You can turn on or of VoiceOver via Siri. Tell: „Hey Siri, turn VoiceOver on,
or turn VoiceOver of.“

You can fix this by going to Settings, Accessibility, Accessibility Shortcut,
and making sure this is set to VoiceOver.

The three-finger double-tap toggles on/off VoiceOver speech, but VoiceOver

No. It does not turn voiceover on/off. It just turns speech on/off. There’s a
difference that’s important. Voiceover is still active, allowing the gestures
and sounds.

Just do a 3 finger double tap, turns vo on and off.
