You are absolutely correct! GSM networks actually use a narrow band 3.1KHZ codec called AMR. The 8KHZ you are referring to is commonly associated to the sampling rate of the G.711 ULaw codec. It would be amazing to have an 8khz audio bandwidth codec on our cellphones… Some european carriers are
