. At this juncture, the Goa Government took an important decision to introduce a PGDCET (Post Graduate Diploma in Computers and Educational Technology). The name was strange as there were a few of the computer teachers who were not even Graduates! Moreover, the language skills of some of them are atrocious. How did the computer teachers react? They decided to boycott the course unless the periodic examinations were made purely voluntary and there was to be no compulsion to pass the course! So much for teachers wanting to improve themselves and teaching by example. A teacher in a school, has necessarily to have at least a higher secondary school certificate or a degree to teach. Moreover, training is mandatory. Besides, a teacher has a workload of 18hours per week. Most work more than this. What would be the work load of a computer teacher when computer awareness is not even a regular subject but is supposed to be taught after hours? As per the School Education Act and the Rules made under the Act, the managements have a right to choose their own employees. The Diocesan Society in
[Goanet] Corrections to the Final RP 2021 and Soter's satire without attire
I am recipient of a post to your esteemed mailing groups casting some insinuations against me in response to my views about GBA posted on goanet. I do not wish to be infected with the virus of 'Miguelomania' and therefore desist from any discussion on other claims and counter claims of this non-significant GBA member. I restrict myself to the mischeivous question and doubts raised over what I have done with the money recieved by me from Goa Sudharop. It is for Goa Sudharop to clarify whether the support of Rs. 25,000 for a specific program on Panchayati Raj was given to Soter D'Souza or to the Centre for Panchayati Raj of Peaceful Society. My good friends Ibonio, George and Valerie are aware about how the money was usefully spent by Peaceful Society on the purpose it was specifically meant for. The audited statement of accounts of Peaceful Society on the amount received from Goa Sudharop can be assessed by any member of the public who has any doubt. My comrade and Executive Secretary of Peaceful Society, Kumar Kalanand Mani will be most pleased to ensure transparency on the matter as Peaceful Society is one of the NGOs that gets its statement of accounts audited and signed by the CA on 1st April of every year and placed before the General Body for approval in the first week of April itself. If any of the rascals do not have the guts to appproach directly they can avail of the same from the Registrar of Societies at Shrama Shakti Bhavan, Patto. I am aware of a vilified campaign carried out behind my back by the elitist activst-real estate cartel. Thanks to the information forwarded from time to time by responsible Goans who are alert and concerned for Goa. If anyone has any proof of my corruption or embezzlement of public funds, I would be most happy to face them on a public platform. We have faced many such goan cowards and snakes in the 30 years of community work. -Soter D'Souza 9890056616 --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---
[Goanet] DID BOMBAY HIGH COURT PLAN A 50 LAKH PARTY WITH AN EMPTY WALLET?
The Sesquicentennial Celebration of the Bombay High Court which was held at Goa on 12th November was planned and fixed without making any prior budget provision. This has been revealed in the information furnished by the Law department under the Right to Information Act. The documents reveal that the Chief Justice of Bombay High Court had written to the Chief Minister of Goa as early as 18th July 2011 to allocate funds for the celebration but there was no file movement of that proposal. However the order sanctioning 50 lakhs from the contingency fund was issued by the Goa Government a mere 20 days before the one day celebration. The process of allocating the funds started only after the Law Secretary Mr. Pramod Kamat received a letter on 10th October from the Registrar of Bombay High Court at Goa, Ms. I.K.Jain virtually pleading that an amount of Rs 50 lakhs be sanctioned on top Priority for that one day celebration. This was followed by a letter faxed the next day to the Law Secretary by the Registrar General of the Bombay High Court Mr. S.B.Shukre expressing concern that in the absence of funds it would not be possible to make arrangements for the celebration. While asking the Law Secretary to move the government for an immediate release of 50 lakhs, the Registrar General in an apparent warning further stated in his letter that the progress in this regard was being monitored at the highest level. While seeking the 50 Lakhs the Bombay High Court at Goa sent the Goa Government a break up of the proposed expenditure of the 50 lakhs for the one day celebration. While 5 lakhs was proposed to be spent on Lunch, dinner and refreshments another 5 lakhs was towards Souvenirs and Mementos. Towards Hiring of chairs and tables was 2 lakhs while another 2 lakhs towards Invitation cards, Printing and Stationery. Another 1 lakh towards photography and videography while Rs 1.25 lakhs was proposed for expenditure on floral decoration and installing the shamiana. While the expected expenditure on Lodging and Boarding was 6 lakhs a whopping 15 lakhs was towards traveling expenses. Another 2 lakhs on Hiring of cars and A/c buses while 10.75 lakhs on arranging the function, seminar and cultural events. Interestingly in the application dated 7th October for 50 lakhs from the contingency fund the Registrar of Bombay High Court at Goa stated that the budget provision could not be made as the decision to hold the function was taken only recently. This stand is surprising as the records show that the Bombay High Court Chief Justice had written to the Chief Minister Digambar Kamat as early as 18th July regarding the function. The Registrar in the application also stated that there could not be any postponement as the program for 12th November had already been fixed. The documents also reveal that the Registrar of the Bombay High Court at Goa in another letter to the Chief Secretary asked that two suites be booked at the Goa Raj Bhavan for the Bombay High Court Chief Justice and for a former judge of the Supreme Court. Also sought were another 3 suites at Raj Bhavan for the accompanying officers. The Chief Secretary was further asked to make arrangement for another 20 a/c suites at the Circuit house from 10th Nov to 13th Nov for the dignitaries invited for the 12thNovember celebration. The file notings that the 50 lakhs were sanctioned by the Goa Government without any application of mind and with no documented justification on record as to how the 150 anniversary celebration of the Bombay High Court was of any relevance to Goa. Those 50 lakhs could have been judiciously used to improve the infrastructure of the sub-ordinate courts some of which are in a pathetic state. Re: [Goanet] Lies and video-tape by our Goans
Melvyn, If you really want to go beyond imputations and allegations and do something positive for *The Sixth Night*,why not write a review of it and post it to Goanet? Eddie mentioned something about you submitting a review to GoanVoice.org.uk. As we known, the Goan Voice model is to compile pointers to already-published Goa-related articles available online (and I too find this an interesting model). If you have a review of *The Sixth Night* (or any other Goa publication), and it has not yet been posted to Goanet, please post it. To criticise others for what they have not done is very easy. It is a sad day for Football lovers. He was a gifted footballer, a midfielder par excellence and always played clean football and had displayed a cool temperament. He was the Captain of the most feared Brazil team of 1982 and played in the1986 world cup as well but unfortunately never won the world cup. [Goanet] MOI- will Kangress dare put their preference for English in the election manifesto?
Dear Shri Noronha, You have made some important points in your reply to my post. I feel it is necessary that I reply. My responses follow your statements. * Catholic-dominated is a reflection of a certain disdain for diversity. Response: That Goanet is catholic dominated is a statement of fact. You are much closer to Goanet being one of the Administrators and Moderators. So, please answer the following questions: What is the religion of the owner of goanet? What percentage of the moderators are catholic? What percentage of contributors to Goanet are catholic? Why are Hindu contributors who try to contribute regularly driven out? e.g. Anand Virgincar, Chinmay Bhandare. Why are secular catholics such as Mario Goveia driven out from Goanet? Why are people like Carmo(I believe that is his name) who supported Parrikar and the BJP pilloried on this forum? If you sincerely and accurately answer these questions, you will realise the folly of your argument.I have no disdain for diversity of religion, gender or thought. (By the same logic, would you define Goa as Hindu-dominated? Never mind the fact that treating religious communities as monoliths is self-delusionary at best or an attempt at deliberately creating confusion in the debate.) Response: Goa is not Hindu dominated although I do believe that if Goanet was read by more and more Hindus, then it is possible that Goa will become a Hindu dominated state. That would be a very sad day for me and many other like minded Hindus. At present Goa is not, for the following reasons. Goa has roughly 68% Hindus, 31% catholics and 1% Muslims, sikhs etc. Yet, Goa has had six Hindu and five Catholic chief ministers, Goa has had two or three catholic, at least three sikh, two muslim Governors Goa has had a long serving Muslim as cabinet minister. There have been catholics elected to GLA from Hindu dominated constituencies such as Ponda (Joildo Aguiar). You would find it difficult to find a Hindu or a Muslim elected from a constituency where the catholics have a majority. If there is one, I will stand corrected. There have been two catholic Deans of Goa Medical College. Only Goan to be the Chief Secretary and Head of Govt service, J C Almeida is a catholic. One could go on and on. If you consider these facts, would you call Goa Hindu-dominated? My point is that election once in five years, fought on polarised lines, are not the best indicator of what the citizenry wants. Everyone is voting with their feet, when they go to English-medium schools. For politicians to stake the future of the State and rabble rouse over this is understandable. But for an educated person, to lend justification to this thinking? As I pointed in my previous post, this just shows your disdain for democracy and it does not surprise me. Did you feel the same when you were a proud student (I guess) of Loyola's Margao [http://www.mail-archive.com/goanet@lists.goanet.org/msg23390.html] Or do you feel that only that lesser plebians deserve no access to an English education? Response. Just a small correction first.I was never a student of Loyola. I am a proud ex-student of Wagle High School, Mangeshi. Incidentally, this school was built from the generous donation by Wagle - an English medium secondary school founded by a Marathi speaking Maharashtrian. I did my education with Marathi as MOI for the first seven years and then Joined Wagle High School where MOI was English. I believe I had the best in education that Goa had to offer. This option or for those who love English as MOI, the choice of changing to English medium after just four years of primary education, is available to all the Goan students and I do my bit to keep it that way. The false propaganda that somehow English secondary education is only available to Pariikar's or Shashikala Kakodkar's children is just that, FALSE. As for your last query, the attempt to banish English from Goa's primary education is a gift from both writers in our regional languages (who believe the best way to promote a language is to push it down the throat of a reluctant populace) and also the PDF khidchi, with our beloved Tayee Shashikala Kakodkar as education minister, and a whole lot of honourable others (Churchill Alemao, Luis Proto Barbosa, etc) making use of their brief stint in power to feather their own nests. You will find one interpretation here: Response: Bhausaheb Bandodkar and Shashikala Kakodkar were strong supporters of Marathi and still had the wisdom and foresight to make education in English medium available to all the children in Goa. When Goa was liberated, my father had to employ a teacher to teach just three children from my village to teach us. Yet within three years, we had teachers appointed by the government who taught us in temple halls, rooms in private houses etc. Your attempt to rope in Barbosa is interesting and I would like to know more about his role.Churchill alemao and education is a hilarious thought. On the other
Re: [Goanet] MOI- will Kangress dare put their preference for English in the election manifesto?
Dear Dr Desai, I like the way you marshalled your facts to lead upto a certain point. I would still think your labelling some institutions as Catholic dominated and others as not Hindu dominated does indeed betray bias. Why does the average Goan (and the highly educated Goan too) continue to think in the paradigm of the 1960s or worse still, the sixteenth century? Personally, I think that prioritising a religious identity over all other identities we possess (gender, class, race, caste, language, skin colour, blood group etc) is part of the identity of communalism. And, of course, we can selectively pick and choose facts to make our case, but I would prefer not to stray into that game. As the election 'vaaro' hots up for 2012, I guess we can only expect more of this to come our way, both at Ground Zero in Goa and in cyberspace! [Goanet] AIRES RODRIGUES-Rescuing Goa's Health Care
AIRES RODRIGUES-Rescuing Goa's Health Care http://www.targetgoa.com/letterd.php?id=404 Aires has made quite a number of excellent points in his article. They are, as follows: 1: Goa’s Public Health care system is in dire straits. 2: Repeated political interference by successive state governments has been detrimental to Goa’s public health care. 3: GMC should aim at providing all the super specialty facilities so that patients should no longer have to travel to Belgaum, Bangalore and Mumbai for medical care that could be provided at Bambolim. 4: Goa Medical College is not a veterinary hospital. 5: Hospitals and health centres can never compromise on cleanliness and sanitation. Every head of the department should be made responsible and accountable for the overall state of his unit. 6: Serving in the medical field was supposed to be a mission with a passion. Unfortunately like most other professions the medical arena has too become a business venture with one goal. Vitamin 'M' all the way. However, he (Aires) has made the classic mistake common to many an 'outside-the-expertise' expert i.e. focus on the penthouse instead of the foundation. BTW: There is a distinct difference between Public Health Care (preventive) and Health Care provided to the public at tertiary centres; interconnected as they may be. I submit that 'autonomy' in the field of Preventive Care is an oxymoron. Preventive care, by necessity, needs Governmental intervention and support (different from political interference). As it is one of the dynamic areas of health, it also needs staffing by appropriately qualified, trained and experienced staff, with the Directors being ALSO well-read, and well-published physicians who update themselves rigorously and regularly at the national and international levels. I do not know why the Vitamin 'M' comment is being reserved only for doctors. When the whole society (including and especially lawyers) is driven primarily by Vitamin 'M', why pick only on the doctors. Are they the only ones who are supposed to be on a 'mission with a passion'? Mark you, I'd suggest that it would be infinitely better for society as a whole IF every profession was on a 'mission with a heart' instead of a 'mission with a passion'. Passion, with all its benefits, is also the conduit for destructive activities such as Vengence and Crime. Aires adds: 'one has to cough up at times up to 50 lakhs if not more for a medical seat by way of capitation fee'. I believe that GMC does not offer seats by way of 'capitation fees'. Even so, if I was a resident of Goa, I would be more worried IF a sick patient was expected to pay a 'capitation fee' to certain 'office staff who may or may not be doctors', just to get admitted into hospital. jc --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---
Re: [Goanet] Why Goa-related books sell and do not sell - personal impression
Having read Frederick's post on the topic, I can safely say that most of it makes infinite sense to me. As far as I am concerned, he is an expert in the field of publishing. Others, surely, are likely to know other experts in the field and other fields. My comments (infra) are related to the following from Frederick Bosco: [A] Frederick wrote: all this talk about Goans not READING, about them being more interested in feni and sausages rather than books, is just loads of crap. [B] Bosco wrote: I wonder how Frederick quashes the notion that Sausages and Feni trumps books. (...) perhaps we should read Silviano's perspective right here on Goanet, circa 2006. http://lists.goanet.org/pipermail/goanet-goanet.org/2006-July/132454.html COMMENTS: re [A]: Frederick may be right. I could not comment on the reading habits of others and I did not. My post was related to the 'purchase/sale' of books. I submit that the 'reading' of books is not evidence of quite separate and apart from the 'purchase' of books. re [B]: I remember that Toronto Viva Goa festival in the uncomfortably warm, poorly ventilated and claustrophobic Bombadier site on July 29, 2006. There were a number of stalls. During our 2 hours in stalls' area, not a fly visited the book stall whereas the sausages and pickles were selling like hotcakes (so to speak). I have reminded myself that all I could did write (as the subject title states) is with reference to my personal impression. jc --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

Re: [Goanet] DID BOMBAY HIGH COURT PLAN A 50 LAKH PARTY WITH AN EMPTYWALLET?
This only goes to prove that GOA and it's Tax-Payer's money is being freely used by all and sundry for making merry and for fun including the Governor of Goa, which post is only ORNAMENTAL and dispensable. This is why they want to celebrate Goa's 50 years of Liberation. It is another matter altogether that Goa needs to be liberated from these [Goa's] money guzzling hyenas. The Sesquicentennial Celebration of the Bombay High Court which was held at Goa on 12th November was planned and fixed without making any prior budget provision. This has been revealed in the information furnished by the Law department under the Right to Information Act. The file notings that the 50 lakhs were sanctioned by the Goa Government without any application of mind and with no documented justification on record as to how the 150 anniversary celebration of the Bombay High Court was of any relevance to Goa. [Goanet] Socorro Gram Sabha rejects RP-2021 in present form
An overwhelming majority of the Socorro Gram Sabha resolved to reject the RP-2021 in its present form. The SUP for the village was put up for public display along with a cross-section of the village map showing the actual NDZ areas and the lack of them in the RP-2021. While a handful of vested interests tried to dilute the resolution by objecting to specific survey numbers being pointed out where various ommissions and commissions have taken place in the SUP, the overwhelming majority apporved the resolution which was read out by the Village Level Committee that has studied the RP-2021. Several contradictions like the mention of Socorro (part) as ODP area in Release 1 and entire Socorro as VP2 under RP-2021 came to light. Others included private forest being shown as natural cover and khazan paddy fields being shown as only paddy fields thereby putting these areas in Eco-2 . Several NDZ areas have been shown as settlement and non-existent roads have been shown as existing roads which have also been extended into private forests as proposed roads. The contradictions in the land use table with provisions for certain development under special consideration came up for criticism as it was seen as a source for corruption. The development norms for Eco-tourism which provides for inclusion of Eco-1 area for calculating FAR in Eco-2 was also ridiculed. The public was agitated over several private forests on steep hill slopes being shown as settlement in undeveloped areas of the village. Serious concerns were raised over the absence of any forest cover and non-existence of wild life in the 3 talukas of Bardez, Tiswadi and Salcette. The Village level committee had taken great pains to super impose gradients of hill slopes and several other vital planning details when the draft RP was sent for consideration to the Village Panchayat in 2009. However the Gram Sabha was angered to see that none of these suggestions were incorporated but instead the settlement fence has been found to be increased further and areas in eco-1 have now been put in Eco-2. A 20 metre road which was proposed under RP-2001 was allowed to be encroached upon by builders and that alignment has now been sharply turned to connect with the CHOGM road to avoid intersecting the illegal constructions. The Gram Sabha also expressed solidarity with other Gram Sabhas across Goa where threat to the environment and livelihood along with displacement is imminent due to the anti-people RP-2021. The Gram Sabha was conducted in a very peaceful manner. The Gram Sabha meeting was chaired by Acting Sarpanch Jose Paul Valles and he was assisted by the V.P. Secretary Kishore Pagi. Most of the Panchayat members were also present. -Soter D'Souza --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---
[Goanet] FDI IN RETAIL
FDI in retail The objection by the opposition parties is a poll gimmick resorted to by the politicians only. The retail traders have not launched any all out war It is the pure assumption of the BJP and allies not excluding UPA II components for personal benefit. When millions of people all over India cried against the magnitude of corruption the politicians were deaf and still dithering on action To day the actual producers are getting the pittance for their products. The middlemen gobble up the cream and force the cultivators to distress sale to pay the loans and the inputs The Govt has not found merit in procurement at remunerative prices for agricultural produce and prevent farmer`s suicides The industry fixes the prices with huge profit margin and reserves and the Govt has no obligation to fix their prices, whereas the poor farmer has no idea of economics Most of the food produced gets rotten due to lack of storage , transportation and distribution The memory of food rotting in Govt procured supplies all over India is too fresh a recent memory. The entry of Coca cola ,Pepsi has not wiped out the nascent aerated water Industry It is true that these supplies are available in remotest parts of India , where there is no penetration of even drinking water Pepsi is selling chips and kurkures , but that has not dented retail in these products Is it confirming to the export commitment? They cannot compete with the retail in prices and outreach Politicians are gloating over food inflation , but see what they pay themselves for the food served in the Parliament It is only in the last year that prices have registered a steep rise making a little difference in income to the farmers The Govt could set up procurement process to avoid wastage and low prices of perishable commodities .The success of Annand Mlik cooperative is a example that could be replicated to benefit the farmers China has 26% FDI initially1992 and gradually increased to 51% This permitted time for adaption of the retailers. For the two decades it has led rapid growth, higher production efficiency, market consolidation and rising investments They have learnt from Walmart and CARE FOUR MANAGEMENT PRACTICES , PROCUREMENT AND LOGISTICS, and China still dominates the retail market and competing with them.Shangai . Bailon Gurung and Deshang outsmart the foreign retail. Initially they were permitted in metros like Shangai and Shenzen with no local competition. With their high inputs they cannot compete with the locals and Govt controls land transactions India is avast country and they will not find it remunerative to spread in the hinterland and villages The FDI has to to be increased gradually so that 5% of retail in unorganized sector will not be affected It is being restricted to 37urban centres of one million people and they are not interested in smaller areas.of uneconomical operations. 12 million outlets will reduce unemployment as they get better remunerations for their products Producers can expect better prices and cheaper goods. The prices in retail outside the supermarket will still be cheaper for most of us The middle men who profit immensely will be checked It can check food inflation too Their entry cannot wipe out Kiranas convenient stores etc The configuration of comparison with USA and other places does not apply to India Already some Indian companies have entered retail in Bihar ,West Bengal etc and existence of supper markets proliferation has not dented retail business in any way Parties do not want to antagonise the masses ,which is their base. The would be patrons of Walmart .Pepsico Posco are a different lot and they do it any way from foreign goods exclusive stores dotting cities FDI issue has got at the time when parties are trying to win the masses with false support and getting political mileage .Political compulsions are a bigger issue than economics The import of cheap goods from China, flooding the markets in India is wiping out domestic Industry and that is of no concern to any Party Opposition has lost the issues and adjournment motions on rising prices and food inflation and and money stashed in foreign banks Nelson Lopes Chinchinim --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

[Goanet] RESCUING GOA’S HEALTH CARE
Goa’s Public Health care system is in dire straits. Providing a good public health care system and resolving the acute garbage problem should have been the Government’s priorities. These are two issues where politicians should definitely rise over petty politics in Goa’s larger interest. Repeated political interference by successive state governments has been detrimental to Goa’s public health care. The Dean of Goa Medical College, Dr V. N. Jindal and the Director of Health Services Dr Rajananda Desai should have had complete autonomy in the management of their respective institutions if they were to turn around Goa’s crumbling health care system. But for the political interference Dr. Jindal's as Dean of the Goa Medical College could have ensured a speedy recovery in the health of Goa Medical College. His predecessors have been well-meaning doctors but political meddling in the day to day administration of GMC has over the decades contributed in a big way to its current critical state. Dr Jindal, a renowned neuro-surgeon himself, has been in Goa long enough and has scanned and mastered the mind set of Goa’s politicians. Dr Jindal has the nerves not to succumb to any undue political interference. With Dr Jindal's efforts GMC could have been moved out of its critical state of chaos and mismanagement. The Dean is soft spoken yet a firm administrator and has all that it takes to administer the right dose to ensure the ailing GMC is set on the road to full recovery. Political intrusion is the main impediment to the well being of Goa’s government hospitals. When ill, our politicians are flown out to state of the art hospitals. In recent years some of them have cozied up at the ICU of the GMC only to avoid the ordeal of being in police custody. The infrastructure at GMC has to improve. It is appalling that operations have to be cancelled due to erratic power and water supply to the hospital. The GMC needs to give priority attention to set right its entry point (casualty) where the patient steps in and the exit point (ICU) from where, in most cases, the patient currently moves on to the morgue. The casualty and the ICU need more nurses and doctors who care and equipment that works. While in trauma, time is of essence and a patient cannot be made to languish for hours waiting for treatment, be it at the casualty or ICU. GMC should aim at providing all the super specialty facilities so that patients should no longer have to travel to Belgaum, Bangalore and Mumbai for medical care that could be provided at Bambolim. Goa Medical College is not a veterinary hospital. The hospital has to be safeguarded from stray dogs, cattle, cockroaches and mosquitoes. Who will secure the patients from the stray dogs loitering in the premises and the rats that have infested the government hospitals? Will it take a rat to nibble the toes of a VIP for the authorities to awaken to the sad reality at the government hospitals? Hospitals and health centres can never compromise on cleanliness and sanitation. Every head of the department should be made responsible and accountable for the overall state of his unit. There has to be a consolidated effort to upgrade the facilities at the various government run health centers. A health centre at Ribandar did not have even a thermometer when it was inaugurated a few years ago. It still does not have a toilet and is obviously without running water. There is need for being more transparent and honest in the tendering process for various utilities. Unfortunately over the years, ministers have managed to manipulate the tender rules and conditions to favour a particular bidder. Serving in the medical field was supposed to be a mission with a passion. Unfortunately like most other professions the medical arena has too become a business venture with one goal. Vitamin 'M' all the way. But when one has to cough up at times up to 50 lakhs if not more for a medical seat by way of capitation fee, what more can one say. While several citizens had filed objections questioning the very common building law for villages and cities/towns, there was no opposition from GBA. Some professionals even pointed out the basic technical flaws in the building regulations but GBA was in no mood to respond. Probably the because its key puppeteer was honoured to be on the steering committee to draft these regulations. The other day a renowned activist was expressing his surprise that the constructions files go first to the TCP and only to the Panchayat in the end. But the activist forgot that he had called a meeting along with the puppeteer to discuss a particular chapter in the draft building regulations when it was pointed out by me that the common building rules itself are objectionable. Is GBA in agreement with the Building regulations i n the first place? Activists seem too busy to keep tabs on such micro flaws that will hurt the grass-root people. It only becomes a problem no sooner their turf is threatened by some village groups. If it was not for the village groups, Goans would have seen the hide and seek by GBA on the RP-2021 which now feels threatened that it is becoming unpopular among the masses. Thats the reason one reads about some GBA members ridiculing the stand taken by the village groups. But even that might be debatable. Anyway, your experience is not sufficient for us to draw a wider conclusion that Goans as a whole won't buy books, or won't read. (Even just reading is good enough for me...) On the contrary, my experience since 2007 suggests something very different. Of course, pricing the book aptly, making it easily available (we are still struggling here), packaging it well, and choosing a good (preferably non-fiction) topic makes a big difference. [Goanet] IFFI clashing with St. Xavier feast: GCWU petitions Sonia Gandhi.
The Goan Catholic Welfare Union J.B. Villa, Park Street, B.B. Borkar Road, Alto Porvorim- Goa 403521 Tel: 2420394 , Mob: 09923133412 IFFI clashing with St. Xavier feast: GCWU petitions Sonia Gandhi. The Goan Catholic Welfare Union (GCWU) has strongly condemned the adamant attitude of government for refusing to re-schedule the closing date of IFFI which is clashing with the Feast of St. Francis Xavier thus playing with the sentiments of the people. We have faxed letters to the Prime Minister of India, Mr Manmohan Singh and the Chairperson of UPA, Sonia Gandhi stated Juino De Souza, President of GCWU. We have written stating that it is the bounden duty of every government to protect the religious rights of its people and specially of the minority community that is guaranteed under our constitution and it is regretted that the Minister of Information Broadcasting, (Smt) Ambika Soni and the Chief Minister of Goa, Shri Digambar Kamat are hurting the religious sentiments of not only the Catholic community but entire goan community by holding the closing ceremony of the International Film Festival of India (IFFI) currently underway at Goa on the 3rd December 2011 that is coinciding with the feast of St. Francis Xavier, Patron Saint of Goa which is a public holiday declared in his memory. The letter further states that on this day lakhs devotees of all faiths converge at Old Goa to pay their respects, homage and offer prayers and devotion in honour St Francis Xavier. It is therefore a gross violation of religious rights for the government to have IFFI closing ceremony sponsored by the Central government on this holiday with gala dinners and fireworks and is an insult and attack on the religious sentiments of the people who believe in St. Francis Xavier and whose relics are preserved in the BASILICA BOM JESUS for all to venerate. There is an uproar at Goa with people staging agitations, dharnas and black flag protests during IFFI which is showing the Congress led government in Goa in poor light. The BJP has also addressed the issue calling the Congress party communal. The people are furious that the Congress government instead of taking responsibility and applying the right correctives are instead giving lame excuses and making incorrect statements by placing blame on extraneous bodies such as the International film Committee and the Film Federation of India who have no role to play in changing the closing date of IFFI, thus taking the people for a ride. We have brought to their notice that all the people are asking is to advance the closing ceremony from 3rd. December to 2nd December 2011 which is no big deal. Let the people be free to focus on the Feast of St. Francis Xavier with any diversion and which is their right. I shall thank you on behalf of ‘The Goan Catholic Welfare Union’ to kindly use your good offices and intervene in this religious matter urgently so as to avoid the clashing of IFFI closing date with that of the feast of St. Francis Xavier. Copies of the letter have been sent to the Finance Minister, Pranab Mukherjee, Defence Minister, A. K. Anthony, Minister of Information, Smt Ambika Soni and the Senior BJP leader L.K. Advani. [Goanet] Goodbye death, Hello Immortality
Goodbye death, Hello Immortality Rock Furtado Nov 19, 2011 http://articles.timesofindia.indiatimes.com/2011-11-19/edit-page/30415446_1_cells-doomsday-calendar Who isn't familiar with Doomsday prophecies? They've been around since ages. Why are we afraid? Perhaps we're scared of the retribution that will follow death - a great life in Heaven for the good and a bad one in Hell for others. Light candle...say a prayer...worship a deity...beg for forgiveness. All in all, there is a pattern that keeps Doomsday prophecies alive and kicking and every generation has had the good fortune of having lived through them. The latest Doomsday prophecy based on the Mayan calendar has seized popular attention; it points to December 21, 2012 being the end of days. The Mayan calendar stops at December 21, 2012 - and the next thing you hear is...that this is the prediction for the end of the world. Yes, the Mayan calendar is very detailed and covers thousands of years - and for it to stop at 2012 suddenly, is taken to imply that it's the end. What if the makers of the Mayan calendar decided that they do not want to go beyond 2012? That they were tired from the exercise of projecting the dates into the future of their own time which none of them will ever see, and also maybe their own belief that they have done enough and it is time to call it off. Secondly, that no civilisation after theirs may ever refer to their work, so it is a useless exercise of dwelling into the calendar of the future. All doomsday prophecies should be taken with a barrelful of salt. Humanity is hardy - we've survived earthquakes, tsunamis, eruptions, pole tilts and atmos-pheric changes. Perhaps in the future the population count might be less - then the world might be a better place with less pressures and concerns. The known history of humanity is that we have lived for millions of years. Certain civilisations talk of developments that we have yet to see in our present lifetime. It must be assumed that in these millions of years, certain parts of humanity that existed before us had surpassed many times what we know as our achievements and developments. Studies now talk of Oneness or Singularity as possibilities of the future. The basic belief is that human consciousness is constant and the physical body is transient. What if the body itself is permanent as consciousness? Are we in a position to retain a physical body that is constant? There are attempts by scientists to clear physical bodies of all age-related diseases. Why do we live only 80 to 100 years in a single physical lifetime? It is because the body cells generate till the age of 20 and degenerate after the age of 20. What if this degeneration is arrested and we induce hormone balancing which regenerates cells after the age of 20? This seems to be possible - now that we know that physical degeneration is due to aging and it involves telomeres which are found at the ends of chromosomes. Every time a cell divides, its telomeres get shorter, and once the cell runs out of telomeres, it can't reproduce anymore and dies. The enzyme called telomerase could reverse this process...and like magic...you could be forever young! Science and spirituality could converge at some point - perhaps that's where we say goodbye to death and hello to immortality. Only time can tell... --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

[Goanet] Dress Code local social and cultural beliefs is part of Tourism Code for Goa- Ahmed informs Shantaram Naik
The Union Minister of state for Tourism Shri Sultan Ahmed informed Mr. Shantaram Naik in the Rajya Sabha today with respect to his question on Code of Conduct for tourism in Goa, said that the Union Ministry of Tourism along with stakeholders has formally adopted the Code of Conduct for “Safe Honourable Tourism” on 1st July 2010, and, as part of the guidelines of the Code, the signatories are encouraged to assist the tourists with guidance on safety tips applicable to the specific city/place including timings for visits, right dressing and other local social and cultural beliefs and norms etc. However, Minister said that this Code is not a legally binding instrument but a set of guidelines for voluntary adoption by the Indian tourism industry. The response from the stakeholders on the adoption of the Code is very encouraging. The tenets of the Code has been incorporated in the guidelines for approval/classification of various categories of service providers related to the Travel Trade and Hospitality sectors, respectively, by the Ministry of Tourism, so the objectives of “Safe Honourable Tourism” are achieved, Minister said. Clarifying the objectives of the Code, the minister said that the Code is to encourage tourism activities to be undertaken with respect for basic rights like dignity, safety and freedom from exploitation of both tourists and local residents i.e. local people and communities who may be impacted by tourism in some way. He further said the objectives is also to aid the prevention of prostitution, sex tourism and forms of sexual exploitations like assaults and molestations in tourism to safeguard the safety of persons, in particular, women and children. The Code also seeks to enhance prevention of activities like forced or involuntary drug use, manipulated and incorrect information, cultural and social intolerance which could increase vulnerability to crime, minister said. Re: [Goanet] Corrections to the Final RP 2021 and Soter's satire without attire
Dear Soter, 1. I fully agree with the contents of your letter. People who are interested to know the truth are welcome to contact me at any time. However, my humble submission to you is that honest and sincere person like you should not bother to such dirty propaganda by all those who don't understand his / her positive value and waste time in negative act. 2. Hope, you are fine. [Goanet] 2nd edition of Goa Arts and Literary Festival
The 2nd Goa Arts and Literary Festival coincides with the 50th anniversary of Goa's liberation after 451 years of colonial rule. It is an opportunity to reflect on the idea of India as reflected through the perspective of cultures, communities and writers on the margins of the grand historical narrative of the country. There will be a particular emphasis on Diaspora, on the Goan and other Indian migrant communities across the world which retain different ideas about what being Indian means, as well as on the North-East of India and its art, music and literature. Music, painting and photography, poetry, journalism and publishing, debates, discussions and book-releases: from 17-21 December, the 2nd Goa Arts and Literary festival promises a truly historic cultural event of the highest standard, with delegates attending from around the world. In collaboration with Sahitya Academy, Goa Writers Group, Goa Konkani Akademi, Gomantak Marathi Akademi, Indian Ateliers, Heritage Jazz, Konkani Rocks, hindustimes.com, Planet Goa, Department of Tourism - Government of Goa and Indian Council for Cultural Relations (ICCR), the 2nd annual Goa Arts and Literary Festival organised and hosted by The International Centre Goa will celebrate 50 years of democracy after decolonization, Goa's Golden Jubilee. The Festival will be held on 17-21 December, exactly 50 years after the historic days when Indian troops conquered, and annexed Goa. It was another dramatic moment in history for this tiny territory, which has experienced many. Each day of the Festival will recall 1961, featuring historians and witnesses to the sensational events as they occurred, as well as lectures, special book releases, and panel discussions about the Goan experience of the Estado da India, quite different from much of the rest of the subcontinent's experience with the British Raj. The 2011 Goa Arts and Literary Festival will celebrate creative excellence across India, with a special focus on Goa and its Diaspora. As with the inaugural edition, there will be prominent daily showcases for the best contemporary poetry from across India, and for the extraordinary writers and musicians of the North East. Events such as this Festival will be held annually so that the quality of the Festival is enriched and enhanced every year by involving more and more people and their ideas and the image of Goa in people’s mind is of a more vibrant cultural and intellectual destination. Re: [Goanet] Goanet Reader: Say it... in Konkani (FN, in GT)
Hi Angela, Agreed with what you say. Goa might be a better place from where to pick up such movies and music CDs. (Video-films or CD-based films are more popular and widespread than mainstream films here, for the obvious reason that few of the latter get produced.) JoeGoaUk has been compiling useful lists of VCDs available in Konkani. If the producers had subtitled these, they could play a useful role as a languge-learning tool too. Looking forward to more of your sketches on Goanet! [Goanet] A NEW BOOK - take a look
A NEW BOOK Telling it all like it is: ”SIMPLY MY WAY”. That is the title of my book (revised edition). It is a non-profit exercise of a ‘noviciate’, therefore may fall short of a pastor’s reverence. But it contains a series of subjects which go far beyond the reach of a single sermon. A sequential flow of events, ranging from migrations into the Indian subcontinent, including my native land Goa, relevant political, cultural and moral issues, mixed-musings, business investment strategies, and even music for an added dose of nostalgia - all of which should answer my prayer for a well-rounded read. More interestingly, it has an offer for READERS to WRITE on a subject of great appeal, and see that work compiled in a book to be published later. Target date for entries: 30th April, 2012. [Goanet] Life In The Village - Part One
Life In The Village - Part One Those Were The Glorious Days What was life in the village then ? I was just three years and thirty seven days old on the 19th December 1961 and was hardly in a position to know what life was before the so called liberation but from the time that I remember I know that my own and my village folks were very hard working, dedicated and honest people. These attributes were the mainstay of village life and the essence of every Goan village, susegad was never synonymous with Goans of yore as it is said to be today. In my village there were lot of toddy tapers but they would also farm (paddy, onions, chilies, nasnne, vegetables etc) during the rainy season and kept themselves busy with fishing in between and after their taping chores. Many were sailors working on cargo ships, tankers and on passenger cruise lines but when on holidays they never stayed idle, they were always busy in their fields, properties, houses or fishing. The ladies too would finish their house chores and leaving their young children with their elders, would work at the mine that was operational then, and also work in the fields. Everyone in our village had their own bit of land to till along with a few coconut trees. People helped each other without having to pay for the services rendered. Farming was a collective effort repaid with collective help. Love for the neighbour and good will was the essence of the village life then although every now and then there use to be flare ups between people but then unite for a c ommon cause. Most of us as youngsters helped our parents in our fields, watering the coconut sapling, even carrying coconuts, paddy, jack-fruits and mangoes in sacks and baskets on our heads for a good distance, when we were home during our holidays, no doubt at that time we hated it, but did it for our parents without knowing that one day we would enjoy the fruits of our hard work. Almost every one in our village, kids, young and the old worked hard. We had no tap water and so had to carry water from the spring in copper pots. As kids we never shied away from the rotational responsibilities that were given to us by our parents. We did any kind of work, no one stayed idle and most of us were self-sufficient. Most of our houses had mud walls and wooden roofs, with the thin curved tiles over our heads, the mud floors were covered with a paste of cow-dung for the distinct neat appearance. Our verandas were open during the summer and blocked with folding of palm leaves during the rains. Days were bright as enough light sipped through the few glass tiles on the roof and the open doors and windows but at night we huddled together in the dim light of the kerosene lamps, petromax was a luxury then. We had no electricity and no fans but still shared the warmth of our family members in winter and the cool sea breeze while we slept out in the verandas during summer, doors and windows were always open no matter what. We had our own fowls, pigs and sometimes a goat or a cow. Life was good even though we did not have the luxuries or the toys that today's modern generation is blessed with. We never had outsiders coming in to our village to sell fish or anything else, infact those days we never bought fish from outside, we just had to go fishing and the whole neighbourhood would have enough fish for the next few days as we always shared with our neighbours and relatives, we had no fridges then. We had one Goan podder who came walking from the next village early morning and sound of his horn would send us running to collect the kundea bakreo for our diabetic elders and sometimes when mom was busy and could not make our usual chapattis, sulloleo or bakreo would end up with kanknnam or pau the four cornered bread that were large and delicious, for breakfast. Most of us were totally self-sufficient and only visited the cities to see doctors, visit relatives or an occasional visit to the government office or shopping for occasions. We never heard of thefts, murders or rapes. Those days we had to walk long distances for hours to avail a bus but people were healthy and rarely fell sick, even child births were handled by the local unqualified but experienced midwife (ojj-maim). There were no motorcycles to go to our neighbour's house, nor did we have TV's to while away our time in the never ending saas bahu escapades. A few of us had the then famous Philips radios and the whole neighbourhood would gather to listen to the Konkani songs and plays. Every village had their own authentic and unique festive celebrations with people of all religions and status taking part in those celebrations. The villagers were always united in celebrations as well as tragedies. Village problems were solved by villagers themselves, no police or courts were involved and the harshest punishment was excommunication for a period of time. Entertainment for our
