OK, you need HMC.  As you said, you don't need the HMC to be connected to your "mainframe" (zPDT). You can buy or rent one, this is business issue. If you want to save money, take  n-2 generation from second hand. I doubt someone wolud decide to give you remote access to working HMC. From
