"natively" within ConTeXt. With xfig, you can export to Metapost.
This code can probably be directly used by ConTexT, or perhaps with

The latest beta has broken some interaction:
not all entries in the table of contents have working links.
This also shows up in the bookmarks: those broken also do not
show page numbers.
Of course, no test file as I am still investigating...
