It doesn't sound like he actually wants to stop updates altogether, just to choose when they happen, which as you can say you can do with Group Policy editor with Enterprise, Educational or professional Windows 10. Perhaps play with the configuration settings and see if the download button

If I'm not mistaken, unless you're running Windows 10 Enterprise or Professional, Downloads are automatically Downloaded and Installed. The only button you should be able to see is the restart now button if you want to finish the downloads instead of waiting for the computer to do it for you.
