This is what I observe as well.
Pressing up/down arrow quickly, as the program or document file opens, all I
can hear is ding.
But if I wait for few seconds before doing anything, JAWS works as normal.
I think vista is so powerful, JAWS can't keep up on it.
Reason I heard people said JAWS

It is very JAWS friendly, but when I press space bar to start recording my
selected piece, it also records a bet of JAWS voice.
