That's pretty much it Carolyn. For reference, there are only 3 other municipalities that are independent of counties outside Virginia -- Baltimore (since 13 May 1851), Saint Louis (since 1876) and Carson City, Nevada (have to look that one up, but it happened in the late 20th century).

I don't know the "official" answer, but this is fairly rare (in Virginia, the local government entity is either a city or a county, but cities are not part of counties).  Using the normal practice of "city,county,state, country", I would put the "[city name],,Virginia, United States".

I use the place holder so I know I am dealing with an Independent city. From Wikipedia There are 41 independent cities in the United States. Of these, 38 are in Virginia. They are called 'independent' because they are not in the territory of any county or counties. Independent cities in Virginia

Thanks so much for the ideas. I will try them. I always use VA if it is before West Virginia became a state. Once it became a state I use WV. I know those counties, so for me it works well. However if you are using GPS etc. I would put it as WV with (VA) after it. I don't know if that would
