with the p template without giving a width, all is well. However is I set the
paragraph width to a specific value things go wrong. Please refer to the small

It is not possible to make cells spanning more than one column. This is related
to the fact that the cells are on a grid. It is also not possible to have cells
on e.g. half way down/left/right.

If I understand correctly what you need is a system which is basically based on
booklet-printing but each booklet should be restricted to 16 pages.
In this case you might try

This scheme put two pages on the front and two pages on the backside of a sheet
of pa
single folding over the spine you end
up with a section of 16 pages. This kind of section is reasonably stable for
stitching/sewing.

You can influence the outcome by setting up tolerance.
You could probably better use also the height and width operators in
\setuplayout
I suggest not to use columns for this purpose, because depending on the length
of words in either language

I can't find the link on the wiki ;-(
For this purpose I prepared a sample file, with wich you can easily
test the different outcomes. I attach this file. I hope that will
help to answer your questions.

--arrange means you typeset af tex-file and arrange it.
--pdfarrange means that you arrange pages already contained in a pdf
file. e.g. you have a book in pdf and you want the pages of that book
arranged into sections
