I've just discovered that, despite my earlier testing, the bug is now
also happening on linux-image-4.9.71-040971-generic. I'm going to mark
as incomplete once more until I can further narrow down the issue.
One other element that might be relevant is that I'm using two video
ports: an HDMI port

One observation that i've made: upon powering on, if I attempt to
suspend after little to no activity, ie: quickly going through Chromium,
the system is almost always able to suspend and resume thereafter.
During periods when i'm doing projects that last a couple hours using
Sublime Text, CLion,
Yes, I am assuming "hangs" means that the user interface is hung, but
not the internals of the system. So that's why the instructions in
comment #15 require a second machine and for you to be logged in from
that already before reproducing the graphical hang.
