It’s not up to Apple to code apps for Voice Over. That’s up to the app
developer. In Microsoft’s case, forget it.

I am totally blind and have never used sighted assistance to set up my vm.
After windows is loaded for the first time, I’ve either used narrator to go get
nvda, used my window eyes dvd to load WE, or installed nvda off of a usb stick.

to use the Iso file that was located in my downloads folder. So the
answer to your question is no, you don't have to burn it onto a DVD.
