Though it may not apply to you, we had good success with the 64-bit hacked Apache on our Server 2008 x64 box. It made quite a difference. I am not claiming that the 64-bit was better but that the hacked version sure did run happier on the box than the stock Apache. Yes, we check the useragent

The problem is, the game does not find any servers to play on, even with sv_search_max_ping set to 250. I would also like to know that. I don't have L4D here and can't check, but you could connect to one of those official servers and type status in console. Check what the hostname is.
