This is a bit of a guess, but possibly you need to 1.Identify all of the individuals that are in the cemetery and then tag them. Hopefully you can do that through the search and create a list of people, then options and advanced tagging followed by Everyone in Search List and put a tag

I don't know the "official" answer, but this is fairly rare (in Virginia, the local government entity is either a city or a county, but cities are not part of counties).  Using the normal practice of "city,county,state, country", I would put the "[city name],,Virginia, United States".

That's pretty much it Carolyn. For reference, there are only 3 other municipalities that are independent of counties outside Virginia -- Baltimore (since 13 May 1851), Saint Louis (since 1876) and Carson City, Nevada (have to look that one up, but it happened in the late 20th century).
