move TCPIP to SYSTEM but ISTR some changes made a few releases back to

I see no difficulties except the following:
If the usercat containing the SMF datasets needs maintenance, you will
need to create/format new MAN* datasets in another catalog, until the
repairs can be made. This is (IMO) a serious PITA.
IF no maintenance is ever needed on this ucat, you are safe.
Compare the total power consumption of a z/10 to the consumption of the
server farm (potentially 1000's of squatty boxes) it can replace. This
is why it can be considered a green machine.
