Set it up as it should be. Then, on the trackpad, do a 2 finger clockwise rotate to enable the trackpad commander. It does not matter the commander is already enabled in VO Utility. Apparently, the VO keys are locked. This is noted as an El Capitan bug. From E.T.'s Keyboard...
