You can revise the auction without ending it and/or you can specifically approve a specific person outside the USA. With my auctions, I typically say to email if you are out of the USA, and then add the potential bidder to my approve list. It's easier than adding people to the block list.

I had this same problem when using SN75468's for digit drivers (discrete high voltage drivers) with IN-17's. These have a common pullup voltage, that I set to 100v. My problem was that the 100v would drop to a lower voltage due to using too big of a resister with the 100v zener diode. Not sure if
