I don't think there is anything like that. The kernel comes prepackaged
generally and nothing is updated except the various /lib/modules/`uname
-r`/modules.* files which don't contain configuration information. If
there was something it should be in /etc/[modules|modprobe].conf but I

Well everything seems to be possible in todays world, but I would be
very surprised if Windows changed it to 133 Mhz and on exit changed
it back to 66 Mhz. But I'll check just to make sure.
On my motherboard a 66 Mhz FSB should be

Then i would guess that it has to do with the configuration of the EHCI
controller. Probably the Linux initialization of the controller
