We found the problem . Prior to the last IPL , a 'SETPROG
LNKLST,UNALLOCATE' was added to the automation startup script and the
command was IPL'ed and nobody was aware of it ...

In one of our client environments , I found that LNKLST datasets are not
having enq from XCFAS . Instead i see only LLA holding it . It seems
strange to me as i was always under the impression that every LNKLST
dataset would have an XCFAS ENQ by default

were issued since the last IPL .
