Hi, Actually, a three-finger double-tap does not toggle VoiceOver on and off. The three-finger double-tap toggles on/off VoiceOver speech, but VoiceOver gesture navigation remains on. This would be problematic for a sighted user as their normal gestures would not work as expected.
