Yes, I assume that Judy selected the desired text before trying to make it a
link.
Regarding CTRL+Z, it is probably a typo, since CTRL+Z is for Undo.
Trying Pass Key Through (JAWS+3) is a good idea. Since she's using IE

As an alternative, try disabling the JAWS Virtual Cursor with INSERT+Z before
selecting the desired text and pressing ALT+L.

Hi Judy,
The keystrokes starting with alt in web pages may require you also press SHIFT.
For example, a link which has access key b is activated in IE by pressing
it helps!
