Got some more information now after some testing. Adding CSIs to an unlocked
NPI SU does not work. It is not implemented! This can be seen in amfnd/susm.c
assign_si_to_su() where in the if (!m_AVND_SU_IS_PREINSTANTIABLE(su))

When
During failover there is temporarily no implementer for log streams. Is the
problem here that the delete is not responded with TRYAGAIN or what is the real
issue?
Or in other words the controller failover is not transparent enough for the
operator.
