I don’t know of any app store or facilities on the apple TV 3rd gen with out
jail breaking the device.
You basically have an existing list of Icons that I know Apple can update but

Since you use optical (I do as well) I would take the signal from the Apple TV
to your TV set over HDMI which gives you the highest digital fidelity possible

via HDMI or send it to an airport express with optical audio outputs.

Audio description only works on the third generation. You can, however, use an
iPhone or iPad and get Netflix descriptions and then airplay the show including
descriptions to the Apple TV. The second gen cannot run the latest Apple TV
update which is required for audio description.
