Preferences->Language->Spellchecker->alternative Language?
(the aspell dictionary is called german afair, also for "new spellling").

One thought: did you by any chance install aspell.exe into your lyx
directory (or perhaps into your path)? Ruurd's distribution contains only
aspell.dll and he writes the aspell executable is useless for LyX.

Aspell
on winnt4/sp5. Which windows version are you using?
I am using Windows2000 Professional.
